Russian President Vladimir Putin and his Chinese counterpart Xi Jinping have reaffirmed their alliance ahead of a change of the US government in January.

The Russian presidential office announced a telephone conversation between the two leaders on Monday.

The office said that "the leaders praised bilateral ties, stating that they have reached the highest level in history and are truly beneficial to both sides."

It added the presidents reaffirmed their shared willingness to step up cooperation in the international arena.

China's foreign ministry quoted Xi as saying the strategic cooperation between China and Russia can effectively resist any attempts to suppress and divide the two countries.

The militaries of China and Russia conducted joint surveillance operations by strategic bombers over the Sea of Japan and the East China Sea on December 22.

Monday's summit talks over the phone are seen as an attempt to reinforce the bilateral ties before US President-elect Joe Biden is inaugurated next month.

Biden is expected to take hardline policies against Russia and China.

US-China relations are expected to become further aggravated, as Washington has enacted a law to support the Tibetan people's process of choosing a successor to their spiritual leader, the Dalai Lama.

President Donald Trump signed a bill into law on Sunday which says any interference by the Chinese government in the Dalai Lama's succession would be deemed to be a serious human rights violation leading to sanctions. The legislation calls on the administration to consider sanctions should Beijing interfere.

The law also says China will not be allowed to establish any new consulates in the US until Washington can open its own diplomatic outpost in Tibet's main city of Lhasa.

At a news conference on Monday, China's foreign ministry spokesperson Zhao Lijian called Tibet-related issues an internal Chinese affair. He said the issues touch on China's sovereignty and territorial integrity and no interference by any external forces would be allowed.

He urged the US to stop exploiting relevant issues aimed at interfering in China' internal affairs.

Relations between the two countries have soured over issues related to trade and the South China Sea.

The row could worsen further as US President-elect Joe Biden is expected to take a tough stance on Beijing over human rights issues in Hong Kong and the Xinjiang Uygur Autonomous Region.

Japan's education ministry is planning to introduce school classes designed to teach children how to prevent sex crimes.

Ministry officials say schools have not taught much about sexual crime and abuse.

They note that elementary school children in lower grades sometimes are not even aware that they are being victimized.

Their class will teach them not to expose body parts that are covered by a swimsuit to others.

The class for those in higher grades will teach about dangers related to social media.

For junior and senior high school students, the class will discuss dating violence and instruct students on how to avoid becoming victims or abusers.

The ministry plans to first launch trial classes in a few municipalities from the school year that starts next April. It plans to implement the classes nationwide in 2023 after preparing teaching materials and guidelines.

A new variant of the coronavirus that was first detected in South Africa has been confirmed in Japan.

On Monday, the health ministry said it was found in a woman in her 30s who arrived at Narita Airport near Tokyo on December 19. She traveled from South Africa.

Ministry officials also said they have now confirmed six more cases of a different variant that is spreading in Britain and other countries.

The people, who are in their teens to 40s, arrived from Britain between December 1 and 24.

A Chinese court has handed a four-year prison sentence to a woman for independently reporting on the coronavirus outbreak in the city of Wuhan, where the first cases were identified.

The court in Shanghai sentenced former lawyer Zhang Zhan on Monday on the grounds of "picking quarrels and provoking trouble."

Zhang traveled from Shanghai to Wuhan, which is located in Hubei Province, in February. She then posted firsthand accounts of the situation online, including authorities' response to the outbreak.

She was later detained, and accused of spreading false information and disrupting social order.

In the first hearing held on Monday, Zhang's lawyer said the defendant denied the charges, and even refused to be tried.

The lawyer described the ruling as unjust, adding that the prosecutors presented no evidence of Zhang spreading false information. The lawyer also pointed out that the right to freedom of speech is guaranteed under Chinese law.

Zhang is one of several people who have been detained in China for attempting to report on the coronavirus situation in Wuhan.

NHK has learned that Japanese machinery maker IHI has developed technology to use ammonia as a fuel for thermal power generation, potentially cutting carbon dioxide emissions by more than half.

IHI has been working to develop technology for the "co-firing" of natural gas and ammonia. Ammonia does not emit carbon dioxide when burnt.

Sources say the company succeeded in stably generating power at a 2,000-kilowatt plant when the ratio of ammonia was at 60 percent.

They say the technology can lower greenhouse gas emissions to 40 percent of the level of natural gas-only fuel.

IHI is said to be aiming to put the technology into practical use for power generators at factories.

Japan's New Energy and Industrial Technology Development Organization, or NEDO, commissioned IHI to develop the technology. NEDO says the development marks the first time in the world that the ammonia ratio has been raised to 60 percent for a relatively large power-generating facility.

Japan's government aims to make the country carbon neutral by 2050. It is considering ammonia as a fuel to help achieve that goal.

The Japanese government has suspended entry of non-resident foreign nationals to Japan to prevent the transmission of coronavirus variants.

The measure is taking effect on Monday and will continue through January 31. A similar restriction is already in effect for travelers from the United Kingdom and South Africa.

The government also suspended a conditional exemption of a 14-day self-quarantine that had been applied to Japanese and foreign residents when they reentered Japan after a short overseas business trip.

All travelers returning to or entering Japan from parts of the world where coronavirus variants have been confirmed need to submit a negative test certificate. Such travelers need to take a test within 72 hours before departure and another upon arriving in Japan.

The government says it will continue to allow people to travel on business to and from 10 designated countries and a territory.

A British think tank says China will overtake the United States to become the world's largest economy in 2028, five years earlier than previously estimated.

The Centre for Economics and Business Research released its economic forecast through 2035 for 193 countries and territories on Saturday.

The report estimates China will see its GDP grow by 2 percent this year, while other major economies are expected to contract.

It says China has successfully contained the coronavirus pandemic and its economy is recovering more quickly than those of the United States and European countries.

The think tank projects global GDP to fall by 4.4 percent in 2020. Japan's GDP is projected to contract 5.5 percent due to the severe economic impact of the pandemic.

Shinto priests have replaced a sacred rope over the Nachi Falls in Wakayama Prefecture, western Japan, ahead of the New Year.

The falls are part of a UNESCO World Heritage site. A nearby shrine worships the falls as its deity.

