Police in Japan have interviewed Yokozuna grand champion Hakuho about the alleged assault by fellow Yokozuna Harumafuji that's rocking the sumo world.
Investigative sources say Hakuho was interviewed at a hotel in Fukuoka, western Japan, on Tuesday morning. The year's final sumo tournament ended in the city on Sunday.
Hakuho was present at the lounge bar in Tottori, western Japan, when the alleged assault took place in late October.
Harumafuji has admitted to hitting lower-ranked wrestler Takanoiwa with his bare hands and with a karaoke remote control. The Mongolian wrestlers were out drinking during a regional tour.
Those present at the time have reportedly said that Takanoiwa continued to fiddle with his smartphone while Hakuho was cautioning him about his daily behavior.
This is said to have enraged Harumafuji.
Hakuho earlier told reporters that he intervened, and took Takanoiwa out the room.
Police have already interviewed the other wrestlers present.
Investigators are expected to look for inconsistencies in the accounts given by the wrestlers.

The head of the Japan Sports Agency has urged the sumo association to quickly get to the bottom of the assault by Yokozuna Grand Champion Harumafuji against a lower-ranked wrestler.
Commissioner Daichi Suzuki met with Japan Sumo Association Chairman Hakkaku at the agency in Tokyo on Tuesday.
Hakkaku apologized for the trouble caused by the incident that occurred in a lounge bar in the western prefecture of Tottori last month.
He said the association will cooperate fully with police so the matter can be settled at the earliest date possible. He added that he believes violence is totally unacceptable within the sumo association, which is a public-interest corporation.
Suzuki responded that the incident is truly regrettable and betrayed people's expectations. He said the association needs to fulfill its accountability to the public by clarifying what really happened through interviews with relevant people.
Suzuki also urged the association to prevent violence and ensure strong governance.
In their meeting, Hakkaku reportedly did not give Suzuki any detailed report as the association has yet to interview the assaulted wrestler, Takanoiwa.

A key member of the International Campaign to Abolish Nuclear Weapons, or ICAN, met participants from nuclear and non-nuclear-armed nations on Tuesday, at an international conference on nuclear disarmament.
The conference is being hosted by Japan's Foreign Ministry in Hiroshima. The city was destroyed by an atomic bomb toward the end of World War Two.
Global experts and members of non-government and other organizations discussed the Treaty on the Prohibition of Nuclear Weapons. It was adopted at the UN General Assembly in July.
ICAN's Akira Kawasaki says he wishes every nation to acknowledge the significance of the adoption of the treaty, which legally bans nuclear arms, and to join it.
He adds that countries that cannot accept it should also discuss what conditions would enable them to join.
A participant from Germany said it was meaningful for a civic group to win the Nobel Peace Prize because it suggests citizens themselves can drive a country to change its course.
A US participant said it would not solve the problem to simply make nuclear weapons illegal. The official cited as an example the fact that despite a global ban, chemical weapons were used in Syria's civil war.
The Japanese government has not joined the treaty on the grounds that it will not lead to substantive nuclear disarmament.
But it says it wishes to serve as a bridge between nuclear and non-nuclear-armed states. Japan hopes to work out a proposal by early next year for both sides to work together toward abolishing nuclear weapons.

Indonesian authorities say Bali's international airport will remain closed for another 24 hours amid strong volcanic activity. Flights between Japan and Bali have been cancelled.
Authorities decided to extend the closure of the island's airport on the outskirts of Denpasar until 7 AM Wednesday local time. The 3,000-meter Mount Agung erupted on November 21st for the first time in 54 years.
Disaster management officials say the volcano has spewed ash as high as 3,000 meters. They say they are recording large volumes of ash and frequent volcanic tremors.

German Chancellor Angela Merkel has suggested that she will explore ways to form a grand coalition between her conservatives and the Social Democratic Party.
Merkel's center-right bloc, which is comprised of the Christian Democratic Union and the Christian Social Union, has been unable to form a government since September's election.
She saw coalition talks collapse between her bloc and 2 small parties, due to differences on several issues, including immigration.
Speaking to reporters on Monday, Merkel stressed the importance of forming a stable government. She also expressed a willingness to negotiate with the center-left SPD.
The SPD suffered a major defeat in the election. Its leader, Martin Schulz, pulled the SPD out of the previous coalition in order to rebuild the party, which is the second largest in Germany.
But Schulz met with President Frank-Walter Steinmeier, and he agreed to meet with Merkel on Thursday.
Schulz apparently plans to make a final decision after party members vote on the issue.
Some SPD members have voiced opposition to the grand coalition. They fear that the party's standing could be weakened if it joins the coalition again.

Eastern and Central European countries are stepping up their pursuit of investment from China for infrastructure and economic development.
Leaders and ministers from 16 countries in Central and Eastern Europe, including Balkan nations, met in the Hungarian capital of Budapest on Monday. Chinese Premier Li Keqiang also took part.
Hungarian Prime Minister Viktor Orban told the meeting that European funds are not enough for Eastern and Central Europe to develop and that it will require external technology and financial contributions. He said Eastern Europe welcome China's participation as part of the new economic order.
Orban unveiled a plan to modernize a railway linking Budapest with the Serbian capital of Belgrade, using China's high-speed train technology. He said the project will begin soon.

Sake breweries in northern Japan are hoping to capitalize on growing demand in Hong Kong. They're using a "regional certification system" to explain to consumers there what it is that makes their beverage so distinctive.
A group of sake producers from Yamagata Prefecture met with more than 50 potential buyers in Hong Kong on Monday. They showcased a range of drinks that have qualified for regional branding under a government system.
The drinks carry a logo as proof that their quality and production methods meet government standards. The brewers explained the system and talked about the distinctively mild and clear flavor of their sake.
A sake distributor in Hong Kong said the logo will make it easier for him to recommend Yamagata sake to customers. He said he thinks the certification system gives a sense of assurance.
Hong Kong has been the top importer of Japanese farm produce and foods for 12 years. Last year, the value of sake imports climbed to 23 million dollars, nearly double the amount 5 years ago.

