Zelenskyy referred to the situation in eastern parts of Ukraine in a video address released on Friday. He said Ukrainians are "slowly advancing" in some frontline areas.

He said, "This year, we not only maintained our air defenses, but we made them stronger than ever. But in the New Year Ukrainian air defense will become even stronger, even more effective."

He reiterated his resolve to counter Russian attacks, as his country continues to receive military supplies from Western countries.

The International Atomic Energy Agency says a back-up power line to the Zaporizhzhia nuclear power plant in southern Ukraine has been disconnected due to damage caused by shelling.

The IAEA said in a statement on Friday that the connection to the plant's last functioning back-up line was lost on Thursday as a result of damage on the other side of the Dnipro River, some distance away from the plant itself.

The statement did not blame either Russia or Ukraine for the shelling.

The nuclear watchdog said work to repair the line is already underway.

It added that the Zaporizhzhia plant continues to receive the electricity it needs for reactor cooling and other essential functions from the facility's only remaining operational external power line.

The site of one of Europe's largest nuclear power stations has been occupied by Russian forces since the early stages of the invasion of Ukraine.

Workers have had to restore external power to the plant every time shelling cut the supply line.

IAEA Director General Rafael Grossi said all military action potentially threatening the nuclear safety and security of Ukraine's nuclear power plants must stop immediately.

He stressed the need to implement a nuclear safety and security protection zone around the Zaporizhzhia plant as soon as possible.

Russian President Vladimir Putin has skipped his custom of sending season's greetings to countries opposed to his country's military actions in Ukraine, highlighting the confrontation with Western nations.

Russia's presidential office on Friday revealed Putin's Christmas and New Year greetings to foreign heads of state and government.

The heads of countries that received his greetings included former Soviet republics, Middle Eastern and Latin American nations, as well as China and India.

The United States and European countries did not receive his messages this year, except for Hungary and Serbia, as they handle relations with Russia independently.

The Russian government said that last year Putin sent season's greetings to US President Joe Biden, heads of Britain, France and Germany, and Japanese Prime Minister Kishida Fumio.

Kremlin spokesperson Dmitry Peskov made it clear that Putin would not send congratulatory messages to countries not amicable to Russia.

Japan's Defense Ministry officials say North Korea launched three ballistic missiles on Saturday morning. They say the missiles appear to have fallen into the Sea of Japan outside the country's exclusive economic zone.

The officials say the missiles were launched from around 8:01 a.m. to 8:15 a.m. on Saturday from near the capital Pyongyang.

They say the missiles were fired in a northeastern direction and flew for about 350 kilometers before dropping in the sea off the Korean Peninsula's east coast. Their maximum altitude is estimated to have been about 100 kilometers.

There have been no reports of damage to Japanese vessels and aircraft so far.

Saturday's launch is the 37th firing of ballistic missiles by North Korea this year and the first since December 23.

Ministry sources say the latest launch is possibly a reaction to South Korea's testing of a solid-fuel rocket on Friday.

China has appointed Qin Gang, who currently serves as the Chinese ambassador to the United States, as its new foreign minister.

The state-run China Central Television reported that the Standing Committee of the National People's Congress made the appointment on Friday.

Qin is 56 years old. He had served as a ministry spokesperson for more than eight years before being promoted to vice foreign minister in 2018. He was chosen to be China's ambassador to the US in 2021.

Meanwhile, Wang Yi, the current foreign minister who held the job for nine years, will take over from Yang Jiechi as China's top diplomat at the party's decision-making body, the 24-member Politburo.

Wang had been promoted to join the Politburo in October at the age of 69. Under the party's unwritten rule, top officials are supposed to retire at the age of 68.

European nations are moving to impose tighter COVID-19 measures for arrivals from China amid the reported surge in the number of new coronavirus cases in the country.

The British government announced new measures on Friday for people traveling from mainland China on direct flights to England. Starting from January 5, these arrivals will need to show a negative COVID-19 test taken no more than two days before departure.

British officials cited a lack of comprehensive health information shared by China.

They also said that from January 8, a sample of arrivals will be tested to monitor for potential new variants of the coronavirus.

The French government announced on Friday that it will require air travelers from China to provide a negative test result obtained within two days of departure.

The rule is expected to take effect as early as January 1. Officials said the test will be required on all flights from China, including those with stopovers. Passengers on those flights will have to wear masks on board.

The officials cited an expected spike in arrivals from China around next month's Lunar New Year holidays. They also pointed to a possible emergence of new variants as more people travel.

Spain's government announced on Friday that it will require arrivals from China to provide negative test results or proof of vaccination.

Italy is also mandating coronavirus tests for passengers from China.

