The British government says it will apply to join the Trans-Pacific Partnership, or TPP, to expand and deepen its trade links with the Asia-Pacific region.

British International Trade Secretary Elizabeth Truss is to formally make the request after holding talks with her counterparts from Japan and New Zealand on Monday.

Japan is the chair country and New Zealand serves as the depository for the 11-member TPP, also known as the Comprehensive and Progressive Trans-Pacific Partnership.

Britain, which left the European Union one year ago, has been seeking to expand its economy by strengthening relationships with countries outside the EU.

It signed an economic partnership agreement with Japan last October and has shown strong interest in joining the TPP. Britain will be the first country other than the founding members to formally apply to join the partnership.

British Prime Minister Boris Johnson said, "applying to be the first new country to join the CPTPP demonstrates our ambition to do business on the best terms with our friends and partners all over the world."

The British government is set to begin accepting applications for a new visa by Hong Kong residents who hold British National Overseas, or BNO, status.

The UK government announced a plan to introduce the new visa system for BNO holders after the Chinese government imposed the national security law for Hong Kong last year. The law is designed to crack down on anti-government and pro-democracy movements in Hong Kong.

Under the new system, a special visa will be issued to people who were born in Hong Kong before the 1997 handover to China and hold BNO status as well as their eligible family members. Online applications will be available starting Sunday.

Holders of the new visa will be able to study and work in Britain. After five years in the country with the visa, they will be able to apply for settlement, followed by British citizenship.

The British government estimates 5.2 million people, or about 70 percent of Hong Kong's population, will be eligible for the scheme. It also estimates up to 320,000 residents in Hong Kong will move to Britain in the first five years.

Prime Minister Boris Johnson said, "we have stood up for freedom and autonomy -- values both the UK and Hong Kong hold dear."

The Chinese government has announced that it would no longer recognize BNO passports as valid travel or identification documents. Beijing also warned that it would reserve the right to take further measures.

Tension is growing between the Russian government and supporters of detained opposition leader Alexei Navalny ahead of the second round of nationwide rallies calling for his release.

Navalny has been critical of President Vladimir Putin. He is believed to have been poisoned last August with a toxic nerve agent used in chemical weapons. He received treatment in Germany.

The opposition leader was arrested soon after he returned to Moscow earlier this month on suspicion of violating the terms of a suspended sentence handed down to him in the past.

Navalny's supporters accuse Russian authorities of detaining him unjustly.

In the first pro-Navalny rallies on January 23, protesters clashed with security forces across the country. A human rights group says more than 4,000 demonstrators were detained.

Navalny's supporters are calling on people to take part in protests planned for Sunday.

But the government warns that it will crack down on the rallies, close seven subway stations near the square in Moscow where the protests are expected to take place, and block traffic in the area.

The square is located in front of the headquarters of the FSB -- the security agency that Navalny accuses of involvement in poisoning him.

Turkey and Russia have set up a joint observation center to monitor the cease-fire between Azerbaijan and Armenia in the disputed Nagorno-Karabakh region. Azerbaijan is backed by Turkey, and Armenia is allied with Russia.

The Russian-brokered cease-fire was reached last November after more than 5,600 people were killed in a conflict that lasted six weeks.

Turkey's deputy defense minister and his Russian counterpart attended a ceremony on Saturday, where they called for peace and stability in the region.

The two countries will each send up to 60 military personnel and use drones to monitor the cease-fire.

Concerns remain that fighting could resume, as some Armenians are not satisfied with the agreement, which some say favors Azerbaijan.

Japan's Ground Self-Defense Forces have begun providing medical support for people in an Okinawa island city infected with the coronavirus.

Miyakojima City, with a population of about 55,000, reported more than 110 cases during the five-day period through Saturday. With the city's health care system under pressure, Okinawa Prefecture requested the deployment of GSDF nurses to the city.

Five nurses arrived at a nursing care facility in the city on Sunday. A total of 40 people at the facility, including 27 residents, had been confirmed infected with the virus by Saturday. Most of them are recuperating at the facility .

All of the nurses tested negative for the virus before they were sent in. They will help infected people with medication, bathing, meals, and monitoring their health.

One of the nurses, Yoshida Mai, was involved in the response to a coronavirus outbreak on the Diamond Princess cruise ship last year. She said the team will do all it can to support infected people and the facility staff, while ensuring that no one on the team gets infected.

NHK has learned that the US government has responded positively to Japan's proposal over its share of the cost of stationing US forces in the country for the next fiscal year.

Japan and the United States failed to reach an agreement on the sum of Japan's share of the cost in working-level talks that started in November. The two sides put off seeking a conclusion before the end of the year.

The current arrangement, which is agreed upon every five years, is set to expire in March.

NHK has learned the Japanese government proposed that the two countries sign a provisional agreement for fiscal 2021, which begins in April, with the sum kept at the same level as that for this fiscal year.

The administration of President Joe Biden has reportedly displayed a positive reaction to the proposal, saying it is to the point.

The two governments plan to resume working-level talks this week and seek an early conclusion.

Japan hopes to maintain the current level of cost-sharing for fiscal 2022 and following years when the two sides begin separate negotiations later this year.

