US Senator Kamala Harris has delivered her first speech as presumptive Democratic presidential nominee Joe Biden's running mate, saying the United States has a chance to choose a better future for the country in November.

Harris made the first joint appearance on the campaign trail with Biden in Delaware on Wednesday, one day after the former vice president announced the selection of his running mate.

Harris blamed President Donald Trump for the spreading infections of the coronavirus, saying he failed to take it seriously from the start.

She expressed resolve to take back the White House, saying, "America is crying out for leadership."

Biden described Harris as smart, tough, and experienced, saying she is "ready to do this job on day one."

Biden and Harris are expected to be formally confirmed as the presidential and vice presidential nominees at the Democratic National Convention that begins on Monday.

Researchers developing a COVID-19 vaccine for US and German firms say clinical trials show increases in the amount of antibodies that weaken the functions of the virus in people who received the shot.

The results were published in the journal Nature on Wednesday. The firms Pfizer and BioNTech are working on the vaccine candidate.

The study covered 45 people from ages 18 to 55. The researchers reported that 21 days after the vaccination, antibodies for the coronavirus were detected in the blood of all the people who got a shot.

They said they confirmed that the amount of neutralizing antibodies that weaken the function of the virus had risen.

They also said the amount was 1.9 times to 4.6 times the level detected in the blood of people who recovered after contracting the coronavirus.

But, the researchers reported more than half of the people who were given the vaccine candidate complained of headaches or other side effects. But the scientists said no serious health issues were reported.

If the two firms succeed in developing the vaccine, they will provide the US with at least 100 million doses as per their agreement. The Japanese government has also reached an agreement to secure doses for 60 million people by the end of June next year.

The development is in its final phase. Pfizer says the firms aim for approval as early as October.

The French government plans to mobilize police to ensure people wear a face mask as the coronavirus spreads again.

Government spokesman Gabriel Attal disclosed the plan on Wednesday, saying some people are not acting responsibly.

The number of infections has been on the rise since mid-July, mainly among people in their 20s and 30s. More than 2,000 new coronavirus cases were confirmed on August 7, the highest figure since a lockdown was lifted in May.

In response, some municipalities, such as Paris and Marseille, have required people to wear a mask in busy outdoor places, in addition to public transportation, commercial facilities and other indoor spaces. Offenders face a fine of 135 euros, or about 160 dollars.

Meanwhile, the organizers of the Paris Marathon -- one of the largest of its kind -- have canceled this year's event. It had been delayed from April to November due to the pandemic. But the organizers say it would be difficult for runners from abroad to participate.

The United States is introducing new regulations on Thursday that bar business between the government and any company that uses high-tech products from five Chinese firms.

The rule -- which is based on a law aimed at protecting confidential information -- targets the five Chinese firms, including communications equipment maker Huawei and surveillance camera manufacturer Hikvision.

Any company that uses products from those five firms will no longer be able to sign new contracts or renew existing ones with US government entities.

The rule will effectively ensure that companies need to choose between doing business with the US government or the Chinese companies.

About 870 Japanese companies do business with US government agencies. Their deals are worth more than 150 billion yen, or about 1.4 billion dollars, annually.

They will likely be required to certify they don't use products from the five targeted firms when they seek new contracts with the US government.

The new regulations add to escalating tensions between the US and China.

Washington also plans to ban US transactions with two other Chinese companies, including the operator of the video-sharing app TikTok.

US Health and Human Services Secretary Alex Azar has wrapped up his four-day trip to Taiwan.

Azar arrived in Taiwan on Sunday as the highest-ranking US official to visit since Washington severed ties with Taipei in 1979.

On Wednesday, Azar visited a guest house in Taipei where Taiwan's late former president Lee Teng-hui is being honored. Lee died last month at the age of 97.

Azar laid flowers, and wrote in the condolence book, "President Lee's democratic legacy will forever propel the US-Taiwan relationship forward."

The secretary then visited a face mask production plant before departing on a US government plane.

Azar has reportedly told Taiwanese media his visit does not contradict Washington's "One China" policy.

Previous visits by senior US officials have involved participation in private forums and other events, but Azar's trip was characterized by government-level exchanges, such as meetings with President Tsai Ing-wen and Foreign Minister Joseph Wu.

Azar repeatedly stressed during the meetings that he was speaking for the administration of President Donald Trump, apparently to underscore the US administration's hardline stance toward China and its closeness to Taiwan.

Pro-democracy activists in Hong Kong have been released on bail after a day of detention and they thanked people for their support.

Agnes Chow and Jimmy Lai were among 10 people arrested under the new national security law for the territory.

Chow said, "I have been arrested four times, but this was the most frightening experience. It was the toughest."

Chow added she was grateful for all the support she got from people in Hong Kong, Japan and elsewhere in the world.

Police say she is suspected of having ties to a group that's asking foreign nations to impose sanctions on the Chinese and Hong Kong governments.

Media mogul Lai received a hero's welcome at the headquarters of his Apple Daily newspaper. The publication is often critical of Beijing.

Lai said, "We have the support of the people of Hong Kong. We must not let them down."

That support was evident Wednesday when Apple Daily sold nearly eight times the usual number of copies.

Lawmakers in Japan have denounced the arrests. A non-partisan group issued a statement saying any act that infringes upon fundamental human rights, such as freedom of thought or expression, cannot be tolerated.

The lawmakers want the government to extend the period people from Hong Kong can stay in Japan without visas.