NHK has successfully filmed a recently discovered species of orangutan on the Indonesian island of Sumatra.
Earlier this month, an international team of scientists announced that the new species had been discovered in northern Sumatra. It was named the Tapanuli orangutan.
It's the first great ape species to be discovered by scientists in nearly 90 years.
On Monday, an NHK crew successfully captured footage of a Tapanuli mother orangutan and her child in the forest.
The 2 were seen moving from tree to tree and huddling together to eat nuts. The Tapanuli is characterized by its yellowish-brown fur.
Local conservationists say it is rare to spot Tapanuli orangutans spending time with their children.
Researchers estimate that there are about 800 Tapanuli orangutans in the region.
Experts say steps need to be taken immediately to protect the species, as illegal logging is rampant in the area and construction of a dam is planned.

Delegates at the 2-day meeting will discuss disarmament and how to bridge the widening gap between nuclear and non-nuclear states.
Japan's Foreign Ministry is hosting the event. The delegates were welcomed by Fumio Kishida, an ex-foreign minister and chairman of the ruling Liberal Democratic Party's policy research council.
Kishida, who greenlighted the Hiroshima event, said disarmament will not progress without the involvement of nuclear-armed nations.
He said he hoped the meeting will be a stepping stone for countries to work together toward a world without nuclear weapons.

Japan has come under fire for not joining the treaty. The Japanese government is hoping to compile proposals for a preparatory session of the Nuclear Non-Proliferation Treaty Review Conference in April next year.
Japan is the only country to have been A-bombed. With that in mind, the government says it wants to serve as a bridge between the two nuclear camps.

The governor of Fukui Prefecture in central Japan has given the nod to bringing 2 reactors at a local nuclear power plant back online.
Governor Issei Nishikawa announced his decision on the Ohi plant at a news conference on Monday.
The plant's operator, Kansai Electric Power Company, says it hopes to restart the No.3 reactor in mid-January and the No.4 reactor in mid-March.
The 2 reactors on the Sea of Japan have already cleared screening by Japan's nuclear regulator.
The host town of Ohi and the Fukui prefectural assembly have already given their consent.
Nishikawa said he agreed to the restart after thorough consideration, based on the views of the town and the assembly.
As a reason for his decision, he said a prefectural expert's panel has confirmed the engineering safety of the plant.
He also cited the operator's plan to choose candidate sites for the interim storage of spent nuclear fuel within next year. He added that the central government has pledged to be actively involved in the process.
Fukui has demanded that such facilities be built outside the prefecture.
Nishikawa's nod comes as a trial continues at a high court on a request by local residents not to restart the reactors. A lower court in 2014 ordered Kansai Electric not to restart them, citing insufficient safety measures.
Five reactors at 3 nuclear power plants have been brought back online in Japan under new government regulations introduced after the 2011 Fukushima nuclear crisis.
Including the Ohi plant, 9 reactors at 5 plants have gained consent for restart by their local host governments.

Authorities in Indonesia have again raised the alert for a volcano on the tourist island of Bali to its highest level. They cite magma activity under Mount Agung.
The disaster mitigation authorities raised the level by one notch to 4 on Monday after the roughly 3,000-meter volcano erupted again on Sunday.
They are advising residents within 10 kilometers of the crater to evacuate.
Bali's international airport has been closed for 24 hours from 7 AM on Monday.
More than 80 flights were canceled on Sunday, when the volcano sent a plume of ash and steam to about 4,000 meters into the sky.
Concerns are growing in the local tourism industry as the year-end tourist season approaches.
There has been continuing volcanic activity at Mount Agung since it erupted last Tuesday for the first time in 54 years.
In the 1963 eruption, volcanic activity continued for about one year. About 1,000 people died.

A major Italian restaurant chain in Japan is going smoke-free.
Sources close to Saizeriya say the company has decided to ban smoking in principle in all its restaurants by September 2019. Saizeriya has more than 1,000 outlets.
Ahead of the Tokyo Olympics and Paralympics in 2020, the health ministry is planning to submit a bill to prevent secondary smoke at major restaurant chains.
Smoking is already prohibited at outlets of the major hamburger chain, McDonald's Japan.

The Tokyo Stock Exchange has told Fujifilm Holdings to report on how it is improving its management system by December 11th, and that it is taking the group's accounting irregularities seriously.
Fujifilm Holdings revised its financial report in July after false accounting entries turned up at some overseas sales units of group company Fuji Xerox. The holdings company said the irregularities had been going on for six years.
The Exchange says the company's improper accounting practices have affected investors deeply.
Exchange officials blamed Fujifilm Holdings management for failing to detect the problem sooner. They say executives lacked a system for receiving information directly from the group's subsidiaries.
They say the company should improve its internal controls to prevent recurrences.

Okonogi said that raising awareness of the importance of self-reliance and mutual help has become a key theme nearly 7 years after the disaster. He said he would like the participants who have gathered in the disaster-hit Tohoku region to learn from each other and raise their preparedness levels.
A UN official and a tsunami researcher joined a discussion on the theme of preparing for major disasters.
One of the participants said it is important to build a foundation for disaster mitigation by sharing knowledge and experience.
The results of the latest research will be presented in about 50 meetings. The conference will end on Tuesday.

