Japan's industry minister has vowed to fishery workers in Fukushima Prefecture that the government will make efforts to prevent reputational damage until the crippled Fukushima Daiichi nuclear power plant is decommissioned.

Nishimura Yasutoshi visited the prefecture on Sunday and met senior members of the Soma Futaba fishery cooperative. They discussed the government's plan to release treated and diluted water from the plant into the ocean, starting around this summer.

Rain and groundwater mixes with water used to cool molten fuel at the Fukushima Daiichi plant. The accumulated water is treated to remove most radioactive substances, but still contains tritium.

Japan's government plans to dilute the treated water to about one-seventh of the World Health Organization's guidelines for drinking water quality before releasing it into the sea.

Earlier this month, the International Atomic Energy Agency concluded that Japan's plan is consistent with international safety standards.

Japanese government officials are currently considering exactly when to start the water discharge. Nishimura has held a series of talks with people in the fishery industry who oppose the plan.

In the meeting on Sunday, the cooperative officials voiced their concern. One of them cited talk that some people would not let their children eat locally-caught fish after the water discharge. Another expressed anxiety about whether local fishers' livelihoods can be protected.

Nishimura responded that the government and the IAEA will keep conducting analyses to ensure safety after the release. He said he thinks concerns will remain until the decommissioning work is over, so the government will keep working on the matter.

Cooperative head Konno Toshimitsu later told reporters that agreeing on timing for the water release would imply that his cooperative supports the plan.

He said once the water release begins, local fishers will face problems until the Fukushima Daiichi plant is decommissioned. He said that scientifically confirming safety is different from ensuring a sense of security.

Konno said that he wants the government to take swift action to prevent reputational damage.

Nishimura also met senior members of a fishery cooperative in the city of Iwaki, Fukushima Prefecture.

Those officials also voiced concerns about the planned water release. One of them pointed out that if China toughens its import restrictions, Japan's fishing industry as a whole would be affected.

North Korea and China have reaffirmed their close cooperation in response to the international situation.

The Saturday edition of North Korea's ruling Workers' Party newspaper, Rodong Sinmun, reported that North Korean leader Kim Jong Un held talks on Friday with a Chinese delegation visiting Pyongyang.

The delegation, led by Li Hongzhong, vice-chairperson of the Standing Committee of China's National People's Congress, was visiting the North to commemorate the 70th anniversary of the Korean War armistice.

The paper said the two sides reaffirmed that they will cope with the complicated international situation through close strategic and tactical collaboration.

China's state-run Xinhua news agency said that a letter from Chinese President Xi Jinping was handed to Kim before Friday's meeting.

Xi reportedly said no matter how the international situation may change, it is always the unswerving policy of the Chinese Communist Party and the Chinese government to maintain, consolidate and develop China-North Korea relations.

Rodong Sinmun also reported that Russian President Vladimir Putin sent a congratulatory speech to mark the occasion.

In the speech, Putin reportedly said strong support from North Korea for Russia's special military operation in Ukraine further emphasizes their common interest and determination to oppose the policies of the collective West.

Health officials in Pakistan say 39 people have been killed and more than 120 others wounded in an explosion at a political rally.
No one has claimed responsibility for the blast, which police suspect was a suicide bombing.

The explosion occurred on Sunday at the gathering of an Islamic party in a town bordering Afghanistan in the northwestern province of Khyber Pakhtunkhwa.

Police say over 400 people were present at the time of the explosion.

Footage from a local hospital shows injured people being taken there one after another even though the interior was already crowded.

Political parties are stepping up their campaign to appeal to voters as the term of the lower house of the national parliament expires in August.

The risk of terrorism tends to grow during election campaigning in Pakistan. In 2007, a suicide bomb attack killed former Prime Minister Benazir Bhutto, who was an opposition leader at the time.

https://www3.nhk.or.jp/nhkworld/en/news/20230729_04/

The average life expectancies of Japanese men and women dropped in 2022 for the second year in a row. The health ministry suggests deaths from the coronavirus were a major factor.

The ministry says the average lifespan for women was 87.09 years, down 0.49 years from 2021. The figure for men fell by 0.42 years to 81.05 years.

Life expectancy for women was the highest in the world. Men ranked fourth after Switzerland, Sweden and Australia.

A replica of a wooden ship that carried Korean emissaries to Japan hundreds of years ago is about to set sail to Japan for the first time. In the southern South Korean city of Busan, an event has been held to celebrate the voyage.

The wooden replica, which was built in 2018 in South Korea, will leave Busan on Tuesday for Tsushima city in Nagasaki Prefecture, tracing the sea route that the emissaries took in old days.

Envoys representing the Korean Dynasty regularly visited Japan between the 17th and 19th centuries, 12 times during the Edo Era of Japanese history.

Japan's Consul-General in Busan Otsuka Tsuyoshi said that the Korean emissaries are a symbol of a good, long bilateral relationship.

Visitors went on board to see the reconstructed ship. One of them expressed hope that the two countries can move forward together with more exchanges, following the examples of the old time envoys.

After arriving in Japan, the ship will take part in a local festival in Tsushima.

Russia's defense ministry is accusing Ukraine of launching an attack in Moscow after two drones crashed into a business complex on Sunday.

The ministry said on social media that the unmanned aircraft fell into a complex known as Moscow City, adding that another drone spotted near the capital had been destroyed.

Footage released by Reuters news agency shows a damaged high-rise building. One eyewitness claims she saw flames after an explosion, and that the smoke blocked her view.

