The Japanese government plans to formally endorse plans to lift the state of emergency declared in three prefectures in western Japan, while maintaining the emergency in the Tokyo metropolitan area and Hokkaido.
The central government is set to decide on Thursday whether it will lift the state of emergency for Tokyo, Osaka and six other prefectures. Last week, the government canceled the nationwide declaration for 39 other prefectures.
It's likely to be lifted for Osaka and its neighbors --- Kyoto and Hyogo. That's because the rate of new infections there has fallen below 0.5 per 100,000 people in the past week --- a benchmark set by the government for the emergency declaration to be lifted.
Officials also plan to decide whether to lift the declaration for Tokyo and its three prefectural neighbors as a group.
The rates for Tokyo and Kanagawa currently do not meet the criteria, although Saitama and Chiba do. The northernmost prefecture of Hokkaido also fails to meet the criteria.
The government is to consult its advisory panel of experts about its decision on Thursday. It will then inform the Diet of the plan before finalizing it at a taskforce meeting later in the day.
The government plans to continue to urge residents in Tokyo and its surrounding prefectures as well as Hokkaido to refrain from nonessential outings.
It says residents in prefectures where the emergency has been lifted should reduce contact between people to minimize infections.

The number of new coronavirus infections remains low in Tokyo with officials reporting just five new cases in the capital on Wednesday. This marks the fourth consecutive day the number of new cases has been 10 or fewer in the capital city of about 14 million.
The latest figure comes as Tokyo Governor Koike Yuriko continues to call on her prefectural counterparts to work together to contain the virus. She said: "Clustered infections have emerged not only in Tokyo, but across Japan. The entire nation must be united to address this issue."

Japan's exports tumbled in April as the pandemic continues to affect global demand. The drop was the biggest in 10 and a half years.
Data released by the Finance Ministry on Thursday shows overall Japanese exports plunged by 21.9 percent compared to the same month last year.
US and European-bound shipments, especially cars, contributed to the slump.
Overall Japanese imports slipped as well declining 7.2 percent.
As a result, Japan's trade balance fell into the red for the first time in three months.

New York's governor has ordered everyone in the state to wear masks in public. But the message has yet to sink in with some residents. So his daughter has stepped in, suggesting an ad contest to promote the practice.
In his press conferences, State Governor Andrew Cuomo has been calling on people to wear masks every day.
But his daughter, Mariah Kennedy-Cuomo, says he may not be the best communicator. So two weeks ago, she suggested the contest.
She asked New Yorkers to make an advertisement explaining why people should wear a mask. More than 600 entries came in.
Kennedy-Cuomo and her team have watched the videos and chosen five finalists. Now, members of the public will vote for their favorite.
Cuomo will announce the winner next Tuesday. Then the ad will run on TV. He's hoping perhaps his message will finally get through.

Singapore plans to gradually ease coronavirus restrictions and allow more than three-quarters of all economic activity to resume early next month.
Non-essential firms and schools have been closed since April 7.
Government officials said on Tuesday that most business activities will be allowed to restart from June 2. They said that includes manufacturing. But they urged businesses to keep on-site operations to a minimum and let as many employees as possible work from home.
They said a decision on whether to allow restaurants and retailers to reopen will be made about four weeks from June 2.
Schools will also restart on June 2. Students in some grades will rotate weekly between in-school learning and home-based learning.
Restrictions on outings will remain, but people will be allowed to shop for necessities, exercise, and commute to work. Individuals are required to wear masks when they go out.
Coronavirus cases in the country have topped 28,000, but the rate of new cases has been slowing down recently. Cluster infections have been confirmed in dormitories housing foreign construction workers.

A powerful cyclone has made landfall in eastern India, and fears are increasing that coronavirus infections could spread among evacuees in shelters.
Amphan was so strong at one point that it became a super cyclone, but it lost some power as it moved northward off the eastern coast of India.
The storm made landfall in the Indian state of West Bengal on Wednesday night.
The cyclone was packing winds of up to 180 kilometers per hour, and authorities have warned that it could do damage comparable to that caused by a cyclone in 1999 that left about 10,000 people dead in eastern India.
The severe weather could not come at a worse time for India and Bangladesh, where the coronavirus is spreading.
Nearly 4,000 infections have been confirmed in two eastern Indian states, and more than 25,000 cases in Bangladesh.
About 3 million people in both countries are being urged to evacuate.
Local authorities are taking steps to prevent infections among evacuees, such as limiting the number of people in shelters. But these measures have created another challenge --- how to accommodate all the evacuees.

US Secretary of State Mike Pompeo has stepped up his criticism of China, blaming the government for the massive damage caused by the global spread of the coronavirus.
Pompeo was speaking at a news conference on Wednesday. He said China has been ruled by "a brutal, authoritarian regime." He added "China's contributions to fighting the pandemic are paltry compared to the cost that they have imposed on the world."
Pompeo went on to criticize World Health Organization chief Tedros Adhanom Ghebreyesus, saying the director-general's "unusually close ties to Beijing" started long before the pandemic.
President Donald Trump has also stepped up his rhetoric. He tweeted "it was the 'incompetence of China', and nothing else, that did this mass Worldwide killing!"
In the United States, where coronavirus infections continue to spread, the public is increasingly questioning China's responsibility, particularly supporters of the Republican Party.
Democrats are pointing out that Trump is stepping up his criticism of China ahead of the November presidential election to fend off criticism of his own initial response to the coronavirus.

A top Japanese prosecutor is set to resign following reports that he gambled on mahjong amid the coronavirus emergency.
The weekly Shukan Bunshun magazine reports that Kurokawa Hiromu, the head of the Tokyo High Public Prosecutors Office, played mahjong for money at the Tokyo home of a newspaper reporter on May 1 and 13.
Tokyo has been under a state of emergency due to the coronavirus outbreak, and people are being asked to refrain from nonessential outings.
Sources say Kurokawa admitted to the facts in the report. He is expected to issue a statement as early as Thursday.
Some at the prosecutors office say the report came at the worst possible time as lawmakers were debating the enactment of a bill to extend the mandatory retirement age of public prosecutors.
In January, the government said Kurokawa is an essential figure and delayed his retirement by altering the conventional interpretation of the law. It was the first time a prosecutor's retirement was extended.
Opposition parties have criticized the move, saying the government wants to make Kurokawa prosecutor-general because he is close to Prime Minister Abe Shinzo's office.
The government also added a provision to the bill allowing individual senior prosecutors to stay on the job longer if the Cabinet deems it necessary. This drew condemnation from lawyer groups who accused the Cabinet of trying to justify the illegal and unjust extension of Kurokawa's retirement.

US authorities have arrested two Americans for their alleged role in smuggling former Nissan Motor Chairman Carlos Ghosn to Lebanon from Japan.
Ghosn fled Japan on a private jet via Turkey late December last year while on bail.
Tokyo prosecutors in January obtained arrest warrants for former US Green Beret Michael Taylor and his son Peter Taylor. They were arrested in Massachusetts on Wednesday.
The move is in line with a Japan-US treaty ratified in 2004 that allows investigative authorities in both countries to work together without going through diplomatic channels.
Papers issued by a court in Massachusetts say they carried out two large black boxes from a hotel room near Kansai Airport... and Ghosn was hiding in one of them.
The document says the boxes were loaded onto a private jet.
Peter Taylor is suspected of meeting Ghosn numerous times in the months leading to his escape. He is believed to have booked hotels for Ghosn and carried his belongings.
US media say authorities arrested the two Taylors after discovering Peter Taylor had booked a flight from the United States to Beirut departing on Wednesday.
