US media outlets are reporting that former world champion skier Kyle Smaine was killed in an avalanche in central Japan on Sunday.

Many messages have been posted on social media. The US Freeski Team wrote, "Today we lost an incredible person, friend, skier and teammate to the mountains." It added, "Smaine loved exploring the mountains, was a fierce competitor but an even better person and friend."

Smaine's wife wrote, "I'm so incredibly thankful that I got to marry you and have you in my life."

Police in Japan say on Sunday foreign nationals were caught in an avalanche outside the boundaries of a resort in Nagano Prefecture. Two men were reportedly found on Monday with no vital signs.

The International Ski Federation says Smaine won the halfpipe at the World Championships in 2015 and the World Cup in 2018.

Several skiers have been caught in avalanches or lost in snowy mountains across Japan in just the past few days. Police have confirmed that one of two people killed in an avalanche last weekend was a world-champion skier from the US.

Kyle Smaine, aged 31, was backcountry skiing in Japan's central prefecture of Nagano. He was killed along with an Austrian national identified as Christoph Schoefegger, who was part of another group.

NHK has learned Smaine was being paid by Nagano's tourism organization to photograph ski resorts. Officials with the organization say they were unaware of Smaine's itinerary and his plans to backcountry ski.

Smaine won the world championship in ski halfpipe in 2015. The US Free Ski Team posted about his death on social media, calling him "an incredible person, friend, skier and teammate."

Meanwhile, police in Niigata Prefecture say four people from Finland were able to return to safety after being reported lost in the mountains.

The group had been skiing and snowboarding on one of the peaks of the Myoko mountain range on Monday. They told police a snowstorm caused them to lose track of their companions. They were able to find their way back Tuesday morning.

In Tottori Prefecture, police say two backcountry skiers were injured in an avalanche in Daisen Town on Tuesday. They were airlifted to a hospital by a fire department helicopter.

The justice secretary in the Philippines has responded positively about Tokyo's request to extradite four people in relation to a series of robberies across Japan.

The Japanese embassy in the Philippines says it formally asked the country's Department of Justice to extradite the four Japanese nationals on Monday.

Philippine law officials say Justice Secretary Jesus Crispin Remulla promised to cooperate and expressed his intention to deport them as soon as possible.

They are being held at an immigration facility in the Philippines.

Japanese police have obtained arrest warrants for them over their alleged involvement in a scam in 2019 and other crimes. At least one of them is also thought to be linked to a series of recent robberies across Japan.

But the extradition of Watanabe Yuki, one of the four, may be difficult for the moment, as he is facing criminal charges over a violent incident in the Philippines.

Remulla said on Monday that some of the accused people try to escape deportation by having cases filed against them. He suggested his department will rush to dismiss such cases if it finds them dismissible.

The Philippines' justice secretary says officials from his country and Japan will hold talks on Tuesday on the handover of Japanese nationals suspected of involvement in a series of crimes in Japan.

Justice Secretary Jesus Crispin Remulla told a news conference on Monday that the meeting will be attended by officials of the Japanese Embassy in Manila.

Remulla said he hopes to settle the matter before President Ferdinand Marcos Jr. visits Japan. The president is scheduled to make the trip in the first half of February.

Japanese police have asked the Philippine authorities to hand over four or five people who are being held at an immigration facility in the country. They include Watanabe Yuki and Imamura Kiyoto.

Police had obtained arrest warrants for the Japanese nationals for their alleged involvement in separate cases.

Police suspect one or more of these people used the alias "Luffy" to give instructions to perpetrators of robberies in Japan.

Remulla said Watanabe can be handed over to Japan in about 10 to 14 days if legal procedures in a case pending against him are suspended.

Local authorities say a deadly blast inside a crowded mosque in Pakistan has killed at least 47 people and wounded more than 150 others.

The massive explosion took place in Pakistan's northwestern city of Peshawar on Monday.

Authorities say the mosque is in a highly fortified compound that houses police and counterterrorism offices. They added that many police officials are among the dead.

They say a large crowd gathered in the mosque for prayers when the blast occurred.

The police suspect it was caused by a suicide bomber and have launched an investigation.

Pakistan has seen a string of terror attacks targeting military and police facilities by an Islamist militant group known as the Pakistani Taliban.

Japanese researchers say they have detected potentially dangerous organic fluorine compounds from blood samples of people living near a US base in Tokyo. They say the levels of the substances were much higher than the figures in an earlier nation-wide survey.

Harada Koji, the Associate Professor at Kyoto University, along with a civic group have conducted the blood testing of 280 people living near the US Yokota Air Base.

They said on Monday that the preliminary results show the levels of PFOS and PFOA detected in 87 people were more than three times the concentration reported in a 2021 government survey at three locations across the country.

Harada said such levels of the compounds will not immediately affect people's health. But he urged the central and municipal governments to identify the sources of the chemicals and look into their impact.

The blood tests were conducted in response to the detection of the substances in rivers and groundwater near US bases in Okinawa and Kanagawa Prefectures.

Their concentrations were above the provisional safety standards set by the Japanese government.

Similar levels of the substances were also found in wells and groundwater in several places in central Tokyo.

The civic group says it plans to test a total of 600 residents through March and analyze the results.

Organic fluorine compounds were once used in fire-fighting foam and stain repellents.

The United States has strict guidelines for the compounds including no amount allowed in drinking water.

The Japanese government has set up an expert panel to come up with a package of measures as it has yet to establish safety standards for the chemicals.

At the first panel meeting on Monday, environment ministry officials explained a WHO-proposed method to measure those substances in drinking water.

The panel aims to come up with science-based measures and to set an effective PR policy about the chemicals.