Attention is focused on how the Biden administration, which appears to be seeking stronger ties with US allies, will approach the issue.

The European Union announced on Friday it will impose export controls on COVID-19 vaccines manufactured in the bloc.

Officials say manufacturers shipping to non-EU markets will be required to request export authorization. They say the move aims to provide greater clarity on vaccine exports, and stressed the need for the EU to ensure its own supplies.

The measure will apply from Saturday through the end of March. Exemptions will be made for countries covered by the COVAX facility, a scheme designed to ensure fairer global distribution of vaccines.

European Commission Executive Vice-President Valdis Dombrovskis said the protection and safety of EU citizens is a priority. He expressed concern over vaccines not being delivered on their agreed schedule.

The move comes after drug maker AstraZeneca notified the EU last week its initial vaccine shipments will be less than half the quantity promised.

World Health Organization Assistant Director-General Mariangela Simao described the new measure as a "very worrying trend."

France will close its borders with non-EU countries in an effort to stop the spread of coronavirus variants.

Prime Minister Jean Castex announced on Friday that all arrivals from outside the European Union will be banned from Sunday, except for essential travel.

The country imposed stricter nighttime measures two weeks ago, moving up the start of a curfew by two hours to 6 p.m.

But the number of daily infections remains high at around 20,000. Some 10 percent of them are believed to involve more contagious variants.

The prime minister said large shopping centers that don't handle food will be stopped from operating, and police will crack down on curfew violators.

Restaurants in Los Angeles have resumed outdoor dining for the first time in about two months as new cases of coronavirus infections have been falling.

Data compiled by Johns Hopkins University show declines in the daily new cases confirmed across the United States.

Health officials in the western state of California reported more than 60,000 new cases for a single day in December. The daily numbers have fallen to around 20,000 in recent days.

On Friday, Los Angeles County officially lifted its ban on outdoor dining, prompting some restaurants to reopen patios.

Other US cities have also moved to ease restrictions.

Authorities in New York City have announced that they will conditionally allow indoor dining at restaurants in the city on February 14 if the rate of positive coronavirus tests continues its downward trend.

But some health experts are concerned such moves are premature.

Professor emeritus John Swartzberg at the University of California, Berkeley, said, "Even though the numbers are down, the numbers are so much higher than they were just a few months ago."

He said, "I think we should have stayed in 'stay home order' a while longer."

Lawmakers are among critics who say the moves run counter to Biden's plea for national unity. They're calling for congressional discussions and legislation.

Some protestors staged a demonstration after Biden sighed an executive order supporting abortion, a divisive issue in the US.

A poll conducted by Monmouth University from January 21 to 24 shows 61 percent of the respondents feel optimistic about the policies Biden will pursue.

But it also suggests stark differences along partisan lines, with 95 percent of Democrat supporters being optimistic while just 18 percent of Republican supporters feeling the same.

The New York Times says some Republicans are criticizing Biden's use of executive orders as excessive and calling them a betrayal of his pledge to seek unity.

A railway operator on Japan's northern island of Hokkaido has started a service offering tourists views of ice floes that wash up on the shores of Okhotsk.

The first Ryuhyo Monogatari Train of the season departed from Abashiri Station on the JR Senmo Line after a ceremony on Saturday. About 20 people were on board, mostly tourists from other parts of Hokkaido.

The two-car train features a yellow car with pictures of ice floes and a green one showing a forest. Both have an image in front from a video game that was popular in the 1980's.

The passengers took photos of the snowy landscape and the foaming waves on the Sea of Okhotsk during their one-hour voyage to Shiretoko-Shari.

A young couple from Sapporo City said they were happy to take the first train.

A senior official from the tourism department of Abashiri City said that people are eager to see the ice floes reach the local coast as soon as possible. He said he hopes many people will enjoy the scenery of Okhotsk covered with drifting ice.

The train will make two round-trips a day until February 28.

Mori referred to a plan to decide in the spring how many spectators should be allowed at the venues and how they would accept spectators from overseas. He said he is not in favor of the option to hold the Games without spectators, but the organizers are simulating various scenarios. He said they should keep watching the situation before they make a final decision.

South Korea says it plans to use its vaccination program to achieve herd immunity against the coronavirus by November.

The South Korean government announced the vaccination plan on Thursday.

Officials say they will start inoculating medical workers in February, and give the shots to more than 70 percent of the population by November.

They say if that proportion of people acquires immunity, it will reduce the risk of person-to-person infections.

The officials say the government has contracts with Pfizer and other pharmaceutical firms to purchase vaccine doses for 56 million people. That's more than enough for the country's population.

The government plans to create a system for vaccination reservations in March, and start inoculating people 65 years or older in May. This would be followed by all other adults starting in July.

Vaccinations will be free of charge, but officials say people will not be able to choose which vaccine they get.

The plan calls for preparing more than 10,000 vaccination venues. Regional authorities will be in charge of securing medical workers to administer the shots, with the government offering help if necessary.

The government says it will pay compensation if the vaccinations are found to have caused health problems.

Executives say the Toyota Motor group sold more than 9.5 million vehicles worldwide in 2020. That figure includes sales by brands such as Daihatsu Motor and Hino Motors.