Russian President Vladimir Putin has signed a bill to tighten control over foreign media outlets operating in the country ahead of the presidential election next March.
Putin signed the bill into law on Saturday. It allows the Russian government to register foreign media outlets as "foreign agents." If they are registered, they will have to undergo annual inspections by the Russian authorities.
The new legislation is the revised version of a similar law targeting charities and other organizations that have links with other countries and are operating in Russia.
The Russian government says the move is retaliation for the tightening of US controls over RT and other Russian media.
Without waiting for the law to take effect, Russia's Justice Ministry warned some US media outlets that they could be designated as foreign agents. They include Radio Free Europe/Radio Liberty and the Voice of America, which are funded by the US government and Congress.
Moscow apparently fears that other countries may meddle in its presidential election.

Chinese media say the explosion occurred around 9 AM on Sunday on vacant land where industrial waste was being stored.
The reports say 2 people died, and more than 30 others were taken to hospital.

Acting US ambassador to South Korea Marc Knapper has posted a photo to his Twitter account showing North Korean workers digging what Knapper says is a trench at the spot where a defecting soldier crossed the military demarcation line at Panmunjom earlier this month.
On November 13th, a soldier in the North Korean military crossed the military demarcation line and defected to South Korea. He was shot at more than 40 times from the North Korean side, and was wounded in his abdomen, shoulders and other parts of his body. The soldier, who is in his mid-20s, is being treated at a hospital near Seoul.
Knapper wrote on Twitter that the North Koreans have planted two trees and are digging a trench at the spot where their soldier crossed the military demarcation line. Knapper posted a photo believed to have been taken on Wednesday this week.
The photo shows 6 workers using shovels to dig a trench on the North Korean side of the military demarcation line, while North Korean military guards look on. The photo shows the workers' heads and upper bodies sticking out of the trench, so it is believed to be more than one meter deep.
South Korean media reported the opinion that the aim of the trench is to prevent more defections by North Korean soldiers.
Meanwhile, South Korean news agency Yonhap quoted intelligence sources saying up to about 40 guards deployed at Panmunjom have been replaced since the defection incident.
The soldier who defected has reportedly been moved out of the intensive care unit and into a general ward at the hospital. South Korea's military plans to move him to a military hospital when his condition stabilizes, and then ask him about his motive for defecting and how he carried it out.

The US government has decided to allow the Palestinian diplomatic mission in Washington to remain open, in a reversal of its previous warning to close it.
On November 17th the US administration notified the Palestine Liberation Organization, or PLO, that it would shut down the office. It cited a US law requiring the mission to close if the organization tries to get the International Criminal Court to investigate Israeli officials.
The State Department said on Saturday that officials have instead advised the PLO to limit its activities to those related to achieving peace with Israel.
A State Department spokesperson told NHK the restrictions may be lifted after 90 days if President Donald Trump determines the Palestinians are engaged in direct and meaningful negotiations with Israel.
The spokesperson added the US is optimistic that the PLO office will be allowed to resume full operations at the end of the 90-day period.
The initial announcement of the office closure was seen as an attempt by the Trump administration to push the PLO to return to peace talks with Israel.
But Palestinians reacted angrily and threatened to cut all communications with the Trump administration.

A volcano on the Indonesian island of Bali erupted for the second time in a week on Saturday, disrupting international flights.
Mount Agung erupted for the first time in 54 years last Tuesday. Indonesia's National Disaster Mitigation Agency says the 3014-meter volcano erupted again at around 5:30 PM on Saturday. The agency says the eruption was minor, and a plume of ash rose up to a height of about 1,500 meters.
Government officials say they are not changing the volcano's alert level from 3, the second highest.
16 international flights were cancelled on Saturday, affecting the country's tourism industry. They include flights operated by an Australian airliner. Australians top the list of visitors to the island.
There are growing concerns that Mount Agung will remain active over the long-term and seriously affect tourism and the lives of local residents. Its last major eruption, in 1963, killed about 1,000 people and volcanic activity continued for a year.

A research group at the University of Tokyo has made a discovery that sheds light on how the Ebola virus disease worsens. It has found that pancreatic enzymes released into the blood may aggravate the deadly disease.
Professor Yoshihiro Kawaoka and other researchers at the University of Tokyo's Institute of Medical Science analyzed blood samples taken from people in Sierra Leone.
An Ebola outbreak swept the country and neighboring West African nations from 2013 to 2016, claiming the lives of more than 10,000.
The samples were taken from 9 people who died from Ebola, 11 patients who survived it, and 10 people who had no exposure to the fatal disease.
They found more digestive enzymes released from the pancreases in the blood of those who died than in the other people. They say this suggests the possibility that the digestive enzymes contributed to damaging the liver and other organs of the patients.
Kawaoka says the latest study is a major step in establishing the mechanism of how the Ebola disease becomes more severe, and also measures to prevent it.

The Egyptian government says they will set up millitary operation in Sinai peninsula following a terrorist attack on a mosque in northern Sinai that killed 235 people and injured more than 100.

Egypt's defense ministry says the air force has destroyed vehicles that were used in a terrorist attack on a mosque in northern Sinai that killed 235 people and injured more than 100 others.
Armed assailants detonated explosives in the mosque in the town of Bir al-Abed on Friday before storming inside and shooting at worshippers who were observing prayers.
A man who was taken to hospital told reporters that there were 10 to 20 attackers.
Reports say they used 4 vehicles.
The Egyptian government immediately vowed to punish the assailants.

