The Japanese government plans to submit a bill that would raise tariffs on some Russian imports and strip Moscow of "most favored nation" status.
It's part of additional sanctions over the country's invasion of Ukraine.

The draft law revision is to be presented to the current session of the Diet.
"Most favored nation" status is one of the principles set down by the World Trade Organization.
Under it, members are required to apply the most preferential treatment they give to one trade partner to all others.

Once the bill becomes law, the tariff on Russian salmon and salmon roe will rise from 3.5 percent to 5 percent. For crabs, the tariff goes from 4 percent to 6 percent.
The levy on most lumber products will increase from 4.8 percent to 8 percent.
The higher rates are expected to be in place until the end of March next year.

The proposed measure won't affect liquefied natural gas, coal, crude oil and the precious metal palladium because they are tariff-free.
Japan is taking the action along with the other Group of Seven nations to apply more pressure on Russia.

Russia and China have agreed to widen cooperation as the rift between Moscow and Western countries grows over the invasion of Ukraine.

Russian foreign minister Sergey Lavrov is visiting China's inland Anhui province for a foreign ministers' conference on Afghan issues. He met his Chinese counterpart Wang Yi on Wednesday.

The two exchanged views on the Ukraine situation. Russia's Foreign Ministry says Lavrov explained the developments with Russian forces, while Wang reiterated his opposition to sanctions other countries have imposed on Russia.

Lavrov told Wang that international relations are at a turning point in history. He called for building a "multipolar, just and democratic world order".

Chinese foreign ministry later said Lavrov told Wang that Russia will continue holding ceasefire talks with Ukraine and also maintain communication with members of international society.

Lavrov's visit to China is the first by a Russian Cabinet minister since the start of Russia's invasion of Ukraine.

Russian President Vladimir Putin met with Chinese President Xi Jinping during his visit to Beijing for the opening of the Winter Olympics. The two leaders issued a joint statement on strengthening relations.

Observers say Russia hopes the latest talks demonstrate ties between Moscow and Beijing remain unshaken after the invasion of Ukraine, as it seeks additional support from China.

China's economic hub Shanghai is seeing a rise in new cases of the coronavirus, raising fears of a prolonged lockdown.

Infections have been surging across China. Authorities confirmed 8,655 new cases on Tuesday, 5,982 of them in Shanghai.

The eastern half of Shanghai is in lockdown since Monday through Friday. The measure is scheduled to be applied to the western half from Friday through next Tuesday.

A Japanese man who lives in the eastern part of the city said he has been isolated at home since mid-March because his condominium was closed off after a resident was found to have had close contact with an infected person.

He said residents can group-purchase food, but they are worried the lockdown would continue longer because infections are increasing.

Municipal authorities have announced support measures for small and mid-sized businesses, such as tax cuts and refunds, and rent exemption for companies on state-owned property.

Concerns are growing in Shanghai as the Chinese government's zero-COVID policy to contain the virus discourages spending and dampens economic activity.

The Japanese government is considering various support measures for Ukrainian evacuees to help them begin their lives in Japan.

Japanese Justice Minister Furukawa Yoshihisa plans to travel to Poland on Friday as a special envoy for Prime Minister Kishida Fumio to lay the groundwork for accepting Ukrainian evacuees.

Furukawa met Poland's Ambassador to Japan Pawel Milewski in Tokyo on Wednesday.

He told the ambassador he will look at what Poland has been doing for evacuees, meet Polish government officials and consider how Japan can meet the needs of those who have fled Ukraine.

Japan's government is ready to offer Japanese language lessons, job consultations and education for children, as well as expenses for daily needs and medical care, to Ukrainians who have no acquaintances or relatives in Japan.

The government is considering having some evacuees join Furukawa on his government aircraft back home.

Japanese officials and experts say more than 800,000 people live in areas that may be subject to evacuation warnings if Mount Fuji erupts.

A volcanic disaster management council is working to draft a new evacuation plan based on a revised hazard map for such an eruption released last year.

The council made up of local and central government officials and experts presented an interim report on Wednesday.

Mount Fuji straddles the central Japanese prefectures of Shizuoka and Yamanashi.

The report says parts of the two and Kanagawa Prefecture could be designated as evacuation zones if the mountain erupts. It says 805,600 people live in the areas.

The report estimates that some 116,000 people live in areas that may be reached by lava flows within three hours of an eruption. The number is up sevenfold from a previous projection. The areas also could be hit by pyroclastic flows or large volcanic rocks.

The council notes that if residents in city centers evacuate by car all at once, serious traffic jams could result, hampering people's ability to escape.

Due to such concerns, the report proposes that residents evacuate on foot in principle, except for those who need to use cars, such as people with disabilities and the elderly.

The council plans to complete a final draft of the evacuation plan by the end of March 2023.