The performance helped Toyota to overtake its main competitor, Germany's Volkswagen, which held the top spot for the preceding four years. Volkswagen sold 9.3 million units.

Major British pharmaceutical company AstraZeneca plans to shortly start producing its coronavirus vaccine in Japan.

In December, the company signed a contract with the Japanese government to provide 120 million doses of vaccine. Thirty million doses are expected to be imported to Japan by March.

AstraZeneca says that to speed up supplies, it will also start producing the vaccine in Japan in the near future by outsourcing the work to several firms, including a drugmaker in Hyogo Prefecture, western Japan.

Up to 90 million doses of the AstraZeneca vaccine made in Japan are expected to be supplied for the country's vaccination program if the vaccine is approved by the health ministry. Clinical trials are now underway.

India delivered 1.5 million doses to Myanmar last Friday, while Chinese Foreign Minister Wang Yi offered to supply 300,000 doses for free when he visited Myanmar earlier this month.

An expert on diplomacy at Myanmar's Institute for Strategy and Policy, Khin Khin Kyaw Kyee, says Myanmar would be taking a balanced approach to avoid worsening ties with either China or India. She says Myanmar has to be careful, as any misstep could lead to a proxy war between the two major powers.

Associate Professor Jabin Jacob at India's Shiv Nadar University says both India and China have been actively supplying vaccines to developing countries as a key component of their diplomacy.

He describes this as a power game and says India has an advantage over China as one of the world's largest producers of vaccines.

An international team from the World Health Organization is set to start an investigation in China's Wuhan into how the coronavirus pandemic started.

The team arrived in the capital of the central Hubei Province on January 14. It has since been under quarantine at a hotel in the city while holding online meetings with Chinese experts and others.

The team is expected to launch a full investigation after the two-week quarantine ends on Thursday.

The team plans to inspect a seafood market linked to a number of COVID-19 patients in the early stage of the outbreak and Wuhan Institute of Virology, from which US officials claim the virus may have leaked.

They also plan to interview medical workers in an attempt to determine where the virus originated and what route it took when it spread to humans.

As a year has already passed since the virus started spreading, some WHO officials are expressing doubts about whether the investigation will help identify the virus's origin.

Japanese manufacturers are stepping up production of ultra-low temperature freezers to store COVID-19 vaccines.

A freezer by leading medical equipment company PHC Holdings chills its contents to minus 80 degrees Celsius.

It has been designed to store the Pfizer-BioNTech vaccine, which must be kept at around minus 75 degrees Celsius.

PHC says it controls the world's second largest market share for such freezers, and is fielding orders from home and abroad.

The firm plans to double its output from next month by running its factory around-the-clock.

Home appliance manufacturer Twinbird has raised production capacity of its freezer by ten-fold. It can store items at up to minus 40 degrees Celsius.

The Twindbird freezer is intended for the vaccine developed by US firm Moderna, which requires storage at around minus 20 degrees Celsius.

The companies are moving as health authorities in Japan prepare their vaccination program, which is expected to begin late next month.

Japan's Prime Minister Suga Yoshihide and US President Joe Biden have agreed to work closely together to further strengthen their countries' alliance and realize a free and open Indo-Pacific.

Suga and Biden spoke on the phone for about 30 minutes from shortly before 1 a.m. on Thursday, Japan time. It was their first phone conversation since Biden took office.

In the talks, Suga congratulated Biden on assuming the presidency.

The leaders confirmed they will cooperate closely on global issues, including the coronavirus and climate change.

They also confirmed that Article Five of the Japan-US Security Treaty applies to the Senkaku Islands. The article obliges the United States to defend territories under Japan's administrative control.

Japan controls the islands. China and Taiwan claim them. The Japanese government maintains the islands are an inherent part of Japan's territory, in terms of history and international law. It says there is no issue of sovereignty to be resolved over them.

They also agreed on cooperation with Australia and India.

Suga and Biden said they will continue efforts to resolve the issue of the abduction of Japanese citizens by North Korea as soon as possible, as well as work to bring about the country's denuclearization.

They also confirmed that arrangements will be made for Suga's visit to the US as soon as possible, taking into account the situation of the coronavirus infection.

After the talks, Suga told reporters that in their second conversation following Biden's victory in the presidential election, they were able to hold more substantial discussions than in the previous one. Suga said he wants to deepen his personal relationship with Biden and work hard to strengthen the Japan-US alliance.

Suga said they did not discuss the Tokyo Olympics and Paralympics, which have been postponed to this year due to the pandemic.

The Japanese blockbuster animation film "Kimetsu no Yaiba," or "Demon Slayer," has been released in South Korea.

Moviegoers flocked to a theater in Seoul on Wednesday, some of them wearing costumes of the movie's characters.

The movie is the biggest box office hit of all time in Japan, raking in 36.5 billion yen, or more than 350 million dollars.

In South Korea, its release was originally scheduled for last year but was delayed due to the coronavirus pandemic.

Demon Slayer proved popular among South Koreans, as it topped the list of advance ticket sales in the country.

A man in his 20s said he is a big fan of the anime series so he came to watch it on the first day. He said he loves the story, action scenes and music.

In 2019, Japan tightened its controls on exports of key high-tech materials to South Korea, triggering a campaign of boycotting Japanese products in the country. Japanese movies also became the targets of the boycott.