A search-and-rescue operation is underway after a landslide hit a cluster of buildings in northeastern Japan. Authorities say two people have been pulled from the rubble, but a couple in their 70s and 80s remain unaccounted for.

Police say they were alerted to the disaster early on Saturday in Tsuruoka City, Yamagata Prefecture. The collapsed slope engulfed more than 10 structures, including houses.

Police say a man in his 70s and a woman in her 60s have been rescued and taken to a hospital.

One man who lives nearby told NHK some local residents have been told to evacuate. Police believe the landslide is more than 100 meters wide.

Two people were left stranded on a freefall ride at an amusement park in Osaka, western Japan. They spent about four hours dangling at a height of around 50 meters.

The ride stopped moving at nearly the top of the tower structure at the Hirakata Park at around 7 p.m. on Friday.

Park employees said emergency measures were in place to lower some of the seats to the ground. But the two people were at a height that was beyond the ladder truck's reach.

Rescuers were able to lower a man and a woman in their 20s to the ground just after 11 p.m. The two were said to have suffered from exhaustion and were taken to a hospital.
The rescued woman told NHK that she thought she would not be able to survive after seeing rescuers and their ladder truck leaving the site shortly after arriving.

She said she lost consciousness a number of times in the cold weather, and felt pains all over her body.

The head of the amusement park apologized for the trouble, citing a failure in emergency measures.

Officials decided to close the park on Saturday to look into the cause of the problem, as well as to conduct safety checks throughout the facility.

An expert with the Chinese Center for Disease Control and Prevention says coronavirus infections are peaking in the cities of Shanghai and Chongqing, Hubei Province and elsewhere.

The South Korean military has conducted drills to strengthen its air defense after failing to intercept North Korean drones that violated the South's airspace.

Criticism has mounted after the military missed five drones that crossed the military demarcation line between the two countries on Monday.

South Korean military helicopters and other aircraft attempted to shoot them down by firing more than 100 rounds, without success.

On Thursday, the military conducted drills involving its air force and army near Seoul under the hypothetical scenario of drone infiltrations.

The Joint Chiefs of Staff said about 20 aircraft, including attack helicopters, were mobilized, and they practiced detecting, identifying, tracing and intercepting the drones.

The military also released photos showing ground troops taking part in the drills. It said the soldiers practiced intercepting drones with autocannons and surface-to-air missiles.

South Korean President Yoon Suk-yeol on Thursday called for punishment and retaliation against what he called "acts violating our freedom." He said this is the only means to deter provocations.

Major airlines said last week that more than 2.7 million people have booked flights over the nine days to January 5.

ANA and JAL say their reservations combined have recovered to 83 percent of the figure before the start of the pandemic.

Taiwan will extend its mandatory military conscription period to one year from the current four months, apparently due to China's mounting military pressure.

Taiwanese President Tsai Ing-wen announced the decision at a news conference after convening a national security meeting on Tuesday.

All men over 18 in Taiwan are required to serve in the military. The longer term will start in 2024, and apply to men born after January 1, 2005.

Extending the conscription period had been a topic of discussion in Taiwan. The idea has also been backed by officials in the United States, which is Taiwan's largest defense supporter.

Calls for the extension intensified after Russia's invasion of Ukraine in February.

At the news conference, Tsai said the current four-month conscription period does not meet Taiwan's military needs. She added that Taiwan will be able to gain international support only after beefing up its defense.

Tsai also suggested that the better Taiwan is prepared, the less likely it is that China will do something reckless.

She called for the understanding of younger people, saying that they would not have to go to the battlefield as long as Taiwan is strong enough.

The South Korean government has granted a special presidential pardon to former President Lee Myung-bak, effective on Wednesday. He was serving a 17-year prison sentence for corruption.

The government on Tuesday granted pardons to more than 1,300 individuals, including Lee, who led a conservative government for five years until 2013.

President Yoon Suk-yeol said during a Cabinet meeting that he hoped the pardons will serve to unite the country.

The ruling party's lawmakers praised the president's decision and the goal of national unity. But the opposition camp criticized the move, saying it would revive corrupt forces.

Lee was convicted of charges including taking bribes from Samsung Electronics, the core of Samsung Group, South Korea's largest conglomerate. Lee was temporarily released from jail in June this year after his term was suspended due to health reasons. He is 81 years old.

Lee is the fourth former South Korean president to be pardoned. Chun Doo-hwan and Roh Tae-woo received pardons in 1997, followed by Park Geun-hye in 2021.

China's government says it will drop quarantine requirements for inbound travelers starting on January 8.

China has been seeing a rapid surge in the number of new coronavirus cases across the country since the government eased its zero-COVID containment policy on December 7.