The operator of the Tohoku Shinkansen bullet train plans to reopen services in more of the sections that have been closed following a derailment caused by a powerful earthquake.

East Japan Railway Company, or JR East, said on Wednesday that service will resume between Tokyo and Fukushima stations on Saturday, and between Sendai and Shin-Hakodate-Hokuto stations on Monday.

JR East says it will put 50 to 60 percent of trains back in service for the time being. Trains will be operated at a maximum speed of about 160 kilometers per hour, roughly half the usual speed.

The company aims to resume service along the remaining suspended section between Fukushima and Sendai stations around April 20.

The magnitude 7.4 quake hit northeastern Japan on March 16. Sixteen cars of a 17-car bullet train running in Miyagi Prefecture derailed. The operator has been working to put the cars back on the tracks.

JR East initially announced that none of the 78 passengers and crewmembers on board were injured, but it now says that so far, five passengers were found to have suffered minor injuries.

Japanese automaker Nissan Motor is working with municipal officials in Fukushima Prefecture on a smarter green energy system, using its cars to provide a more stable supply of electricity.

The plan uses electric vehicles as batteries that can charge and discharge power. The vehicles will store electricity generated by solar and wind. When the roadside station needs electricity, the EV batteries will become the suppliers.

Artificial intelligence will analyze the power flow and determine where the electricity should be stored for maximum efficiency.

Traditional models of renewable energy have stability issues as they are affected by weather conditions. The EVs could ensure that less green energy gets dumped.

Doi Kazuhiro, Corporate Vice President of Nissan Motor, says, "Vehicles are generally parked 80 to 90 percent of the time. We want to make good use of this time."

The automaker has already set up a roadside power station with five vehicles in Namie Town. The town office uses the vehicles as its official cars. The governments of Futaba Town and Minamisoma City have signed up for a similar system.

The project leaders say it could help local authorities prepare for emergency situations in which the power supply gets tight.

Japan is to ban exports of luxury goods to Russia in order to put pressure on oligarchs -- wealthy business tycoons thought to be close to President Vladimir Putin.

The list covers 19 items, including cars worth more than 6 million yen, or about 48,000 dollars and motorcycles worth more than 600,000 yen, about 4,800 dollars. It also encompasses pianos worth more than 200,000 yen, some 1,600 dollars, natural pearls, high-end Japanese whiskey and watches with a value exceeding 40,000 yen, or about 300 dollars. The export ban goes into effect April 5.

Japan already bans exports of about 300 items to Russia, such as those that can be converted to military use and general-use semiconductor chips. Items to be used for humanitarian purposes are exempt.

Japanese trade minister Hagiuda Koichi told reporters on Tuesday that the country will keep a close eye on the situation in Ukraine and draw up further sanctions in cooperation with the international community.

North Korean leader Kim Jong Un has urged officials of the ruling Workers' Party to ramp up their ideological campaign in the run-up to the tenth anniversary of his leadership.

The party newspaper Rodong Sinmun reported on Tuesday that Kim sent a letter to a workshop of officials in charge of ideological education and propaganda. The workshop, the first of its kind, opened in Pyongyang on Monday.

Kim stressed in the letter that the basic mission and general goal of the party's ideological work is to model the entire party and society on the ideologies of Kim Il-Sung and Kim Jong-Il, the country's former leaders.

He also called for wiping out anti- and non-socialist practices that obstruct the modeling of society through a "powerful ideological offensive."

Kim is set to mark 10 years in the party's top post on April 11.

Meanwhile, South Korea's Foreign Minister Chung Eui-yong told a parliamentary committee on Monday that North Korea appears to be repairing the Punggye-ri nuclear test site in the northeast. The North claimed to have blasted and closed it off prior to the first-ever US-North Korea summit in May 2018.

Yonhap news agency quoted several military and government officials as saying North Korea seems to be trying to dig a shortcut to one of the site's four tunnels. The tunnel has not been used in past nuclear tests.

The South Korean military is said to believe that this would enable the North to carry out its seventh nuclear test as early as mid-April.

Singapore has lifted its requirement that people wear face masks outdoors, thanks to a decline in coronavirus infections and a high vaccination rate.

The move came as daily cases in the country fell to around 4,800. And 70 percent of the population has received booster shots.

A woman said, "It's a little bit awkward when you're out here and you look around. Actually, everyone's still wearing masks and you're wondering, 'Did I forget something,' right? So it's quite strange. It's quite new. But I actually love it. I love it so much."

A man said, "Now I can be free. And I'm feeling very relieved and happy. So I wish to the rest of the world that we get rid of this virus and come back to our normal and healthy state of mind."
The government still requires people to wear masks in places such as shopping malls, office buildings and on public transportation.

Singapore plans to ease its COVID rules even further.
Starting next month, it will lift quarantine measures for vaccinated foreign visitors.