Some of the visitors to the theater said they just wanted to enjoy culture for culture's sake, while acknowledging the importance of the boycott campaign. Others said they did not think about the boycott as they love anime.

Japanese officials say the government may have to extend its state of emergency, if no major improvement is seen in coronavirus infections in Tokyo and elsewhere.

A state of emergency is currently in effect for 11 prefectures, including Tokyo, till February 7.

The daily tally of new cases confirmed in the capital has been gradually falling since the state of emergency was issued on January 7. But experts say the decline is slow, and the proportion of the elderly is increasing.

Hospitals are under strain, and there are worries that the number of serious cases could rise further among the elderly patients.

The minister in charge of the country's coronavirus response, Nishimura Yasutoshi, said in the Diet on Tuesday that the government would make a decision by a certain time on what to do with the state of emergency.

He said it would cause confusion if a choice is made immediately before the planned expiration date.

The government plans to study whether to extend the declaration while closely monitoring infections across the country as well as strains on medical systems.

A memorial ceremony was held in Busan, South Korea, for a student who died at a Tokyo train station 20 years ago trying to rescue a man who had fallen onto the tracks.

Lee Su-hyon and a Japanese photographer jumped from the platform to save the man at Shin-Okubo Station on January 26, 2001. All three were hit by a train and killed.

On Tuesday, a ceremony was held at Lee's grave in his hometown Busan. About 20 people attended, including Lee's mother Shin Yoon-chan and the Japanese Consul-General in Busan, Maruyama Kohei.

Lee was studying in Japan, hoping to become a bridge between the two countries.

After his death, his parents created a scholarship program with condolence money, which has helped nearly 1,000 students study in Japan.

Lee's mother was tearful as she said her son died to realize huge love that transcends borders. She said she, too, will do her best to contribute to bilateral friendship.

Maruyama said in Korean that Lee will continue to be a bridge between the two countries, and pledged efforts to improve bilateral ties.

Lee's heroism has recently attracted renewed attention in his home country, inspiring books and monuments.

North Korean media have mentioned US President Joe Biden as the winner of the November presidential election for the first time.

A propaganda website carried an article about the United States on Saturday.

It cited a South Korean media report about the siege of the US Capitol by supporters of former president Donald Trump on January 6, and said Biden has been confirmed as the winner of the election.

Neither the state-run Korean Central News Agency or the ruling Workers' Party newspaper Rodong Sinmun has reported the election results.

At the Workers' Party congress that wrapped up on January 12, North Korean leader Kim Jong Un called the US the biggest enemy of his country, and vowed to advance his nation's nuclear and missile development.

Kim also said the key for future bilateral relations is for Washington to retract its hostile policy towards Pyongyang.

North Korea's leadership appears to be waiting for more details on the Biden administration's policies.

About 200 people who contracted the coronavirus have died at home and places other than hospitals across Japan after their condition suddenly worsened.

The National Police Agency says at least 197 such deaths were confirmed from March last year through January.

The agency says it confirmed 75 such deaths over about three weeks from January 1 through January 20. That surpassed the 56 deaths confirmed in December.

The agency says that in many cases infection was only confirmed after carriers died. Patients typically could not be seen swiftly at medical institutions despite falling ill.

Some local governments have been taking steps to detect signs of possible deterioration in the condition of people self-quarantining.

They have been sending nurses to check on people at home or have set up telephone hotlines to doctors or nurses that are available around the clock.

Siam Bioscience is owned by the Crown Property Bureau, which is under the personal control of King Maha Vajiralongkorn.
The company agreed in October to manufacture a vaccine developed by British firm AstraZeneca and the University of Oxford, and supply it domestically and across Southeast Asia.

Thailand has seen a second wave of the pandemic since December, with over 13,000 infections recorded as of Monday. The Thai government green-lighted AstraZeneca's vaccine last week. It will be imported from the beginning of February.

Taiwan's representative to the US was invited to attend President Joe Biden's inauguration ceremony last week. The invitation and Saturday's statement demonstrate the new US administration's commitment to continue strengthening ties with Taiwan.

China apparently wants to use the change of the US government as an opportunity to improve ties. It is expected to closely watch the Biden administration's policies, while taking a hardline stance on issues related to sovereignty.

The government of South Korea has appealed a World Trade Organization ruling that Seoul's anti-dumping duties on Japanese-made stainless steel bars broke international trade rules.

The move was in response to the decision made in November of last year by a WTO panel, which also asked Seoul to take "corrective measures."

Seoul has been charging additional tariffs of about 15 percent on the steel bars since 2004, saying prices are unfairly low. The product is mainly used in automobiles and machine tools.

A ruling on the appeal is unlikely to come anytime soon, now that the WTO's appellate court is not functioning due to a lack of judges.

South Korea's Yonhap news agency reported that the anti-dumping measures will likely remain in place until a final WTO ruling is delivered.

The Japanese government said the panel's analysis was objective and appropriate. It added South Korea's appeal to the appellate court, which is currently not functioning, is extremely regrettable as it leaves the dispute unresolved.

It also said it strongly hopes that South Korea will abide by its obligations under the WTO agreement and abolish the tariff.