Priests in white robes carried the "shimenawa" rope to the top of the 133-meter-high falls on Sunday.

They attached lifelines to their waists and entered the ice-cold water to hang the 26-meter sacred rope from trees on both sides of the river.

Priest Koga Maki said it has been a tough year due to the coronavirus pandemic.

Koga also said he prays that the coming year will be peaceful and fulfilling for everyone.

The falls will be lit up from sunset on New Year's Eve to the early morning of New Year's Day.

Hospital beds in Japan are filling up as the number of the coronavirus infection cases increases rapidly.
Beds for those who are critically ill are nearing capacity, especially in Tokyo and Osaka.

A health ministry report shows that as of Tuesday, seven prefectures were at Stage 4, the highest of the four-level alert scale.

Stage 4 means that health care systems are at risk of collapsing from an explosive rise in infections, with bed occupancy at 50 percent or higher.

The bed occupancy rate was the highest in Osaka Prefecture at 63.8 percent, followed by Hyogo's 61.9 percent, Gunma's 61.8 percent, 59.5 percent for Kochi, 55.5 percent for Aichi, 53.7 percent for Tokyo, and 51.1 percent for Hokkaido.
The occupancy rate for those who are critically ill was at 68.6 percent in Tokyo, up by 2.2 percentage points in seven days.
Osaka had 64.5 percent, up by 9.2 percentage points.

Twenty-two other prefectures were at Stage 3, in which medical systems face the possibility of major disruptions.

China has enacted a revision to the National Defence Law that adds outer space and cyberspace to areas of military activities.

The revised law was enacted at a National People's Congress meeting that closed on Saturday. It is the first revision to the National Defence Law in 11 years.

Under the revision, China regards outer space and cyberspace as important security realms where military activities could take place.

The revised law also says that China may mobilize its military power if the country's "development interests," in addition to its sovereignty and territorial integrity, are threatened.

There was no explanation of what development interests mean but they're widely regarded as economic activities overseas.

Beijing has been increasingly at odds with Washington in the technology sector. Observers say the revision is intended to help strengthen China's military institution and to give legal justification for military activities in the event of an emergency.

North Korean state-run media's coverage of the country's leader Kim Jong Un has fallen to a record low this year, possibly because he refrained from appearing in public due to the coronavirus pandemic.

The Tokyo-based Radiopress news agency says the North Korean media carried 53 stories about Kim from New Year's Day through Sunday.

That's less than half of last year's figure and the lowest since he started serving as the leader in 2012.

Of the stories, 34 are domestic affairs such as meetings of the ruling Workers' Party and visits to typhoon-hit areas.

Fifteen are related to military matters, including ballistic missile launches.

Coverage of Kim's visit to the cemetery for Chinese soldiers who died in the Korean War was the only foreign affairs story.

North Korea has been strictly limiting exchanges of people and goods with China in response to the pandemic.

Pyongyang has told the World Health Organization that it did not find a single positive case after testing about 10,000 people for the coronavirus.

The Workers' Party is scheduled to hold its congress in early January and Kim is expected to give a speech there. The party regards the congress as its top organ.

Production of traditional daruma dolls is peaking in a city north of Tokyo ahead of the New Year.

Artisans in Takasaki City in Gunma Prefecture have been making the dolls, which are said to bring good luck, since the 19th century. The city is currently home to around 50 workshops and boasts the largest daruma output in Japan.

The dolls, modeled after the legendary Buddhist monk Dharma, are typically red. But, as 2021 will be the Year of the Ox, some artisans are making dolls that resemble cows, painting them white with black patches.

The patches are in the shape of a gourd, a good omen, to pray for health in the New Year.

Daruma dolls resembling a mythical monster called Amabie are also being made this year as the coronavirus casts its shadow around the world. Legend has it that seeing the creature can help end an epidemic.

A set comprising an Amabie doll and the New Year doll that looks like a cow is particularly popular.

One of the artisans, Nakata Chihiro, says she and her colleagues are wishing for an end to the pandemic and for normal life to return as early as possible. She says they hope their dolls will make people smile.

The Japanese government has tightened its rules for travelers from South Africa, where a new variant of the coronavirus was detected.

Japan started refusing arrivals from South Africa on Saturday. Japanese and non-Japanese who have resident status in Japan are allowed entry. But they are being asked to self-quarantine for 14 days on arrival in the country.

Japanese returning from South Africa are being asked to provide proof that they tested negative sometime within 72 hours before leaving the country. Non-Japanese with resident status in Japan have already been asked to do the same.

Similar measures are in place for people arriving from Britain, where another new variant of the virus is spreading.

Japan confirmed on Friday that five people returning from Britain have tested positive for the new strain. They arrived in Japan sometime between December 18 and 21.

Japan's health ministry says it believes the five individuals have not spread the virus in Japan as they have been self-quarantined at hotels after testing positive during airport health checks.

Japanese officials are also seeking to speed up the process to determine if airport arrivals who recently stayed in Britain are infected with the new variant. They are arranging for the National Institute of Infectious Diseases to quickly obtain samples collected at airports for analysis.

Japan's prime minister said his administration will consider revising the law so that subsidies and penalties can be used in combination to enforce shorter business hours at bars and restaurants.

Suga Yoshihide mentioned the plan at a news conference on Friday. He called on people to avoid gatherings during year-end and New Year holidays to contain a surge in coronavirus cases.

Suga said infections are spreading mainly in the Tokyo Metropolitan area, with the nationwide toll surpassing 3,000 on a daily basis.

Noting that foot traffic in Tokyo has barely gone down, he said a further rise in infections would be inevitable unless changes take place.

Suga said the holidays offer a chance for friends and families to meet. But he urged the public to cooperate and avoid gatherings as much as possible.

The prime minister said experts have consistently pointed to the infection risks of dining out, and that shortening the business hours of bars and restaurants is said to be the most effective countermeasure.

Suga said the government will consider revising the special measures law covering the coronavirus, so that subsidies would be paid to businesses that comply with requests for shorter hours. Those that refuse would face penalties.

Suga also noted that a panel of experts advising his government is divided between those who support penalties and others who are cautious about limiting the rights of private companies. He said he will ask the panel to promptly study the issue.