Japan's government intends to send its justice minister to Poland as a special envoy tasked with laying the groundwork for accepting evacuees from Ukraine. Tokyo may allow some evacuees to accompany the minister when he flies back to Japan.

A plan by Prime Minister Kishida Fumio to dispatch Justice Minister Furukawa Yoshihisa as his envoy is part of ongoing preparations to take in Ukrainians fleeing the violence in their country.

Under the plan, Furukawa will depart for Poland on April 1. Upon arrival, he will consult with Polish Prime Minister Mateusz Morawiecki about how to support Ukrainians.

Also under consideration is a plan to allow some evacuees to accompany Furukawa on a government plane back to Japan, if they wish to do so.

Foreign ministers from NATO member states and countries such as South Korea and Australia are set to meet in Belgium in early April. Japan's Foreign Minister Hayashi Yoshimasa is preparing to attend the meeting.

He wants to confirm cooperation with his counterparts on responses to the situation in Ukraine by stressing that any attempt to change the status quo by force would affect not only the order of Europe, but also that of Asia.

North Korean leader Kim Jong Un says his country will continue to develop "powerful strike means."

North Korea's ruling Workers' Party newspaper, Rodong Sinmun, reported this on Monday, four days after the country test-fired what it called a new type of intercontinental ballistic missile, the Hwasong-17.

The paper says Kim made the remark during a photo session with scientists and other people who contributed to Thursday's launch.

Meanwhile, South Korea's Yonhap news agency issued a report about the launch citing military and government sources. The sources reportedly said US and South Korean forces have concluded that the missile was a Hwasong-15. That is the same type of missile fired by the North in 2017.

The news report says intelligence, including data from a satellite fitted with infrared thermal sensors, shows the missile launched on Thursday had only two nozzles, just like the Hwasong-15. Footage released by North Korea showed that the Hwasong-17 has four nozzles.

The report says US and South Korean military officials suspect the missile in the latest launch was carrying a lighter warhead to falsely make it appear as if it could fly like the longer-range Hwasong-17.

The missile reached a maximum altitude of more than 6,000 kilometers.

The report also says that the weather conditions seen in footage and a picture made public by North Korea do not match the weather conditions that were observed at the time of the launch.

The officials are said to believe that images from two earlier purported Hwasong-17 launches were used.

South Korea's President-elect Yoon Suk-yeol has stressed the need for Japan, the United States and his country to strengthen cooperation to deal with North Korea's nuclear and missile development.

Yoon met on Monday with Japan's Ambassador to South Korea, Aiboshi Koichi. The talks were their first since Yoon won the presidential election earlier this month.

South Korean officials say the two exchanged views on the North's launches of ICBM-class ballistic missiles.

They quote Yoon as saying that South Korea, the US and Japan need to cooperate more closely to convince North Korea that it can gain nothing from its nuclear program.

The officials say Aiboshi responded that Japan hopes to continue working closely together with South Korea. He reportedly said North Korea's nuclear and missile provocations pose a serious challenge to the international community.

On Japan-South Korea relations, Yoon said bilateral ties must be improved in a future-oriented way. He stressed that both sides need to make efforts for that.

The meeting was initially scheduled for March 17, but was postponed after the ambassador tested positive for the coronavirus.

A private Japanese foundation is to support Ukrainians who make their way to Japan, with plans to provide about 40 million dollars over three years.

Senior officials at The Nippon Foundation announced the plan in Tokyo on Monday.

They say the funds will be distributed to evacuees who are relatives or acquaintances of Ukrainians who have resident status in Japan. They estimate about 1,000 evacuees will be eligible for the financial assistance.

The foundation is to offer about 2,400 dollars per person for travel expense to Japan, with a further 24,000 dollars provided over the course of three years to pay for living expenses in Japan.

The foundation also plans to offer funds to non-profit organizations and volunteers who support the evacuees, including interpreters.

The Japanese government says about 1,900 Ukrainians have resident status in Japan.

Nippon Foundation Chairman Sasakawa Yohei said he has heard that some 900 Ukrainians want to make their way to Japan. He called on Ukrainians living in Japan to inform family and friends about the assistance program.

The eastern side of Shanghai is under strict restrictions on outings as authorities try to stop a surge in coronavirus numbers.

The city of more than 24 million people is being divided in two for a staggered citywide testing program.

Subways heading to the eastern half have stopped after the restrictions went into force there.

The city center is quiet. Police are wearing protective gear.

On Sunday, China's health authorities announced about 6,000 new cases of community infection in the country.
That's around the level seen in February 2020 when infections spread in the city of Wuhan.

Funabashi Ken of JETRO Shanghai said, "Shanghai has the world's largest container handling port. Trucks can't get in or out. There is great concern about the impact on the global supply chain."

