The US Food and Drug Administration has authorized a third COVID-19 vaccine for emergency use.

The FDA announced on Saturday that it had given approval to a single-dose vaccine developed by Johnson & Johnson. It said the data shows that "the vaccine's known and potential benefits outweigh its known and potential risks."

In global clinical trials involving about 40,000 people, the vaccine was reported to be 66.1 percent effective in preventing moderate to severe or critical COVID-19 cases occurring at least 28 days after vaccination. For severe or critical cases, the efficacy rate was 85.4 percent.

In the early stage of the trials, the same levels of efficacy rates were reported in South Africa and Brazil, where variants of the virus have been confirmed.

The FDA has already given emergency use authorization to a COVID-19 vaccine developed by Pfizer/BioNTech and another developed by Moderna, both of which require two shots.

Johnson & Johnson's single-dose vaccine can be stored at normal refrigerator temperatures of 2 to 8 degrees Celsius for at least three months, and is expected to accelerate the vaccination process in the US.

US President Joe Biden has called on the Senate to quickly pass a 1.9 trillion dollar coronavirus relief package.

He spoke from the White House on Saturday after the House of Representatives approved the bill.

He thanked the House and said that "we have no time to waste."

The package includes 1,400 dollar direct payments to individuals and the extension of unemployment benefits to millions of Americans.

He said that "the people of this country have suffered far too much for too long" and "it's time to act."

The president hopes to see the bill become law before the termination of current additional unemployment benefits on March 14.

However, he has been unable to get support from the opposition Republicans. Biden and Senate Democrats will have to find a way to pass the bill on their own.

Media outlets in Myanmar report that more than 470 people were arrested on Saturday, as the military is stepping up crackdowns on protesters.

Anti-military demonstrations are intensifying ahead of a court hearing for Aung San Suu Kyi scheduled for Monday.

On Saturday, protesters occupied roads in the largest city, Yangon, and elsewhere. The military responded by making a number of arrests and repeatedly shooting at crowds.

State-run television quoted security authorities as saying they detained 479 people on Saturday.

Protesters said they were demonstrating peacefully but police even took children into custody.

Local media report that a demonstrator was shot by police and seriously injured in the central city of Monywa. She is reportedly being treated in hospital.

Aung San Suu Kyi is charged with illegally importing handheld radios and using them without permission. Monday's hearing will be held online.

Aung San Suu Kyi's National League for Democracy party has voiced concern that her detention in the capital, Naypyitaw, could be prolonged.

On Saturday, state-run television also reported that Myanmar's UN Ambassador Kyaw Moe Tun had been fired, accused of betraying the country.

Kyaw Moe Tun condemned the military on Friday at a UN General Assembly meeting on Myanmar's human rights situation.

The ambassador, who was appointed to the post before the coup, gave a three-finger salute, a gesture used by protesters as a sign of resistance.

Kyaw Moe Tun told the meeting the international community that aspires to build a peaceful and civilized global society should "use any means necessary to take action against the Myanmar military and to provide safety and security for the people of Myanmar."

Amid growing tension, Thai government sources say an emergency foreign ministerial meeting of the Association of Southeast Asian Nations is set to be held on Tuesday.

Participants, including a representative from Myanmar, are expected to exchange opinions on how to restore normality.

Wunna Maung Lwin, who was appointed by Myanmar's military as foreign minister after the coup, visited Thailand on Wednesday to meet Thai Foreign Minister Don Pramudwinai and Indonesian Foreign Minister Retno Marsudi.

Wunna Maung Lwin is believed to have explained the political situation and the ongoing protests in his country, and arranged a schedule for the emergency meeting.

The talks are expected to take place online.

Flowers were laid at the site of the 2015 killing of a Russian opposition leader in central Moscow, as the government increases its grip on the opposition.

Boris Nemtsov was gunned down on a bridge on February 27, 2015.

His allies and supporters on Saturday came to remember Nemtsov, who was a vocal critic of President Vladimir Putin.

Five men were convicted of involvement in the murder, but who was behind it and the motive remain unknown.

A woman who came to remember Nemtsov said that the situation is getting worse.

A young man indicated his concern, saying that Nemtsov fought for freedom and the country is still under the totalitarian regime.

Another Putin critic Alexei Navalny has reportedly been moved to prison. He was arrested in January upon his return from Germany, where he was treated for what was believed to be poisoning with a nerve gas agent.

A recent poll conducted by an independent survey organization shows that more than half of the respondents aged 18 to 24 say they do not want Putin to be president beyond the end of his current term in 2024.

New systems have been developed in Japan that use artificial intelligence to analyze X-rays and endoscopic images to detect abnormalities in the human body that may indicate cancer.

One such venture is a joint project by AI developer Preferred Networks, Kyoto Medical Association and others. It is a deep-learning analysis tool that helps physicians diagnose lung cancer from chest X-rays. Areas of abnormality are indicated in color.

The tool will be used on a trial basis in lung cancer screenings for the public sponsored by Kyoto Prefecture.

Another project is a medical device that analyzes images taken during endoscopic procedures on colons. It was jointly developed by the National Cancer Center Japan and the major electronics firm NEC. The device uses AI to sound an alert or display one on a screen when a tumor is found.

The tool also uses facial recognition to help doctors find tumors they may have overlooked.

Saito Yutaka of the Gastrointestinal Endoscopy Division of the National Cancer Center Hospital says doctors may overlook abnormalities when they are tired or lose concentration. He says AI can make a critical difference in such cases.

The average sea level along Japan's coast in 2020 was the highest on record, rising more than 8 centimeters from the usual figure.

Japan's Meteorological Agency calculates the figure every year based on tidal data observed at 16 locations on the coast from Hokkaido to Kyushu.

Agency officials say the figure for 2020 was 8.7 centimeters higher than the average for the past 30 years, and the highest since record-keeping began in 1906.