Ministers from Japan and Russia have agreed to strengthen economic ties and increase their exchanges of people.
Japanese Foreign Minister Taro Kono and Russian First Deputy Prime Minister Igor Shuvalov co-chaired a meeting in Moscow on Friday of a committee on bilateral economic cooperation.
The committee was set up in 1994, when Kono's father, Yohei Kono, served as foreign minister.
The Japanese side proposed expanding cooperation in 4 fields, including development of infrastructure and energy resources in Russia's Far East. Russia agreed to expand on the proposals.
The 2 sides also agreed to boost personal exchanges. The agreement comes as Japan prepares to hold the Year of Russia in 2018, while Russia will hold the Year of Japan.
Earlier, Kono also met with his Russian counterpart Sergei Lavrov. They agreed to speed up working-level talks on joint economic activity on Russian-held islands claimed by Japan.
The ministers reaffirmed the 2 nations will try to work out concrete plans for the activity by next spring. They agreed to proceed in a way that does not infringe on the legal position of either country over the islands. The activity is part of efforts to conclude a peace treaty. Japan and Russia have never formally ended their enmity following World War Two.
Regarding the Russian-held islands, the Japanese government maintains they are an inherent part of Japan's territory. It says the islands were illegally occupied after the war.
Kono and Lavrov also discussed the issue of denuclearization of the Korean Peninsula. They agreed on the importance of fully implementing the UN Security Council's resolutions against North Korea, and to work closely on the issue.
Lavrov said Russia is concerned over Japan's plan to deploy a new land-based Aegis Ashore missile-defense system. Kono said the system is to counter missiles from North Korea and will not pose a threat to Russia.

China's foreign minister has called for parties on both sides of the Korean Peninsula crisis to come together for talks.
Wang Yi was speaking on Friday in Beijing at a joint news conference with his French counterpart Jean-Yves Le Drian. They met earlier in the capital.
Nearly two months have elapsed since the last provocation by Pyongyang, which conducted several ballistic missile launches and a nuclear test earlier in the year.
The Chinese minister said the overall situation on the peninsula remains stable, but that negotiations are needed to ensure things do not escalate.
China advocates a "dual suspension" plan in which North Korea halts its nuclear and missile programs, and the United States stops its military drills with South Korea.
Le Drian told the news conference that he has doubts about the feasibility of the plan. But Wang said it is "realistic and feasible."

Tens of thousands of supporters cheered as Zimbabwe inaugurated its new president, Emmerson Mnangagwa, on Friday.
In a ceremony at the national stadium in the capital of Harare, the former vice president pledged to serve as the president of all citizens.
Mnangagwa had fled to neighboring South Africa after being dismissed by then-president Robert Mugabe earlier this month.
Mugabe resigned on Tuesday after nearly 4 decades in power. Public calls for him to step down were mounting and parliament had started impeachment procedures.

More than 15,000 Rohingya refugee children under the age of 5 are said to be suffering from diarrhea due to bacterial infections.
The number comes from the United Nations Children's Fund. The UN says that over 620,000 Rohingya Muslims have fled Myanmar into Bangladesh, where hygienic conditions are deteriorating at refugee camps.
UNICEF says about 36,000 cases of acute watery diarrhea, including 10 deaths, were reported from August 25th to November 11th.
It says children under the age of 5, who have little resistance, made up 42 percent of the cases.
UNICEF officials say well water with high levels of E-coli bacterial contamination have been reported.
They say efforts to improve the sanitation of wells and to provide safe drinking water are continuing, and are calling on the global community to provide more support.

China says it is going to reduce import tariffs on a selection of consumer goods and food products starting next month.
The Finance Ministry said on Friday that tariffs on 187 categories of products will be lowered or eliminated on December 1st.
The items include powdered milk formula, paper diapers, toothpaste and toilet seats with warm-water sprays that are popular among Chinese shoppers overseas.
China's government had been raising tariffs on products brought into the country by Chinese travelers while lowering in stages duties on imported goods.
The ministry says the reductions are aimed at meeting the public's demand for quality goods while offering them a wider range of choice.

In professional sumo, Yokozuna Grand Champion Hakuho has clinched his 40th tournament victory in the year's last tournament in Fukuoka.
The Mongolian champion finished the 13th day of the tournament on Friday, with 12 wins and one loss, followed by Hokutofuji and Okinoumi, with 11 wins and 2 losses a piece.
Both Hokutofuji and Okinoumi lost on the 14th day on Saturday, allowing Hakuho to secure his 40th title by forcing out his opponent Endo in the last bout, one day before the final day.
Hakuho further extended the career championship record he currently holds.
The Grand Champion said he had a good feeling of tension before the bout, and that he is relieved to have achieved his 40th title, which he had in mind before the tournament started.

South Korea has designated August 14th as a day to commemorate those referred to as comfort women.
The country's parliament on Friday passed into law a bill submitted by ruling party lawmakers to make the day a national memorial day from next year.
On August 14th, 1991, a woman became the first to come forward to say she was a comfort woman.
The new law calls for central and local governments to hold events and public relations activities to mark the day.
It also requires the central government to interview former comfort women before implementing new policies concerning them.
The legislation urges the government to proactively disclose the main contents of its policies on the comfort women issue.
The law is likely to further raise public frustration concerning the 2015 deal in which Japan and South Korea agreed to settle the issue finally and irreversibly.
Kenji Kanasugi, the director-general of the Japanese Foreign Ministry's Asian and Oceanian Affairs Bureau, lodged a protest with an associate minister at the South Korean Embassy in Tokyo.
He said the law runs counter to the spirit of the bilateral agreement and discourages efforts to develop forward-looking bilateral relations.

The mayor of Osaka, western Japan, says he will cut its sister-city ties with San Francisco, following the US city's decision to accept a statue symbolizing those referred to as comfort women.
Last week, San Francisco's city council voted unanimously to accept the donation of the statue from a group of Chinese-Americans.
Mayor Edwin Lee could have vetoed the council's decision within 10 days of the vote, but chose to approve it on Wednesday.
Osaka Mayor Hirofumi Yoshimura said on Friday the approval means Lee is willing to show the statue to the world. He said the 2 sister cities' relationship of trust has been destroyed.