Residents of the eastern half of the city are required to take PCR tests by Friday. Those in the western half are to be tested when restrictions are in effect there from Friday to next Tuesday.

Authorities are imposing the restrictions to limit people's movement during the testing periods.

Meanwhile, the number of new coronavirus cases in Tokyo is up compared to a week ago. Tokyo officials reported over 4,500 new cases on Monday. That's up about 700 from last Monday, for the second straight week-on-week increase.

Officials reported more than 29,000 new cases in the country on Monday.

The number of seriously ill patients stood at around 690.

A Tokyo area railway company said it will operate all of its lines solely on renewable energy from next month.

Tokyu Railways announced its eight lines in Tokyo and neighboring Kanagawa, as well as its train stations, will effectively switch to renewable energy from April.

The company will buy a "no-carbon certificate" from its utility for the amount of energy it consumes, which will certify the power is generated from renewable sources.

The railway said that it is the first in Japan to entirely operate all lines with renewable energy. It said it expects to reduce its annual CO2 emissions equivalent to the amount emitted by 56,000 households.

A collection of short stories by Japanese author Murakami Haruki now has a cumulative print run of 1 million copies after "Drive My Car," a movie based on one of the stories, won a US Academy Award.

Publisher Bungeishunju said on Monday that the 2014 book hit the milestone with the decision to print a new run of the book after the movie won the Oscar for best international feature film.

The company said orders began flooding in after "Drive My Car" was nominated for four Oscars in February, leading to a print run of 160,000 copies in about a month.

The book has been translated into English under the title "Men Without Women."

Bungeishunju says it hopes the movie's success will prompt people who haven't read Murakami's works to experience them first-hand.

Japanese Prime Minister Kishida Fumio says, depending on how Russia's invasion of Ukraine develops, it could lead to the biggest crisis for the world and Japan since World War Two.

In a speech on Sunday at the graduation ceremony of the National Defense Academy in Yokosuka City, near Tokyo, Kishida said the core of the international order that took the international community many years of efforts and sacrifice to build is under threat.

He said the choices and actions made today will determine the future of the international community, which needs to act in unity to confront unilateral changes to the status quo by force. He stressed that unilateral change should never be tolerated in the Indo-Pacific region, especially in East Asia.

Kishida also reiterated his intention to accelerate the drafting of three security-related documents, including a national security strategy, while North Korea repeatedly launches ballistic missiles, including a new type of intercontinental ballistic missile, and China further steps up its attempts to unilaterally change the status quo in the East and South China seas.

The chief of Myanmar's military junta threatened to annihilate pro-democracy forces in a speech at the Armed Forces Day celebration in the capital, Naypyitaw, on Sunday.

The military holds a large-scale parade every year on the day when the fight for independence started during the Pacific War in 1945 against the now-defunct Imperial Japanese military.

Senior General Min Aung Hlaing referred to the fighting with pro-democracy forces, saying the military will no longer negotiate with the "terrorist" group and their supporters, and will annihilate them.

More than 8,000 soldiers took part in the parade, which featured Russian and Chinese-made heavy artillery, tanks and aircraft.

Fierce battles between armed pro-democracy forces and the military are continuing in mountainous areas and other regions.

The United Nations says many people on both sides have been killed and more than 500,000 have been displaced.

The military continues to crack down on peaceful protesters.

A local human rights group says more than 1,700 people have been killed, and nearly 13,000 have been arrested.

Japanese film "Drive My Car" has just picked up the Oscar for best international feature film.

The Hamaguchi Ryusuke film is based on a short story by author Murakami Haruki. It's about a stage director grappling with the death of his wife and his interactions with the woman assigned to be his driver.

The film already has an impressive trophy collection.
It won Best Screenplay at last year's Cannes Film Festival and a Golden Globe for Best Picture in the non-English language category this year.

The Japanese movie "Drive My Car" has won the 2022 Academy Award for Best International Feature Film.

This year's Academy Awards were announced in a Hollywood ceremony on Sunday.

After receiving the award, the film's director, Hamaguchi Ryusuke, said in English, "Oh, you're the Oscar."

The director went on to thank his actors and those who were involved in the film, adding in Japanese, "We've won this!"

The movie is based on a short story by Japanese author Murakami Haruki.

It depicts a stage actor and director who comes to terms with his late wife's secrets through interaction with a woman assigned as his chauffeur.

"Drive My Car" is the first Japanese film to win the prize since 2009 when "Okuribito," or "Departures" won the Oscar in the category then known as Best Foreign Language Film.

"Drive My Car" had also been nominated for Best Director, Best Adapted Screenplay and Best Picture.

The film won the best Screenplay Award at last year's Cannes Film Festival.

It also won this year's Golden Globe award for Best Picture in the non-English language category.