Moscow Mayor Sergei Sobyanin said on social media that no one was hurt, but Russia's state-run Tass news agency quoted fire authorities as saying one person had been injured.

There have been similar incidents in Moscow recently.
On Monday, two drones damaged an office building, and in May, multiple drones damaged residential buildings.

The British military is teaching Ukrainian soldiers how to use self-propelled artillery and other weapons. Reporters were permitted to watch part of a session on Thursday in Wiltshire, southern England.

Five of the British army's self-propelled guns, AS90s, were used in the drill. The soldiers learned how to load and fire them.

The soldiers have been training for seven weeks. The British military hopes the trainees will share their knowledge with other soldiers back home. It believes that will improve Ukraine's combat capabilities.

Britain has provided Ukraine with more than 30 AS90s. If they are used effectively, that could serve to strengthen the artillery forces operating in collaboration with the tank units. Those forces have to be built up, so that Russia's defensive lines can be pushed back.

A 46-year-old Ukrainian soldier, with a background in construction, said he will be able to use everything he has been taught on the battlefields.

Captain Richard Duggan of the British military said the AS90 is an offensive weapon. He said it will help the Ukrainian soldiers conduct any kind of operation that they wish to carry out.

Members of the presidential guard in the western African nation of Niger say they have formed a military government led by their leader.

The military members announced on state TV on Friday that they named General Abdourahamane Tiani the country's new leader.

Their announcement came after they detained President Mohamed Bazoum and removed him from power on Wednesday.

The ousted president had attached importance to cooperation with France, the United States and other Western countries in taking measures against Islamic extremists.

Citizens supporting the coup held a rally in the capital Niamey to protest against the country's former colonial ruler France. Some were reportedly waving Russian flags.

The United Nations Security Council issued a statement strongly condemning the military takeover. The European Union and France said they had suspended financial support with immediate effect.

Niger's neighbors Mali and Burkina Faso have both undergone coups in recent years. Their military rulers have since been building closer ties with Russia.

Western nations are concerned that Niger's new leadership could move closer to Moscow as well.

https://www3.nhk.or.jp/nhkworld/en/news/20230729_09/

The United States intends to strengthen trilateral cooperation with Japan and South Korea when the leaders of the three countries meet next month. The move is intended to address the continuing threat posed by North Korea.

The White House announced on Friday that President Joe Biden will host a three-way summit with Japanese Prime Minister Kishida Fumio and South Korean President Yoon Suk-yeol on August 18.

The leaders will meet at the Camp David presidential retreat near Washington. It is the first time that foreign leaders have been invited to Camp David since Biden took office.

White House National Security Council spokesperson John Kirby praised Kishida and Yoon for their efforts to improve their bilateral relations.

He told reporters the ties among the US, Japan and South Korea have become closer and deeper.

Kirby indicated Washington's intention to expand trilateral cooperation at the summit, as the leaders are expected to discuss ways to respond to North Korea, which is accelerating its nuclear and missile development programs, as well as global and regional security challenges.

The Biden administration attaches importance to ties with Tokyo and Seoul to counter North Korea and China.

Biden, Kishida and Yoon held summit talks on the sidelines of the Group of Seven summit in Hiroshima in May.

The mayor of Hiroshima plans to urge world leaders to reject the theory of nuclear deterrence at an upcoming event to mark the 78th anniversary of the atomic bombing of the city.

At a news conference on Friday, Mayor Matsui Kazumi presented the outline of the peace declaration he will read out at the August 6 ceremony.

In the declaration, the mayor looks back on the Hiroshima Vision on nuclear disarmament, which was issued at this year's Group of Seven summit in May.

Matsui is to note that the Hiroshima Vision espoused the view that nuclear weapons should, as long as they exist, only be utilized for defensive purposes.

He will urge world leaders to acknowledge that the theory of nuclear deterrence is no longer logical in light of a political leader's recent threats to use nuclear arms. He will ask them to face reality and reject the theory of nuclear deterrence.

The mayor says he will call on the Japanese government to sign and join the Treaty on the Prohibition of Nuclear Weapons, and to take part as an observer at the signatories' conference of the treaty to be held in November.

Matsui also plans to strongly urge the government to do more to support atomic bomb survivors.

The mayor told reporters on Friday that this year's peace declaration is drawing more attention than in years past, following the G7 summit in Hiroshima. He added he wants the declaration to be a strong appeal for peace from the atomic-bombed city.

Russian President Vladimir Putin hosted a two-day summit with African leaders in St. Petersburg. On Friday, they signed a joint declaration.

The statement calls for the establishment of a more just, balanced, and stable "multipolar world order." The leaders also pledged to cooperate in areas including trade, security, nuclear energy, and climate change.

Putin was hoping to use the summit to highlight strong ties with allies in Africa. However, he was pressured to end the fighting in Ukraine. Comorian President Azali Assoumani, who currently chairs the African Union, stressed the need for a ceasefire.

African leaders noted Russia's withdrawal this month from an agreement to allow grain exports out of Ukraine. They said disruptions to such supplies, and those of energy resources, should end "immediately."

Putin promised, in the next few months, to provide six countries with free grain. Azali, however, said that may not be enough.

Key words : planning insurance scheme
https://www3.nhk.or.jp/nhkworld/en/news/20230729_08/

The Japanese government is planning to introduce an insurance scheme to help the countries and economies taking part in the Expo 2025 Osaka, Kansai build their pavilions on time.

The world expo is scheduled to open in April 2025.