Giant advertising screens on buildings overlooking a popular scramble crossing near Tokyo's Shibuya Station will be turned off earlier than usual on New Year's Eve, as one of the efforts to deter people from gathering amid the coronavirus outbreak.

The Shibuya Ward Office asked operators of 13 large screens in and around Shibuya's main intersection to switch the screens off from 11 p.m. on December 31, two hours earlier than last year.

The ward had already decided to cancel its annual year-end countdown events this year.

Railway operators serving Shibuya Station have also decided not to run trains all night on New Year's Eve into New Year's Day.

Meiji Jingu, a major shrine in Shibuya Ward, will shut its gates from the evening on December 31 till the morning on January 1, while calling on people to stagger their visits over the coming weeks to avoid congestion.

The ward's Mayor Hasebe Ken says that in the past people celebrated New Year's Day boisterously, but this year he is asking them to refrain from visiting.

The top US expert on infectious diseases, Dr. Anthony Fauci, has suggested that herd immunity against the coronavirus could be reached if 70 to 90 percent of the population are vaccinated or become infected.

Fauci, who is helping to guide the US government's coronavirus response, shared his view in an interview with The New York Times released on Thursday.

Asked about what portion of the population must acquire resistance to the coronavirus, Fauci answered, "We really don't know what the real number is. I think the real range is somewhere between 70 to 90 percent, but I'm not going to say 90 percent."

Fauci initially estimated immunity at between 60 to 70 percent, as other experts did.

Weeks before the interview, Fauci said he had hesitated to publicly raise his estimate because many Americans seemed hesitant about receiving vaccines.

People in Indonesia's Aceh province held a memorial service on Saturday to remember the more than 160,000 victims of the Indian Ocean tsunami 16 years ago. The ceremony was live-streamed online amid the coronavirus pandemic.

A major earthquake off the island of Sumatra on December 26, 2004, sent tsunami waves over a wide area ranging from Southeast Asia to eastern Africa. More than 220,000 people in total were killed or went missing.

About 130 people attended the ceremony that began at 8 a.m., local time, around the time the quake hit. The service was on a much smaller scale than usual due to the pandemic.

Participants offered prayers and sang songs for the victims.

A civic group from the Japanese prefecture of Miyagi, hit hard by the 2011 earthquake and tsunami in northeastern Japan, sent a video message, calling on people in Aceh to continue efforts to hand down their experiences to future generations.

Since the 2004 disaster in Aceh, reconstruction work has progressed with houses and shops rebuilt even in hard-hit areas. At the same time, people appear to have become less cautious about tsunami, which poses a challenge for anti-disaster efforts.

A 50-year-old man who lost his wife and two children in the tsunami said he feels like he has lost everything. He said people should continue basic drills to prepare against possible disasters.

Pope Francis has called on the world's nations to share their COVID-19 vaccines, emphasizing the importance of international cooperation so that everyone can receive needed health care and vaccines.

Pope Francis delivered his Christmas message virtually to the world from inside the Vatican, rather than from the balcony of Saint Peter's Basilica before crowds numbering in the tens of thousands.

In the Friday message he said, "At this moment in history, marked by the ecological crisis and grave economic and social imbalances only worsened by the pandemic, it is all the more important for us to acknowledge one another as brothers and sisters."

The pontiff added that, "Faced with a challenge that knows no boundaries, walls cannot be built. We are all in the same boat."

In his message, Pope Francis also shared his thoughts about the many children all over the world, particularly in countries such as Syria, who are suffering from humanitarian crises.

Prosecutors have brought a summary indictment against a secretary of Japan's former prime minister Abe Shinzo for allegedly violating the law on control of political funds.
Abe held a news conference on Thursday and apologized for the financial issues and for giving misleading answers about them in the Diet.

Abe said, "The accounting was done without my knowledge. I'm keenly aware of my moral responsibility. I'm deeply, deeply remorseful, and I'd like to apologize to the public from the bottom of my heart. I had checked with my office again and again. I gave answers to the best of my knowledge at the time. But ultimately, some of what I said was contrary to the facts. That led the public to lose their trust in politics.

As the person who was the head of government, as the head of the Liberal Democratic Party, who should have taken the lead in making sure political funds were in order and as a parliamentarian who represents the public, I want to make a sincere, sincere apology to the public and to all members of the ruling and opposition parties for bringing about this situation."

Abe was asked whether he might resign from the Diet or leave his party. He dodged the question and said he wants to fulfill his duties.

On Thursday, Tokyo prosecutors brought a summary indictment against one of Abe's secretaries, a man named Haikawa Hiroyuki.

He stands accused of misreporting income and expenditure totaling about 290,000 dollars in connection with parties for Abe supporters.

He was ordered by a summary court in Tokyo to pay a fine of 9,600 dollars. He paid it the same day.

The parties were held before government-funded, cherry-blossom-viewing events while Abe was prime minister. They cost about 220,000 dollars in the five years through 2019. Abe's office is thought to have paid at least a third of that.

On Monday, Abe answered questions from prosecutors on a voluntary basis. He denied involvement in the failure to file sufficiently detailed reports on the funding of the parties.

Prosecutors decided not to indict him. They said they did not have evidence that would allow them to hold him criminally responsible.

Abe plans to offer explanations to committees in the upper and lower houses of the Diet on Friday.

A South Korean court has granted an injunction against the suspension of the country's top prosecutor and reinstated him.

Prosecutor General Yoon Seok-youl had led an investigation into corruption allegations involving the administration of President Moon Jae-in. Yoon has been at odds with Justice Minister Choo Mi-ae, who was tapped by the president to reform the prosecution.

Moon formally suspended Yoon for two months last week, following a decision by the Justice Ministry's disciplinary panel.

Yoon filed an injunction with the administrative court in Seoul, saying the move harms prosecutors' political independence and impartiality.

The court reached the decision on Thursday after holding a hearing earlier in the day. The court recognized the urgency and accepted Yoon's claims that the suspension caused him irreparable damage.

Yoon is now set to return to work.

The prosecutor general expressed thanks for the court decision. He said he will do his best to defend "the spirit of the Constitution, the rule of law and common sense."