The officials say sea levels fluctuate in 10- to 20-year cycles, and have been on an upward trend since 1980. They point to global warming as a factor behind the rise.

The officials also say the Kuroshio current flowed closer to the coast last year, and sea levels were pushed up by seawater that is warmer and larger in volume.

The rising trend along Japan's coast is expected to continue due to climate change.

The Meteorological Agency plans to keep monitoring sea levels as continuation of the uptrend could lead to greater damage from storm surges.

The Japanese government will develop human resources with the aim of getting more senior positions in international organizations.

The National Security Secretariat and the Ministry of Foreign Affairs, together with 16 other ministries and agencies, will form a liaison committee to strategically tackle the task.

It follows a suggestion by the main ruling Liberal Democratic Party. The LDP recommended to the prime minister in October last year that the Cabinet Secretariat put together a strategy to counter China in the international arena.

China has placed Chinese officials, or the people under the country's influence, in senior positions in international organizations. That seemed help steer decision making processes to China's benefit.

The Japanese government is planning to share information on available international posts and selection timelines at the liaison committee.

It is mulling a mid- to long-term development plan for potential candidates, who could be either from or outside of the government.

The government says that ministries will help advance individual careers at their organizations of officials who return from such international services.

He won the Lake Biwa Mainichi Marathon in western Japan on Sunday with a time of 2 hours 4 minutes and 56 seconds.

The previous Japanese record was 2 hours 5 minutes and 29 seconds set by Osako Suguru in last year's Tokyo Marathon.

The governors of about 40 Japanese prefectures have met online the day before the lifting of the coronavirus state of emergency for six prefectures. Many stressed the importance of measures to prevent a resurgence in new cases.

The National Governors' Association convened an emergency task force meeting online on Saturday.

The emergency declaration will be lifted on Sunday for six prefectures including Osaka and Aichi, but remains in place for Tokyo and three surrounding prefectures through March 7.

Osaka Governor Yoshimura Hirofumi said preventing a rebound in new cases is extremely important.

He said he has asked restaurants and bars in Osaka City to close by 9 p.m. through March 21. Such establishments are being asked to close by 8 p.m. under the state of emergency.

Yoshimura says he wants to see case numbers stay low while allowing social and economic activities.

Aichi Governor Ohmura Hideaki said the prefecture's own COVID-19 restrictions will remain in force during the first two weeks of March. He has urged people to remain vigilant for a possible resurgence as there will be many events and group-dining occasions related to graduation and entrance ceremonies in March and April.

Governor Ono Motohiro of Saitama, where the declaration will remain in place, said there had been a slowdown in the rate of decline of new cases. He added there are concerns over high hospital bed occupancies and the spread of variants.

He said his prefecture is not yet ready for the lifting of the declaration and called for continued efforts to stem new infections through March 7.

The governors later drew up emergency recommendations for the central government.

They called for robust anti-virus measures, even after the state of emergency is lifted.

They also asked the government to provide economic and employment support for prefectures not under the state of emergency and industries where shorter business hours have not been requested.

A panel advising the US Food and Drug Administration has voted in favor of emergency-use authorization for the COVID-19 vaccine developed by Johnson & Johnson.

The FDA heard opinions on the vaccine's efficacy and safety during a meeting on Friday. The panel consists of external experts. A majority of them concluded the vaccine's benefits outweigh its risks when administered to people aged 18 or older.

The FDA is likely to authorize the J&J vaccine soon. If approved, it will be the third COVID-19 vaccine available in the United States. The two other vaccines, each developed by Pfizer and Moderna, require two shots as opposed to a single shot for the J&J vaccine.

The J&J vaccine can be stored at refrigerator temperatures of between two to eight degrees Celsius for at least three months. It is therefore expected to help boost the pace of vaccinations.

J&J says as soon as emergency use is approved, it will supply 100 million doses by the end of June under an agreement with the US government.

US President Joe Biden has urged Americans to remain vigilant against the coronavirus by getting vaccinated, washing their hands, maintaining social distance, and wearing masks.

He made the comments after inspecting a mass vaccination site in Houston, Texas, on Friday.

Biden said the United States is leading the world in the number of people vaccinated. He added that cases and hospitalizations are decreasing but they could go up as new variants emerge. He said, "It's not the time to relax."

There are reports that in addition to more transmissible strains originally detected in Britain and South Africa, another new variant is spreading in New York City and the state of California.

The US Centers for Disease Control and Prevention says it is closely monitoring the situation.

A United States intelligence report has found Saudi Arabia's crown prince, who is the de facto leader in the Kingdom, approved the killing of a dissident journalist.

The US Office of the Director of National Intelligence released the assessment on the death of Jamal Khashoggi on Friday.

Khashoggi was killed in 2018 at the Saudi consulate in Istanbul, Turkey.

The report says, "We assess that Saudi Arabia's Crown Prince Mohammed bin Salman approved an operation in Istanbul, Turkey to capture or kill Saudi journalist Jamal Khashoggi."

Reasons given for the assessment include the direct involvement of his adviser and close aides in the killing, and his support for using violent measures to silence dissidents, including Khashoggi.

The report added, "The Crown Prince has had absolute control of the Kingdom's security and intelligence organizations, making it highly unlikely that Saudi officials would have carried out an operation of this nature without the Crown Prince's authorization."

After the report was released, the US government announced sanctions. It freezed US assets of a Saudi senior intelligence officer and a government organization.
It also announced visa restrictions on 76 Saudi citizens.

Saudi Arabia rejected the assessment.

The foreign ministry said in a statement carried by a state news agency that the report contained inaccurate information and conclusions.

It said the individuals who were involved were sentenced by courts, which was welcomed by Khashoggi's family.

The statement did not specify which part of the report was inaccurate.

The Saudi government announced in September last year that its court sentenced five men for their involvement in the killing in a final ruling.

But their positions in the government were not made public, which prompted international criticism.

