The office of New Zealand Prime Minister Jacinda Ardern says she received an email about 10 minutes before Friday's mass shootings with a copy of what is believed to be the gunman's manifesto.

About 70 others received the email containing the same document as the one posted on Twitter under the suspect's name.

Brenton Tarrant from Australia has been charged with murder for the shootings at two mosques in Christchurch which left 50 people dead.

The document says the attack took two years to plan. It also complains that white society has been invaded by immigrants.

The prime minister's office says the document was also mailed to the speaker of the Parliament, other politicians and media outlets.

The office says the email did not give any warning of the attack.

Police say they did not receive the email directly, but it was forwarded to them after the assault.

They are working to confirm whether the suspect sent the email.

Japanese Prime Minister Shinzo Abe has spoken of his determination to maintain Japan's superiority in the areas of cyber and space defense.

Speaking at a graduation ceremony of the National Defense Academy on Sunday, Abe said the security environment surrounding Japan has become increasingly difficult and uncertain.

He said the country cannot defend itself by sticking to traditional thinking, and referred to the government's new national defense guidelines adopted last December.

Abe said Japan will push forward with reforms at a speed fundamentally different from the past in order to build defense capabilities for the next era so the country can maintain its advantage in the areas of cyber, outer space and electromagnetic waves.
He said the Japanese people's trust in the Self- Defense Forces was cemented during the Heisei Era, and it is the government's turn to do all it can to create an environment where SDF members can fulfill their duties with pride.

Abe appeared to be stating his determination to clarify the existence of the SDF in the country's Constitution.

In contrast to his speech last year, he made no reference to North Korea's nuclear and missile issues.

478 Japanese students graduated this year. 49 of them declined to join the Self- Defense Forces upon their graduation. That is 11 more than last year.

The head of the Japanese Olympic Committee Tsunekazu Takeda has informed his associates that he will step down, in the lead-up to the Tokyo Olympic and Paralympics. Informed sources told NHK that Takeda has already communicated his intention to retire.

Takeda has been in hot water since allegations surfaced he was involved in bribery in connection with Tokyo's bid to host the 2020 Games. An investigating judge in France has been looking into whether to bring Takeda to trial since December last year.

Takeda has consistently claimed his innocence. But pressure is mounting on him both home and abroad as the International Olympic Committee is concerned about any adverse effects the scandal could have on the upcoming Games.

The Japanese Olympic Committee is to convene a meeting of its executive board on Tuesday. The sources say Takeda may mention his decision at this meeting.

Japan's education ministry says it wants to find out how many foreign national children are living in the country but not enrolled in schools.

Education through junior high school level is compulsory for Japanese citizens, but optional for foreign nationals.

Ministry officials say around 84,700 foreign children were enrolled in either primary or junior high school in Japan as of May, 2018. But they say they do not know how many children are living in the country without attending school.

The government plans to work with local authorities to find out, and to determine how they can help such children attend schools. It plans to start the survey by around June.