The latest development to reverse the disciplinary action is expected to deal a blow to Moon's administration, and comes as his approval rate is falling.

Four people, including Lai, have been indicted for violating the national security law. The other three people have not been granted bail.

UN Secretary-General Antonio Guterres has appointed a senior UN official from Japan to lead its office in the Serbian capital of Belgrade working toward a peace-building mission in Kosovo.

A UN spokesperson said on Tuesday that Yamashita Mari will serve as Representative and Director of the UN Office in Belgrade.

She is currently the Deputy Director of the UN's Asia Pacific Division of the Departments of Political and Peacebuilding Affairs and Peace Operations.

The ethnic strife in the former Yugoslavia has continued for years over the independence of Kosovo.

A UN mission is operating in Kosovo to help promote its autonomy and achieve peace. The UN also has an office in Belgrade with the same aim.

Yamashita joined the UN in 1990 and worked in Armenia, Croatia, Nepal and other nations. She also served as Deputy Head and Director of the Peacebuilding Support Office and Director of the UN Information Center in Tokyo.

The spokesperson said she has worked for the UN for over 30 years on peace and security, preventive diplomacy, peace-building and outreach, both at its headquarters and in the field.

Yamashita told NHK that she is nervous about being assigned such a big task. She said she will brace up to make a fresh start in the office .

With the appointment, Yamashita will join other Japanese women serving in key UN posts.

These include Nakamitsu Izumi, Under-Secretary-General and High Representative for Disarmament Affairs; Mizutori Mami, Special Representative of the Secretary-General for Disaster Risk Reduction; and Okai Asako, UNDP Assistant Administrator and Director of the Crisis Response Unit.

South Korea says it will close ski resorts and other tourist attractions during the Christmas and New Year holidays as it grapples with a surge in coronavirus cases.

The daily number of new infections in the country has rebounded from fewer than 100 cases early last month to a record high of 1,097 last Saturday.

Prime Minister Chung Sye-kyun announced on Tuesday that special measures will be in place from Thursday through January 3, to block the spread of the virus.

He said locations to be closed include 179 ski resorts, skating venues and other facilities, as well as national parks and popular locations from which to watch the first sunrise of the year.

The prime minister also announced a nationwide ban from Thursday on private gatherings of five or more people.

The move is an extension of measures set to take effect from Wednesday in Seoul and areas surrounding the capital.

South Korea has recently reported cluster infections at various facilities including nursing care homes and railway stations.

A prison in Seoul reported nearly 200 infections among inmates and staff. Former president Lee Myung-bak is now serving a sentence at the prison after he was convicted of corruption.

Japanese health ministry officials have come up with a draft vaccination plan that specifically defines which pre-existing conditions should be given priority in the country's coronavirus vaccination program. They plan to include people suffering from chronic heart diseases and cancer.

The ministry plans to start inoculating medical workers around late February, followed by the elderly in late March.

Next in line will be people who are hospitalized or go see a doctor routinely for pre-existing conditions. Those conditions include chronic heart and kidney diseases, respiratory disorders, illnesses causing immunity impairment such as cancer, and sleep apnea.

The ministry will not require patients to submit certification for their medical conditions. Patients just need to fill in a vaccination slip.

People with a body-mass index, or BMI, of 30 or more will also receive priority. The number of adults who are in this obesity category or exhibit the pre-existing conditions is estimated at about 8.2 million people.

Seniors to be inoculated after medical workers will include people who turn 65 or older in the fiscal year starting in April 2021. The ministry is considering including seniors aged 60 to 64 in the inoculation period for people with pre-existing conditions, depending on the supply of vaccines.

The ministry plans to present the draft vaccination plan to a panel of experts on Friday.

US President Donald Trump's nomination for Washington's next ambassador to Japan is likely to be scrapped now that the current session of Congress is all but over. The incoming administration of Joe Biden is expected to name a new nominee.

Trump nominated Kenneth Weinstein, president and CEO of the conservative Hudson Institute think tank, in March this year.

The Senate Foreign Relations Committee approved Weinstein's nomination in September. The full Senate had still to vote to confirm him, when the Congressional session effectively ended on Monday.

The new Congress will reflect the results of the congressional election held at the same time as November's presidential vote.

The post of US ambassador to Japan has been vacant since William Hagerty resigned in July last year to run for a Senate seat.

The panel members have called on people to cancel plans for year-end and New Year parties. They have also asked people who are dining out to wear masks when they talk.

The members considered what entry restrictions, if necessary, Japan should put in place for people coming from Britain and other nations where the new variant has been confirmed.

Japan's labor ministry says nearly 80,000 people in the country have lost or are about to lose their jobs due to the coronavirus pandemic.

The ministry has been checking for cases of workers who were laid off or did not have their contracts renewed because their employers are struggling with deteriorating business performance.

Officials found that 78,153 people faced or were about to face unemployment between the end of January and December 21.

They believe the actual figure is likely higher, as the number includes only cases known to regional labor bureaus and public job placement offices.

Data as of last Friday show the manufacturing sector was hit the hardest, with 15,672 jobs lost. Pubs and restaurants were next, with 10,935 workers let go.

In the retail sector, 10,384 people were laid off, while 9,605 hotel workers and 5,084 workers at temp agencies also lost their jobs.

By prefecture, Tokyo had the largest number of people laid off, at 19,005, followed by Osaka with 6,581.

The number of non-regular workers, including part-timers, who faced unemployment due to the pandemic between May 25 and last Friday stood at 37,460.

Ministry officials are urging businesses to use government subsidy programs to keep employees on their payroll. The government is also providing support to help the unemployed find new jobs.

China says it has launched a new carrier rocket as part of efforts to develop reusable launch vehicles.

The China National Space Administration announced the Long March-8 rocket made its maiden flight from a launch site in the southern Chinese island of Hainan, on Tuesday.

The just over 50-meter-long rocket uses liquid fuel, which is said have relatively low impact on the environment.

The rocket is said to be capable of carrying a payload of at least 4.5 tons to an altitude of 700 kilometers.