So far, 153 countries and economies said they will participate, and more than 50 of them said they will fund the building of their pavilions.

But only one participating government in the category in which they make their own design for a pavilion, has submitted a basic plan to the city of Osaka.

Preparations are facing delay due to the short preparation time, a steep rise in the cost of construction materials, and Japan's labor shortage.

The Ministry of Economy, Trade and Industry is setting up a new insurance scheme to help Japanese construction firms enter into contracts to build pavilions for foreign participants.

The scheme is similar to the trade insurance provided by Nippon Export and Investment Insurance, which covers losses by Japanese firms trading with foreign entities. The fully-government-owned credit agency will provide the new insurance scheme.

The Expo trade insurance is expected to cost about one-third of what is normally charged.

And it will cover all, or most, of any losses incurred by Japanese construction companies if foreign participants fail to pay.

The ministry hopes the insurance scheme will encourage Japanese firms to enter into contracts to build foreign pavilions by lowering business risks.

The ministry is expected to announce the plan as early as next week.

South Korea's Yonhap news agency says North Korea has staged a military parade to mark the 70th anniversary of the Korean War Armistice.

The report cites an informed source as saying that an anniversary ceremony began in a square in Pyongyang at around 8 p.m. on Thursday, followed by the parade.

It was the North's first such parade since February. All five military parades since October 2020 took place at night.

Prior to the latest parade, state-run Korean Central Television aired footage of the country's leader Kim Jong Un accompanying Russian defense minister Sergei Shoigu on a visit to an arms exhibition.

The video showed what North Korea says is the solid-fuel intercontinental ballistic missile known as Hwasong-18, which was test-fired for the second time on July 12. It also showed what is believed to be a newly developed large drone.

North Korea is expected to announce the parade on Friday through state-run media.

Analysts will be closely watching to see if the parade featured new weapons while Chinese and Russian delegations were in attendance. Another focus is whether Kim used a speech to send a message to the United States and other countries.

Cambodian Prime Minister Hun Sen has announced that he will step down in the coming weeks. He said his eldest son, Hun Manet, will be his successor.

The long-serving leader broke the news during a televised address on Wednesday. He said the succession will take place, after the official results from Sunday's general election have been announced. He also said he will remain as the leader of the ruling Cambodian People's Party. Hun Sen has been in power for almost 40 years.

The announcement came three days after his party reportedly scooped up 120 of the 125 National Assembly seats in the general election.

But the main opposition party was banned from running in the poll. That has prompted criticism from countries around the world.

Hun Manet was educated in the West. He has risen through the ranks of Cambodia's military. Hun Sen said in 2021 that he wanted his son to eventually succeed him. Hun Manet was commander of the army at that time.

Wednesday's drill at Taoyuan International Airport was part of Taiwan's annual large-scale military exercises being held from Monday through Friday.

In the drill, six helicopters with red marks acting as the Chinese troops approached the airport and dropped off soldiers.

They exchanged fire with Taiwanese soldiers and overtook a mock-up of an airport facility.

The Taiwanese side then launched a counteroffensive and retook the facility.

Taoyuan International Airport is seen as a likely target for a takeover in case of a Chinese invasion, as it is only a few kilometers from the coast of the Taiwan Strait and about 30 kilometers from central Taipei, where the presidential office is located.

Taiwan's defense ministry says it is the first such drill at Taoyuan airport. This suggests that Taiwan recognizes the growing threat of the Chinese military.

The airport had no departures or arrivals during the drill, which lasted about half an hour.

Its operator says some flights were affected.

https://www3.nhk.or.jp/nhkworld/en/news/20230726_44/

The speaker of Thailand's parliament has announced that the next round of voting to choose the nation's new prime minister has been postponed. The move is likely to prolong the country's political deadlock. It comes after the opposition's stunning victory in May's general election.

The parliamentary vote was scheduled to be held on Thursday. The speaker cited the submission of a petition seeking a review of Pita Limjaroenrat's rejection from the poll, as a reason for the decision. Pita is the leader of the Move Forward Party.

He tried to participate in last week's second-round vote. But conservative lawmakers blocked him by passing a motion. They claimed Pita's re-nomination would breach a parliamentary regulation.
The petition argues the motion violates the constitution. The next vote will take place after the Constitutional Court makes a ruling on the petition.

Meanwhile, the daughter of ousted former Prime Minister Thaksin Shinawatra has revealed her father will be back in Thailand next month. Paetongtarn Shinawatra made the announcement in an Instagram post.

The former leader was deposed in a military coup in 2006. He was charged with abusing his power. Thaksin fled the country to avoid going to jail.

Paetongtarn is a key figure in the opposition Pheu Thai Party. The party came in second in the general election.

An alliance of eight opposition parties is currently trying to form a coalition government. They decided last week to choose a prime ministerial candidate from the Pheu Thai Party for the next round.
The Pheu Thai Party is affiliated with Thaksin. His return may have an influence on the effort to create the next administration.

China's Defense Ministry says the Chinese and Russian navies will conduct a joint patrol in the Pacific in the near future.

The ministry said on Wednesday that Chinese and Russian fleets will carry out joint maneuvers in the western and northern Pacific.

It said the patrol is based on the annual bilateral cooperation program between the Chinese and Russian militaries, adding that it is neither targeting a third party or related to recent international and regional situations.

The ministry did not give details about the dates of the patrol, or what types of naval vessels will take part.

A joint statement released after the summit between Chinese President Xi Jinping and Russian President Vladimir Putin in March included an agreement over regular joint patrols and military drills.

