Russian troops began their invasion of Ukraine one month ago. However, their progress has bogged down in the face of heavy resistance. Now, they may be switching to more limited goals.

The forces have continued to besiege the southeast city of Mariupol, even as troops in other areas have been stopped. Sergei Rudskoy, First Deputy Head of Russia's Military General Staff, said that, despite the slowdown, the invasion is going according to plan.

Rudskoy said the main objectives of the first stage of the operation have generally been accomplished. He added that the combat potential of the Ukrainian armed forces has been considerably reduced.

He said his troops will focus on achieving what he now calls the "main goal" -- the liberation of the Donbass region in the southeast.

An unnamed US defense official said the forces are trying to isolate eastern Ukraine as a potential negotiating tactic.

The official said troops have stopped their approach to the capital, Kyiv, and that commanders overestimated their ability to take the city.

Ukrainian President Volodymyr Zelenskyy said Russian commanders had no idea what they were getting themselves into. He said it is the 30th day of the invasion. He added that if Russia knew what was waiting for it, he is sure it would have been afraid to come. He said Ukrainian forces have held back all the main directions of the Russian attack.

Zelenskyy said world leaders have responded with "destructive" sanctions against Russia. And, once again, he asked them to do even more.

A Japanese expert on Russian security issues says Moscow may shift the goal of its military campaign in Ukraine.

Hyodo Shinji from the Defense Ministry's National Institute for Defense Studies made the comment in an interview with NHK.

Hyodo says some Russian troops have been forced to retreat from around the capital, Kyiv.

He says the country may be finding it difficult to topple the administration of President Volodymyr Zelenskyy.

He says Russia may give up on the idea of seizing Kyiv and shift its campaign to securing control of southeastern Ukraine.

Hyodo says Russia's military now appears to be prioritizing securing the city of Mariupol in order to solidify its grip on the southeastern region, stretching from two eastern provinces to the Crimea Peninsula.

Russia unilaterally annexed Crimea in 2014 and last month recognized the independence of eastern areas effectively controlled by pro-Russian separatists.

French President Emmanuel Macron says France will attempt to help people leave the besieged city of Mariupol in Ukraine.

Macon revealed the plan to reporters after the summit of the EU nations in Brussels on Friday.

He said he would have talks with Russian President Vladimir Putin in the next 48 or 72 hours to convince Russia to allow the evacuation. Macron said France would be coordinating efforts with Greece and Turkey.

Macron said, "I have a special thought for the inhabitants of Mariupol who are living a great tragedy. This is why we decided yesterday to launch an exceptional humanitarian operation which I will be discussing with President Putin in the coming hours."

He said, "It is for me one of the most urgent matters. I think this is our duty." He added that the conversation with Putin is to finalize the details.

The Office of the UN High Commissioner for Human Rights says at least 1,081 civilians have been killed in Ukraine since Russia's invasion began on February 24. The figure includes 93 children.

The agency says the actual death toll is believed to be considerably higher because it cannot corroborate casualty reports from the eastern port city of Mariupol and other locations under intense attacks.

As of Thursday, 344 deaths were reported in the eastern regions of Donetsk and Luhansk. A further 737 were confirmed in other regions including the capital Kyiv, Kharkiv in the east, Chernihiv in the north, and Kherson in the south.

The UN agency also says 1,707 people have been wounded.

The United States has agreed to supply liquefied natural gas to the European Union to help the bloc end its dependence on Russian fossil fuels.

US President Joe Biden and European Commission President Ursula von der Leyen announced the energy initiative on Friday in Brussels.

The US and international partners will "strive to ensure" the EU market receives at least 15 billion cubic meters of additional LNG supplies by the year-end.

Beyond that, the EU will ensure additional demand for 50 billion cubic meters of LNG from the US every year until at least 2030.

The annual amount set out in the deal is enough to replace about one third of the natural gas the EU bought from Russia last year.

Biden acknowledged that halting Russian gas imports will come at a cost for Europe. But he also said, "It's not only the right thing to do from a moral standpoint, it's going to put us on a much stronger strategic footing."

Von der Leyen said, "We need to secure our supplies not just for next winter but also for the years ahead." She described the agreement as an important starting point.

Three major credit rating agencies say they are withdrawing ratings on Russia and Russian entities to comply with European Union sanctions against the country.

S&P Global Ratings, Fitch Ratings and Moody's had announced the withdrawal by Friday.

On March 15, the EU banned ratings on Russia and Russian firms as part of its economic sanctions for the country's invasion of Ukraine. The EU asked the firms to withdraw their ratings before April 15.

