The number of confirmed new COVID-19 cases in Tokyo on Thursday is 339. It's over 300 for the first time in 5 days.

Total cases in the Japanese capital now exceed 18,600.
Officials are urging residents not to travel to other prefectures, not to visit their hometowns for family reunions, and not to go out for dinner in groups.

Experts met to analyze the situation in Tokyo. They report the average number of new cases per day during the past week has been 256.

They say that's lower than last week...but still high.

Director Ohmagari Norio of Disease Control and Prevention Center said, "Patients with severe symptoms tend to spend a long time in hospital beds, including beds in intensive care units. It's vital to provide medical care for COVID-19 patients while also providing other medical care. And we need to secure beds for COVID-19 patients who are seriously ill."

Tokyo Governor Koike Yuriko is urging residents to take thorough precautions in every aspect of daily life.

She says people who live together should not share tableware, towels, or toothpaste.

Koike said, "Infections are spreading among people of all age groups. Elderly people are prone to becoming seriously ill. They must protect themselves, and other people must protect them. I want everyone to share this awareness."

More than 60,000 people have tested positive for COVID-19 across Japan. Over 1,100 have died.

A panel of experts has basically approved the Japanese government's plan to offer coronavirus vaccines first to medical workers, elderly people, and those with pre-existing conditions.

The meeting of the panel on Friday was attended by the minister in charge of the coronavirus response, Nishimura Yasutoshi, and health minister Kato Katsunobu.

Medical workers were chosen because they face a higher risk of infection, while the elderly and people with underlying health issues are more likely to become seriously ill when infected.

The experts also agreed to continue studying whether to prioritize emergency workers, public health center staff, caregivers for the elderly, and pregnant women.

After the meeting, panel chief Omi Shigeru told reporters that the development of an ideal, effective vaccine is not guaranteed, but that hopes are rising among the public.

Omi said the government should do its utmost to secure enough vaccine shots, and act quickly if it needs to buy them from overseas. He said it would be too late if officials waited for the product's safety and efficacy to be fully established.

Omi also said that historically, immunization drives in Japan were hampered by the people's deep concern about side effects.

He said the experts have a duty to report quickly and openly any information they obtain on the efficacy of a coronavirus vaccine, and the side effects it may cause.

The number of confirmed new COVID-19 cases in Tokyo on Friday is 258.That's the second day in a row it's over 200.

There have now been over 18,800 cases in the Japanese capital. Officials are urging residents not to travel to other prefectures. Nor should they visit their hometowns for family reunions, or go out to dinner in groups.

Tokyo Governor Koike Yuriko said, "The number of confirmed infections is still at a high level. Infections are spreading throughout the city, and to all age groups, including elderly people who are prone to becoming seriously ill."

The governor called on residents to stay on high alert and take every precaution in their daily lives.

Ministers and experts met on Friday to discuss how to fight the virus. They talked about who should get vaccines first once they're available.

The plan is to give priority to medical workers, the elderly and people with pre-existing conditions.

Officials will also consider prioritizing ambulance attendants, health-center officials, pregnant women and nursing-home workers.

The minister in charge of the coronavirus response Nishimura Yasutoshi says the government aims to come up with some guidelines in a few months.

The head of the expert panel noted that the government will have to decide whether to buy vaccines from other countries before their safety or effectiveness has been established.

Omi Shigeru of Japan Community Health Care Organization said, "I think they should try to secure necessary doses of vaccines, even if there's a possibility that none of them will be used in the end."

The government has separately agreed with the UK pharmaceutical company AstraZeneca and Pfizer of the US on a supply of vaccines once they're developed.

The government is also backing the efforts of domestic companies. It aims to start distributing vaccines in the first half of next year.

Singapore plans to reopen its border to travelers from New Zealand and Brunei from September.

In an announcement on Friday, the government said it deems the two countries as low risk, and will allow visitors from both, regardless of purpose.

It says tourists and other visitors must apply in advance to take PCR tests upon arrival. It says they will be exempt from a quarantine period if they test negative, which means short stays will be possible.

Singapore currently allows entry to visitors from China and some other countries for purposes such as business. All foreign tourists have been banned since March.