China's state-run Xinhua news agency quotes a designer from a firm producing the rocket as saying the "Long March-8 will offer a platform for applications and experiments" involving "recycling, intelligent and automatic technologies."

China reportedly aims to develop reusable rockets, like those produced by US aerospace venture SpaceX.

The country is accelerating its space development efforts to achieve a goal of becoming a major space power by 2030.

Last week, China announced its lunar mission brought back a capsule containing rocks from the moon.

The International Table Tennis Federation says it will cancel the World Championships in South Korea due to the coronavirus pandemic.

The federation made the decision on Tuesday, citing the increasing number of infections in South Korea and many other parts of the world.

The World Team Table Tennis Championships were to be held in Busan from February 28 to March 7 in 2021. They were originally scheduled in March 2020, but were postponed three times.

Japanese health ministry panel members say they are still not confident enough to approve the influenza drug Avigan to treat COVID-19 patients.

Members of the panel met behind closed doors on Monday to discuss the efficacy and safety of the drug developed by Fujifilm Toyama Chemical.

In October, the company applied for government approval for the drug to be used as a coronavirus treatment.

The ministry said the panel stopped short of approving it.

The panel concluded that, with only the data now at hand, it's difficult to determine if the drug is effective against the coronavirus.

The drug maker conducted what is known as "single-blind clinical trials," with patients receiving either Avigan or a placebo but not knowing which.

The drug maker said the trials showed that Avigan had helped to shorten the time required for patients to produce negative test results by 2.8 days.

But as doctors were allowed to know which was given to the patients, sources say panel members could not rule out the possibility of doctor bias on the data and asked not to make a decision at this time.

Health ministry officials say more time is needed to come to a decision and they will have panel members further review the data by referencing overseas trial cases.

As a result, a decision on whether to approve the drug for this new use will not be made by the end of this year.
Ministry officials say that this conclusion does not mean that the drug's efficacy has been denied.

The South Korean capital of Seoul and its surrounding municipalities have decided to ban private gatherings involving five or more people, from Wednesday to January 3.

The decision comes after the country's health authorities confirmed 24 new deaths from the coronavirus across the country on Sunday. They also reported 1,097 new infections the previous day. The figures were both the highest-ever.

The acting mayor of Seoul, Seo Jeong-hyup, told reporters on Monday that eateries and similar venues have accounted for 40 percent of cluster infections over the past month.

He stressed it is impossible to overcome the current crisis without reducing cluster infections resulting from private gatherings with family members, colleagues and friends.

He said that the new restrictions on gatherings will also be put in place in neighboring Gyeonggi Province and the city of Incheon. The ban applies to all indoor and outdoor gatherings except funerals and weddings. Violations will be fined.

Meanwhile, the central government is cautious about raising the alert level to the highest in its five-tire social distancing scheme. It says raising the level will have a significant impact on the economy and should be avoided as far as possible.

A top US scholar on East Asia, Ezra Vogel, has died at the age of 90. He was a professor emeritus at Harvard University and was the author of "Japan as Number One."

After obtaining a doctorate in sociology at Harvard, he spent two years in Japan to study the country's language and society.

His 1979 bestseller "Japan as Number One" analyzed factors behind Japan's rapid economic growth in the 1950s, 60s, and 70s.

Vogel was also known as an expert on China. He spent about 10 years to publish a book on the life of Deng Xiaoping, who advocated a policy of "reform and opening-up".

His linguistic abilities allowed him access to a vast network in Japan and China. Last year, he published a book titled "China and Japan," which addresses the history of exchanges between the countries.

Vogel used to regularly invite Japanese officials and company employees studying in America to his own home to discuss Japan-US relations and other international issues.

Vogel's wife informed one of his colleagues at Harvard that he died on Sunday morning after undergoing a surgery at a hospital in Massachusetts.

A recent study in Japan has found that about 13 percent of people who are seriously ill with the coronavirus have developed dangerous blood clots.

A group of researchers from the Japanese Society on Thrombosis and Hemostasis, the health ministry and the Japan Atherosclerosis Society published the report.

The team analyzed data of about 6,000 patients who were hospitalized with COVID-19 by the end of August.

It found that 105 of the total, or 1.85 percent, developed thrombosis. Of 378 critically ill patients who were put on ventilators or ECMO heart-lung machines, 50 people, or 13.2 percent, experienced the condition.

Forty-one patients had blood clots in their legs and 29 in their lungs. Twenty-two suffered brain infarctions, while seven had myocardial infarction.

Researchers point out substances that cause inflammation are produced in patients with the coronavirus when the body's immune system goes into overdrive. This causes clots to form, leading to blockages in blood vessels resulting in brain or myocardial infarction.

Horiuchi Hisanori of the Japanese Society on Thrombosis and Hemostasis said their study found coronavirus patients are vulnerable to a high incidence of life-threatening thrombosis. He stressed the need for treatment to prevent clots from forming in those with serious symptoms from the virus.

China says it plans to expand the scope of the emergency administering of domestically-produced COVID-19 vaccines, citing no apparent problems associated with them so far.

The country's National Health Commission held a news conference on the vaccines on Saturday.

Commission official Zheng Zhongwei said China has administered more than 1 million doses since July, and that "no serious adverse reactions" have been reported so far.

The emergency program targets groups that are at high risk of infection including medical workers.

A total of three different vaccines being developed by state-owned Sinopharm as well as the pharmaceutical company Sinovac Biotech are being used in the program.

They are among five Chinese vaccines that are in the final stages of clinical testing outside the country. But the government says it is not yet ready to approve them for the general public within China.

Another senior official suggested that the vaccines will likely be used on more people at high risk of infection, such as food market and public transport workers, as they have demonstrated a certain level of safety.

Researchers from the World Health Organization are expected to visit the Chinese city of Wuhan in early January to investigate the origins of the coronavirus pandemic.

Mike Ryan, the executive director of the WHO's Health Emergencies Programme, made the announcement on Friday.

The first COVID-19 cases were detected in Wuhan last December.

Ryan said, "We still don't have a take-off date because we are working on the logistics around visas and flights. We do expect the team to be going there in the first week of January. There will be quarantine arrangements."