The three agencies had lowered credit ratings for Russian government bonds to a level near default.
Severe economic sanctions by the West sent the Russian ruble tumbling and took a toll on the Russian economy.

The ratings of S&P, Fitch and Moody's are used by investors around the world when they purchase government and corporate bonds.

The withdrawal of their ratings is expected to deal a further blow to Russia.

Russian President Vladimir Putin has signed into law a bill that makes it illegal to publish false information about Russia's actions abroad.

The move follows the enactment of a bill on March 4 that sets out penalties, including prison terms of up to 15 years, for individuals and organizations that intentionally spread false information about Russian military activities.

The bill that was signed into law on Friday covers not only false information on Russia's military activities but also on Russia's government organizations operating abroad, including its embassies.

The Putin administration appears to be ramping up censorship in an effort to quell protests against the invasion of Ukraine.

Russian President Vladimir Putin has accused Western countries of trying to cancel a thousand-year-old culture and the people of Russia themselves.

In an online meeting with officials in the cultural and art sectors on Friday, Putin condemned what he called the "cancellation culture" of the West.

He said events involving Russian artists have been cancelled after Russia's invasion of Ukraine.

Putin also argued that the history has been distorted in the West, saying that Hollywood has produced a number of films proclaiming the United States as the only winner against Nazi Germany.

He also criticized Japan, which he said remains silent over US responsibility for dropping atomic bombs on Hiroshima and Nagasaki when it remembers the victims.

Japan is expected to urge African nations to rally against attempts to change the status quo by force at an online ministerial conference this weekend.

Officials from 50 countries will attend the Tokyo International Conference on African Development.

The two-day session is a precursor to a TICAD summit in August.

The talks come during a period of heightened global tensions in light of Russia's invasion of Ukraine.

Japan's Foreign Minister Hayashi Yoshimasa will likely stress that using force to unilaterally change the status quo is unacceptable.

He is also expected to call on African nations to act in unity when responding to such attempts.

The agenda will likely include cooperation in the healthcare and hygiene sectors, including the provision of coronavirus vaccines.

The participants are also expected to discuss ways to establish a free and fair economic system.

The United Nations Security Council has held its first public meeting in more than two years to discuss North Korea's latest launch of a new type of intercontinental ballistic missile.

Friday's meeting was the first in public since December 2019 and followed North Korea's test of an ICBM-class missile the previous day.

Many of the Council's past emergency meetings over North Korean missiles were held behind closed doors.

US ambassador Linda Thomas-Greenfield condemned the launch, saying that it violated multiple Security Council resolutions and poses a threat to the entire international community.

She suggested that the US would submit a new sanctions resolution. She said the UNSC must come together to send an unequivocal message to the North that the Council and international community will not ignore Pyongyang's flagrant violations of Council resolutions and its willful disregard for regional and global stability.

China's envoy, Zhang Jun, said in response that the heart of the issue is the security threat that Pyongyang has faced for years from outside. He said the US should resume direct talks with the North as soon as possible.

He said China is working with Russia to prepare a resolution that would ease sanctions on North Korea.

Fifteen nations including the United States, Britain, France, Japan and South Korea have jointly condemned "in the strongest terms" North Korea's latest launch of what it says was an intercontinental ballistic missile.

They released a statement on Friday after an emergency meeting held publicly by the UN Security Council.

The 15 nations say North Korea has returned to tests of long-range weapons, damaging peace and stability in international society, rather than returning to the dialogue requested repeatedly by some nations, including the US.

The nations say the UN Security Council has remained silent even as North Korea "escalates its provocative behavior." They are urging the UN member states, especially Security Council members, to condemn the North's behavior.

The countries also want North Korea "to abandon its weapons of mass destruction and ballistic missile programs and engage in diplomacy toward denuclearization."

Japan's ambassador to the United Nations has condemned North Korea's launch of a new type of intercontinental ballistic missile. He calls it an imminent and serious threat to his country's security.

Ishikane Kimihiro made the remarks after attending an emergency meeting of the Security Council to discuss the issue on Friday.

Ishikane told reporters that many of the council members condemned the North and called for the implementation of Security Council resolutions. He said he appreciates that the council held a meeting over such a critical issue while world attention is focused on the Ukraine crisis.

Ishikane welcomed a US plan to propose a new draft resolution for tougher sanctions, saying that concrete and prompt action by the council is needed.

In reference to an argument by China and Russia that sanctions on the North should be eased, he stressed the need to tighten them instead.

He asked why the council should consider relaxing sanctions when Pyongyang has failed to comply with any of the resolutions unanimously adopted by the council.