The Chinese government says it has retrieved the flight data recorder of a passenger jet that crashed into mountains in the country's south last Monday.

The government made the announcement on Sunday. Workers had found the cockpit voice recorder four days earlier.

China Eastern Airlines Flight 5735 crashed in Wuzhou City in the Guangxi Zhuang Autonomous Region. All 132 people on board have been confirmed dead.

Police officers and firefighters who engaged in search operations, along with State Councilor Wang Yong, attended a ceremony on Sunday to mourn the victims.

The authorities will analyze the voice and flight data recorders and plan to release a preliminary report on the cause of the crash by late April.

The Philippine Coast Guard has criticized China for the "close distance maneuvering" by one of its vessels near the Scarborough Shoal in the disputed South China Sea, about 200 kilometers west of Luzon Island.

In a statement on Sunday, the coast guard said a Chinese Coast Guard vessel came dangerously close to a Philippine patrol boat on March 2.

Footage released on Sunday shows the Chinese vessel speeding up and surpassing the patrol boat after navigating in parallel.

The statement says the Chinese vessel came as close as 19 meters from the Philippine patrol boat, and the commander of the Philippine Coast Guard says China's behavior raised the risk of a collision.

It says the incident was the fourth of its kind since May 2021 in the area, which China effectively controls and the Philippines claims.

China continues to increase its maritime presence in the South China Sea. Japan's Coast Guard has given patrol boats to its Philippine counterpart since 2016. The patrol boat that was approached by the Chinese ship was one of these vessels.

East Japan Railway has begun work to move a Shinkansen bullet train that derailed in a powerful earthquake earlier this month.

The bullet train was running on the Tohoku Shinkansen Line in Miyagi Prefecture on March 16 when a magnitude 7.4 earthquake struck off Japan's northeast coast. Of the 17 cars in the train, 16 came off the tracks. Four passengers were injured.

The operator has been working to get the derailed cars back on the tracks since March 20.

Authorities in Shanghai, China, say they will give PCR tests to residents throughout the city and impose tough restrictions on outings beginning on Monday.

They announced the steps on Sunday night. Coronavirus infections are spreading again in China.

Health authorities reported more than 2,600 new cases in Shanghai on Saturday alone. Most of those infected are asymptomatic.

The figure in Shanghai accounted for nearly half of the 5,550 cases of community infection confirmed in the entire country on that day.

The authorities in Shanghai say the PCR tests will be given in the eastern part of the city from Monday through Friday, April 1.

Tests are scheduled to be given in the western part of the city from April 1 to 5.

The authorities say people's outings will be strictly restricted during the testing periods.

They also say subway and other public transportation services will be suspended during those periods, and firms will be asked to have employees work from home.

Shanghai has a population of more than 24 million. The city locked down several residential areas this month in an effort to contain the coronavirus.

East Japan Railway has begun work to move a Shinkansen bullet train that derailed in a powerful earthquake earlier this month.

The bullet train was running on the Tohoku Shinkansen Line in Miyagi Prefecture on March 16 when a magnitude 7.4 earthquake struck off Japan's northeast coast. Of the 17 cars in the train, 16 came off the tracks. Four passengers were injured.

The operator has been working to get the derailed cars back on the tracks since March 20.

The United States has agreed to supply liquefied natural gas to the European Union to help the bloc end its dependence on Russian fossil fuels.

US President Joe Biden and European Commission President Ursula von der Leyen announced the energy initiative on Friday in Brussels.

The US and international partners will "strive to ensure" the EU market receives at least 15 billion cubic meters of additional LNG supplies by the year-end.

Beyond that, the EU will ensure additional demand for 50 billion cubic meters of LNG from the US every year until at least 2030.

The annual amount set out in the deal is enough to replace about one third of the natural gas the EU bought from Russia last year.

Three major credit rating agencies say they are withdrawing ratings on Russia and Russian entities to comply with European Union sanctions against the country.

S&P Global Ratings, Fitch Ratings and Moody's had announced the withdrawal by Friday.

On March 15, the EU banned ratings on Russia and Russian firms as part of its economic sanctions for the country's invasion of Ukraine. The EU asked the firms to withdraw their ratings before April 15.

The three agencies had lowered credit ratings for Russian government bonds to a level near default.
Severe economic sanctions by the West sent the Russian ruble tumbling and took a toll on the Russian economy.

The ratings of S&P, Fitch and Moody's are used by investors around the world when they purchase government and corporate bonds.

The withdrawal of their ratings is expected to deal a further blow to Russia.

The United Nations Security Council has held its first public meeting in more than two years to discuss North Korea's latest launch of a new type of intercontinental ballistic missile.

Friday's meeting was the first in public since December 2019 and followed North Korea's test of an ICBM-class missile the previous day.

Many of the Council's past emergency meetings over North Korean missiles were held behind closed doors.