In July, the WHO sent an investigative team to Beijing as part of efforts to identify the origins of the virus. They are yet to conduct a detailed survey in Wuhan.

A WHO expert said it's logical to think the coronavirus originated in China, because it resembles a virus detected in another part of the country years ago.

Taiwan's defense ministry says a Chinese aircraft carrier group has passed through the Taiwan Strait. The passage comes one day after a US warship sailed through the waterway.

The ministry said on Sunday night that the ships set out from the northeastern Chinese city of Dalian on Thursday and sailed through the strait from north to south on Sunday.

Taiwan said its military sent vessels and aircraft to stand guard and monitor the Chinese ships' movements.

The ministry said the Chinese ships were led by the carrier, Shandong. It is China's second carrier and the first to be built domestically.

The carrier's movements come at a time when China has been increasing its military activity in areas near Taiwan, including the Taiwan Strait.

Meanwhile, the US Navy says a 7th Fleet destroyer, the USS Mustin, conducted a routine transit of the Taiwan Strait on Saturday.

The total number of coronavirus cases in India has passed the 10 million mark, second only to the United States as the virus continues to spread across the country.

The Indian government confirmed 25,152 new cases on Saturday, bringing the total to 10,004,599.

The number of fatalities reached 145,136, the third highest in the world after the US and Brazil.

Daily cases peaked in mid-September when nearly 100,000 infections were reported. The pace of new cases has slowed since then, and the daily count has fallen to between 20,000 and 30,000 this month.

As vaccinations start in Britain and the US, three companies have applied to get authorization for emergency use of vaccines in India, including a local pharmaceutical company working with major British drug maker AstraZeneca. Regulators are rushing to screen them.

Prime Minister Narendra Modi said on December 4 that a vaccine will be ready within a few weeks. He said the government is waiting for the go-ahead from scientists.

Hitachi in October launched a dedicated device that reads the pattern of veins in people's fingers.

The data is linked with the user's credit card information via a cloud computing service, allowing them to shop without carrying a wallet or smartphone.

Veins are believed to be harder to fake than fingerprints, as they are inside the body.

Hitachi wants hotels to use the technology to check in guests.

Tokyo-based startup Normee developed a system that identifies a person from the lines and shape of veins in their palm using a photo taken with a tablet or smartphone, and is aiming to use it for settling payments.

Honda Aya, who heads the company's R&D group, says the system has many applications because it does not require any special equipment.

Indonesia has celebrated the limited opening of a new seaport partially funded by the Japanese government.

The port in Patimban, about 120 kilometers east of the capital Jakarta, is one of the largest in the country. Japan provided loans of nearly 120 billion yen, or about 1.2 billion dollars, for the project in 2017.

Officials from the Indonesian government and the Japanese embassy attended a ceremony on Sunday, after some facilities, including a container terminal and piers, were completed.

Indonesian President Joko Widodo said via video link that the port will be key in connecting an airport and industrial areas, and accelerating exports.

Japanese businesses, mainly automobile and electronics makers, operate in an industrial park near Patimban. The new port is expected to reduce their logistics costs.

Tourism officials from Japan have promoted their regions in the Chinese city of Shanghai in anticipation of the resumption of overseas travel.

The event was held by local authorities in the Japanese southern main island of Kyushu as well as Okinawa Prefecture. About 100 people chosen by lottery from nearly 1,100 applicants took part.

The participants sampled local dishes such as chikuzen-ni, or shimmered chicken and vegetables, from Fukuoka and yellowtail sashimi from Kagoshima. They also enjoyed craft sake.

A 38-year-old man said he cannot visit Japan now due to the coronavirus pandemic, but he was happy to taste various local foods.

The head of Fukuoka Prefecture's Shanghai office, Yamashita Kazuki, said the flow of goods between Japan and China has been maintained, so he hopes to offer more opportunities to boost tourism through local products and cuisine.

The Japan National Tourism Organization says China accounted for the largest share of foreign visitors to Japan in 2019, with 9.59 million people arriving.

Hospital beds in Japan are rapidly filling up as the number of cases of the coronavirus infection continue to rise.

A health ministry report shows as of Tuesday, seven prefectures were at Stage 4, the most critical of the government's four-tier alert system. Two more prefectures, Aichi and Mie, have been added to the five that were already at that stage previous week.

Stage 4 is called when healthcare systems are at risk of collapsing from an explosive rise in infections with a bed occupancy of 50 percent or more.

The bed occupancy rate was the highest in Hyogo Prefecture at 63.6 percent, followed by Osaka's 60.4 percent, Kochi's 57 percent, 54.9 percent for Aichi, 54.8 percent for Hokkaido, and 51.6 percent in Mie.

Tokyo's occupancy rate for all available beds was below 50 percent, but its occupancy of beds for seriously-ill patients was 66.4 percent.

Twenty-two other prefectures were at Stage 3, in which medical systems could be greatly disrupted.

The occupancy numbers in some regions could be worse than reported if only readily available beds are counted.

A Japanese medical institution says an increasing number of children had to receive liver transplants from living donors this year after their condition worsened. It attributes the delay in the operations to the coronavirus outbreak.

A team led by Yamada Masaki at the National Center for Child Health and Development in Tokyo conducted a survey of 15 children who received living-donor liver transplants between May and October.

The researchers compared the cases with those of children who received liver transplants last year. They say some people did not see a doctor quickly enough and referrals to the center were delayed as a result of the coronavirus outbreak.

Yamada says the problem of delayed medical procedures is not confined to liver diseases.

He stresses the need for people to promptly seek help if a child's condition deteriorates, as hospitals are taking strict anti-infection measures.

The center carries out about 50 living-donor liver transplants a year for children from across Japan.

British Prime Minister Boris Johnson has announced the tightening of coronavirus restrictions for London and much of southeast England, citing a fast-spreading new variant of the virus.

Johnson made the announcement at a news conference on Saturday.

Health Secretary Matt Hancock said last Monday that a new variant had been identified, and it could be linked to the rapid spread of the virus in southeast England.

Under the new measures, residents will be asked to stay at home unless they have a specific purpose or a reasonable excuse. All non-essential shops will have to close.

The restrictions are similar to the national lockdown imposed in England last month.