Last month, the Chinese and Russian air forces held a joint patrol over the Sea of Japan and the East China Sea. The Chinese military said Russian forces took part in its exercise in the Sea of Japan earlier this month.

The increased coordination between Chinese and Russian forces appears aimed at countering the United States and Japan, among other countries.

Construction workers in Indonesia are busy building the country's new capital, Nusantara.

Officials from a Japanese aid agency have visited the site. They are hoping to become more involved in the huge project.

Indonesia is relocating its capital from Jakarta to East Kalimantan Province. It is developing about 250,000 hectares of the province's land.

The Japan International Cooperation Agency, or JICA, has been providing technical assistance, and the agency wants to offer more support. But global competition to invest in the Nusantara project is expected to become fierce.

A JICA official says Japan's advanced technology could be very helpful, as Indonesia wants to build an eco-friendly capital.

Yasui Takehiro is the head of JICA's Indonesian office. He says he hopes Indonesia will take advantage of Japan's expertise and build a city as clean as those in Japan, or one that is even cleaner.

Danis Hidayat Sumadilaga is an Indonesian Public Works and Housing Ministry official. He says new practices and quality standards are being incorporated in the construction of the new capital.

The Indonesian government plans to celebrate the country's day of independence in the new capital in August of next year.

Major Japanese used-car dealer Bigmotor is accused of conducting unnecessary repairs and padding insurance claims. The transport ministry has now conducted hearings to find out whether the company acted illegally.

The ministry summoned five Bigmotor executives on Wednesday. They include new president Izumi Shinji who took office earlier in the day.

The closed-door hearings lasted two hours. They were based on a report compiled by a special investigative committee set up by the firm.

Ministry officials asked the executives about how the company typically carries out repairs and maintenance work. They are trying to confirm whether the firm violated a law ensuring safety of vehicles and establishing registration and check systems for their proper use.

The ministry says it will consider conducting onsite inspections of Bigmotor facilities if it deems the company broke the law.

Key words : whereabouts
https://www3.nhk.or.jp/nhkworld/en/news/20230726_N01/

The whereabouts of China's foreign minister, Qin Gang, has been a source of mystery both inside and outside Beijing. He has been out of the public eye for a month. Now, he has been ousted from his job without explanation from Chinese leaders.

Qin was last seen in public on June 25 in a meeting with counterparts from overseas. Officials at first said he was suffering from health problems before claiming that they had no other information to offer.

On Tuesday, the decision-making body of the National People's Congress appointed his predecessor, Wang Yi, to take over the post.

All mention of Qin from the foreign ministry's website has been scrubbed, and his profile page is blank.

Qin formerly served as China's ambassador to the US and met with Secretary of State Antony Blinken in Beijing on June 18.

US State Department Principal Deputy Spokesperson Vedant Patel said his absence will not derail efforts to forge closer ties with Beijing.

Patel said, "We will continue to engage with Foreign Minister Wang Yi and other Chinese officials and we continue to believe that keeping lines of communication are incredibly important."

He added that decisions about leadership roles in China are an internal matter.

Qin was said to be one of President Xi Jinping's most trusted officials. However, rumors have been swirling about his personal life, and some observers suspect that the accusations were planted by rivals.

Korogi Ichiro, a professor at Kanda University of International Studies said, "Qin had a quick rise to the position of foreign minister, and his appointment over more experienced candidates may have caused some jealousy."

Korogi also said that the episode highlights a lack of transparency in Chinese politics and adds to the uncertainty gripping leaders in Beijing.

Human rights experts from the United Nations have interviewed four people who say they were sexually abused by Johnny Kitagawa, the late founder of Japanese talent agency Johnny & Associates.

The four former performers said they met with experts from the UN working group on business and human rights in Tokyo on Tuesday.

They did not disclose the details of the interview, which they said lasted about two hours.

The agency Johnny Kitagawa established is known for its male pop stars. The issue resurfaced after his death in 2019.

The UN experts are expected to hold a news conference in Tokyo on August 4, when they wrap up their stay in Japan.

Ishimaru Shimon, one of the four, said the experts looked them in the eye as they listened to their accounts and gave thoughtful responses.

Ishimaru also said he thinks each of the four conveyed their own thoughts, and that he believes the experts understood the importance of the issue.

The population of Japanese nationals has fallen for a 14th straight year.

The internal affairs ministry compiled the country's population using the Basic Resident Register.

The population stood at over 122.42 million on January 1. That's down about 800,000 from the previous year, and the biggest drop since record-taking began in 1968.

The number of births last year totaled about 771,000, the lowest since the survey began in 1979, while the number of deaths was a record high of over 1.56 million.

Natural population decline, which is calculated by deducting the number of births from the number of deaths, has increased for 15 years in a row.

By prefecture, Tokyo was the most populous with about 13.26 million. Tottori had the smallest population of about 541,000.

Population decreased in all 47 prefectures for the first time.

The number of foreign residents of Japan stood at more than 2.99 million. It was the first rise in three years, and the highest since the survey began in 2013. The numbers rose in all prefectures.

Key words : thailand next prime
https://www3.nhk.or.jp/nhkworld/en/news/20230724_40/

Thailand is still without a new prime minister more than two months after opposition parties scored a stunning victory in a general election.

The second-largest party has held talks with the current ruling parties on ways to break the ongoing political deadlock.

Pheu Thai leader Cholnan Srikaew sat down with representatives of the military-backed Phalang Pracharat and four other parties at the weekend.