US ambassador Linda Thomas-Greenfield condemned the launch, saying that it violated multiple Security Council resolutions and poses a threat to the entire international community.

He expressed concern that the Russian invasion has driven the prices of energy and food higher. He said it is important for the G7 nations to work jointly to support economies hit by the higher prices, promote free trade and ensure energy security.

Speaking to reporters after the summit, Kishida said the meeting served as an important opportunity where members confirmed their strong determination to never tolerate Russia's outrageous act and to lead efforts to maintain the international order.

Management's plan was to split the company in two.

Toshiba did not say how many supporting votes it got for the plan during the extraordinary meeting on Thursday.
The vote underscored a widening gap between management and activist investors who hold a major stake in the company.

In a statement afterward, the firm said it "accepts the opinion of the shareholders" and will make its best efforts to build trust with them. It also says Toshiba will "reconsider its strategic options to enhance corporate value continuously."

Toshiba came up with the original plan in November. It would have spun off the firm into three independent companies. A revision three months later recommended a two-way split.

Ukrainian President Volodymyr Zelenskyy has delivered an on-line speech before Japanese lawmakers in the Diet. As the first country in Asia to take action, he thanked Japan for putting pressure on Russia and asked for continued sanctions against it.

The address started at 6 p.m. on Wednesday, Japan time, and was delivered with simultaneous interpretation into Japanese by Ukrainian government staff.

Zelenskyy said the people of Japan and Ukraine share a common feeling for freedom. He thanked Japan for swiftly extending a helping hand.

Referring to Russia's attacks on nuclear power plant facilities, Zelenskyy said Russia has turned nuclear waste disposal sites into battlefields. He called on Japanese lawmakers to consider how long it would take to bring them back to normal.

He said thousands of people had already died in Ukraine, including 121 children, and appealed to the audience to understand that many civilians had lost their lives.

The president said he has reports that Russia is preparing attacks with chemical weapons such as sarin.
He also noted that people around the world are talking about what will happen to the world if nuclear weapons are used, and expressed his strong concern about Russia's possible use of weapons of mass destruction.

Japan's Prime Minister Kishida Fumio says he was impressed by Ukrainian President Volodymyr Zelenskyy's strong determination and courage to protect his homeland and people in an extremely difficult situation. He said he hopes to consider providing additional humanitarian assistance to Ukraine.

Kishida spoke to reporters on Wednesday after Zelenskyy addressed the members of Japan's Diet online.

The Prime Minister said indiscriminate attacks on schools and hospitals took many innocent lives. He said ruthless assaults on civilians and private facilities must not be allowed and outrageous acts by Russia should never be condoned.

He said he has renewed his determination to support the Ukrainians who are facing difficulties along with the entire international community. Kishida said he hopes to consider further sanctions against Russia as well as extra humanitarian aid to Ukraine, in addition to the 100-million-dollar assistance he announced earlier.

The Prime Minister also referred to the possibility of reforming the United Nations Security Council. He said Russia, a permanent UN Security Council member which has great responsibility for international peace and stability, perpetrated outrageous acts, and this is a case in which the significance and future of the UN and other international frameworks are being questioned.

Kishida said the roles of the UN Security Council and other organizations should be discussed.

The Taliban have put off the reopening of secondary schools for girls in Afghanistan -- a decision that has been met with much disappointment.

The Taliban announced the unexpected decision on Wednesday -- the day the schools were scheduled to reopen.

Girls have been unable to attend secondary schools since the Islamist group regained power in the country last August.

According to the Taliban's interpretation, it is against the teachings of Islam for men and women to study under the same roof.

The international community has been urging the group to rectify the situation.

On Wednesday, the education ministry under the Taliban announced through a government news agency that schools for girls would be closed until a plan was drawn up in accordance with Islamic law.

A spokesperson for the Taliban's office in Qatar told NHK that the postponement was only due to a procedural problem. Criticism from the international community is expected to intensify if girls continue to be kept out of schools.

The Philippine ruling party, PDP-Laban, has endorsed Ferdinand Marcos Jr. for president in an election scheduled for May. PDP-Laban is led by current President Rodrigo Duterte.

Marcos is the frontrunner in the race with a strong lead. He's a former senator and son of the late former president Ferdinand Marcos.

Marcos is calling for continuation of the infrastructure investments promoted by President Duterte.

It remains unclear which candidate Duterte would personally back. But support from his party will likely give Marcos a boost.

The three other main contenders are human-rights lawyer and current vice president Leni Robredo, Manila mayor and former actor Francisco Domagoso, and former boxing superstar Senator Manny Pacquiao.

They said the plane nosedived from the height of 8,900 meters for about 3 minutes, before it disappeared from the radar screen.