Johnson said the rapid spread appears to be driven by the new variant. He said it may be up to 70 percent more transmissible than the original version, although there is considerable uncertainty.

The prime minister added there is no evidence that suggests the new strain causes more serious illness or weakens the effectiveness of vaccines.

The government had planned to relax coronavirus rules in England for five days from next Wednesday, allowing up to three households to meet for Christmas.

But the plan has now been scrapped for the southeast, and cut to just Christmas Day for other areas.

Johnson said he knows how disappointing the latest step will be, but there is no alternative open to him as prime minister.

Critics said the decision came too late.

Similar restrictions will be imposed from Sunday in Wales, which has also experienced the spread of the new variant.

Italian Prime Minister Giuseppe Conte says a nationwide lockdown will be imposed for the two weeks between December 24 and January 6 to stem the spread of the coronavirus.

Conte said at a news conference on Friday that movement will be limited during the lockdown, and that most retail shops and restaurants will be closed. But he said takeout and delivery services will be allowed to operate.

US Centers for Disease Control and Prevention says that six people have developed severe allergic reactions to the Pfizer coronavirus vaccine.

The CDC held an experts meeting on the vaccination on Saturday.

It says that more than 270,000 people in the country have received the first vaccine shot jointly developed by Pfizer and BioNTech between Monday and Saturday.

It also says that it received a report that six people who had been given the shot by Friday showed anaphylactic reactions.

Other than the one who had a history of vaccine allergic reactions, none of them had experienced such reactions in the past.

An official of the US Food and Drug Administration said on Friday that they suspect a chemical called polyethylene glycol could be the component causing the reaction.

Meanwhile the FDA approved the emergency use of another vaccine developed by Moderna and a CDC advisory panel endorsed its use in people aged 18 and older.

Israeli Prime Minister Benjamin Netanyahu has become the first person in his country to receive the COVID-19 vaccine. During a televised inoculation, he urged his compatriots to do the same.

Netanyahu kicked off the nation's vaccination campaign on Saturday when he received a vaccine developed by US pharmaceutical firm Pfizer and its German partner BioNTech.

After being vaccinated near Tel Aviv, he said "That was a small jab for a man, a huge step for the health of us all," and urged people to get inoculated, too.

But not all Israelis are likely to respond to his call at once.

The results of a survey released on Friday show 24 percent of 875 who responded said they want to get it immediately, while 39 percent said they will probably get it, but not now.

Out of a population of 9 million, 370,000 Israelis have been confirmed infected with the coronavirus. Cases have been increasing since the start of this month with the daily tally sometimes topping 2,000.

The government is due to receive 8 million doses of vaccine from Pfizer.

US President-elect Joe Biden has described climate change as an urgent challenge on par with the COVID-19 pandemic.

Biden was speaking to reporters on Saturday with members of his environmental team he unveiled.

He said the US needed a unified national response to climate change, just as it needed to be united against COVID-19. He added that his administration would meet the moment with the urgency it demands, as during any national emergency.

He also said his administration would bring America back into the Paris Agreement and make it a world leader on climate change again.

His environmental team appears to reflect the importance he places on climate change. It includes people with years of experience in greenhouse gas reduction and promoting renewable energy sources.

Biden stressed the diversity of his administration, referring to New Mexico Representative Deb Haaland, his pick for Interior Secretary.

If confirmed, she would be the first Native American cabinet secretary in the United States.

The total number of coronavirus cases in India has passed the 10 million mark, second only to the United States as the virus continues to spread across the country.

The Indian government confirmed 25,152 new cases on Saturday, bringing the total to 10,004,599.

The number of fatalities reached 145,136, the third highest in the world after the US and Brazil.

Daily cases peaked in mid-September when nearly 100,000 infections were reported. The pace of new cases has slowed since then, and the daily count has fallen to between 20,000 and 30,000 this month.

As vaccinations start in Britain and the US, three companies have applied to get authorization for emergency use of vaccines in India, including a local pharmaceutical company working with major British drug maker AstraZeneca. Regulators are rushing to screen them.

Prime Minister Narendra Modi said on December 4 that a vaccine will be ready within a few weeks. He said the government is waiting for the go-ahead from scientists.

The government plans to start administering vaccines to the first group including healthcare workers as soon as emergency use is authorized.

China says it plans to expand the scope of the emergency administering of domestically-produced COVID-19 vaccines, citing no apparent problems associated with them so far.

The country's National Health Commission held a news conference on the vaccines on Saturday.

Commission official Zheng Zhongwei said China has administered more than 1 million doses since July, and that "no serious adverse reactions" have been reported so far.

The emergency program targets groups that are at high risk of infection including medical workers.

A total of three different vaccines being developed by state-owned Sinopharm as well as the pharmaceutical company Sinovac Biotech are being used in the program.

They are among five Chinese vaccines that are in the final stages of clinical testing outside the country. But the government says it is not yet ready to approve them for the general public within China.

Another senior official suggested that the vaccines will likely be used on more people at high risk of infection, such as food market and public transport workers, as they have demonstrated a certain level of safety.

On Friday, the COVAX Facility said deliveries are expected to begin in the first quarter of 2021.

The initiative comprises 190 countries and territories, including Japan. It is co-led by the World Health Organization, the Gavi vaccine alliance and other entities.

Italian Prime Minister Giuseppe Conte says a nationwide lockdown will be imposed for the two weeks between December 24 and January 6 to stem the spread of the coronavirus.

Conte said at a news conference on Friday that movement will be limited during the lockdown, and that most retail shops and restaurants will be closed. But he said takeout and delivery services will be allowed to operate.

Visits to the homes of other people will be restricted to up to two adults. Children under the age of 14 will be allowed to accompany them.

A recent study in Japan has found that about 13 percent of people who are seriously ill with the coronavirus have developed dangerous blood clots.

A group of researchers from the Japanese Society on Thrombosis and Hemostasis, the health ministry and the Japan Atherosclerosis Society published the report.

The team analyzed data of about 6,000 patients who were hospitalized with COVID-19 by the end of August.

It found that 105 of the total, or 1.85 percent, developed thrombosis. Of 378 critically ill patients who were put on ventilators or ECMO heart-lung machines, 50 people, or 13.2 percent, experienced the condition.