Health authorities in Qingdao, Shandong Province, last Friday estimated that the numbers of new infection cases have been increasing by between 490,000 and 530,000 people per day.

The head of Japan External Trade Organization's office in Qingdao, Yoshikawa Akinobu, told NHK that the virus began quickly spreading around December 16.

Yoshikawa says there are Japanese firms that see 30 to 40 percent of their workforce testing positive.

Production at some firms has dropped by nearly half, although they are trying to maintain operations with the workers they have.

The Japanese embassy says some Japanese firms have reported that their employees are returning to offices as coronavirus infections have likely peaked in Beijing.

The Chinese Center for Disease Control and Prevention announced that new COVID-19 cases nationwide reached 2,637 on Sunday.

The center says confirmed cases in Zhejiang Province were just 19, an extremely small number compared to a figure of one million new cases a day reported by health authorities in the province the day before.

The tally in Shandong Province was 21. The center's figure also shows large discrepancies with daily numbers released by health authorities in Qingdao in the province last Friday.

The number of deaths announced by the center has totaled less than ten this month, with no deaths being reported between December 20 and 25.

South Korea's defense ministry says North Korean drones crossed the military demarcation line and reached its airspace near the capital Seoul on Monday morning.

The ministry says the unmanned aerial vehicles were detected at around 10:25 a.m. and that the South Korean military fired warning shots. The drones reached Gyeonggi Province near Seoul.

South Korea's Yonhap News Agency reported that the military scrambled jets and other aircraft and opened fire in an attempt to shoot down the drones.

The South Korean airports in Incheon and Gimpo suspended flights for about an hour Monday afternoon in response to a request by the military.

The development comes as Pyongyang continues to develop unmanned aerial vehicles for reconnaissance and air-strike purposes.

Such drones have been displayed at military parades in the past.

In 2014 and 2017, small unmanned North Korean aircraft equipped with cameras were found crashed in the mountains in northern South Korea near the border with the North.

Indonesians have commemorated the 18th anniversary of the deadly Indian Ocean tsunami that struck on December 26, 2004. The disaster left more than 220,000 people dead or missing in a vast area spanning from Southeast Asia to East Africa.

The tsunami was triggered by a massive earthquake that struck off the coast of Indonesia's Sumatra Island. More than 160,000 people were killed in Aceh province, located on the northwest tip of the island.

A memorial ceremony was held on Monday at a cemetery in Aceh. Prayers were offered at 8 a.m., around the time the earthquake struck. Police and military officials scattered flower petals on the ground to mourn the victims.

Local residents staged a play, reenacting the devastation wrought by the surging tides.

A 64-year-old man, whose parents remain missing, recalled that the tsunami turned the town into a hellish landscape. He said some people think that a major tsunami will only occur once in 300 years, but he believes one could strike again at any time.

A 17-year-old girl said she was never taught at school about the disaster or how to prepare for one. She said young people should reach out to one another and learn more about natural disasters.

Japan's defense ministry on Monday dismissed a captain of the Maritime Self-Defense Force for allegedly leaking confidential information in violation of the state secrecy law. The captain, Inoue Takashi, has also been referred to prosecutors for providing classified information to a retired MSDF admiral.

This is the first time anyone has been reprimanded for leaking what the law stipulates as specially designated secrets.

The ministry says when Inoue headed a MSDF intelligence team in March 2020, he provided the former admiral with secret information on situations surrounding Japan as well as Self-Defense Forces operations.

The former admiral, who was once Inoue's superior, sought Inoue's briefing in January of the same year. The ministry says officials confirmed Inoue did not leak the information to anyone but his former superior.

Two other senior officials had reportedly been contacted by the former admiral for the same reason. The ministry reprimanded the two for poor supervision, as they failed to confirm what information Inoue disclosed to his former superior.

One of the officials has been suspended for 5 days. The other, who is no longer in office, will be asked to voluntarily return part of his salary.

The then-MSDF Chief of Staff, who has already left office, was also disciplined for inadequate supervision.

Inoue has been referred to the Yokohama district prosecutors office for violating the Act on the Protection of Specially Designated Secrets and the Self-Defense Forces Law.

MSDF Chief of Staff Admiral Sakai Ryo apologized for the incident at a news conference.

He said leaks by senior officials erode trust with Japan's allies and the public, and can never be tolerated.

The Japanese insurers say they will negotiate with reinsurance firms for the resumption of the coverage to prevent impact on energy imports to Japan.

Officials of Japan's Imperial Household Agency have put the final touches on bonsai plant arrangements for the New Year at the Imperial Palace in Tokyo.

The traditional displays are made up of plants believed to invite good luck. They include pines, bamboos, plum trees, coral bushes and Japanese sarcandra glabras.