A nuclear plant operator has applied to extend the use of its plant in Ibaraki Prefecture, north of Tokyo. It will be 40 years old in November next year.
The Japan Atomic Power Company filed an application with the Nuclear Regulation Authority on Friday for a 20-year extension for the Tokai No.2 plant.
Nuclear plants need the approval of the regulator to operate beyond 40 years.
The operator has conducted special inspections, including deterioration checks of the plant's reactor and other equipment, in the 6 months to October. It says there are no safety problems.
The boiling-water reactor is the same type as those at the Fukushima Daiichi power plant, which was crippled by the 2011 disaster. This is the first application to extend the operation of a boiling-water reactor. It will be decommissioned if the extension is not approved by November 2018.
About 960,000 people live within 30 kilometers of the reactor. That's the highest figure for a nuclear plant in Japan. Local municipalities are required to draw up evacuation plans for people who live near nuclear reactors.

Prosecutors are seeking life imprisonment for a former civilian worker at a US military base in Okinawa in connection with the death of a 20-year-old woman last year in the southern Japanese prefecture.
Former US Marine Kenneth Franklin Shinzato, who is 33 years old, is accused of assaulting the woman with the intent to rape her, and of killing her, in Uruma city in April of last year. He allegedly did not know the victim.
His trial, involving a panel of lay judges, started last week at the Naha District Court in Okinawa.
In the final hearing on Friday, prosecutors argued that Shinzato intended to kill, given that he acted in a way that was highly likely to lead to her death, such as stabbing her in the neck with a knife.
They said that what he did was extremely cruel and selfish, adding that he has showed no remorse.
Earlier in the proceedings, Shinzato admitted to trying to rape her, but denied any intent to kill her.
His defense team argued that it is possible that that the woman hit her head when she collapsed to the ground, and died from that injury.
The court is expected to hand down its ruling on December 1st.

Grass from disaster-hit northeastern Japan will be used in a soccer stadium venue for the 2020 Tokyo Olympics.
About 20 people in the coastal town of Yamamoto, Miyagi Prefecture began growing lawn grass in a farm 5 years ago. The farm was engulfed by the tsunami of March 2011. The lawn has now spread to 15 hectares.
NHK has learned that the grass was adopted for the pitch of the prefectural-managed Miyagi Stadium in Rifu Town. It is the sole soccer venue for the Tokyo Games in the Tohoku region.
A lawn company plans to sow seeds next year and grow the grass for a year. The company will start transplanting the grass onto the roughly 7,600-square-meter stadium field in July 2019.
The president of the company says he and the employers hope the grass will help show the world that they are recovering from the disaster.
The lawn grass will also be shipped around June next year to Toyota Stadium in central Japan, a venue for the 2019 Rugby World Cup.

The ministry has decided to assist 10 projects proposed by local municipalities and tourism associations for 8 national parks. The Setonaikai National Park in western Japan plans to introduce photo spots where tourists can enjoy picturesque views overlooking the Seto Inland Sea.

The Japanese government is aiming to increase the annual number of foreign tourists to 40 million by 2020.

More than half a million students in South Korea are taking the annual college entrance examination, a test that is known to make or break a young person's career.
The College Scholastic Ability Test took place on Thursday at around 1,200 locations across the country. About 590,000 students picked up their pens shortly before 9 AM.
The nationwide exam was initially set for Thursday last week, but it was postponed after a magnitude-5.4 earthquake struck the southern part of the country.
At one test site in Seoul, young students chanted and held up signs wishing the exam takers good luck.
South Korean authorities take the exam very seriously.
This year, they've deployed 10,000 police officers to offer patrol car or motorcycle rides to students who might be running late.
Aircraft takeoffs and landings were also restricted during the English listening comprehension section of the test.
One student said he spent 3 years preparing for the exam. Another student welcomed the postponement, saying it had given him extra time to study.

United Nations Command has released surveillance footage of the scene on the North Korean soldier who defected to the South last week.
The video shows the soldier driving up to Panmunjom truce village. North Korean soldiers rush out of the building and shoot at him in the direction of South Korea.
It also shows a Northern guard crossing the military demarcation line.
The UN command says both acts would be a violation of the 1953 armistice between the countries.
Meanwhile, the doctor who operated on the defecting soldier held a press conference.
Dr. Lee Cook-jong says the soldier has regained consciousness and is able to speak.
The doctor says the man is listening to South Korean pop music and watching TV.... but stresses the man is still recovering in intensive care.
The doctor adds it will take some time before the man can speak to South Korean authorities about the motives behind his defection.

The US military says it has killed at least 100 Islamic militants in an airstrike in Somalia. The attack, along with recent air raids in Libya, comes as the United States is stepping up strikes against extremist groups in Africa.
The US Africa Command says its forces bombed an Al-Shabab camp about 200 kilometers northwest of the capital Mogadishu on Tuesday.
Al-Shabab, a group believed to be linked with Al-Qaeda, is gaining strength in Somalia. It has repeatedly carried out terrorist attacks on government offices and elsewhere.
The Somali government says Al-Shabab was responsible for the massive bomb attack that killed at least 350 people in Mogadishu last month.
In March, US President Donald Trump approved an expansion of air operations in Somalia to support the country's efforts to eradicate Al-Shabab.
The US forces say they have carried out 9 airstrikes since September, including the latest one.

Russian President Vladimir Putin has briefed US and other leaders on the results of his meeting with Syrian President Bashar al-Assad.
On Tuesday, one day after meeting Assad in Sochi, southern Russia, Putin called US President Donald Trump and Middle Eastern leaders, including Saudi Arabian King Salman bin Abdulaziz and Egyptian President Abdel Fattah al-Sisi.
According to the Kremlin, Putin told Trump that Assad confirmed his commitment to the political process, constitutional reform, and presidential and parliamentary elections.
Assad's government and Syrian opposition forces are scheduled to begin peace talks in Geneva next week.
Russia supports the Assad government, but opposition forces, and the US and other countries that are backing those forces, are making demands Assad should step down.
Putin apparently asked the leaders to approve the continuation of the Assad government at a time when the Syrian military is in an overwhelmingly advantageous position against the opposition forces.
After the phone call with Putin, Trump told reporters that he "had a great call with President Putin." He said they are "talking very strongly about bringing peace to Syria."
The White House says both presidents stressed the importance of supporting the UN-led process to peacefully resolve the Syrian war and end the humanitarian crisis.