Japan's struggling airlines are trying to compensate for the collapse of passenger travel as coronavirus infections spread in the country, by increasing their cargo flights.

All Nippon Airways says it has grounded 70 percent of its domestic flights under the nation's second state of emergency, while Japan Airlines has cut 50 percent.

Meanwhile, demand for international air freight has risen as Japan is importing more medicines and medical equipment from the United States and Europe.

Exports of semiconductors and IT components are also growing, thanks to the widespread shift to telecommuting.

ANA normally operates about 500 international cargo flights a month, but the carrier is increasing that to over 2,200 for January and February by using some of its mothballed passenger jets.

JAL doesn't have aircraft that exclusively carry cargo. But it is using passenger planes for about 1,000 international cargo flights this month, and around 850 in February.

Japanese airlines are also exploring new demand for cargo services, including the shipment of regional fresh food specialties to destinations in and outside Japan.

Chinese state-run media say the government has enacted a law that allows the coast guard to use arms when foreign ships illegally operate in the country's waters. It will take effect on February 1.

The Xinhua news agency says the standing committee of the National People's Congress approved the legislation on Friday.

It sets out the responsibilities and power of the coast guard on maritime patrol, including the authority to forcibly remove foreign ships that illegally enter what China claims to be its waters.

The coast guard is also allowed to use weapons if foreign ships do not comply with certain orders.

Under the law, the coast guard can also take down structures built by foreign organizations or individuals in waters and on islands under China's jurisdiction.

Chinese government ships are seen around the Senkaku Islands in Okinawa Prefecture almost daily. Some have entered Japanese waters and chased Japanese fishing boats.

Japan controls the islands. China and Taiwan claim them. The Japanese government maintains the islands are an inherent part of Japan's territory.

Beijing has incorporated its coast guard into the armed police. It operates under the command of the military.

Saturday marks exactly one year since a lockdown was imposed on the Chinese city of Wuhan, where the world's first cases of the new coronavirus were reported.

Experts from the World Health Organization are in the city, located in Hubei Province. They are expected to start an investigation into the origins of the virus next week.

On January 23, 2020, the Chinese government shut down facilities in the city including railway stations and airports, and strictly limited people's movements.

Hospitals became overwhelmed. Local authorities say 3,869 people have died in Wuhan as a result of the virus.

The lockdown lasted 76 days. Local authorities say the only new cases reported since May have been travelers from abroad.

The WHO experts have been under hotel quarantine since arriving on January 14. They are expected to start their investigation late next week.

The Chinese government has said the coronavirus may not have originated in Wuhan, and could have been brought in from abroad.

Investigating its origins and tracing the infection route to humans requires the analysis of blood samples believed to be kept by the Chinese government. Interviewing patients and medical officials is also seen as essential.

It's unclear how forthcoming Chinese authorities will be.

Eleven miners have been rescued two weeks after an explosion trapped more than 20 workers in a gold mine in China's coastal province of Shandong.

The blast occurred at the mine in Qixia City on January 10. It caused tunnels to collapse, trapping 22 miners about 600 meters below the surface.

A week later, rescuers confirmed there were survivors. They drilled shafts for communication and to supply food and clothes.

China's state media said on Sunday that rescuers had lifted 11 workers to the surface with cables.

Two of the rescued miners were reportedly exhausted or injured. But nine were able to walk by themselves.

State-run China Central Television broadcast live from the site, showing people clapping every time one of the miners appeared.

The survivors wore blindfolds to protect their eyes from the daylight. Some put their hands together to express their gratitude.

The rescue operation continues as ten people are still trapped in the mine. Another person is believed to have died.

Medical workers who will provide healthcare for the Tokyo Olympics and Paralympics are facing possible delays in their preparations while the coronavirus state of emergency remains in effect in 11 prefectures.

Committee member Yamashita Satoshi says that in order for the Games to take place, infections will need to be curbed to a certain level and the stable provision of medical care must be secured. He says he will seriously consider the opinions of the medical community and prepare as much as possible.

Hong Kong authorities have imposed a lockdown on part of the city in response to a surge in coronavirus infections.

The lockdown in Jordan began on Saturday morning with police and health officials setting up make-shift testing venues and cordoning off roads. It is the first such measure to be taken in Hong Kong.

Authorities say the lockdown will stay in effect until every resident in the designated areas has been tested for the virus. Local media reports say the measure covers around 10,000 people.

The government aims to complete the testing within 48 hours so that those who test negative can return to work on Monday.

The Jordan area covers a small but densely populated part of Kowloon.

A total of 162 people in the lockdown zone tested positive for the virus between January 1 and 20.

Infections in Hong Kong started to rise again in late November.

Gatherings of three people or more or dining out after 6 p.m. are banned. Residents in certain areas are obliged to take virus tests.

However, dozens of new cases are being confirmed every day.

Lit messages of friendship between Japan and Taiwan have been displayed on the walls of Taiwan's highest skyscraper, Taipei 101.

The Japan-Taiwan Exchange Association, Japan's contact organization in Taiwan, put together the event on Saturday evening.

The messages expressed wishes for a smooth opening of the Tokyo Olympics and Paralympics and continued efforts to work hard together in 2021.