Forty-one patients had blood clots in their legs and 29 in their lungs. Twenty-two suffered brain infarctions, while seven had myocardial infarction.

Researchers point out substances that cause inflammation are produced in patients with the coronavirus when the body's immune system goes into overdrive. This causes clots to form, leading to blockages in blood vessels resulting in brain or myocardial infarction.

Horiuchi Hisanori of the Japanese Society on Thrombosis and Hemostasis said their study found coronavirus patients are vulnerable to a high incidence of life-threatening thrombosis. He stressed the need for treatment to prevent clots from forming in those with serious symptoms from the virus.

Microsoft says it has identified more than 40 government organizations and tech firms around the world that were targeted by a recent hacking campaign.

This comes as US government agencies, including the Commerce Department, have experienced cyber breaches in recent months.

US media outlets say hackers linked to the Russian government may be involved.

Microsoft said on Thursday that about 80 percent of the targets were US-based, but there were some located in seven other countries, including Britain, Belgium and Israel.

The company said 44 percent of the targets were related to the information technology sector, 18 percent were government agencies, and another 18 percent were think tanks and NGOs. Defense firms with government contracts accounted for 9 percent.

The hackers are believed to have attached their malware to a software update provided by SolarWinds, a US-based tech company. SolarWinds says the tainted update would have been available to over 17,000 of its customers.

Microsoft is calling on governments and organizations around the world to be on alert, and says it is certain the number and locations of victims will keep growing.

Weather officials in Japan warn of more heavy snow this weekend across many mountainous areas and the side of the country facing the Japan Sea.

The Meteorological Agency says a strong cold air mass and an atmospheric pressure pattern typical for the season have brought heavy snow to regions from Chugoku through to Hokkaido.

Snow is intensifying in the mountainous regions of Niigata and Gunma prefectures, where record snowfall left vehicles stranded for many hours.

As of 8 p.m. on Saturday, 211 centimeters of snow had piled up in the town of Tsunan in Niigata Prefecture, and 191 centimeters in the town of Minakami, Gunma Prefecture.

In the 24-hour period through Sunday evening, Niigata Prefecture and the northern Kanto region may receive up to 80 centimeters of snowfall, Tohoku region and Nagano Prefecture up to 60 centimeters, Hokuriku region up to 50 centimeters, and Hokkaido up to 40 centimeters.

Weather officials are warning of possible traffic disruptions, avalanches and injuries while clearing snow. They are advising people to drive carefully on icy roads.

More than 191,000 people have now tested positive in the country. Around 2,800 people have died.

A record 822 cases were reported in Tokyo on Thursday.
66 are in serious condition.

In light of that growing number, the Tokyo Metropolitan Government raised its alert for the healthcare system to the highest level - for the first time.

One of the city's expert advisors says it has become increasingly difficult to balance caring for coronavirus patients with regular medical work.

He urged officials to focus on curbing the number of new cases, in order to protect the health care system from buckling under the strain.

Inokuchi Masataka of Tokyo Medical Association said, "There's already a lot of frontline healthcare workers assigned to care for serious cases. So it's hard to assign any more. In order to accept more seriously-ill patients, we need to limit who we admit, taking into account any pre-existing conditions."

The Tokyo Governor asked residents to continue to stay home as much as possible.

Koike Yuriko said, "When you need to get essentials, please limit your time and who you go out with."

She stressed that people should be aware that the virus can be transmitted by carriers who show mild symptoms, or none at all.

South Korea's top prosecutor has appealed a decision by the Justice Ministry's disciplinary panel to suspend him for two months.

Prosecutor General Yoon Seok-youl had led an investigation into a corruption allegation involving the administration of President Moon Jae-in. He has been at odds with Justice Minister Choo Mi-ae, who was tapped by the president to reform the prosecution.

On Wednesday, Moon formally approved the suspension.

An attorney representing Yoon said on Thursday that the move harms prosecutors' political independence and impartiality.

After Choo suspended Yoon last month, the prosecutor general won a court decision nullifying the order and returned to work.

This is the first time South Korea's prosecutor general has been penalized, and concerns are being raised about the effect it could have on investigations into Moon's administration.

Moon's approval rate has fallen to below 40 percent, the lowest level since he took office. He is seeking to bring the matter to an end by replacing Choo, who expressed her intention to resign on Wednesday. However, turmoil is expected to continue in the administration.

China says a capsule from its lunar probe has returned with rock samples from the moon.

The China National Space Administration has announced that the return capsule from the unmanned Chang'e-5 probe landed in Inner Mongolia Autonomous Region before dawn on Thursday, local time.

The probe was launched on November 24 and landed on the moon on December 1.

The state-run China Central Television showed a team using a crane to recover what appears to be a container holding the capsule.

The space administration had planned to collect about two kilograms of rock from the lunar surface and below the surface.
The capsule will be flown to a facility in Beijing for analysis.

China is the third country to collect lunar samples, following the United States and the former Soviet Union.

The last mission was undertaken 44 years ago, when the former Soviet Union launched the Luna 24 probe in 1976.

China considers lunar missions to be the key to its space program. Last year, it became the first country to land a probe on the moon's far side.

The United States is leading the Artemis program aimed at building an outpost to orbit the moon and sending astronauts to the moon again. Japan is one of the countries taking part in the program.

The United Nations' cultural agency UNESCO has decided to register traditional Japanese techniques used in wooden architecture to its Intangible Cultural Heritage list.

The Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage discussed Japan's proposal and reached the decision in an online panel meeting on Thursday.

The building craftsmanship comprises 17 time-honored techniques including skills crucial for restoring important traditional cultural structures. They include thatching for the roofs of traditional structures, "urushi" lacquer painting, which gives wood a distinctive gloss and color, "sakan" plastering to finish walls with layers of mud or plaster, and weaving tatami mats.

All the techniques have been handed down and developed since ancient times. They enable natural materials such as wood, vegetation, and soil to be used to build and maintain structures that are resistant to earthquakes and typhoons.

This will be Japan's 22nd listing and joins Japanese paper and Japanese cuisine in attaining Intangible Cultural Heritage status.