The speaker of Zimbabwe's parliament announced that Mugabe submitted a letter of resignation with immediate effect on Tuesday.
Many people were out on the streets in the capital, Harare, celebrating the historic moment.

Japanese Defense Ministry officials say there have been reports that a US military transport plane crashed off Okidaito Island in Okinawa Prefecture shortly past 2:30 PM on Wednesday.
The C2 transport plane reportedly had 11 people on board. 8 of them are said to have been rescued.
The aircraft is believed to have crashed into the sea after taking off from the USS Ronald Reagan, a nuclear-powered carrier based in Yokosuka.

Officials from about 50 countries have agreed to increase the bluefin tuna catch quota for the Atlantic Ocean for the 4th year in a row.
Members of the International Commission for the Conservation of Atlantic Tunas, or ICCAT, made the announcement on Tuesday, the final day of their meeting in Marrakesh.
They agreed that bluefin stocks are continuing to recover in the Atlantic. They decided to increase next year's quota for the eastern Atlantic and the Mediterranean by nearly 20 percent to 28,200 tons.
They also agreed to increase the quota for 2020 by more than 52 percent to 36,000 tons -- the largest since the year 2000.
Strict catch limits were imposed on Atlantic bluefin tuna when there were fears that it might become extinct.
Japan's quota for 2018 is about 2,300 tons, up 18 percent from this year.
Atlantic bluefin tuna makes up about 40 percent of the bluefin tuna consumed in the country.
The increase in the quota could lead to more supplies and lower prices. Japan is the world's largest consumer of tuna.

Trump on Monday made the announcement amid heightening international criticism of Pyongyang's nuclear and missile development programs.
Trump said, "In addition to threatening the world by nuclear devastation, North Korea has repeatedly supported acts of international terrorism including assassinations on foreign soil."
Washington originally placed the North on the list in 1988. But President George W Bush removed it from the list in 2008.

US Secretary of State Rex Tillerson has indicated that he is aiming to resolve issues with North Korea through diplomacy as well as pressure.
Tillerson spoke to reporters on Monday about US President Donald Trump's decision to relist North Korea as a state sponsor of terrorism.
He said the decision will dissuade some third parties from undertaking certain activities with North Korea.
He emphasized that the US will obstruct Pyongyang's activities to earn foreign currency and step up measures to isolate the country from the global community.
But Tillerson added that the designation is to send a message to North Korean leader Kim Jong Un that it is only going to get worse until he is ready to talk.
He is urging Pyongyang to abandon its nuclear and missile development programs.
Trump has said that in addition to threatening the world with nuclear devastation, North Korea has repeatedly supported acts of international terrorism, including assassinations on foreign soil.
His administration is expected to announce powerful new sanctions on Tuesday.

The US military has begun air strikes on opium factories in Afghanistan jointly with the country's armed forces, in an attempt to cut off narcotics funding for the anti-government Taliban.
US Army General John Nicholson told reporters on Monday that the air raids are part of a new strategy announced by President Donald Trump. He said the authorization has given the military a new method to corner the enemy.
The raids by American aircraft, including B-52 bombers and F-22 fighter jets, targeted more than 10 opium factories in the southern province of Helmand, which is under the influence of the Taliban.
There are an estimated 400 to 500 opium factories across Afghanistan.
The US military plans to step up the operations and shatter the Taliban's financing from opium production and trade.

Prime Minister Shinzo Abe says it is the responsibility of the current generation to make sure no questions remain about whether Japan's Self-Defense Forces are unconstitutional.
Abe said in May of this year that a clause acknowledging the existence of the Self-Defense Forces should be added to the war-renouncing Article 9 of the Constitution.
The head of the opposition Democratic Party, Kouhei Ohtsuka, said in an Upper House session on Tuesday that his party regards the SDF as constitutional whether or not it's spelled out in the Constitution.
He asked Abe if he thinks the SDF are unconstitutional, and how adding such a clause would affect them.
Abe responded that he does not think the SDF violate the Constitution, but that many textbooks raise doubts about their constitutionality.
He reiterated his eagerness to amend the Constitution, saying it is irresponsible to tell Self-Defense Force personnel that they might be unconstitutional, but still ask them to put their lives at risk if necessary.
Abe declined to comment on the draft amendment his Liberal Democratic Party is working on. But he asserted there will be no change in the duties or authority of the SDF if their existence is spelled out in the Constitution.

The mayor of the atomic-bombed city of Hiroshima will attend next month's Nobel Peace Prize award ceremony in Norway, together with the mayor of Nagasaki.
This year's prize goes to the International Campaign to Abolish Nuclear Weapons, or ICAN. The group contributed to the adoption of the UN Treaty on the Prohibition of Nuclear Weapons.
The Nobel Committee invited Hiroshima Mayor Kazumi Matsui and Nagasaki Mayor Tomihisa Taue to the award ceremony in Oslo on December 10th. Both cities were atomic-bombed in 1945.
Nagasaki's Taue has already accepted the invitation.
Matsui met his municipal assembly steering committee on Tuesday. He told the members he hopes to share the joy of receiving the prize with the survivors of the atomic bombing and the group ICAN.
He also expressed his wish to appeal to governments around the world to sign and ratify the UN treaty.
The assembly approved Matsui's trip to Oslo.
Matsui plans to join the mayor of Nagasaki in meeting foreign ambassadors and visiting an atomic bomb exhibition to be held there.