Cholnan broached the idea of a coalition, but the ruling camp opposes any government framework that includes the leading Move Forward Party.
Move Forward has proposed watering down the strict lese majeste law, which criminalizes criticism of the royal family.

It came first in the May election and aimed to form a government with seven other opposition parties.

But party leader Pita Limjaroenrat failed to win enough support from the military-appointed senators to become prime minister.

Parliament then passed a motion blocking him from standing for that post in a second vote.

Move Forward said last week it would step aside and let Pheu Thai take the lead in coalition talks.

Hundreds of demonstrators gathered on Sunday in downtown Bangkok to voice their anger at the senators who denied Pita the top job.

One said she wants the next prime minister to be someone chosen by the people.

The rally came amid speculation that Pheu Thai will form a government without Move Forward. Protesters called for the opposition camp to show unity so a democratic government can be created.

The next vote for prime minister is expected on Thursday.

https://www3.nhk.or.jp/nhkworld/en/news/20230725_10/

Japanese authorities are being urged to grasp the full extent of the health damage caused by coronavirus vaccines and offer quick relief to those affected, as more than half of the applications for the relief have yet to be screened.

The appeal was made Monday by a group formed by people, including patients and their families, who say they suffered adverse side-effects after getting the shots.

Japan has a relief program for such people under the Immunization Act. The government covers medical fees when it determines that a causal link cannot be denied between the person's health damage and the inoculation. A lump sum is provided in the case of death.

The health ministry says 8,138 applications for the program had been filed as of July 14, but 4,229 have yet to be screened.

The group's representative said it takes time for application documents to be sent from municipalities to the central government, forcing people to wait in anxiety while they undergo treatment.

The group says its members include children who had been prevented from attending school. It called on the central and local governments to make sure these children are given the chance to receive an education. It also requested relief for people who are unable to work.

Health ministry officials say they will try to expedite procedures for providing relief by asking experts to screen more cases.

The deputy commander of the UN Command in South Korea says the body has been in contact with the North over a US soldier who crossed into the country last Tuesday.

Lieutenant General Andrew Harrison told foreign media on Monday that the UN command and the North Korean military have been in touch over the matter.

The consultations are taking place by means of communication lines in place in the Joint Security Area that straddles the demarcation between the two Koreas and is overseen by the UN Command.

He also said the primary concern is the wellbeing of the soldier, who has been identified as Private Travis King.

Harrison declined to give details, but said he remained optimistic despite the fact that "there was no way to know how the conversation with North Korea would proceed."

South Korean media say that Private King belongs to the US forces stationed in the country. He was reportedly detained after causing trouble and was about to be sent back to the US to face disciplinary action.

Instead, he fled the airport and took part in a civilian tour of the demilitarized zone between the two Koreas, which encompasses the Joint Security Area.

Experts in South Korea suggest that the North may use the US soldier to carry out so-called "hostage diplomacy," but Pyongyang has so far given no indication of its intentions.

China's Communist Party says the country's economy is facing "new difficulties and challenges" and has pledged to take steps to expand domestic demand.

Communist Party Politburo members discussed economic policies for the second half of 2023 in a meeting chaired by President Xi Jinping on Monday.

The state-run Xinhua News Agency quoted the Politburo as saying the economy is facing new difficulties and challenges due to such factors as insufficient domestic demand and some struggling enterprises.

The officials pledged to rev up consumer spending by boosting residents' income. They said they will try to shore up consumption of automobiles, electronic products and household items, as well as to promote spending in tourism and other service sectors.

The sluggish real estate industry was on the agenda as well. The attendees said China should adjust and optimize policies in a timely manner to ensure the stable and sound development of the property market.

The officials also made clear that the country is ready to take effective measures to curb the risks related to debt among local governments.

China's economic recovery following the end of its zero-COVID policy has lost steam. Its gross domestic product grew at a mere pace of 0.8 percent in the April-to-June period, compared to the previous quarter.

North Korea says a Chinese delegation will visit the country to attend celebrations marking the 70th anniversary of the Korean War Armistice.

The announcement, made on Monday via the state-run Korean Central News Agency, comes as the country is preparing to celebrate the anniversary on July 27, which Pyongyang calls "Victory Day."

The group of Chinese Communist Party and government officials will reportedly be led by Li Hongzhong, vice chairperson of the Standing Committee of the National People's Congress.

Chinese officials said the group's trip will start on Wednesday. This will make it the first foreign delegation to be officially welcomed by North Korea since the country put stringent border controls in place in January 2020 as part of its fight against the coronavirus.

The move is seen as an attempt by North Korea to highlight its amicable ties with the country's major backer, China, while stepping up its confrontational stance toward the US.

https://www3.nhk.or.jp/nhkworld/en/news/20230724_24/

A senior Japanese government official says China is spreading inaccurate information about Tokyo's plan to release treated and diluted water from the Fukushima Daiichi nuclear power plant into the ocean.

Deputy Chief Cabinet Secretary Isozaki Yoshihiko told reporters on Monday that some of the information being released by China is false, and the Japanese government has made science-based objections on multiple occasions.

Beijing has been critical of the plan and has indicated that it will tighten import controls on Japanese food products. Japanese seafood is being kept at Chinese customs for longer than usual to undergo radiation screening.

The Fukushima nuclear plant suffered a triple meltdown in the March 2011 earthquake and tsunami.

Water used to cool molten nuclear fuel at the plant mixes with rain and groundwater. The accumulated water is treated to remove most radioactive substances, but still contains tritium.