The government also says it has deemed six other countries and territories, including China and Vietnam, as low risk, and will make a decision about whether to ease restrictions.

The United States is facing near universal opposition at the United Nations Security Council over its demand to re-impose UN sanctions on Iran.

Most of the Security Council members sent letters opposing the US move to the council president by Friday.
They include four of the five permanent council members and most of the non-permanent members, including Germany.

The Trump administration says Iran is enriching uranium beyond the limit set by the 2015 Iran nuclear deal and is repeatedly violating the arms embargo.

US Secretary of State Mike Pompeo on Thursday notified the council president that the US was launching a process to restore the sanctions, using a "snapback" mechanism in the nuclear agreement.

The mechanism allows any party to the deal to demand the UN Security Council restore the sanctions if Iran is judged to be in violation of the agreement.

Opponents say the US process to restore the penalties is void as Washington has withdrawn from the nuclear agreement.

China's UN mission tweeted on Friday that letters sent by China, Russia, Iran and others to the Security Council president clearly expressed the international community's opposition to the US move.

US special envoy for Iran Brian Hook said in a conference call on Friday that as a Security Council member, the US still has the right to re-impose the sanctions.

All signatories to the 2015 Iran nuclear agreement, except the United States, will meet next month in Vienna.

The European Union announced on Friday that representatives of Britain, France, Germany, Russia, China and Iran will take part in the September 1 meeting.

Details of the agenda have not been released, but participants are expected to discuss a response to the US Trump administration starting a process to restore UN sanctions on Iran.

The US administration is using a "snapback" mechanism in the 2015 agreement which allows any party to the deal to demand the UN Security Council restore the sanctions if Iran is judged to be in violation of the agreement.

Tehran has reacted sharply to the move.

Russia and China say the US has no right to seek re-imposition of the sanctions as it has already withdrawn from the nuclear agreement.

Britain, France and Germany have also expressed opposition to the US decision.

Russian opposition activist Alexei Navalny, who is unconscious at a hospital in Siberia, is expected to be flown to Germany for treatment.

The fierce critic of President Vladimir Putin fell ill during a flight from western Siberia to Moscow on Thursday. The plane made an emergency landing in the Siberian city of Omsk, where Navalny was rushed to a hospital.

His supporters say he may have been poisoned. They have been asking foreign governments to help him receive treatment abroad.

German Chancellor Angela Merkel responded. On Friday, a flight carrying a German medical team arrived in Omsk to collect Navalny.

The hospital said tests so far show no signs of poison. Officials were initially opposed to moving Navalny, but they agreed on Friday, adding that his condition had stabilized.

Navalny is expected to undergo detailed tests at a hospital.

Post-election turmoil continues to engulf Belarus as the president of the country rejects offers of dialogue from an opposition leader.

Protesters are demanding President Alexander Lukashenko step down, saying the August 9 presidential election was rigged.

Opposition politician Svetlana Tikhanouskaya repeated her appeal for talks at a news conference on Friday. She ran against Lukashenko in the election and has since fled for safety to Lithuania.

Tikhanouskaya said she strongly wants the Lukashenko administration to accept dialogue to break the deadlock and hold a fair election.

Lukashenko delivered a speech on the same day in front of agricultural workers in the suburbs of the capital Minsk. He rejected the proposal of dialogue and said he would hold talks only with laborers.

Russian President Vladimir Putin has expressed the view negotiations are essential. French President Emmanuel Macron says the European Union is ready to join Russia to mediate talks.

Lukashenko's adherence to his hardline position suggests there is no end in sight to the impasse.

Media in the US state of California say wildfires have led to at least five deaths and the evacuation of more than 60,000 residents from their homes.

Wildfires have been breaking out in California since late July due to the effects of a severe heat wave and arid conditions.

Local media say about 250,000 hectares mainly in the northern and central areas of the state have been destroyed.

Governor Gavin Newsom ordered a state of emergency on Tuesday.

Firefighters say blazes were burning in 26 locations as of Thursday, and extinguishing operations are proving difficult due to strong winds and the heat wave.