A transcription of the former Japanese emperor's monologue about wartime days is set to be auctioned in New York in December.
The late Emperor Showa gave his thoughts on key events before and during World War Two in hearings shortly after the war.
The text was transcribed by former diplomat Hidenari Terasaki. He served as the emperor's close aide and interpreter when he met US General Douglas MacArthur, the Supreme Commander of the Allied Powers, after the end of World War Two.
The auction house says the original copy of Terasaki's handwritten transcription reaches 173 pages.
It covers the 1928 assassination of Manchurian warlord Zhang Zuolin to the emperor's August 15th, 1945, radio broadcast announcing Japan's surrender.
The auctioneer says the notes contain the same content that was published in Japan in the 1990s and became a best-seller.
It says the original transcriptions were kept by Terasaki's family members who moved to the United States after the war.
Auction officials say the lot is likely to fetch a price of least 100,000 dollars when it goes under the hammer on December 6th.
They say they are thrilled to have been given the opportunity to sell the only extant copy of a document that is critical for the understanding of 20th century world history.

Japan's Foreign Minister has visited a Rohingya refugee camp in Bangladesh.
Taro Kono inspected the camp, which is near the Myanmar border, on Sunday.
Many minority Rohingya Muslims are staying in the camp, after fleeing the fighting that broke out between government forces and Rohingya militants in Myanmar's western state of Rakhine.
Later in the day, Kono returned to the capital, Dhaka, and held talks with Bangladeshi Prime Minister Sheikh Hasina.
They exchanged views on how to provide aid to the Rohingya refugees.
At a news conference after the meeting, Kono said Japan intends to support the talks between the governments of Bangladesh and Myanmar, so that the Rohingya can return to their home villages soon.
Explaining the situation at the camp, he reported that 60 percent of the refugees there are children, and that nearly 3 percent of the women are pregnant.
Kono noted that there are acute shortages of water, food and medical aid. He added that educational opportunities need to be made available to the children.
The Foreign Minister said that the international community must work together to improve the situation as soon as possible.
He said Japan is aware that as a nation in the same Asian region, the country needs to exercise leadership in bringing about an early resolution of the problem.

The United Nations High Commissioner for Refugees says the crisis of minority Rohingya Muslims fleeing Myanmar is one of the worst in the world since the 1990s.
Filippo Grandi was speaking in an interview with NHK in Tokyo on Sunday. He talked about difficulties facing more than 600,000 Rohingya refugees in neighboring Bangladesh.
Grandi said that given the size, speed and gravity of the crisis, the world has not seen anything like this since the 1990s. He cited the genocide in the African nation of Rwanda and conflicts in the former Yugoslavia.
He welcomed the Myanmar government's plan to repatriate the refugees.
But he stressed that the international community must help the return process.
For Japan, Grandi expressed hope that the country will play an important role in solving the problem.
He said the UN agency is counting on Japan to be a key messenger relaying to the Myanmar authorities the importance of respecting the Rohingya people's rights.
He suggested Japan can make a political approach as well as offer economic support.

Japan's trade balance was in the black in October for a 5th consecutive month.
The Finance Ministry released the trade data for last month on Monday. They say the surplus stood at about 2.5 billion dollars.
Exports were up 14 percent in yen terms from a year earlier. This was mainly due to robust exports of cars to Australia and semiconductor-making equipment to China.
Imports rose nearly 19 percent, mostly due to soaring prices of crude oil and oil products.
Japan's trade surplus with the US expanded for a 4th month in a row to 5.7 billion dollars. Japanese manufacturers shipped more excavating machines and parts for aircraft engines.
US President Donald Trump has voiced dissatisfaction over Japan's surplus in trade with the US.
Exports to China surged 26 percent, to 12 billion dollars. That's the highest since January of 1979, when record-keeping began.
Finance Ministry officials cite growing exports of organic EL and liquid-crystal displays for TVs, smartphones, and computers, as well as semiconductor machinery, for the increased figures.

Tokyo police have served a fresh arrest warrant to a man already being detained in connection with 9 dismembered bodies found in his apartment near Tokyo.
Police on Monday served the warrant to Takahiro Shiraishi for the alleged murder of 23-year-old Aiko Tamura in the apartment in Zama City, Kanagawa Prefecture, on October 23rd.
Investigators say the suspect has admitted to the charge. They quote him as saying that he assaulted Tamura after they had a little chat. But they say Shiraishi refuses to disclose his motive.
Police have learned the victim posted suicidal messages on Twitter and came in contact with the suspect about a month before she was allegedly killed. He reportedly told her they could die together.
On the day of the alleged murder, security cameras at train stations close to the suspect's apartment and the victim's home captured the 2 walking together.
Shiraishi was initially arrested on suspicion of abandoning one of the bodies.
He has admitted to killing all 9 people after he moved in to the apartment in August.
Police are continuing to seek evidence in the deaths of the other 8 victims.

The US military in Japan has banned all its service members from drinking both on and off base following a fatal car accident in Okinawa Prefecture, southern Japan.
The military also said on Sunday that its service members in Okinawa are restricted to base and to their residences.
The bans will remain in place until further notice.
The move follows the arrest of US Marine Private First Class Nicholas James MacLean. He is suspected of ramming a vehicle into a small truck on a street in the city of Naha, killing its 61-year-old Japanese driver.
Police say a breathalyzer test showed the Marine's alcohol level was 3 times the legal limit.
Similar measures were taken after a US civilian base worker was arrested on suspicion of killing a woman in Okinawa in May of last year.
The nephew of the deceased man told NHK on Monday that his uncle was very gentle and that he's full of grief over the accident.
The nephew said every time such incidents occur, the US military vows to tighten discipline among its members, but similar accidents happened again.
He said that unless effective measures are taken, there will be no relationship of trust between people in Okinawa and the US military.