Agency officials say some of the plum trees -- the main parts of the arrangements -- are over 150 years old. The trees are said to measure up to 2 meters tall.

On Monday, six officials from the agency placed moss collected from the palace grounds on the roots of bonsai plants and added white sand to the pots to create images of streams.

Agency officials say by Friday, a total of about 20 pots of assorted bonsai will be installed in places, such as the palace building, the residence of Emperor Naruhito and Empress Masako and that of Emperor Emeritus Akihito and Empress Emerita Michiko.

A surge of coronavirus cases is sweeping across China. It comes after the government eased its strict anti-infection measures on December 7.

Case numbers have been growing since last week in Shanghai, where staff shortages are causing delays in delivery services.

Shanghai has the largest Japanese population among cities in China. The city's Japanese consulate-general says the virus is spreading among employees at Japanese and other businesses.

But officials at the mission say there have been no reports suggesting production lines or distribution have been severely affected by the surge. They say this is partly because there are no longer restrictions on people's movements.

Chinese media outlets report infections are spreading among civil servants in several provinces, including Henan and Shandong. They say local authorities have closed their offices to the public and are calling on citizens to use online services instead.

Officials of Chengdu in the inland province of Sichuan said at a news conference on Thursday they have set up 300 fever clinics across the city. They said up to 42,000 people a day are visiting the facilities.

Japan's coast guard has said that two Chinese government ships which entered Japan's territorial waters near the Senkaku Islands in the East China Sea on Thursday both left on Sunday morning.

Japan Coast Guard officials said the ships entered waters off Taisho Island shortly after 9:30 a.m. on Thursday.

They appeared to have followed the movement of a Japanese fishing boat, and were replaced by two other Chinese ships on Friday morning.

They left Japan's waters by 10:20 a.m. on Sunday, around the time the Japanese fishing boat left the area.

The Chinese ships' intrusion into Japan's territorial waters broke the previous record of a similar incident that lasted for 64 hours and 17 minutes between July 5 and 7 of this year.

The Japanese coast guard remained on alert after warning the vessels against re-entering Japan's waters.

Chinese Foreign Minister Wang Yi has warned the United States could face consequences over its commitment to Taiwan.

Wang sent a video message to a symposium on the international situation and China's foreign relations held in Beijing on Sunday.

He claimed that the US "has stubbornly continued to see China as its primary competitor," and because of this, "China-US relations were plunged into serious difficulties."

South Korean media say a former head of the police station overseeing Seoul's Itaewon district has been arrested in connection with a deadly Halloween crowd crush.

One of Ueno Zoo's most popular residents will be leaving Japan next February. Xiang Xiang the giant panda will be heading to China, her parent's birth country.

Tokyo Governor Koike Yuriko announced at a news conference on Friday that Xiang Xiang would leave on February 21.

The five-year-old panda was born at Ueno Zoo. Her parents are on loan from China, and based on the agreement she was due to be transferred to the country when she turned two.

But the plan has been pushed back five times due to the coronavirus pandemic.

Xiang Xiang's final public appearances at the zoo are expected to draw great interest. Zoo officials will hold a lottery for tickets to see her between January 21 and February 19. Up to 2,600 people will be able to view her each day during that period. The zoo will begin taking applications online from January 6.

Koike said people may feel sad that the beloved Xiang Xiang is leaving, but she hopes they understand that the panda will play an important role in the preservation and breeding of the species.

Ukraine's presidential office said at least seven people were killed and 58 wounded in recent Russian attacks on Kherson.

Presidential office deputy head Kyrylo Tymoshenko announced the casualties on social media on Saturday. Ukraine retook the southern city from Russian forces last month.

A senior Russian diplomat has warned Moldova that the country's closer military cooperation with the West could lead to disaster.

Russian Deputy Foreign Minister Mikhail Galuzin talked about Moldova, a neighbor of Ukraine, in an interview with a Russian state media released on Saturday. He is in charge of relations with the Commonwealth of Independent States, or CIS.

French investigative authorities suspect Friday's fatal attacks on Kurdish facilities that killed three people in Paris was racially motivated.

Prosecutors on Saturday revealed the suspected motive behind the incident in which a man opened fire at a Kurdish cultural center and other nearby locations.

Police arrested a 69-year old man, a French national, at the scene. French media say the man admitted to investigators that he is a racist.

Meanwhile in a Paris square on Saturday, hundreds of people joined a rally organized by a Kurdish organization held in protest against the incident.

A strong winter pressure pattern around Japan has brought heavy snow to areas from Hokkaido through Kyushu. Caution is advised against traffic disruption as well as icy roads.