Speaking at the ceremony in Taipei, the chief representative of the JTEA Taipei Office, Izumi Hiroyasu, said Japan has appreciated the friendship extended by people in Taiwan when it faced challenges posed by the deadly earthquake 10 years ago, as well as the spread of the coronavirus.

In a video message contributed to the ceremony, Taiwan's President Tsai Ing-wen expressed her hope that Japan will overcome difficulties in unison and hold the second Tokyo Olympics and Paralympics following the first ones more than half a century ago. She said Taiwan will continue to root for Japan and she hopes the bilateral friendship will continue for a long time.

The JTEA says it designated 2021 as the year of Japan-Taiwan friendship. It marks the 10th anniversary of the great earthquake in northeastern Japan, when Taiwan sent donations worth more than 190 million dollars to quake survivors.

They also agreed to seek an early conclusion of the talks on Japan's share of the cost of stationing US forces in the country.

They confirmed that they would seek to meet in person as soon as possible with due consideration to the coronavirus pandemic.

After the phone call, Kishi noted that Austin seems to be highly interested in the security situations in Asia and values the Japan-US alliance.

He added that he hopes to build good, trusting relationships and fortify the deterrence power.

Legendary American television host Larry King died on Saturday. He was 87.

The cause of King's death is unknown. US media and his official Twitter account report that he died at a hospital in the western city of Los Angeles on Saturday morning.

The media had reported he was hospitalized after contracting the coronavirus earlier this month.

King was born in New York City in 1933. He became popular as a talk show host on a national radio network.

From 1985, King hosted a TV talk show on CNN, "Larry King Live." He interviewed former presidents, including Richard Nixon and Ronald Reagan, as well as singer Michael Jackson and other celebrities in various fields.

He attracted many viewers by asking candid and sharp questions to his guests on the live program. The show was broadcast for a quarter of a century.

A major university in Japan has begun distributing food to students in need as many of them have less work amid the coronavirus pandemic.

University of Tsukuba found out that many students are facing economic hardship and asking for support.

The survey conducted by the university in December showed that about 70 percent of the respondents in some departments said their income had declined.

The university called on companies and farmers in the area to donate food to the students in need.

It received more than 20 tons of food, including 7 tons of rice, vegetables, and instant noodles.

Food was given to more than 2,500 students on Friday.

One student from abroad said he is grateful for the help as he does not get any support from his family back home and he lost his part-time work because of the pandemic.

The university says more students need support and that it hopes to call for more donations.

With six months to go before the Tokyo Olympics, organizers are making unusual preparations as the state of emergency has been put in place in the host city.

Athletes qualified to compete in the Games are resolved to keep training, believing that the events will take place. Meanwhile, some people in and outside Japan are voicing concerns about holding the Games this summer.

To go ahead with the Olympics, it is necessary to hold competitions to select national team members in countries around the world. The current focus is on whether the Olympic qualifier for artistic swimming will be held as planned in Tokyo in March.

Another major challenge is how to secure medical workers who will be on hand at Olympic venues to ensure the safety of the Games.

Negotiations with medical institutions are making little progress as they are being overwhelmed amid the spread of the coronavirus.

Regarding spectators, all options are still on the table. Final decisions on the upper limit of the number of spectators and whether to accept spectators from overseas will be made by spring. Holding the Games with no spectators is also an option.

However, some officials involved in the Games say it may be difficult to accept spectators from overseas as the Japanese government has been tightening entry restrictions to prevent the spread of the virus.

The Tokyo Organising Committee and the International Olympic Committee are being tested as to whether they can hold the Games, while offering safety for athletes and others and gaining public support.

The World Health Organization is providing Japan and the International Olympic Committee with technical advice about hosting the Tokyo Games during the coronavirus pandemic.

Michael Ryan heads the WHO's Health Emergencies Programme. On Friday, he said the best way to realize an Olympics will be to "get on top of this disease."

He hailed Japan's success at keeping cases relatively low last year. He also said the WHO will not be part of any decision as to whether the Games go ahead.

The Tokyo Olympics and Paralympics were postponed last year. They are now scheduled to start exactly six months from Saturday.

The World Health Organization says it has reached an agreement to secure 40 million doses of the Pfizer/BioNTech COVID-19 vaccine and should be able to start delivery to poor and lower-income countries in February.

WHO Director-General Tedros Adhanom Ghebreyesus announced the agreement on Friday.

The arrangement was entered into through the organization's COVAX scheme, which is designed to ensure a fairer distribution of vaccines around the world. The WHO also has a deal for 150 million doses of vaccine developed by British firm AstraZeneca and the University of Oxford.

Tedros welcomed the new agreement, saying it means that "we are closer to fulfilling the promise of COVAX."

He called for greater cooperation from countries to ensure that "the vaccination of health workers and older people is underway in all countries within the first 100 days of this year."

Vaccinations programs are already being rolled out in many parts the world, but mostly in developed countries.

A girl in Tokyo has been infected with a variant of the coronavirus first detected in Britain. It is said to be more contagious.

The health ministry warns there is the possibility of community infection.

The discovery has prompted the Tokyo Metropolitan Government to conduct genetic analyses of COVID-19 samples.

The girl, who is under 10 years old, was found to be infected with the variant on Friday. She has been in close contact with another person living in Tokyo. Neither have traveled abroad.