Gunmen in Nigeria have reportedly abducted more than 300 schoolgirls in the northwestern state of Zamfara. No group has claimed responsibility so far.

In a statement, the United Nations Children's Fund, UNICEF, strongly condemned the attack and demanded the immediate release of the girls.

Reuters said the attack took place at a government school on Friday.

Police and military personnel are searching an area of woodland where the gunmen are believed to have taken the girls.

Armed groups have recently staged a series of attacks aimed at taking children for ransom.

In 2014, Islamist militant group Boko Haram kidnapped more than 200 schoolgirls in the country's northeast.

In December 2020, more than 300 boys were taken from a dormitory. They were later freed.

A museum in the atomic-bombed Japanese city of Hiroshima has reopened after replacing many of its regular exhibits.

Hiroshima Peace Memorial Museum has about 100,000 items related to the 1945 bombing, including articles donated by survivors and the families of the deceased and photos from the time.

It reopened on Saturday after closing for three days for its first major rearrangement since its renewal in 2019.

All exhibits have been replaced in the area that shows articles left behind by children who died after being mobilized to work in factories.

New exhibits include bags and uniforms of children who are believed to have died near the ground zero but whose bodies have not been found.

In the area that focuses on individual victims of the bombing, a uniform and a lunch box belonging to a girl who died at age 13 were on display. A message written by her family says these articles symbolize the ravages of war, and her family hopes visitors will think about how they would feel if it happened to them.

A man in his 50s visiting from Yokohama City, near Tokyo, says as a father, it was hard to look at the exhibits. He said he used to think nuclear weapons were a necessary evil but he now realizes that they should not exist.

Firefighters are struggling to contain a forest fire that has burned for nearly a week in Ashikaga City, north of Tokyo, with dry conditions expected to continue for at least several more days.

The fire broke out on Sunday in southwestern Tochigi Prefecture. Officials say about 106 hectares had burned as of 6 p.m. on Friday, and the fire continues to spread.

Self-Defense Force helicopters sprayed water onto the fire on Friday, as firefighters battled the blaze on the ground.

City officials said they received no reports of injuries, but flames destroyed a wooden Shinto shrine on a mountainside.

The city issued a new evacuation advisory to nearly 100 households on Friday morning. More than 300 households have been advised to evacuate.

East Nippon Expressway Company said sections of its expressway near the fire are closed.

Local weather officials issued a dry air advisory for the prefecture for an 11th straight day on Friday, saying substantial rain is unlikely before next week.

City officials said the fire is controlled to the extent that it is unlikely to spread to nearby residential areas.

They said they hope firefighters are able to enter the fire area on Saturday. They are expected to put out smoldering blazes and remove charred trees.

People believed to be supporters of Myanmar's military held their first major rally on Thursday, with attacks reported on anti-coup protesters.

Local media say about 1,000 people marched in the country's largest city, Yangon. They carried the military flag and shouted the name of military leader Senior General Min Aung Hlaing.

Men armed with knives and clubs reportedly attacked some anti-coup protesters, who were also holding a mass demonstration.

The protest marked the 20th consecutive day of large-scale rallies since the February 1 military coup.

The anti-coup protesters chanted for the release of Aung San Suu Kyi and other detained officials.

Many demonstrators had messages or images marked on their faces using traditional sunscreen called thanakha, made from ground bark.

Meanwhile, Facebook has announced it has banned the Myanmar military from its site, and from the photo-sharing platform Instagram, which Facebook owns.

The company said it is banning the military and military-controlled state and media entities, as well as ads from commercial entities linked to the military.

In a statement it said, "Events since the February 1 coup, including deadly violence, have precipitated a need for this ban."

The company said it believes the risks of allowing Myanmar's military on Facebook and Instagram are "too great."

It added that it is prohibiting commercial entities linked to the military from advertising on the platform.

About 21 million people are estimated to be using Facebook in Myanmar, or about 40 percent of the population.

Following the coup, the military obstructed the use of Facebook in the country, apparently out of fear it could be used to stoke protests. The military continued to promote its own position on Facebook.

The Japanese government plans to lift a state of emergency for six prefectures on Sunday as the number of coronavirus cases decline. But the declaration will remain in place for Tokyo and three neighboring prefectures.

Osaka, Kyoto, Hyogo, Fukuoka, Aichi and Gifu will all be released early from the state of emergency.

But Tokyo, Kanagawa, Saitama and Chiba will see the declaration remain in place until March 7 -- the date announced by the central government.

Authorities in those areas will continue to urge residents not to go out in public unless it's essential and to embrace remote work practices as much as possible.

The minister in charge of the coronavirus response, Nishimura Yasutoshi, said even after the declaration is lifted, measures to prevent the spread of infections should stay in place.

Nishimura said, "In places where the emergency is lifted, we want to monitor entertainment districts and such places for any sign of a resurgence."

Government officials will discuss the plan with an expert panel Friday afternoon.

Chinese President Xi Jinping has declared that China has achieved the goal of eradicating extreme poverty in rural areas.

Xi made the announcement at a ceremony held in Beijing on Thursday to honor its "model poverty fighters."

China has seen the income gap between the haves and have-nots as one of its most pressing challenges. The government has set the goal of reducing the number of rural residents living below the poverty line to zero, from nearly 100 million it said had existed at the end of 2012.

Xi in his speech declared that the goal has now been achieved. He said China has scored a "complete victory" in its fight against poverty at an important time in its history just before the country's Communist Party celebrates its centennial this year.

Xi acknowledged that a significant economic inequality still exists within the country. He said China still has a long way to go as it works to reduce the economic differences between urban and rural areas so that all people can enjoy the fruits of economic development.

Observers say Xi was apparently highlighting the country's achievement in poverty reduction to justify the Party's one-party rule, ahead of its 100th anniversary this July and to assert the legitimacy of his leadership.

The Hong Kong government has drafted a bill aimed at requiring council members to take an oath of allegiance to the Chinese constitution and the territory's Basic Law.