Heavy snow fell from Thursday through Saturday, mainly in mountainous regions. Some flatland areas, such as the cities of Nagoya and Kochi, have also seen snow accumulation.

Periods of snowy weather since December 17 have caused snow to accumulate more than three times the level of an average year in some areas, especially in the mountainous regions along the Sea of Japan.

As of Sunday morning, 1.18 meters of snow on the ground was recorded in Engaru Town in Hokkaido, 97 centimeters in Oguni Town in Yamagata Prefecture, and 67 centimeters in Gujo City in Gifu Prefecture.

The current spell of heavy snow has peaked, but the winter pressure pattern continues. It is expected to bring intermittent heavy snow in mountainous areas from Hokkaido through Kyushu.

A series of deaths linked with snow-related accidents have been reported this winter in Japan. Caution is advised against snow sliding off rooftops as well as accidents involving people trying to remove snow.

People are urged to wear safety belts when going onto rooftops and not to work alone. They also need to exercise caution against icicles and snow that can fall from eaves.

Officials are calling for caution against possible avalanches in areas with a high accumulation of snow.

In a holiday tradition, Santa Claus is being tracked by US and Canadian air defense officials as he delivers presents to children around the world.

The North American Aerospace Defense Command, or NORAD, operates a special website that shows Santa Claus in flight on his sleigh being pulled by reindeer.

The tracker showed him traveling over Japan near Mount Fuji and Tokyo Skytree at about 11:00 p.m. local time Saturday.

NORAD officials say that Santa was seen with his flowing white beard this year. During the previous two Christmas seasons, he had to wear a mask due to the coronavirus pandemic.

Officials say Santa started out his mission with 60,000 tons of presents on his sleigh. He apparently arrives at children's homes only when they are asleep.

NORAD normally tracks missiles. It started the Christmas tradition in 1955, when children called the command by mistake hoping to talk to Santa Claus.

There are more than 1,200 volunteers taking calls from children and answering e-mails from all over the world, this year.

A severe winter storm is gripping many parts of the United States. It's causing flight cancellations, blackouts and highway deaths, just as the Christmas holidays are beginning.

The storm is bringing blizzards and heavy snow to central and eastern parts of the country.

Weather authorities say about 200 million people, or 60 percent of the population, have been under weather advisories or warnings.

They are urging people to exercise caution against what they call life-threatening cold temperatures.

US media report more than 5,000 flights departing from or arriving at domestic airports were canceled on Friday alone, the highest daily number of cancelations this year. Reports say more than 1,000 flights are also set to be canceled on Saturday, hampering travel during the holiday season.

The storm also caused massive power outages in wide swaths of the country, including the southern state of Texas and the eastern states of Maine and New York. More than 1 million households are believed to have been affected.

Car accidents have been reported across the country, killing at least 11 people. They include a 50-vehicle pileup in the Midwestern state of Ohio that reportedly killed four people.

Some states have declared a state of emergency. New York state officials are urging people to refrain from traveling until around Sunday, as conditions are forecast to worsen through Christmas Day.

Heavy snow is affecting many parts of neighboring Canada, too. Local media are reporting a number of power outages in the provinces of Ontario and Quebec. They are also reporting cancelations of flights at major airports across the country.

The Office of the UN High Commissioner for Human Rights says at least 6,826 Ukrainian civilians have been killed by Russian attacks since the start of the war.

The figure covers the period between February 24, when Russia started its military invasion, and December 18. The office says the deaths include 428 children.

By region, 4,036 civilian deaths were recorded in the eastern regions of Donetsk and Luhansk, and 2,790 in other parts of Ukraine, including the Kyiv region. In addition, 10,769 injuries to civilians were reported.

Weather officials say snow is intensifying over wide areas of Japan, especially along the Sea of Japan coast in northern and western regions of the country.

The Meteorological Agency says a typical winter-type pressure pattern around Japan is letting a cold air mass blow in above the archipelago.

Kanazawa City in Ishikawa Prefecture had 20 centimeters of snow during the six hours through 8 a.m. on Friday.

During the three hours through 8 a.m., the village of Otoineppu in Hokkaido had 20 centimeters of snow, Fushiki in Toyama Prefecture's Takaoka City had 17 centimeters, and Kochi City had 12 centimeters.

Winds are also getting stronger. A maximum wind gust speed of more than 110 kilometers per hour was observed in Hokkaido's Nemuro City at 8 a.m.

During the 24 hours through Saturday morning, Hokuriku is forecast to have one meter of snow. Niigata Prefecture can expect 90 centimeters; and Tohoku, Tokai and Chugoku, 70 centimeters.

Weather officials are urging caution as heavy snow may disrupt traffic and cause power outages. They also warn of gusts, high waves and storm surges.