The officials also said the cause of the accident is not yet known. They said the black box, which records flight data and cockpit conversations, has still not been found.

Recovering the black box is expected to be difficult, as the debris of the fuselage are scattered over a wide area.

Recovery work on the Tohoku Shinkansen Line continues one week after a bullet train derailed in Miyagi Prefecture after a powerful earthquake.

The magnitude 7.4 quake hit northeast Japan last Wednesday. East Japan Railway Company said the train's emergency brake was applied after the quake was detected, but that 16 of its 17 cars derailed.

Workers have put five of the cars back on the rails. The company says it will take about 10 days to move the train.

Damage, including distorted rails and broken overhead power lines, has been confirmed at about 1,000 places on the line.
Investigators from the government's Transport Safety Board say the damage is mainly on the section where the train came to a halt, and that no damage is seen ahead. They suspect the train derailed right before or after it stopped.

They hope to clarify how the quake impacted the train to cause the unusual derailment.

Service remains suspended between Koriyama Station in Fukushima Prefecture and Ichinoseki Station in Iwate Prefecture. The company aims to fully resume the service around April 20.

One of Japan's banking giants is looking to tap into the digital knowhow and innovative thinking of Google.
Mizuho Financial Group has announced plans to work up with Google Cloud Japan to speed up its digital transformation.

Mizuho plans to use Google's AI technology to analyze customers' transactions and offer more advanced financial services. The group say new products could debut as early as fiscal 2022.

The financial group's banking unit has suffered multiple system failures since February 2021 that disrupted ATMs and online banking.

Mizuho also plans to send its employees for seminars at Google to learn more about the corporate culture.

A special envoy of the Association of Southeast Asian Nations has met with the head of Myanmar's military in a bid to mediate between the junta and pro-democracy forces.

The visit to Myanmar on Monday was the first by Cambodia's Deputy Prime Minister and Foreign Minister Prak Sokhonn as the special envoy for ASEAN.

He met with Myanmar's Senior General Min Aung Hlaing.

A statement from Myanmar's State Administration Council suggests that the military chief defended last year's coup.

The statement says he claimed that irregularities in a 2020 general election led to the military's governing the country.

The council says Min Aung Hlaing also accused anti-military protestors of vandalizing government facilities and schools.

It remains to be seen whether Prak Sokhonn's visit to Myanmar will lead to a breakthrough in the standoff between the military and pro-democracy forces.

The envoy is scheduled to stay in Myanmar through Wednesday. Local media report that he is to meet with members of pro-democracy forces as well.

The presidential election in Timor-Leste, formerly known as East Timor, is heading for a runoff next month.

Preliminary results in Saturday's election show incumbent Francisco Lu Olo Guterres in second place with about 22 percent of the vote. He is trailing far behind Former President Jose Ramos-Horta.

Ramos-Horta, a Nobel Peace Prize laureate, is way ahead in the race with over 46 percent of the vote, but still short of the majority needed to win on the first ballot.

Almost 20 years after becoming free from Indonesian control, Timor-Leste remains heavily dependent on its energy industry, including natural gas.

About 30 percent of the population is said to live in poverty, a leading cause of discontent.

A runoff between the top two contenders is scheduled for April 19th.

Prime Minister Kishida Fumio says Japan strongly protests Russia's suspension of bilateral peace treaty talks.

The move follows the Russian foreign ministry's announcement on Monday that it is not willing to continue the dialogue with a country that holds an "explicitly unfriendly position" toward Russia.

Tokyo has imposed sanctions on Moscow over Russia's invasion of Ukraine.

Kishida on Tuesday called Moscow's move unacceptable. He said the current situation is the result of Russian aggression, and it is extremely unjust to shift the blame of the consequences onto Japan-Russian relations.

Kishida said Japan's aim to resolve a territorial issue with Russia and conclude a peace treaty remains unchanged.

Japan and Russia never signed a peace treaty after World War Two because of the territorial issue over four islands, which are known as the Northern Territories in Japan.

Russia controls the islands. Japan claims them. The Japanese government maintains the islands are an inherent part of Japan's territory. It says the islands were illegally occupied after World War Two.

Kishida also said he is not considering revising projects related to Russia in the government's fiscal 2022 draft budget. The budget includes funding for Japanese firms taking part in the joint projects.

China's state-run Central Television says a Boeing 737 carrying 132 people has crashed in the Guangxi Zhuang Autonomous Region in southern China.

It says the passenger plane belongs to China Eastern Airlines. TV reports say a forest fire is taking place in the city of Wuzhou in the region.

No details about causalities have been released.

According to a domestic website, the plane is likely China Eastern Airlines Flight 5735, which left Kunming at 1 p.m. local time and was headed to Guangzhou in Guangdong Province.

The Japanese government plans to gradually ease coronavirus restrictions and promote social and economic activities after lifting quasi-emergency measures for all prefectures on Monday.