The bill unveiled at a news conference on Tuesday will oblige candidates for the Legislative Council and district assemblies to pledge that they will abide by the laws and not to engage in acts that threaten national security.

Violators will face criminal punishment, will be disqualified from councils or have their candidacy nullified. They will also be banned from running for public office for five years.

The bill is expected to be submitted to the Legislative Council in March and enacted.

In November, four members were removed from the Legislative Council based on new standards set by the Chinese government. The revision will give the standards a legal basis.

A senior government official told reporters that once the bill is enacted, district assembly members who were elected in the 2019 election will be asked to take the oath.

The revision was announced one day after a senior Chinese official said Hong Kong should always be governed by patriots, and indicated a need to revise the territory's electoral system.

Pro-democracy activists are expected to face more hurdles to participation in politics.

Japanese Prime Minister Suga Yoshihide has apologized for his son’s role in a growing scandal that is threatening to engulf his administration. The comments came during Monday’s Diet session, after an in-house probe at the communications ministry named several officials and a current Cabinet spokesperson.

The ministry announced that 11 officials had violated its ethics code when they accepted dinners from the prime minister’s eldest son, Suga Seigo. Suga works for Tohoku Shinsha Film Corporation, a video production company whose satellite broadcasting arm would benefit from good relations with the ministry. The scandal was first reported on by weekly magazine Shukan Bunshun in February.

According to the probe, the officials attended 37 dinners hosted by Suga and other Tohoku Shinsha representatives over the past five years, costing more than $5,000 in total. They claim they did not consider the company to be a “stakeholder in ministry operations” at the time, and that they were not involved in any conversations calling for favors.

Yamada Makiko, the current Cabinet Public Relations Secretary, also attended a meal when she worked for the ministry. The dinner is said to have cost more than $700 per person and the ministry says she likely violated the ethics code by accepting an invitation.

The National Public Service Ethics Law, established in 2000, provides the basis for the ministry’s code of ethics. It prohibits civil servants from accepting meals, money, or gifts from parties considered to hold financial interests in government policy. Those found to have violated the law are subject to disciplinary action.

On Wednesday, the ministry announced seven of the officials would receive pay cuts. Two others were warned about their conduct, while another two were reprimanded.

Yamada Makiko, a Cabinet Public Relations Secretary. Yamada became the first female executive secretary to the prime minister when she was appointed under the previous Abe administration.

Prime Minister Suga says he was surprised by his son’s actions and that he told him to keep away from the ministry when he joined the company.

The Liberal Democratic Party’s Secretary General, Nikai Toshihiro, has waved away concern that the scandal will derail the Suga administration, saying it will have only a limited impact on the government. But oppositions parties are maintaining pressure on the Prime Minister.

“I can't overlook the fact that a member of the Prime Minister's family was deeply involved in this scandal,” said Tsujimoto Kiyomi, Deputy Representative of the Constitutional Democratic Party. “The son may have been trying to use his father's position to gain an advantage at work. Nobody treats you to such an expensive dinner if they don't have a hidden motive.”

Nakaya Joji, professor at Kindai University and an expert on public service ethics, said the probe reveals a comprehensive failure of judgement on the part of the ministry officials.

“The number of times this happened and the number of people who were involved is very high,” he says. “These were senior officials, those who are not only expected to abide by ethical rules but also to set a standard within the workplace. This scandal will likely affect morale throughout the ministry.”

The government would have been hoping that the probe drew a line under the affair but the opposition parties are making sure it remains in the public eye. They say they will investigate the matter further and summon Yamada as a witness.

The longer the issue lingers, the worse for Suga, who can ill afford even the whiff of scandal at the moment. The embattled Prime Minister is already struggling with plummeting approval rates due to his coronavirus pandemic response, and allegations of cronyism could be a decisive blow for his administration.

Olympic preparations are ramping up in Tokyo with less than five months until the Games kick off. It's still unclear whether overseas spectators will be able to attend due to the coronavirus pandemic. But a senior International Olympic Committee official suggests a decision could be made in the coming months.

Following Wednesday's IOC executive board meeting, Olympic Games Executive Director Christophe Dubi suggested that a decision about allowing overseas fans into events could be made sometime around the end of April. He added that a separate decision may be applied to domestic spectators.

Hashimoto Seiko spoke to reporters on Wednesday after attending a board meeting of the International Olympic Committee online.

Hashimoto said the team will be headed by the Tokyo organizing committee's sports director, Kotani Mikako, and that it will include members of its athletes committee and outside experts.

New data show that South Korea's fertility rate in 2020 dropped to a record low.

South Korean media say the country has entered an era of natural population decline as the number of deaths surpassed the number of births.

Statistics Korea said on Wednesday that the fertility rate, the average number of children born per woman, stood at 0.84 last year.

That's down 0.08 from the previous year, and the lowest since record keeping began in 1970.

The statistics agency says the decline is partly due to the falling number of people getting married.

The number of newborns stood at about 272,000, down 10 percent from a year earlier. The number of deaths was about 305,000.

The agency indicates the country's population will decline further.

It says fewer people are expected to get married due to the coronavirus pandemic, leading to fewer childbirths, while the number of deaths will likely increase due to the aging of society.

The futuristic community named "Woven City" will be built on 700,000 square meters of land that was the site of a former Toyota factory.

The new community will have about 360 residents initially, including developers and senior citizens. It is expected to generate innovations to benefit society. The health data of residents recorded by sensors will be monitored using AI technology, and robots will support their daily lives.

The Hong Kong government has drafted a bill aimed at requiring council members to take an oath of allegiance to the Chinese constitution and the territory's Basic Law.

The bill unveiled at a news conference on Tuesday will oblige candidates for the Legislative Council and district assemblies to pledge that they will abide by the laws and not to engage in acts that threaten national security.

Violators will face criminal punishment, will be disqualified from councils or have their candidacy nullified. They will also be banned from running for public office for five years.