The officials say people in these regions should keep updated with the latest weather information and refrain from going out.

Medical professionals in Japan are sounding the alarm about a double outbreak of the coronavirus and influenza during winter.

Toho University Professor Tateda Kazuhiro is a member of the government's advisory panel on the pandemic. He's urging people to think about the burden a double outbreak could place on the medical system.

Tateda stresses the need to maintain basic measures such as limiting the number of people at gatherings, and keeping rooms well ventilated.

He also says people who return to their hometowns for the holidays should get vaccinated and monitor their health condition before traveling.

One of Ueno Zoo's most popular residents will be leaving Japan next February. Xiang Xiang the giant panda will be heading to China, her parent's birth country.

Tokyo Governor Koike Yuriko announced at a news conference on Friday that Xiang Xiang would leave on February 21.

The five-year-old panda was born at Ueno Zoo. Her parents are on loan from China, and based on the agreement she was due to be transferred to the country when she turned two.

But the plan has been pushed back five times due to the coronavirus pandemic.

Xiang Xiang's final public appearances at the zoo are expected to draw great interest. Zoo officials will hold a lottery for tickets to see her between January 21 and February 19. Up to 2,600 people will be able to view her each day during that period. The zoo will begin taking applications online from January 6.

Koike said people may feel sad that the beloved Xiang Xiang is leaving, but she hopes they understand that the panda will play an important role in the preservation and breeding of the species.

Santa Claus has left his village in Finland for his annual trip to spread Christmas cheer to children around the world.

Before departure, Santa greeted the crowd and delivered a Christmas message.

He said he has met many people from all over the world this year and received a huge number of letters.

He said, "The common feature in all of them is that people wish the world to calm down -- children and adults alike wish the same."

Santa added, "My wish too, is that the stormy year will turn into a better and more peaceful direction with Christmas."

He then wished everyone around the world a "relaxing, peaceful and happy Christmas," and set off on his journey with reindeer pulling his sleigh full of gifts.

The Associated Press says one letter to Santa Claus came from a six-year-old boy in Ukraine.

The letter says he moved to western Ukraine from the capital, Kyiv, because of the war.

The boy asked Santa for toys for himself and his sister as well as peace in his country.

The Philippines has said it is "seriously concerned" about China's reported new activities to reclaim land in the Spratly Islands in the South China Sea.

The Philippine Foreign Ministry issued a statement Tuesday after Bloomberg reported China was conducting construction activities in four uninhabited features in the disputed area. The statement said, "such activities contravene the Declaration of Conduct on the South China Sea's undertaking on self-restraint".

China's embassy in the Philippines slammed the report as "fake news." It said China "strictly abides" by the Declaration, which reaffirms China and other Southeast Asian countries' self-restraint in conducting activities on the uninhabited islands and reefs in the Spratlys.

The Bloomberg report comes two weeks ahead of Philippine President Ferdinand Marcos Junior's trip to Beijing, where he is scheduled to meet with Chinese President Xi Jinping.

Japanese consumers are feeling the pinch as prices continue to rise.

The latest data released on Friday shows consumer price inflation in November hit a fresh 40-year high.

The internal affairs ministry says the consumer price index, excluding fresh food, climbed 3.7 percent last month from a year earlier.

That is the biggest leap since December 1981.
The overall figure was pushed up by rising costs for food, as well as electricity and gas bills.

The number of births in Japan is continuing to shrink at a record pace.

The health ministry says in its preliminary report that 669,871 babies were born in the first 10 months of this year. That includes births to foreign nationals.

The figure is 33,827 less, or 4.8 percent lower, than the number from the same period last year. The monthly number of childbirths year-on-year has also fallen for the ninth straight month since February.

At this rate, the number of births in Japan in 2022 is likely to drop below 800,000. It will be the first time since record-keeping began in 1899. In 2021, there were 811,622 births.

The Japan Research Institute last month projected that about 770,000 babies would be born in 2022.

The National Institute of Population and Social Security Research forecast in 2017 that births would not fall below 800,000 until 2030.

China's imports of Russian crude oil and liquefied natural gas have risen for eight months in a row. The trend is an indication of Beijing's support for the Russian economy amid Western sanctions.

Chinese customs authorities say the country imported 7.8 million tons of Russian crude in November.
That is a 16.6 percent increase from a year earlier.
LNG purchases doubled year-on-year to 850,000 tons.

That contributed to overall imports from Russia surging 47.5 percent in the first 11 months of 2022 from the same period last year.

The Group of Seven nations and Australia introduced a price cap of 60 dollars per barrel on Russian crude transported by sea from December 5.

China's imports are likely to affect the extent to which the new sanction will hurt Russia's economy.