The government plans to dilute the treated water to reduce the tritium level to about one-seventh of the World Health Organization's guidelines for drinking water quality before releasing it into the sea.

Isozaki said that if China is indeed screening all imported Japanese food for radiation, it runs counter to the international trend, and the government has expressed its strong concern over the matter.

He also said the government will try to grasp the situation in detail.

He added that the false information about the plan circulating online hurts the feelings of people in the regions hit by the 2011 disaster.

He added that the government will take necessary action and provide accurate and detailed information.

The Japanese government is making arrangements to build a shelter on Miyakojima Island in Okinawa Prefecture, with a possible contingency in Taiwan in mind.

The government has been studying how to protect residents on the southwestern Nansei Islands, including Miyakojima, in case of such a contingency or other emergencies.

Chief Cabinet Secretary Matsuno Hirokazu visited the region from Saturday through Monday and met with city and town mayors.

Wrapping up his three-day visit, Matsuno said that he had heard the opinions of the local officials regarding how to strengthen cooperation between the central and local governments to ensure the safe evacuation of the residents.

He indicated that the governments will work together to establish facilities where residents can take shelter in case of an emergency and expand the functions of airports and seaports.

Sources say that the central government is making arrangements to build a shelter on Miyakojima as one way to protect people.

Local officials have already told the Defense Ministry that the new shelter needs to be underground.

Taking into account the local request, the government intends to seek a conclusion and allocate necessary funds in its draft budget for fiscal 2024.

Japanese used car dealer Bigmotor has been facing public outrage over claims it intentionally damaged customer cars in order to repair them. Now insurance companies plan to seek compensation for what they say were fraudulent claims.

Three major Japanese insurance companies say they will demand that the company immediately disclose all fraudulent claims and repairs, and return those payouts.

They also want Bigmotor to offer refunds and repairs to any customers affected.

Bigmotor president Kaneshige Hiroyuki has told NHK that his company intends to contact customers and rectify the problems. He is expected to hold a news conference on Tuesday.

All three insurance companies have at some point loaned workers to Bigmotor.

One of them, Sompo Japan, says its workers claim they knew nothing of the alleged fraud, but it plans to have outside lawyers investigate.

When the issue first came to light about a year ago, all three insurers cut ties with Bigmotor. But Sompo Japan says it later resumed business with the firm temporarily.

A media outlet close to the Cambodian government says the ruling party led by Prime Minister Hun Sen won by a landslide in Sunday's general election.

The election committee has yet to publicize the results of its ballot counting. But the media organization reports the Cambodian People's Party secured 120 out of the 125 National Assembly seats up for grabs.

Hun Sen's oldest son, Hun Manet, appears certain to gain a seat in his first electoral race. In December 2021, the father publicly announced his support for Hun Manet to succeed him as the next national leader.

The question is when the handover of power will take place. Hun Sen has ruled Cambodia for nearly 40 years.

Candidates from 18 parties stood in the election. But in May of this year, electoral authorities disqualified the main opposition Candlelight Party from the vote, claiming its paperwork was incomplete.

The party includes remnants of the opposition Cambodia National Rescue Party, which was forced to disband under a court order ahead of the 2018 election.

The high-handed tactics of the Hun Sen administration have provoked concern from Western and other countries.

https://www3.nhk.or.jp/nhkworld/en/news/20230723_14/

The Japanese government started tightening export controls on semiconductor manufacturing equipment on Sunday. Shipments to China will face stricter regulations.

Japan's trade ministry had already identified 23 items that would be subject to the new rules. These include lithography machines, in which Japanese companies are leaders.

The regulations will not affect items sent to 42 destinations on a so-called "white" list, including the United States, South Korea and Taiwan, as the ministry has acknowledged they have proper export control arrangements. But items bound for China and other destinations will face stricter screening.

The move comes after the US asked Japan and the Netherlands, countries with a significant share of the global chip-making equipment market, to tighten their export controls. Competition has been intensifying between the US and China over advanced technology.

China has announced that it will impose its own export controls on rare metals, including gallium and germanium, starting August 1.

Japan says it does not currently view China's move as a retaliatory step, and it plans to see how the measure is implemented to understand Beijing's intention and evaluate its impact.

Taiwan's largest opposition Kuomintang party has called for unity of all forces opposing the ruling Democratic Progressive Party to achieve a change of power in next year's presidential election.

The party convention held on Sunday officially picked New Taipei City mayor Hou Yu-ih as its candidate for the presidential election, which will be held in January.

Hou criticized the Democratic Progressive Party for bringing about the danger of military conflict on both sides of the Taiwan Strait, which he says the world now views as the most dangerous place where a war is most likely to break out.

He said that if he is elected, he would make it his top priority to firmly maintain a democratic and free system, strengthen defense capabilities, and enhance cross-strait exchanges to reduce the risk of a clash.

Hou is lagging behind the other two major presidential candidates representing the ruling and opposition parties in recent polls.

The party leadership's selection of Hou as its presidential candidate without holding a preliminary election made some party members and supporters uneasy, which observers say could be adversely affecting his candidacy.

Party leader Eric Chu told the convention that in its bid to transform Taiwan, the party must be united with all forces to achieve a change of power in 2024.

Japanese foreign ministry officials say they will step up measures to counter false information regarding the planned release of treated and diluted water from the Fukushima Daiichi nuclear plant into the ocean.

The ministry has a team tasked with dealing with false information. Last month, it discovered a South Korean internet media report saying Japan had donated a huge sum of money to the International Atomic Energy Agency. The institution's experts were assessing the safety of Japan's marine discharge plan.

