A ministerial meeting of the Asia-Pacific Economic Cooperation forum has kicked off in Da Nang, Vietnam. Japan plans to stress at the event the importance of free trade and investment to achieve sustainable growth.
Representing Japan are Foreign Minister Taro Kono and Trade Minister Hiroshige Seko. Delegates from 20 other economies are also attending.
They're expected to discuss creating fair, transparent trade rules and a multilateral free trade framework.
APEC members are concerned that efforts for economic cooperation could lose steam because the US prefers bilateral deals to multilateral ones.
Seko told reporters before the meeting that APEC countries must ensure that the US remains committed to the forum.
He also said Japan will work to lead the discussion to establish high-quality trade and investment rules in the Asia-Pacific region.
The ministers are to issue a statement later in the day. Its content is to be reflected in discussions at the APEC summit that starts on Friday.

Cabinet ministers from 11 countries remaining in the Trans-Pacific Partnership free trade pact have met in Vietnam to reach a broad agreement on implementing the deal.
The ministers held the first session of the 2-day meeting on Wednesday in the central city of Da Nang on the sidelines of the Asia-Pacific Economic Cooperation, or APEC, forum. The TPP meeting is chaired by Japan and Vietnam.
As the United States has withdrawn from the pact, the 11 countries intend to suspend implementing some rules included in the pact based on US demands.
Vietnam wants to suspend abolishing tariffs on clothes and other textile products. Malaysia wants to suspend a ban on preferential treatment of state-owned businesses.
Countries have proposed about 50 items for suspension. Japan wants to narrow them down to maintain a high level of liberalization and in consideration of a possible return by the US to the pact.

Japan's parliament has held an opening ceremony for its special Diet session following the landslide win for ruling coalition parties in the general election last month.
Emperor Akihito attended the ceremony.
Lower House Speaker Tadamori Oshima spoke on behalf of the 2 chambers. He said lawmakers should implement appropriate domestic and foreign policies with fresh determination.
Oshima pledged that lawmakers will do their utmost to address the voters' mandate and comply with the spirit of the Constitution.
Ahead of the ceremony, a meeting was held between lawmakers in charge of Diet affairs from 5 opposition parties and a group of independents in the Lower House.
They agreed to request debate on a scandal involving the opening of a veterinary school in western Japan. The school has been at the center of a controversy over what the opposition calls Abe's suspected favoritism. However, its opening in April is expected to be approved by the authorities.
The lawmakers also decided to ask Prime Minister Shinzo Abe to give a detailed explanation of his latest summit with US President Donald Trump. The 2 leaders agreed to increase pressure on North Korea by urging cooperation from China, Russia and other related countries.
The special Diet session will run through December 9th. Prime Minister Abe will give a policy speech on Friday next week. The Lower House question-and-answer session is scheduled for November 20th and 21st.

US President Donald Trump has addressed the South Korean National Assembly. It's the first time in almost a quarter of a century for a US president to make such an address.
Trump used his speech to highlight the US alliance with South Korea. He praised the country's miraculous economic development and he outlined his own country's military ability, saying he wants peace through strength. He had this message for North Korea.
Trump said, "When I say to the North, do not underestimate us and do not try us. We'll defend our common security and shared prosperity and sacred liberty."
North Korea has fired off a barrage of missiles this year, although none in more than a month. It also conducted its 6th and most powerful nuclear test in September.
Trump put the situation on the peninsula into historical context. He compared the two countries to an experiment saying the results are in and totally conclusive.
The US president said, "On this peninsula, we have watched the result of a tragic experiment in a laboratory of history. It is a tale of one people but two Koreas. One Korea which the people took control of the lives and their country and chose their future of freedom and justice of civilization and incredible achievement. And another Korea in which leaders and prisoner people under the banner of tyranny, fascism, and oppression."
Trump wrapped up his speech, saying the future can be bright as long as the North chooses the right path.
He said, "North Korea is not the paradise your grandfather envisioned. It's a hell that no one deserves. Yet despite every crime you committed against god and man, you are ready to be offered, we are ready to offer a path to a much better future. It begins with an end to the aggression of your regime. A stop of developing ballistic missiles and complete verifiable and total denuclearization."
Earlier, Trump cancelled an attempt to make a surprise visit to the demilitarized zone between North and South Korea because of bad weather. A spokesman said he was disappointed and frustrated by not being able to complete the secret trip.
Trump's South Korean stopover is now finished... It was the second leg of his 5-nation Asia tour.
His next stop will be China, where again North Korea will be the dominant issue. He is also expected to talk about trade and maritime security with Chinese President Xi Jinping.

US President Donald Trump is visiting China, the third stop on his first Asian tour since taking office.
Trump arrived in Beijing from South Korea on Wednesday afternoon on board Air Force One.
Children waving flags greeted the president and First Lady Melania Trump at the airport.
The couple later visited the Palace Museum in Beijing, where they were met by Chinese President Xi Jinping and his wife Peng Liyuan.
Trump exchanged words with Xi, occasionally flashed a smile and posed for photographs. The 2 leaders also watched a traditional dance performance.
The Chinese leader personally guided Trump through the museum. NHK's correspondent in Beijing says this shows Xi's wish to forge a long-term, stable relationship with the Trump administration.
Trump and Xi will hold their third summit on Thursday.
Trump is expected to urge Xi to increase pressure on North Korea and push it to abandon its nuclear and missile development programs.
He's also expected to ask Xi to help reduce the United States' huge trade deficit with China.
Trump will leave China for Vietnam on Friday.

The US Senate Banking Committee unanimously approved a new sanctions bill against North Korea on Tuesday, amid President Donald Trump's Asia tour.
The draft legislation is designed to enable the US government to block financial transactions in the country by domestic and foreign banks dealing with North Korea.
It would strengthen sanctions stipulated in a law enacted in August.
It is named after Otto Warmbier, the college student who was detained in North Korea for over a year and returned home with severe brain damage, only to die days later.
One of the bill's sponsors, Democrat Chris Van Hollen, said it is important that when President Trump arrives in China, the committee has sent a signal that the United States means business.
Another senator said the legislation sends a clear message to banks and companies around the world that they have to choose whether they want to do business with North Korea or with the US.
The bill is expected to be deliberated by the full Senate and the House of Representatives.

Media reports say authorities in Saudi Arabia have arrested 11 princes and some ministers in an anti-corruption drive.
The Saudi government announced on Saturday that it created a new body, led by Crown Prince Mohammed bin Salman, to tackle corruption.
The government said it had dismissed 2 ministers, who oversaw economic planning and the National Guard.
Satellite TV network Al Arabiya reports that the new body has arrested many influential people, including Prince Alwaleed bin Talal, one of the world's richest people, who heads an investment group.
The arrests are believed to be part of efforts for a smooth transition of power to the crown prince, who was named heir to the throne in June.

Executives at Nissan Motor have announced their earnings results for the April-to-September period.
The figures don't fully reflect the fake inspection scandal that came to light at the end of September.
The automaker says sales were up but operating profit fell. It downgraded its profit forecast for the year through March next year.
Nissan says sales for the first half of this fiscal year were about 50 billion dollars. That's up 6.2 percent in yen terms from the previous year. Operating profit dropped 17 percent to about 2.5 billion dollars.
Executives say the forecast will be hit by Nissan's recall of more than one million vehicles as well as the 3-week halt in production at its domestic factories. They expect operating profit through March to fall by 350 million dollars to 5.7 billion.
Nissan President Hiroto Saikawa apologized for the wrongdoing that has tarnished the company's image.
Saikawa expressed his intention to take the steps necessary to prevent a recurrence.