The World Boxing Organization has awarded Japanese boxing star Inoue Naoya the status of bantamweight super champion in its latest rankings.

Inoue became the first undisputed bantamweight world champion to hold all four major titles by beating Paul Butler of Britain on December 13. Inoue floored his opponent in the 11th round.

The WBO awards the status of super champion when a WBO champion meets criteria such as defending the title a minimum of 10 title bouts, or in the event of less than 10, defending his or her title against opponents of high recognition and high skills.

The Japanese government says it will make efforts to prepare sufficient medical care as the coronavirus spreads in the country in the run-up to the year-end and New Year holidays.

The health ministry said on Wednesday that the daily count of new coronavirus cases across the country stood at more than 206,000. It is the first time for the figure to exceed 200,000 since August 25 amid the seventh wave of infections.

An expert panel for the government pointed out that the number of people visiting entertainment districts in Tokyo, Osaka and other prefectures between 8 p.m. and 10 p.m. is at the highest level since the onset of the pandemic.

Panel members also said it is necessary to pay attention to the impact from an increase in opportunities for people to have contact with others during the year-end and New Year holidays.

The government says infection cases may rise further during the period. It plans to work to secure enough hospital beds for seriously ill patients, as well as care for outpatients with fever.

The government will also ask the public to follow anti-infection steps.

The health ministry on Friday will hold a meeting with officials from broad areas, including people from the Japan Medical Association and the Japan Business Federation. They will discuss effective ways to spread messages for preventing infections, among other issues.

The number of foreign visitors to Japan nearly doubled in November from the previous month due to an easing of anti-coronavirus border controls.

The Japan National Tourism Organization estimates that 934,500 people arrived from overseas last month.

Those from South Korea were 315,400. Second was Taiwan with 99,500, followed by the United States with 84,300.

But the overall figure was down sharply compared to before the pandemic. The decline was more than 60 percent from the same month in 2019.

The Chinese and Russian navies have kicked off joint drills in the East China Sea, off the eastern Chinese province of Zhejiang.

State-run China Central Television reported the drills are taking place from Wednesday to next Tuesday.

The ostensible aim of the drills is to promote the two navies' capabilities in jointly dealing with maritime security threats.

The Chinese side sent guided-missile destroyers, a submarine and other vessels, while the Russian Navy's fleet included a guided-missile cruiser and vessels in the frigate and other classes.

A spokesperson for the Chinese navy said the joint naval exercises that have continued since 2012 enhance traditional friendship and improve the capability of joint maritime operations.

The two countries' air forces last month carried out joint aerial patrols over the Sea of Japan and East China Sea, among other waters.

Observers say their increasing military cooperation may be aimed at keeping the United States in check.

Sapporo is hitting pause on promoting its bid for the Winter Olympics and Paralympics. The northern Japanese city is considered a favorite to host the games in 2030. But officials are facing pressure as the investigation into the Tokyo Games corruption scandal unravels.

Sapporo Mayor Akimoto Katsuhiro said, "We have come to the conclusion that the first priority in our bid to host the 2030 Games is to dispel the anxiety and distrust being felt by people in Japan, rather than continue our campaign recklessly."

More than 10 people have been charged so far in connection to alleged bid-rigging related to last year's Summer Olympics. The bids include contracts for mascot dolls, uniforms and test events.

A former executive of the Games' organizing committee has been indicted. He is also a former executive of a large advertising company that won a tender.

Officials for Sapporo and the Japan Olympic Committee say they will review the organizing committee's management system, including how contracts are awarded.

The International Olympic Committee said this month it is postponing the selection of the host city until after next year's general meeting.

Salt Lake City has also expressed interest in hosting the Winter Games.

Case numbers have been rapidly rising across the country.

Health authorities reported two deaths on Sunday and five more on Monday.

But Hong Kong media report deaths among those infected are soaring. They say dozens of vehicles carrying bodies were seen lining up at a crematory in Beijing.

If the plan is realized, it would be the first such visit by all the G7 leaders at one time.

People in Hiroshima are calling on the Japanese government to invite world leaders to visit the museum to learn the true horrors of the atomic bombing of the city.

Japanese government officials are carefully negotiating, as some nuclear nations were not initially enthusiastic about the plan.

Government sources say the G7 leaders are now sharing the notion that they should send a strong message for peace, amid growing concerns over Russia's possible use of nuclear weapons in its invasion of Ukraine.

In 2016, former US President Barack Obama visited the museum when he was in Japan for the Ise-Shima G7 summit.

Japan's defense budget for fiscal 2023 is likely to hit a record high, with officials arranging for a budget of some 6.8 trillion yen, or over 49.9 billion dollars.