The bill is expected to be submitted to the Legislative Council in March and enacted.

In November, four members were removed from the Legislative Council based on new standards set by the Chinese government. The revision will give the standards a legal basis.

A senior government official told reporters that once the bill is enacted, district assembly members who were elected in the 2019 election will be asked to take the oath.

The revision was announced one day after a senior Chinese official said Hong Kong should always be governed by patriots, and indicated a need to revise the territory's electoral system.

Pro-democracy activists are expected to face more hurdles to participation in politics.

South Korea's military says a North Korean defector was caught on surveillance cameras last week, but soldiers failed to notice him eight times over a period of about three hours.

The North Korean man in his 20s was taken into custody on February 16 near the military demarcation line in Gangwon Province, in the northeast of South Korea.

The man is believed to have swum ashore in the South wearing a diving suit.

The military on Tuesday announced the results of its probe into the incident.

It said the man appeared on coastal surveillance cameras eight times over a period of three hours from around 1 a.m. on Tuesday last week.

Alarm bells also rang in the monitoring room, but guards took no action.

It was not until around 4:16 a.m. that the soldiers detected him. But the military's response was delayed, and it took about three more hours to capture him.

Defense Minister Suh Wook apologized at the parliament for the military's handling of the case one day after the incident. South Korean media are criticizing the military for its lax security.

The Tohoku Shinkansen bullet train line has fully reopend after a section of the route was affected by a powerful earthquake earlier this month.

East Japan Railway reopened the entire line on Wednesday, 11 days after the quake struck northeastern Japan. Services between Sendai and Morioka stations had been restarted earlier.

The company had suspended services between Nasushiobara and Morioka stations because the tremor damaged utility poles supporting overhead wires and pillars of elevated tracks in Fukushima and Miyagi prefectures.

At Tokyo Station, business travelers and people heading for their hometowns were seen climbing onto the first train leaving just after 6 a.m.

A 40-year-old office worker said he is glad that operations have resumed as he will no longer have to drive from Chiba, where he works, to see his family in Fukushima. He said the Shinkansen enables him to travel much more quickly.

The train operator says the number of trains will be cut to about 80 percent of normal levels for the time being for safety reasons.

It adds that trips between Tokyo and Sendai or Morioka will take about one hour longer than usual because trains will run at lower speeds.

The company says regular services will resume in about a month.

He reportedly suggested that only four people have died in the widespread protests and that the death toll is smaller than similar demonstrations in other countries.

The remarks will likely draw further backlash from citizens.

The security forces are facing criticism in Myanmar and abroad after they opened fire on protesters, resulting in casualties.

The governor of Shimane Prefecture in western Japan has urged the central government to resolve a territorial dispute with South Korea over the Takeshima Islands.

Maruyama Tatsuya spoke at a ceremony in Matsue City on Monday to mark the incorporation of the islands into the prefecture more than a century ago.

South Korea controls the islands. Japan claims them. The Japanese government maintains the islands are an inherent part of Japan's territory. It says South Korea is illegally occupying them.

In 2005, Shimane Prefecture designated the date as Takeshima Day, and has held a commemorative event every year since.

About 200 people attended this year's ceremony. The number of participants was limited to about half that of previous years due to the coronavirus pandemic.

Governor Maruyama said the islands are an inherent part of Japan's territory, and called strongly on the central government to solve the issue through diplomatic negotiations with South Korea.

During the ceremony, Parliamentary Vice-Minister of the Cabinet Office in charge of territorial issues, Wada Yoshiaki, called the occupation of the islands by South Korea illegal and totally unacceptable. He added that the government will work tenaciously to convey Japan's stance on the islands.

The South Korean foreign ministry on Monday released a statement that strongly criticizes Japan for holding the ceremony and demands the immediate abolition of the annual event.

The Japanese Embassy in Seoul says its senior diplomat Soma Hirohisa heard a protest lodged by Kim Jung-han, the foreign ministry's director general for Asian Pacific affairs.

Soma reportedly responded by saying that Japan cannot accept the protest.

The operator of the crippled Fukushima Daiichi nuclear plant says seismometers at a reactor building were out of order when a strong earthquake struck northeastern Japan on February 13.

Tokyo Electric Power Company on Monday briefed the Nuclear Regulation Authority on the quake's impact on the plant and the company's response.

TEPCO officials said the company installed two seismometers at the No. 3 reactor building last March to assess seismic activity at the reactor building. However, they revealed that they were unable to collect data on the shaking of the building during the quake, because the seismometers were out of order.

They said they had been aware of the malfunction of the seismometers, but that they did not repair them. Heavy rain during July of last year was one of the factors causing them not to work.

The No. 3 reactor building was damaged in the 2011 accident at the plant that followed a huge earthquake and tsunami.

At Monday's meeting, TEPCO acknowledged its insufficient preparedness that resulted in its failure to obtain valuable data on the February 13 quake.

The Nuclear Regulation Authority said the company should reflect on its failure to record seismic data, calling its response problematic, and asked it to report why it did not carry out repairs immediately.

They shouted they won't return to their workplaces until the generals are ousted.

In the capital, Naypyitaw, a 20-year-old woman was confirmed dead on Friday after being shot in the head during a massive protest on February 9. She was the first death among the protesters.

Tension is expected to grow as her funeral is scheduled for Sunday.

Japan's transport ministry has instructed domestic airlines to halt operations of a type of Boeing 777 aircraft after a jet engine failed shortly after takeoff in the United States.

A United Airlines' Boeing 777-200 passenger jet departing from Denver, Colorado landed safely on Saturday, local time, but large engine parts fell into a residential area.

The Japanese ministry issued the order to All Nippon Airways and Japan Airlines, which respectively have fleets of 19 and 13 of the Boeing 777 jets with the same type of engine.

The ministry asked the carriers to ground the jets while necessary measures are being studied.

Both airlines say they plan to use other aircraft and their scheduled flights would not be affected.

