People across Myanmar went on a general strike on Monday to protest the military coup earlier this month. Local media say millions of people took part in demonstrations.

In the largest city of Yangon, most shopping malls and supermarkets, as well as local markets and retailers, were closed.

The city was effectively paralyzed, as factories, banks, railways, and buses halted their operations.

People also staged demonstrations across the country. Media reports say it was the largest protest since the military detained Aung San Suu Kyi and other senior members of the ruling party and declared a state of emergency on February 1.

There were no reports of major clashes between protesters and security authorities on Monday. But in the capital Naypyitaw, more than 150 protesters were reportedly detained temporarily.

The state-run television quoted the military's leader, Senior General Min Aung Hlaing, as saying that the military is controlling the situation carefully.

He reportedly suggested that only four people have died in the widespread protests and that the death toll is smaller than similar demonstrations in other countries.

The remarks will likely draw further backlash from citizens.

The security forces are facing criticism in Myanmar and abroad after they opened fire on protesters, resulting in casualties.

The governor of Shimane Prefecture in western Japan has urged the central government to resolve a territorial dispute with South Korea over the Takeshima Islands.

Maruyama Tatsuya spoke at a ceremony in Matsue City on Monday to mark the incorporation of the islands into the prefecture more than a century ago.

South Korea controls the islands. Japan claims them. The Japanese government maintains the islands are an inherent part of Japan's territory. It says South Korea is illegally occupying them.

In 2005, Shimane Prefecture designated the date as Takeshima Day, and has held a commemorative event every year since.

About 200 people attended this year's ceremony. The number of participants was limited to about half that of previous years due to the coronavirus pandemic.

Governor Maruyama said the islands are an inherent part of Japan's territory, and called strongly on the central government to solve the issue through diplomatic negotiations with South Korea.

During the ceremony, Parliamentary Vice-Minister of the Cabinet Office in charge of territorial issues, Wada Yoshiaki, called the occupation of the islands by South Korea illegal and totally unacceptable. He added that the government will work tenaciously to convey Japan's stance on the islands.

The South Korean foreign ministry on Monday released a statement that strongly criticizes Japan for holding the ceremony and demands the immediate abolition of the annual event.

The Japanese Embassy in Seoul says its senior diplomat Soma Hirohisa heard a protest lodged by Kim Jung-han, the foreign ministry's director general for Asian Pacific affairs.

Soma reportedly responded by saying that Japan cannot accept the protest.

Chinese Foreign Minister Wang Yi has urged the United States to improve its relations with his country, saying that Beijing is ready to work with Washington on addressing urgent global challenges.

Wang delivered a speech on Monday at an online forum on China-US relations held in the Chinese capital.

He criticized US policy on China under the administration of former president Donald Trump.

He stressed "the walls of misperceptions must be torn down first in order to bring the relationship back to the course of sound development."

Wang requested that the US remove unreasonable tariffs on Chinese goods, and lift its unilateral sanctions on Chinese companies as well as research and educational institutes.

The foreign minister called the coronavirus pandemic, climate change and world economic recovery the three most pressing tasks for the international community. He said that China is ready to coordinate policies and work with the United States in these three areas for the good of the whole world.

The forum was organized by the Chinese side with the theme of bringing bilateral relations "back to the right track." China is apparently trying to persuade President Joe Biden's administration to change course from its predecessor 's hardline policy.

An employee of major Japanese trading house Itochu Corporation has been released from prison in China after serving his sentence of three years for harming national security.

The male worker in his 40s appears set to return to Japan shortly.

Chinese state security authorities detained the man in the southern city of Guangzhou in February, 2018, and a court in the city handed down a 3-year sentence for harming China's national security.

Sources say the man ended his term in prison on Saturday, and was freed.

The employee had been working in Japan before he was detained during a visit to China. It is not clear what the charges against him were.

Since 2015, Chinese authorities have detained more than a dozen Japanese nationals for alleged involvement in spy activities. Of them, eight are serving prison terms after being convicted.

The operator of the crippled Fukushima Daiichi nuclear plant says seismometers at a reactor building were out of order when a strong earthquake struck northeastern Japan on February 13.

Tokyo Electric Power Company on Monday briefed the Nuclear Regulation Authority on the quake's impact on the plant and the company's response.

TEPCO officials said the company installed two seismometers at the No. 3 reactor building last March to assess seismic activity at the reactor building. However, they revealed that they were unable to collect data on the shaking of the building during the quake, because the seismometers were out of order.

They said they had been aware of the malfunction of the seismometers, but that they did not repair them. Heavy rain during July of last year was one of the factors causing them not to work.

The No. 3 reactor building was damaged in the 2011 accident at the plant that followed a huge earthquake and tsunami.

At Monday's meeting, TEPCO acknowledged its insufficient preparedness that resulted in its failure to obtain valuable data on the February 13 quake.

The Nuclear Regulation Authority said the company should reflect on its failure to record seismic data, calling its response problematic, and asked it to report why it did not carry out repairs immediately.

China's top official in charge of Hong Kong affairs has indicated that the territory's electoral system needs to be reformed.

Xia Baolong, the director of the Hong Kong and Macao Affairs Office, gave a speech on Monday focusing on the governance of Hong Kong.

Xia was quoted as saying that Hong Kong should always be governed by patriots in order to ensure the steady and sustained implementation of "one country, two systems."

He also said the territory's electoral system should be quickly improved.

He called for stopping what he described as anti-China groups that bring turmoil to Hong Kong and proxies of international anti-China forces from infiltrating government organizations.

Xia did not specify how the electoral system will be reformed. But his remarks are seen as laying out a plan to exclude people critical of the mainland government from running in elections for the chief executive and the Legislative Council.

Some media outlets in Hong Kong are reporting that electoral reforms may be implemented at the National People's Congress to be held in March.

Key words : toshiba partnership
https://www3.nhk.or.jp/nhkworld/en/news/20210223_02/

Japan's Toshiba Corporation is in talks with General Electric to form a partnership in the offshore wind power generation business.

Sources say the negotiations include a plan to manufacture core equipment at a factory in Yokohama City near Tokyo.

The sources say the firms could reach a deal as early as March, with the aim of taking part in a government-led wind power generation project off the coasts of Akita and Chiba prefectures.

Toshiba is shifting its focus to renewable energy, after it stopped taking new orders for coal-fired power stations. But it lacks experience in building offshore wind power facilities.
It hopes that a partnership with GE will help increase its competitiveness in the field.

The Japanese government views offshore wind power generation as a key power source as it aims to achieve carbon neutrality by 2050.

European and Chinese companies are currently leading in the offshore wind power equipment business.