The measures were lifted in 18 of the country's 47 prefectures, including Tokyo, Osaka and Kyoto. This is the first time in more than two months that no prefecture is under a state of quasi-emergency, which allows governors to urge bars and restaurants to close early or stop serving alcohol.

Government officials plan to maintain and bolster the medical system, testing ability and stocks of medicine to prevent another surge in case numbers.

At the same time, officials want to enable people to get back to their normal lives as much as possible. They plan to encourage the use of vaccination passports at eateries and event venues and for traveling.

They have also decided not to restrict close contacts of an infected person from going to work, depending on the situation in the area.

Even if quasi-emergency measures are applied again, events could be held with full capacity if the organizer's plan to reduce infection risks is approved by the local government.

South Korea's president-elect has announced his plan to relocate the presidential office. Yoon Suk-yeol says the current office called "Cheong Wa Dae", also known as the "Blue House", is a "symbol of imperial power."

Yoon held a news conference on Sunday and said he will move into the defense ministry compound immediately after his inauguration on May 10.

The ministry is in Seoul's central Yongsan district, about 5 kilometers south from the presidential office. Yoon promised Cheong Wa Dae will be fully opened to the public.

He had said while campaigning that the president should work closely with his aides and communicate with people more frequently.

He admitted that some parts of the defense ministry and the Joint Chiefs of Staff will have to relocate to make room for the presidential office.

Yoon mentioned his awareness of people's concern that he may be rushing the relocation with only 50 days before the start of his term. He said it will become even more difficult to break free from the Cheong Wa Dae, once he assumes office as president.

Some media outlets suggest the relocation may create gaps in national defense. But Yoon dismissed the idea, saying he will complete the relocation as efficiently and quickly as possible, so as not to disrupt national security.

Cities in China are enforcing the country's zero-COVID policy to contain the largest rise in cases after the initial stage of the pandemic in 2020. The infection surge started across the nation at the beginning of this month.

Public health authorities say 4,331 new community infections, including cases without symptoms, were confirmed on Sunday.

Shanghai, the country's most populous city, closed Disneyland park from Monday until further notice amid a rise in local asymptomatic infections. It also suspended access to some residential areas and is carrying out mass PCR testing of residents.

Changchun, a major city of Jilin province, is home to about 50 Japanese-affiliated companies, including carmakers and auto parts manufacturers.

Toyota Motor has been suspending factory operations since March 14. Strict restrictions on movement are in force in the city. Jilin province has reported its highest number of cases so far in March.

Meanwhile, production resumed at most businesses in Shenzhen in the southern province of Guangdong on Monday. Business largely reopened in the IT industry hub after three rounds of city-wide PCR tests were conducted to bring the outbreak under control. Companies are taking anti-infection measures.

The government of Hong Kong has announced plans to partially ease its rigid coronavirus-related measures starting next month. The move is seen as aimed at easing dissatisfaction among both business operators and residents.

Stringent anti-infection measures, similar to those in China, are in place in the territory.

But Hong Kong has been hit by a massive outbreak of the Omicron variant of the virus since the end of last year. More than one million confirmed cases, accounting for one out of every seven residents, have been counted.

Some experts have hinted at the likelihood that nearly half of all residents have already been infected.

Against this backdrop, the government on Monday shared the view as Hong Kong "having gone through the peak" of the coronavirus outbreak.

It announced the city will lift flight bans on nine countries, including the United States and Britain on April 1. The quarantine period for travelers arriving in Hong Kong will be shortened to seven days instead of 14.

From late April onwards, a ban on night-time dining as well as closures of movie theaters, sports gyms and other facilities are to be lifted in phases.

Other strict measures, such as a ban on meetings of five or more people, will likely continue to be in place, suggesting that daily lives will not be normalized for the time being.

A team of scientists in Japan says it has developed a relatively simple method to visualize the movements of a person's muscles and joints.

The technology uses artificial intelligence to produce three-dimensional images.

Conventional motion-capture technology is used for analyzing athletes' movements to improve their performance, among other purposes. But the method requires the use of sensors and other special devices, as well as data analyses by experts.

The study group at the University of Tokyo says its new system can create 3D images more simply by using four cameras remotely connected to an AI-equipped computer network.

The group says the technology analyzes subjects' images taken by the cameras, assesses positions of their joints, and puts the data into models to construct 3D images of their skeletal frames and joint movements.

It also displays muscles in different colors to indicate their amount of physical activity.

Once the cameras are correctly set up, the system does not require special equipment or experts' assistance to record subjects' movements.

University of Tokyo Senior Researcher Nakamura Yoshihiko is a member of the research group. He said he hopes the new system will go beyond the conventional applications and be used for such purposes as supporting rehabilitation and training amateur athletes.