The transport ministry instructed domestic carriers to increase inspections of Boeing 777s after engine damage caused a Japan Airlines jet to make an emergency landing in December, at Naha airport in Okinawa, southwestern Japan.

Part of the aircraft's engine cover was lost during flight and a hole about 28 centimeters across was found on its horizontal tail.

The ministry says it will look into what measures will be needed while gathering information from the US Federal Aviation Administration.

NHK has learned that Japan's Ministry of Internal Affairs and Communications is considering reprimands for 11 officials who were reportedly treated to dinners by a son of Prime Minister Suga Yoshihide, who works for a company involved in satellite broadcasting.

The ministry is making final adjustments to conclude that four senior officials have violated ethics code, and may announce seven others received similar treatment.

The ministry began investigating the matter earlier this month. It is considering issuing a report concluding that the company that employs Suga's son is a stakeholder, and four officials were treated to dinners in violation of an ethics code.

The officials are Taniwaki Yasuhiko and Yoshida Mabito, both vice-ministers for policy coordination, Akimoto Yoshinori, former director-general of the ministry's information and communications bureau and Yumoto Hironobu, former deputy director-general of the bureau.

It is also set to announce that seven others received similar treatment from the company.

The ministry plans to report the results of its investigation to the Lower House Budget Committee on Monday, and submit the report to the National Public Service Ethics Board as early as Wednesday.

If the board approves, the ministry will reprimand the officials as early as Wednesday.

The Japanese government has found that at least 5,800 college students either left school or took time off because of the spread of the coronavirus between April and December of last year.

The ministry of education conducted a survey of four-year universities and colleges, junior colleges and technical colleges across Japan. About 95 percent, or 1,009 schools, responded.

The spread of the coronavirus was cited as one of the main reasons for students leaving school.

The survey found that 1,367 students left school permanently, while 4,434 took some time off due to the pandemic.

Overall, 28,647 students left school permanently during the eight month period. This is down about 20 percent from the same period of the previous year.

65,670 students left school temporarily, which is almost 10 percent less than the previous year.

Ministry officials believe the decline is likely due to support mechanisms introduced during the pandemic.

They say 99 percent of schools extended tuition payment deadlines for the second term and 74 percent either reduced or waived tuition for students facing financial difficulties.

The government also rolled out a new national scholarship system for students from low income households last April. Officials say scholarships had been granted to nearly 270,000 students as of December.

But Professor Suetomi Kaori, a child poverty expert at Nihon University, believes the system is letting down students just above the scholarship threshold. She says many such students work to support their families and may eventually be forced to drop out if the pandemic continues.

Tokyo Electric Power Company has found that the pressure inside one of the reactor containment vessels at the Fukushima Daiichi nuclear plant has dropped.

The utility said the earthquake that hit the area on February 13 may have been to blame. TEPCO said no radioactive material has leaked.

The nuclear plant in Fukushima Prefecture in northeastern Japan is now undergoing decommissioning.

TEPCO said it confirmed at around 6 p.m. on Sunday that pressure inside the vessel of the No.1 reactor dropped to 0.9 kilopascals from the usual 1.2 kilopascals. Nitrogen is being added to the vessel to raise the pressure and reduce the risk of a hydrogen explosion.

TEPCO found that after the quake the level of water in the containment vessel had dropped.

It said the part damaged in the 2011 nuclear accident may have been exposed after the water level dropped, possibly causing an air leakage and the drop in pressure.

TEPCO said it is continuing to pump water into the vessel and there should be no safety problem.

It said there have been no abnormality in the measurements at radioactivity monitoring posts in the compound.

Japan has received its second shipment of the coronavirus vaccine developed by US pharmaceutical company Pfizer.

The doses arrived at Narita Airport near Tokyo on Sunday from Belgium.

The vaccine doses, in special cartons packed with dry ice, were transported to a warehouse. They were then carried to a storage site outside the airport by truck.

The shipment follows the first delivery on February 12. Government officials say the latest arrival is equivalent to more than 450,000 shots, if the maximum six doses are extracted from each vial.

Combined with the first shipment, Japan has received about 838,000 doses, or shots for nearly 420,000 people.

The government plans to distribute up to 1.17 million doses to prefectures for medical workers over the two weeks starting March 1.

It plans to airlift additional doses once the European Union grants authorization.

The number of healthcare workers who are expected to receive vaccinations is likely to increase by about a million from the initial estimate of roughly 3.7 million.

The timing of vaccinations, including those for the elderly, could be affected if the supply of vaccines to Japan does not go smoothly.

The Japanese government has found that at least 5,800 college students either left school or took time off because of the spread of the coronavirus between April and December of last year.

The ministry of education conducted a survey of four-year universities and colleges, junior colleges and technical colleges across Japan. About 95 percent, or 1,009 schools, responded.

The spread of the coronavirus was cited as one of the main reasons for students leaving school.

The survey found that 1,367 students left school permanently, while 4,434 took some time off due to the pandemic.

Overall, 28,647 students left school permanently during the eight month period. This is down about 20 percent from the same period of the previous year.

65,670 students left school temporarily, which is almost 10 percent less than the previous year.

Ministry officials believe the decline is likely due to support mechanisms introduced during the pandemic.

They say 99 percent of schools extended tuition payment deadlines for the second term and 74 percent either reduced or waived tuition for students facing financial difficulties.

The government also rolled out a new national scholarship system for students from low income households last April. Officials say scholarships had been granted to nearly 270,000 students as of December.

But Professor Suetomi Kaori, a child poverty expert at Nihon University, believes the system is letting down students just above the scholarship threshold. She says many such students work to support their families and may eventually be forced to drop out if the pandemic continues.

Multiple media outlets in Myanmar report that two anti-coup protesters were shot dead and many others wounded by security police in the country's second largest city, Mandalay, on Saturday.

Massive rallies have taken place across the country for more than two weeks, protesting a coup staged by the military on February 1.