The ministry's team rejected the allegation as totally groundless.

Officials say more false information rooted in baseless speculation could be spread online.

They plan to use AI to gather and screen information. If nonfactual content is found, they will demand its deletion or refute it.

The ministry also plans to work with the US and South Korean governments to disseminate information based on scientific evidence.

Foreign minister Hayashi Yoshimasa says Japan will take firm steps against the act of spreading false information with malicious intent.

Japan plans to release water that has been accumulating at the Fukushima Daiichi nuclear plant following the 2011 triple meltdown. It is a combination of groundwater and rain that has seeped into the damaged reactor buildings, mixing with the water being used to cool molten nuclear fuel.

The water is treated to remove most radioactive materials but tritium still remains.

The treated water will be diluted with seawater to reduce tritium levels to one-seventh of the World Health Organization's safety standards for drinking water.

The government plans to start the discharge sometime this summer.

Earlier this month, the IAEA issued a comprehensive report concluding that Japan's plan is consistent with international safety standards.

Myanmar's ruling military has unveiled a giant Buddha statue built in the country's capital of Naypyitaw.

The marble image shown to domestic and foreign media on Friday is more than 19 meters in height, making it about 4 meters taller than the Great Buddha statue at Todaiji Temple in Japan's ancient capital of Nara.

Construction began at the instruction of the military's top general Min Aung Hlaing, who led a coup two years ago. The project cost about 30 million dollars.

A military spokesperson said the aim was to foster peace and prosperity in the country, stressing the impressive appearance of the all-marble edifice.

Myanmar has seen fighting between the military and pro-democracy forces intensify since the coup. Trade and other economic activities have been in sharp decline in response to tightening sanctions imposed by a number of Western countries.

Observers say military leaders seek to win popular support by demonstrating they are protectors of Buddhism in a nation where adherents of the religion make up about 90 percent of the population.

The number of Filipino nurses seeking work in Japan has hit a record low at a recruitment event in the Philippines. This appears to reflect the weaker yen amid severe global competition to secure healthcare workers.

Japan has been accepting nurses from the Philippines since 2009 under an economic partnership agreement. More than 660 Filipino nurses have worked in Japan under the program.

Booths were set up in the capital of Manila on Saturday to interview candidates for the next fiscal year. The event was held for the first time in four years due to the coronavirus pandemic.

But there were only 17 people seeking to work as nurses in Japan -- an all-time low since the program began.

With low wages in the Philippines, about one-third of the country's certified-nurses seek overseas work.

As Western nations struggle to secure healthcare workers, it is believed Japan is unpopular with Filipino nurses because of the weaker yen that would shrink their income. The language barrier was also a factor.

A recruiter from a medical facility in Japan's northeastern prefecture of Miyagi was shocked that there were so few applicants. The facility has been accepting Filipino nurses for about ten years.

One applicant with 6 years of nursing experience in Saudi Arabia said he wants to work in Japan to learn a different culture and its tradition, and to become proficient with high-tech medical equipment.

Japan's Ground Self-Defense Force has test-fired a surface-to-ship missile in an exercise with the Australian military.

The GSDF has been taking part in a multinational drill that started in Australia on Thursday.

The GSDF conducted a live-firing of a Type-12 anti-ship missile off the southern Australian coast of Jervis Bay on Saturday.

The training scenario targeted a small ship that had been located by Japanese and Australian drones. Officials say the missile hit the target.

The Type-12 missile currently has a range of close to 200 kilometers.

The Japanese Defense Ministry plans to extend the range to about 1,000 kilometers. The missile is regarded as a possible candidate to give Japan counterstrike capabilities to hit an opponent's missile bases and other targets.

This is the first time a Japanese-developed Type-12 missile was fired in training in Australia. The drill was apparently aimed at demonstrating cooperation between Japan and Australia at a time when China is stepping up its maritime activities.

The ministry said a group of Russian journalists came under fire in Zaporizhzhia on Saturday, with one left dead and three others wounded.

Zaporizhzhia is in southern Ukraine, where parts of the region are under Russian control.

The ministry said cluster munitions were used but did not provide specific evidence.

The United States had recently sent cluster bombs to Ukraine, and a US official said on Thursday that Ukraine had begun using them.

Konstantin Kosachev, the deputy speaker of the upper house of the Russian parliament, criticized Ukraine in a social media post. He called the use of cluster munitions inhumane.

He criticized authorities in Washington and Kyiv, saying their assurances that such ammunition would not be used on non-combatants turned out to be pure lies.

The US has long accused Russia of having used cluster bombs on battle fields.

US-based Human Rights Watch said in May that Russian forces had used the weapons in attacks that caused hundreds of civilian casualties, while also damaging homes, hospitals and schools.

Russian President Vladimir Putin had warned that his country reserves the right to reciprocate when Ukraine uses cluster munitions.

More than 2,000 people including tourists have evacuated from the Greek island of Rhodes due to a raging wildfire, as a heatwave is sweeping across parts of southern Europe.

The wildfire started on Tuesday amid high temperatures. It's been spreading, fanned by strong winds.

Local media say at least three hotels were damaged and tourists are evacuating by ship.

Images taken on Saturday show people gathered at a beach and suitcases being brought onto boats.

Coast guard and navy vessels, as well as more than 20 private boats, are helping the operation.

The Greek fire department says that more than 170 firefighters aided with helicopters are battling the blaze but it is not yet under control.