A special envoy of Chinese President Xi Jinping has met with close aides of North Korean leader Kim Jong Un in Pyongyang.
The head of the Chinese Communist Party's international department, Song Tao, arrived in the North Korean capital on Friday. He is tasked with briefing North Korean officials on the outcome of the Chinese Communist Party's National Congress last month.
Song held talks with North Korea's ruling Workers' Party Vice Chairman Choe Ryong Hae, who is believed to be deeply trusted by Kim.
North Korea's state-run media reported on Saturday that Song stressed China's hope to continue to develop the 2 countries' traditionally friendly relations. Song reportedly handed to Choe gifts meant for Kim.
The Korean Central News Agency also reported that Song met on Saturday with Workers' Party Vice Chairman Ri Su Yong, another close aide to Kim who is in charge of international relations. Song and Ri were quoted as sharing views on issues of common concern, including the situation in the Korean Peninsula and bilateral ties.
Observers believe the pair discussed North Korea's nuclear weapons and missile development.
On Friday, China's Communist Party-affiliated Global Times commented on a Twitter post by the US President Donald Trump about Song's trip to Pyongyang. Calling it a big move, Trump tweeted "We'll see what happens."
The paper tried to play down expectations for the envoy's trip, saying Song is not a magician. It added that the key to easing the situation on the peninsula lies in the hands of Washington and Pyongyang.
It remains uncertain whether Song's visit to North Korea, the first by a Chinese high-ranking official since October last year, will lead to changes in the North's attitude.

A collision between a US military truck and a light vehicle on the island of Okinawa has left one Japanese civilian dead.
The accident occurred early on Sunday at an intersection in the city of Naha. The driver of the civilian vehicle was rushed to hospital and later pronounced dead.
Japanese police say a breath test on the military truck driver detected a level of alcohol about 3 times above the legal limit. The driver is apparently a member of the US Marine Corps, and is now being questioned.
Eyewitness accounts and other evidence suggest the military truck ran through a red light.

Officials of the Japan Sumo Association have begun questioning Yokozuna Grand Champion Harumafuji, in connection with a scandal that is rocking the traditional Japanese sport.
Harumafuji arrived at the Ryogoku sumo arena in Tokyo before 10 AM on Sunday. He is accused of assaulting a lower-ranked wrestler, Takanoiwa, when they were out drinking during a sumo tour last month.
This is the first time association officials have questioned Harumafuj over the incident. They hope to find out what led to the assault.

Prison inmates who don't speak Japanese now have access to better interpretation services, thanks to a new system introduced earlier this month.
Until now, a limited number of interpreters were stationed at 5 prisons in and around Tokyo. They could be dispatched to other facilities when inmates there required explanations or counseling about their health and other complex matters. But it was difficult to provide such services in a timely manner.
The new system connects the 5 prisons with interpreters to about 120 detention facilities across Japan. It allows inmates to speak with interpreters through video phone.
As of the end of last year, more than 3,000 inmates -- or 5 percent of the prison population in Japan -- were foreign nationals, according to Justice Ministry statistics. And their numbers are expected to grow over the coming years.
An official in charge of international affairs at Yokohama Prison, south of Tokyo, says overcoming the language barrier is necessary to ensure the effective rehabilitation of foreign inmates.

A US weekly magazine says airstrikes by the US-led coalition against the Islamic State militant group in Iraq may have killed far more civilians than has been acknowledged.
The online edition of New York Times Magazine reported on Thursday about civilian victims of the conflict. Reporters studied coalition strikes against the militant group.
The magazine said it visited sites of nearly 150 airstrikes across northern Iraq between April 2016 and June 2017.
Reporters interviewed residents and local officials and analyzed satellite imagery.
The magazine concluded one in 5 of coalition strikes it identified had caused civilian deaths.
The figure is reportedly more than 31 times what has been acknowledged by the coalition.
Officials of the US-led coalition have hailed their military operations in Iraq and Syria as one of the most precise bombing campaigns ever waged.
Coalition officials say over the past 3 years, strikes on the militant group killed 786 civilians. But a Britain-based research group quotes evidence that suggests civilian casualties number around 6,000.
The magazine says the air campaigns may be part of the "least transparent war in recent American history."

Russia has vetoed a UN Security Council resolution to grant a 30-day extension for the mandate of an international inquiry into chemical weapons attacks in Syria.
Experts from the UN and the Organization for the Prohibition of Chemical Weapons have been investigating the issue since 2015.
Last month they compiled a report that said the government of Syrian President Bashar al-Assad used sarin gas in the northwest of the country in April.
Russia has twice vetoed a US-written proposal to extend the mandate of the inquiry by one year. Russia backs the Assad government, and has disputed the veracity of the investigation.
As the mandate runs out at midnight on Friday, there are fears that a thorough probe may not take place.
It is the 11th time Moscow has vetoed a UN Security Council resolution regarding Syria since the outbreak of the conflict in the country.

Fans of Japanese animation are flocking to an event in New York featuring manga comics, figurines and video games.
The 3-day exhibition began in the US city on Friday. Local anime fans organized the event. About 200 booths have been set up to showcase Japanese pop culture.
Thousands of fans gathered, with many dressed as anime characters. They took photos with each other and bought items related to their favorite manga and anime.
Special sessions to talk about the appeal of anime, as well as concerts of anime songs are planned during the event. The organizers say it will attract more than 20,000 people through Sunday.
They also say this is the first event of its kind in New York in a decade, due to the recent lack of hit anime titles from Japan.
One visitor, who dressed as a character from the popular series "One Piece," praised the event for providing a diverse cultural experience. He said he will enjoy talking to many other visitors.
One of the organizers is Peter Tatara. He said by holding an event like this in New York, which is a center of multiple cultures, he wants to demonstrate that anime and manga can become mainstream culture in the future, instead of a subculture.