The metropolitan government says the girl is the only person confirmed to be infected with the variant among about 1,400 who have tested positive in the Japanese capital since December.

The British government says a variant of the coronavirus that was first identified in the country may carry a higher risk of death than the original strain.

Prime Minister Boris Johnson told reporters on Friday he has been informed the new variant "may be associated with a higher degree of mortality."

The mutant strain continues spreading in Britain, where more than 1,000 new deaths have been reported daily.

Patrick Vallance, the government's chief scientific adviser, joined Johnson at the news conference. He said the average risk for a man in his 60s is that roughly 10 out of 1,000 people infected with the original version could be expected to die. He said the number of deaths might rise to 13 or 14 with the variant.

But Vallance stressed there is uncertainty around the numbers and more research is needed.

Vallance also said the vaccine being rolled out across Britain is effective for both the original and mutated versions.

Maria Van Kerkhove, the WHO technical lead on COVID-19, remarked on the UK comments at the organization's regular Friday briefing.

She said she still lacked full details about possible increased mortality, but warned as more people become infected and hospitalized, health systems will be overburdened. She said it is possible doctors and nurses will be unable to devote much time to patients, leading to more deaths.

WHO Health Emergencies Programme Executive Director Michael Ryan added his team has not yet received evidence the new variant is more lethal. He says what they see now is the more people who get infected, the more people die.

US President Joe Biden has spoken by phone with his counterparts in Canada and Mexico. The calls were his first talks with foreign leaders.

Biden spoke separately on Friday with Canadian Prime Minister Justin Trudeau and Mexican President Andres Manuel Lopez Obrador.

The Canadian Prime Minister's office says the leaders agreed to cooperate closely against the pandemic, and reiterated their commitment to multilateral institutions and alliances.

President Lopez Obrador tweeted Biden was kind and respectful. He expressed hope that bilateral ties will improve.

Relations between the US and Mexico have been strained over the construction of a wall on the Mexican border by the Trump administration.

Biden has already signed an executive order to pause the construction.

White House Press Secretary Jen Psaki said Biden will talk next week with the leaders of European allies and other countries.

Biden appears committed to international cooperation and restoring ties that deteriorated under the former president's America First stance.

US President Joe Biden has unveiled a financial rescue package for people hit by the coronavirus pandemic.

Biden signed an executive order for the plan on Friday at the White House.

The order notes more than 10 million people remain unemployed in the US and a large number of people do not have enough food. The plan includes cash handouts and wider distribution of food.

The president apparently signed the order to demonstrate his commitment to supporting people's lives as he waits for Congress to approve his stimulus package worth 1.9 trillion dollars.

Biden also said he plans to raise the federal minimum wage to 15 dollars per hour. That is more than double the current level.

The president stressed more action was needed to get through the health crisis and make America stronger.

US baseball legend and longstanding home run king Hank Aaron has died. He was 86.

Aaron made his Major League debut with the Braves in 1954.

He hit 30 or more home runs for seven consecutive years and in 1974 he broke Babe Ruth's career record of 714.

Aaron had a total of 755 home runs before retiring at the age of 42 in 1976.

He remained home run king for 33 years until Barry Bonds broke his record in 2007.

Aaron's batting average in MLB was .305. He still has the Major League record for RBIs with 2,297.

Aaron was inducted into the Hall of Fame in 1982. His uniform number 44 was retired by the Braves and Brewers, another team he represented.

On January 5, Aaron announced he had been vaccinated against the coronavirus and called on others to follow suit.

Hall of Fame officials and others say he died on Friday.

A United Nations treaty banning nuclear weapons enters into force on Friday.

The UN adopted the Treaty on the Prohibition of Nuclear Weapons in 2017, with 122 members voting in favor. The treaty takes effect from Friday in the 50 parties that had ratified or acceded to it by October 24.

The treaty includes a comprehensive set of prohibitions on participating in any nuclear weapon activities, such as the development, manufacture, possession, and use of such arms.

The treaty says its parties consider "that any use of nuclear weapons would be contrary to the rules of international law applicable in armed conflict, in particular the principles and rules of international humanitarian law."

As of Friday, the treaty had collected 51 instruments of ratification or accession as well as 86 signatories.

The signatories include neither nuclear-armed countries nor nations that rely on nuclear deterrent, such as NATO members, Japan, and South Korea. This means nuclear arsenals around the world will not shrink right away despite the treaty kicking in.

Countries that promote the treaty hope nuclear-armed nations will come under pressure if a new international norm is established under which nuclear weapons are considered illegal.

Focus is on whether the treaty will gain enough support to boost efforts on nuclear disarmament.

Survivors of the 1945 US atomic bombings of Japan have urged the Japanese government to join a UN nuclear ban treaty that will take effect on Friday. They say Japan should take the lead in seeking the abolition of nuclear weapons.

The survivors, known as hibakusha, spoke about the UN Treaty on the Prohibition of Nuclear Weapons in a news conference at the Foreign Correspondents' Club of Japan in Tokyo on Thursday.

Among the hibakusha is Kodama Michiko, who experienced the atomic bombing of Hiroshima when she was 7 years old.