On Saturday, protesters occupied major roads in the largest city, Yangon, as well as in the central city of Mandalay and elsewhere in the country.

Local media report that security police opened fire shortly after ordering workers to return to oil-supplying facilities. They were staging a walkout in protest over the coup.

In Yangon, demonstrators headed for the US Embassy and called on Washington to step up the sanctions it had imposed on Myanmar's military leaders.

They shouted they won't return to their workplaces until the generals are ousted.

In the capital, Naypyitaw, a 20-year-old woman was confirmed dead on Friday after being shot in the head during a massive protest on February 9. She was the first death among the protesters.

Tension is expected to grow as her funeral is scheduled for Sunday.

The Japan Coast Guard is warning two Chinese government vessels that they must immediately leave Japan's territorial waters off the Senkaku Islands in the East China Sea.

Coast Guard officials say that four Chinese vessels were spotted in the contiguous zone, and two of them entered the waters off Kubashima Island shortly before 5:00 a.m. on Sunday.

They left the area shortly after 11:00 a.m., but reentered Japan's waters near Taisho Island after about two-and-a-half hours.

The two vessels appeared to be following a Japanese fishing boat.

The Japan Coast Guard says its patrol ships are sailing with the Japanese fishing boat to ensure its safety, while telling the Chinese vessels they must leave the territorial waters.

Japan controls the islands. China and Taiwan claim them. The Japanese government maintains that the islands are an inherent part of Japan's territory, in terms of history and international law. It says there is no issue of sovereignty to be resolved.

Japan's Maritime Self-Defense Force has held a joint drill with US and French military vessels in waters off Kyushu in southwestern Japan.

The MSDF says its replenishment ship Hamana, US destroyer Curtis Wilbur and French frigate Prairial conducted a trilateral replenishment-at-sea drill on Friday.

Japan and France signed the Acquisition and Cross-Servicing Agreement, or ACSA, in 2019. The ACSA allows the two countries' defense forces to reciprocally provide supplies, such as food, fuel and ammunition. The replenishment-at-sea drill was the first such action under the agreement.

The French frigate that took part in the drill was dispatched to the East China Sea from this month to monitor ship-to-ship transfers by North Korea.

The aim of the replenishment drill, in addition to providing logistical support, was apparently to demonstrate strong cooperation between the countries as China steps up its maritime activities.

Russia's health authorities say they have confirmed the world's first case of the highly pathogenic H5N8 strain of avian flu virus passed from birds to humans.

The head of the country's public health watchdog, Anna Popova, said on Saturday that Russia had reported the matter to the World Health Organization.

She said the H5N8 strain had been detected in seven workers at a poultry farm in southern Russia following an outbreak there among birds in December.

The workers reportedly fell temporarily ill, but later recovered.

Popova called for calm, stressing there was no sign of transmission between humans.

She said future mutations could lead to person-to-person transmission, but it is not clear how soon that could happen.

Japanese avian flu expert Professor Emeritus Otsuki Koichi of Tottori University said that while bird flu is not easily transmissible to humans, people could become infected if they inhale a large volume of virus particles.

Otsuki said it is important for poultry farm workers to take thorough measures to avoid inhaling such particles.

He noted that avian flu is currently raging in the northern hemisphere, and called for anti-virus measures to be stepped up on farms.

Otsuki added that it might be necessary to assume the virus can be transmitted from human to human.

But he said he believes the risk is not great, as the H5 strain has been monitored for decades, and has not become transmissible from person to person.

A Moscow court has rejected an appeal by Russian opposition leader Alexei Navalny and sentenced him to nearly three years in prison.

Navalny was arrested in mid-January upon his return to Russia from Germany where he had been undergoing treatment following an alleged poison attack.

Earlier this month, he was ordered to report to prison after a court canceled a suspended prison sentence stemming from an embezzlement case seven years ago. The court said he violated the terms of his parole while in Germany. The European Court of Human Rights has ruled the original conviction unlawful.

Navalny's appeal was rejected on Saturday and his lawyers say he will now serve a two-and-a-half year sentence, after the court deducted time he spent under house arrest. The original sentence was for three-and-a-half years.

In a separate case, Navalny was found guilty of defaming a World War Two veteran on social media last June. He was fined about 11,500 dollars.

Navalny has been a vocal critic of President Vladimir Putin and has gathered a large following. The alleged poison attack has galvanized opposition to the Russian government and demands for his release are growing around the world.

An international group of scientists says it will take more than 100,000 years for the star Betelgeuse to go supernova. Supernova explosions occur at the death of a massive star.

Betelgeuse marks the shoulder of the constellation Orion. A recent drop in its brightness prompted speculation that it might soon explode.

The scientists, including Nomoto Kenichi, senior scientist at the Kavli Institute for the Physics and Mathematics of the Universe, the University of Tokyo, analyzed data such as the star's brightness variation and temperatures.

They say the results show that Betelgeuse's radius is about 750 times that of the sun, and about two thirds of the size previously thought.

The group says the figure indicates Betelgeuse is still in the early core helium-burning phase, which is more than 100,000 years before a supernova.

Nomoto says people who are alive today will not be able to see the star exploding.

Massive stars produce heavy elements through fusion, and huge explosions can occur at the end of their life.

Japan's Prime Minister Suga Yoshihide has expressed to the Group of Seven industrialized nations his determination to hold the Tokyo Olympic and Paralympic Games this summer.

The leaders held a teleconference just after 11 p.m. Friday Japan time. It was the first G7 meeting to include Suga, US President Joe Biden and Italian Prime Minister Mario Draghi.

On the coronavirus pandemic, Suga said he has had an unwavering resolve to protect the lives and livelihoods of the people since assuming his post in September.

He said much has been learned from last year, and that he has implemented what he believes to be the best measures.
Suga said vaccines will be the key to containing infections, adding that fair access in developing countries will be essential.