Wildfires were also reported near Athens and elsewhere in Greece this week.

Reuters news agency says the Greek authorities are warning of a very high risk of more wildfires as the temperatures are expected to rise to 45 degrees Celsius on Sunday.

A summer festival featuring traditional Japanese dancing has been held near the Malaysian capital of Kuala Lumpur. The event attracted about 40,000 people.

A Bon Festival has been organized by Japanese residents and other groups every summer since 1977. The festival is said to be one of the largest of its kind outside Japan.

This year's event took place on Saturday. Locals and Japanese nationals danced around an elevated platform and enjoyed the festive atmosphere.

A 21-year-old man said that it was really fun to see performers playing drums, while visitors danced around them. He also said he enjoyed experiencing a new culture.

Malaysia promoted bilateral exchanges through its "Look East" policy. It also encouraged Malaysians to learn about Japanese technology. Japan's Ambassador Takahashi Katsuhiko said he feels that the Bon dance festival has taken root in Malaysia.

He also said that it is important to expand and deepen the relationship between the countries. Takahashi added that Japan wants to cooperate with Malaysia on issues, such as security and climate change.

A meeting of energy ministers from the Group of 20 economies has opened as Russia's invasion of Ukraine is fueling concerns over the stable supply of energy.

The G20 ministerial meeting began in India's southern state of Goa on Saturday. Japan's Economy, Trade and Industry Minister Nishimura Yasutoshi is participating.

The delegates are expected to discuss diversifying supply chains, expanding the use of renewable energy and helping developing countries reduce their carbon dioxide emissions.

Nishimura appears to be of the opinion that circumstances of each nation should be considered when seeking to balance energy security and decarbonization efforts.

He plans to express Japan's willingness to offer clean technology assistance to emerging and developing nations collectively known as the Global South.

Specifically, Nishimura is expected to mention support for them to introduce renewable energy and thermal power generation technology that can cut CO2 emissions through the use of hydrogen and ammonia.

The G20 grouping includes China and Russia. The question is what message the ministers can send as G20 ministerial talks since Russia's invasion have failed to issue joint statements due to the divide between Moscow and Western nations.

South Korean media say the cruise missiles North Korea fired early Saturday may have been "Hwasal" strategic cruise missiles.

The South's Joint Chiefs of Staff announced Pyongyang launched multiple cruise missiles from around 4 a.m. local time into the Yellow Sea, west of the Korean Peninsula. The South Korean and US militaries are conducting a detailed analysis.

The Yonhap News Agency reported that North Korea may have fired "Hwasal" strategic cruise missiles, possibly to show off its ability to stage nuclear attacks on South Korea and US military bases in Japan.

In March, the North announced it had test-fired "Hwasal" missiles as part of its attempt to develop various types of missiles capable of carrying nuclear warheads.

North Korea has been reacting sharply to Tuesday's first port call in the South in 42 years by a US nuclear-powered submarine capable of carrying ballistic missiles equipped with nuclear warheads. Washington and Seoul also held the inaugural meeting of the bilateral Nuclear Consultative Group on the same day.

Pyongyang is apparently stepping up its confrontational stance toward Washington and Seoul as it prepares to mark the 70th anniversary of the 1953 Korean War Armistice on July 27. Pyongyang sees the day as an occasion to celebrate what it calls its victory over the US.

US media outlets say email accounts of high-ranking US officials in charge of Washington's China policy have been hacked.

News outlets report that US Ambassador to China Nicholas Burns and Daniel Kritenbrink, assistant secretary of state for East Asia, were among those targeted in the alleged cyberattack.

Citing people familiar with the matter, the Wall Street Journal said the attack "is believed to have compromised at least hundreds of thousands of individual US government emails."

Earlier this month, Microsoft announced the breach and attributed it to a China-based hacking group. The IT giant said the hackers may have exploited a vulnerability in its cloud-computing system.

On Friday, US Secretary of State Antony Blinken said an investigation is underway to assess the impact. He said he believes there were no leaks of classified information.

Blinken added that the US has made clear to China that it will respond to any action that targets the US government, US companies or US citizens, if deemed necessary.

US media have reported that Blinken raised the hacking incident when he met with China's top diplomat Wang Yi last week.

Biden announced his choice for the next Chief of Naval Operations on Friday. Franchetti has served as the Vice Chief of Naval Operations since September 2022. Her previous assignments include commander of US Naval Forces Korea.

If confirmed by the Senate, Franchetti would be the first female member of the Joint Chiefs of Staff, which consist of chiefs of the Army, Navy, Air Force and others.

Biden said in a statement, "Throughout her career, Admiral Franchetti has demonstrated extensive expertise in both the operational and policy arenas."

He added that when confirmed, she will make history as the first woman to serve as the Chief of Naval Operations and on the Joint Chiefs of Staff.

Political leaders in Thailand are changing course in their attempt to form a ruling coalition. They've agreed to pick a new prime ministerial nominee after conservatives blocked a reformist from taking power.

The eight-party alliance will choose somebody from the second-largest Pheu Thai Party instead of the Move Forward party, which won a general election in May.

Move Forward leader Pita Limjaroenrat failed to get parliament's backing in a vote on Wednesday.

Conservative lawmakers resisted his policies, including a plan to amend the country's royal defamation law.

The Pheu Thai Party is affiliated with ousted former Prime Minister Thaksin Shinawatra.

The next parliamentary vote will take place as early as July 27.

All eyes are on whether the new nominee can secure the necessary backing of conservatives in both the upper and lower houses.