Now 82 years old and assistant secretary general of the Japan Confederation of A- and H-Bomb Sufferers Organizations, she said she was very pleased that the treaty makes nuclear weapons illegal.

But Kodama said it is really regrettable that the government of Japan, the only country to have suffered from the wartime use of atomic weapons, has not joined the treaty even now.

She said it should lead global efforts to eliminate nuclear arms and must join the treaty as soon as possible.

Another assistant secretary general of the group, 77-year-old Wada Masako, is a survivor of the Nagasaki atomic bombing.

Wada said US President Joe Biden should think about how inhumane nuclear weapons are as they destroy everything.

She said no progress has in effect been made since 2009, when Barack Obama, the US president at the time, said that he was pushing for a world without nuclear weapons.

She expressed hope that Biden will work for peace not only for the US but for the world.

A key Japanese member of the International Campaign to Abolish Nuclear Weapons, or ICAN, Kawasaki Akira, told the news conference that the treaty will be a driving force in reducing nuclear arms in political, economic and social terms.

Kawasaki said they will work to increase the number of treaty members to more than 100 within a few years.

The treaty was adopted in July 2017. Last October, it reached the 50 ratifications required to go into force 90 days later.

Nuclear powers and countries such as Japan that fall under the nuclear umbrella have not joined the treaty.

Authorities in a district of southern Beijing have conducted mass coronavirus testing after a strain prevalent in Britain was found there.

Daxing District has reported 11 infections since Sunday, with two confirmed to be the strain.

Local authorities placed some parts of the district under lockdown, with roughly 24,000 residents going into self-quarantine at home.

Officials said they had almost completed nucleic acid testing on about 1.55 million residents of the district by Thursday afternoon.

They said residents planning to travel outside Beijing should submit a negative test result obtained within three days of their departure.

China's government appears to be rushing to prevent the spread of the virus as the number of infections has been climbing in the country this month.

Infections are on the rise in the northeastern province of Heilongjiang. Some cases were also reported in central Shanghai on Thursday.

A week has passed since a deadly earthquake rocked the Indonesian province of West Sulawesi last Friday. A medical volunteer organization says food supplies are running short, with some coronavirus cases found among survivors.

Authorities say the magnitude-6.2 quake has left at least 91 people dead and 1,172 injured. About 9,400 people remain displaced.

Rescue workers are searching for people believed to be trapped under collapsed buildings in Mamuju and Majene.

The Indonesian chapter of Japan-based international medical volunteer organization AMDA sent a 16-member team to areas hit by the quake two days after the disaster. The team has been providing medical care and handing out relief supplies.

Authorities have not announced the discovery of any coronavirus infections among survivors. But the AMDA team said it had confirmed infections in five people in just three days.

The head of the AMDA local branch pointed to serious food shortages in disaster areas and insufficient government support due to severed road access.

The leader added that the team has been calling on survivors to take anti-infection measures such as washing their hands, but that physical distancing in small tents is a challenge.

Taiwan's representative to the United States has been invited to attend US President Joe Biden's swearing-in ceremony on Wednesday.

The Taipei Economic and Cultural Representative Office in the US announced that Hsiao Bi-khim has been invited by the US Joint Congressional Committee on Inaugural Ceremonies.

Taiwan's ruling Democratic Progressive Party says this is the first time its representative to the United States has been invited to a president's inauguration since diplomatic ties were severed in 1979.

Prior to the ceremony, Hsiao posted a video of herself on Twitter standing in front of the Capitol, where she said, "Democracy is our common language and freedom is our common objective."

She said, "I look forward to working with the next administration in advancing our mutual values and interests."

Meanwhile, Taiwanese President Tsai Ing-wen took to Twitter to congratulate the new president and Vice President Kamala Harris.

Her tweet reads, "We wish you and your administration every success. Taiwan stands ready to work with you as a global force for good."

Chinese media outlets are reporting that Alibaba Group founder Jack Ma has made his first public appearance in almost 3 months. He had not been seen since publicly criticizing Chinese financial regulators last year.

India has begun exporting COVID-19 vaccines to neighboring countries battling the coronavirus pandemic.

Indian foreign ministry officials announced that the first shipment was dispatched to the Himalayan Kingdom of Bhutan on Wednesday.

They say New Delhi will supply vaccines to 5 other partner countries consisting of Maldives, Bangladesh, Nepal, Myanmar and Seychelles.

People in many parts of Japan have reported seeing what appeared to be a fireball flashing through the sky on Wednesday night.

Eyewitness reports were posted on social media about the phenomenon that was observed shortly after 8:30 p.m. in regions including Kanto, Tokai and Kinki.

A video taken by an NHK camera in the western prefecture of Osaka shows a ball of light streaking across the sky for several seconds at around that time.

Fujii Daichi, a curator who specializes in astronomy at the Hiratsuka City Museum, near Tokyo, said he believes it was a fragment of an asteroid that burned up in the Earth's atmosphere.

Footage taken by Fujii shows the fireball appearing in the northern sky and becoming brighter as it falls.

A camera that he installed in Fuji City, Shizuoka Prefecture, also captured images of the fireball.

Fujii says the fireball appeared to be traveling at a relatively slow speed compared to a regular meteor, but it was as bright as the moon.