He called on the G7 to speed up the distribution of vaccines and oppose a protectionist approach to health issues.

He also pledged to increase Japan's contribution to a global framework for purchasing vaccines to 200 million dollars.

Suga said the Tokyo Olympics and Paralympics can serve as proof that mankind has overcome the coronavirus.

He said he will work with the International Olympic Committee to realize a safe Games. He called on the other countries for support.

He also said he was reassured by the support of the other leaders.

Suga expressed concern about China's unilateral attempts to change the status quo in the East and South China seas. He said Japan will say what needs to be said, and demand action from Beijing.

After the meeting, Suga told reporters that the discussions were mainly on measures to tackle the pandemic. He said his explanation about Japan's situation was well received.

Suga said his first G7 meeting was extremely significant because the leaders share universal values on a range of issues, including the post-pandemic world.

He said he believes in the global system that Europe, the United States and their allies in the Indo-Pacific worked hard to build, and that they "can own the race for the future."

Biden urged China to compete in accordance with global economic rules.

Asylum seekers are lining up at a border crossing between the United States and Mexico as the new US administration of President Joe Biden relaxes the hardline immigration policy of former President Donald Trump.

Asylum seekers mainly from Central America used to be allowed to stay in the United States while their applications were being processed. However, the Trump administration denied entry to such people and sent them back across the border into the transit country of Mexico, claiming the system was being abused.

The Biden administration has rescinded this policy. On Friday, it started to accept applications from those who wish to enter and stay in the US while their cases are being heard.

At the Mexican border town of Tijuana, around 500 people formed lines at an office on the border from early Friday morning.

Officials of an aid group say less than 30 families per day will be allowed in through that entry point even under the new arrangement, so most will have to stay on the Mexican side for the time being.

They say many people have yet to fully understand the new policy. They are working to inform those assembled at the border of the latest situation.

The US Department of State has expressed concern over China's new law that authorizes its coast guard to fire on foreign ships in waters it considers to be under its jurisdiction.

Department spokesperson Ned Price said in a telephone conference on Friday that the law could be used to "intimidate" China's maritime neighbors. He suggested it may lead China to enforce its maritime claims in disputed areas.

He stressed the US stance of cooperation with the Philippines, Vietnam, Indonesia, Japan and other countries that have also expressed concerns over the move.

The spokesperson said the US stands firm in its respective alliance commitments to Japan and the Philippines.

The new law took effect on February 1. It gives the coast guard the power to forcibly remove foreign ships that illegally enter Chinese waters. The coast guard will be allowed to use weapons if foreign ships do not comply with orders to stop or be inspected.

US President Joe Biden is maintaining the position of the previous administration, which regards China's maritime claims in the South China Sea as illegal.

Earlier this month, the US Navy conducted exercises involving two of its aircraft carriers in the South China Sea.

Osaka Prefecture in western Japan has decided to ask the central government at the end of February to be removed from a state of emergency imposed to contain the coronavirus.

The measure covers ten prefectures until March 7.

Officials in the prefecture say the number of new cases and the occupancy rate of hospital beds for seriously ill patients are generally declining.

But the overall view within the central government is that the decline in new cases is slowing and more needs to be done to contain the spread.

Central government officials are expected to listen to the views of experts and make a decision after next week.

On Friday evening, Prime Minister Suga Yoshihide met with Economic Revitalization Minister Nishimura Yasutoshi, who is in charge of the coronavirus response, and health minister Tamura Norihisa. Suga was briefed about the current situation.

Nishimura said he believes prefectural governors will have various views next week. He said he intends to make a decision about the state of emergency after listening to what they have to say, sharing information, and listening to experts.

A possible side effect from the coronavirus vaccination has been reported in the central Japanese prefecture of Toyama. This is the first such case in Japan.

Japan rolled out its immunization program on Wednesday, initially targeting around 40,000 healthcare workers.

The government announced on Twitter on Saturday that a person developed a rash after being vaccinated at Toyama Rosai Hospital, where inoculations started on Friday.

Nakayama Tetsuo, a specially appointed professor at Kitasato University, said a rash is a mild side effect that occasionally occurs after vaccinations against flu and other infectious diseases.

Nakayama said people don't need to worry too much about it.

He said a substance called polyethylene glycol, which is contained in the vaccine currently in use, is known to possibly trigger this side effect. He added that he sees nothing particularly abnormal in the reported case.

The operator of the Fukushima Daiichi nuclear power plant that was crippled after a major earthquake and tsunami in 2011 has removed four deformed nuclear fuel assemblies from the storage pool of the No.3 reactor building. The job is part of efforts to decommission the plant.

Tokyo Electric Power Company, or TEPCO, says it began work to remove the four units this month and completed it this week.

The utility performed the task with equipment it jointly developed with a private-sector firm.

The machine has a specially designed holder to grip and lift the fuel units whose upper handles were severely mangled when building parts fell and hit them during the 2011 accident.

TEPCO says the four units slightly tilted while being lifted from the pool, but their removal ended without safety issues.

In April 2019, TEPCO started to transfer all 566 unused and spent fuel units, including the four deformed assemblies, from the pool to a safe facility in the plant's compound.

TEPCO is hoping to remove all 22 units currently left in the pool by the end of next month.

The Bank of Japan is set to start experimenting with digital currency this spring.

The central bank says it has no plan to issue such a currency at the moment, but hopes to prepare by responding to moves by other countries.

Digital currencies are electronic money that can be used in the same way as banknotes and coins.

In the experiment's first phase, the bank plans to work with private businesses to test the basic function of a digital currency, including how it would be issued and circulated. This stage is expected to take roughly a year.

In the second phase, the bank will examine the feasibility of the electronic currency as a method of payment on par with cash.

China is said to be ahead of other nations in the field. The country had already begun its first public trial of digital yuan.

Central banks in other countries are also conducting studies of digital currency.

The BOJ hopes to prepare for global changes to ensure the stability of payment systems.