The figure for the year starting next April tops fiscal 2022's budget by 1.4 trillion yen, or over 10 billion dollars.

The Japanese government plans to boost defense spending to a total of around 43 trillion yen, or over 316 billion dollars, for the five-year period starting in fiscal 2023. This is 1.6 times that of the current five-year total.

Defense ministry officials presented their budget plan for fiscal 2023 to the main ruling Liberal Democratic Party's security panel on Monday.

The planned expenditures include over 1.5 billion dollars for Tomahawk cruise missiles from the United States, which would be deployed as standoff missiles that could be launched from outside an enemy's firing range.

Some 690 million dollars are to be allocated for the production of the Ground Self-Defense Force's Type-12 Surface-to-Ship Missile System.

About 15 billion dollars will be spent on the maintenance and repair of major platforms such as aircraft and vessels. Some 6 billion dollars will be used to secure shells.

About 1.6 billion dollars will be set aside to construct vessels equipped with the Aegis anti-ballistic missile system.

Some local governments in China are urging people to return to their workplaces despite a resurgence in coronavirus infections.

Infections have been spreading in Beijing and other places since the central government eased its virus control measures on December 7.

Beijing's government lifted restrictions on commuting across districts and on the number of people going to work. The city adopted a slogan that means "return to the workplace to resume production."

The inland city of Chongqing also eased some restrictions. Its government said on Sunday that infected executives and employees of government agencies and businesses who are asymptomatic or show only minor symptoms can go to work if they take anti-infection measures.

The number of people in Beijing's entertainment and shopping areas has increased, but remains low.

Observers say the local governments want economic activities to return to normal quickly, but many people are concerned about the spread of the virus.

Meanwhile, the central government says two people infected with the virus died in the capital on Sunday. They are the first reported COVID-19 deaths in about two weeks.

But media in Taiwan and Hong Kong report that the actual figures are larger.

A Royal Thai Navy warship sank on Sunday night after running into high waves, leaving 31 crew members missing.

The corvette HTMS Sukhothai capsized some 30 kilometers off the coast of Prachuap Khiri Khan province.

The navy says the warship was hit by strong waves and winds before it became flooded and its pump engine broke down.

More than 100 crew members were onboard the vessel, which was on its way to a commemorative event.

Efforts are underway to rescue 31 missing sailors.

Prime Minister Prayut Chan-o-cha urged authorities to make every effort to save those missing. Ships, helicopters and drones are at the scene.

The ship was built in the United States and commissioned in 1987.

Taiwanese authorities are investigating suspicions that a company linked to the Chinese-owned video-sharing app TikTok is illegally operating from a base in Taiwan.

Taiwanese law bans commercial operations of Chinese social media platforms based in Taiwan.

Data from the economic affairs ministry show the company in question was registered in a building in the city of Taichung. It changed its name in November to one similar to the Chinese operator of TikTok.

Taiwan's Mainland Affairs Council, which is in charge of its China policy, says a working group pointed out the suspicions surrounding the company on December 9.

It says investigations have since been underway.

The council says the mainland has used short video platforms like TikTok in recent years to carry out "cognitive operations and infiltrations against other countries."

It says there is a high risk of the Chinese government having access to users' personal information.

Taiwan authorities also ban public offices from using Chinese apps like TikTok out of security concerns.

The Cambodian government will train Ukrainian personnel to help remove land mines set by the Russian military.

Cambodia has experience dealing with land mines as millions of the devices were left across the country after decades of civil war.

The government has invited 15 Ukrainian deminers to Phnom Penh in January. They will learn how to plan and carry out operations to clear mines.

Cambodian experts will also be sent to Poland in April to teach Ukrainians the same skills.

Last month, Cambodian Prime Minister Hun Sen offered Ukraine the support in collaboration with Japan, which has advanced techniques in demining.

Japan has long been contributing to clearing land mines in Cambodia, with governmental and private sector efforts.

A group of academics has published what it says is the first-ever English handbook of the language of Japan's indigenous Ainu people. The Ainu once populated a wide area of northern Japan.

Seventeen researchers contributed to the 700-page book recently released by a German publisher.

The book is the result of a seven-year project by the National Institute for Japanese Language and Linguistics aimed at expanding the base of studies beyond Japan.

The Ainu language is a rare tongue that cannot be linked with certainty to any language family.

Most academic papers about the endangered language have been written in Japanese, with few English articles available.

Topics featured in the new English handbook include grammar, history of the ethnic minority, folklore, other oral literature, and dialects.

Tokyo University of Science Associate Professor Anna Bugaeva, one of the authors, says the book is an encyclopedia of the Ainu language.

She expresses hope that the handbook will help advance linguistic studies and raise the profile of the language.