Czech President-elect Petr Pavel and Taiwanese President Tsai Ing-wen have spoken over the phone and agreed to deepen bilateral cooperation. It's quite rare for the leader of a nation that has diplomatic ties with China to have a phone call with the Taiwanese leader.

Taiwan's presidential office said the call took place on Monday.

Tsai congratulated Pavel on his victory in the presidential election, which was held this month, as incumbent president Milos Zeman's term is due to expire soon.

Tsai told Pavel that Taiwan is ready to work more closely with the Czech Republic in a range of fields, such as designing semiconductor chips, training engineers and restructuring supply chains.

Pavel later tweeted, "I assured her that Taiwan and the Czech Republic share the values of freedom, democracy, and human rights. We agreed on strengthening our partnership." He added, "I also expressed hope to have the opportunity to meet President Tsai in person in the future."

The Czech Republic does not have diplomatic relations with Taiwan. But it is among the European nations seeking better ties with Taiwan, which has an edge in semiconductors and other advanced technologies.

Experts say these moves reflect concerns over Chinese human rights issues, as well as disappointment about lower-than-expected benefits from their investment ties with Beijing.

Japan's Toyota Motor held on as the world's top-selling automaker in 2022. It's the third straight year it has claimed the title.

Toyota says its global group sales, including for Daihatsu and Hino, came to 10.48 million new units. That's down one-tenth of a percent from the previous year.

Toyota says it managed to minimize the impact that the coronavirus pandemic and a global chip shortage had on its production.

Germany's Volkswagen Group came second with 8.26 million vehicles.

South Korea's Hyundai Motor Group took the third spot with 6.84 million.

It was followed by the alliance of Nissan Motor, Renault and Mitsubishi Motors with 6.15 million.

The third and fourth place finishers switched places from the year before.

Police believe that "Luffy" gave instructions to robbers across Japan through social media. They have not confirmed if the alias was used by a single person or multiple people.

Investigators believe that groups linked to "Luffy" were involved in robberies in at least 14 prefectures. Police had obtained arrest warrants for the suspects for their alleged involvement in separate cases.

Authorities in the Philippines say Imamura can be transferred to Japan as soon as the necessary paperwork has been completed.

But they indicated that Watanabe cannot be handed over before completing legal procedures in a separate criminal case pending against him in the Philippines.

Two transport accidents killed more than 50 people in Pakistan on Sunday morning.

A passenger bus plunged off a road and caught fire in the southwestern province of Balochistan.

Local authorities say 41 people, including passengers, are dead and that two injured were taken to hospital.

They are investigating the possibility that the bus was over-speeding at the time of the accident.

The bus departed from the southwestern city of Quetta the night before, heading for the southern city of Karachi.

Meanwhile, a boat capsized in a lake in the northwestern province of Khyber Pakhtunkhwa, leaving at least 10 people dead and seven others injured.

The boat was reportedly carrying about 30 children from a local Islamic school when the accident occurred. They were visiting the area for a picnic.

Local firefighters and others are searching for those who remain missing.

Four Chinese government ships have entered Japan's territorial waters around the Senkaku Islands in the East China Sea.

The Japan Coast Guard says the vessels entered territorial waters near the islands of Minamikojima and Uotsurijima early Monday morning.

The vessels are reportedly navigating in waters a few kilometers away from Japanese fishing and survey ships.

The coast guard says it has dispatched patrol vessels to ensure the safety of the Japanese ships and to warn the Chinese vessels to leave Japan's territorial waters immediately.

The incident marks the second time this year that Chinese government ships have been spotted in Japan's territorial waters around the Senkaku Islands. The first occurred on January 10.

Japan controls the Senkaku Islands. China and Taiwan claim them. The Japanese government maintains the islands are an inherent part of Japan's territory, in terms of history and international law. It says there is no issue of sovereignty to be resolved over them.

NHK has learned that automakers Nissan and Renault may refocus their partnership in some key developing markets as part of efforts to rebalance their capital alliance.

Sources say the companies are eyeing expansion in India as well as South and Central America. The plan is said to be contained in a five-point agreement the two sides are working out.

Momentum to overhaul the alliance is gaining amid rapid changes in the global car market.

The French automaker now holds a 43 percent share of its Japanese partner. Nissan wants the figure to be cut to 15 percent to match its stake in Renault.

The two sides have broadly agreed to reduce Renault's stake by placing shares in a third-party trust to be sold off in phases.

The companies would have equal voting rights in each other. Nissan would also acquire up to 15 percent of Renault's new electric vehicle unit.

Negotiations are said to be in the final stages. A deal would potentially take the lopsided partnership to a new stage.

The automakers formed their alliance when Nissan was in serious financial trouble in the late 1990s.

The Japanese government's search for the remains of soldiers who died in World War Two has brought new results.

Officials say they've found a human bone fragment in a battle tank unearthed on Peleliu. The Pacific island witnessed fierce fighting between US forces and the now-defunct Imperial Japanese Army in 1944.

The death toll on the Japan side topped 10,000. The government has already collected the remains of about 7,800 troops, but the search continues for others.

The health ministry has commissioned the work to the Japan Association for Recovery and Repatriation of War Casualties. The group began excavations in September, and found the bone three months later.

Officials say it's part of a leg, and measures about 30 centimeters long. They say it's highly likely to be from a Japanese soldier, and are now considering a DNA analysis.

The group has also found bone fragments in another tank, but they are in poor condition due to fire damage. Officials say DNA testing will be difficult.

The team plans to conduct more excavations on other buried tanks.

The group says the discovery of the bone in tanks will lead to the possibility that there are still bones left behind that can help identify the war dead.

A retirement ceremony was held on Saturday for former sumo Grand Champion Hakuho at the Ryogoku Kokugikan in Tokyo.

He won the most ever 45 tournaments, chalking up 1,187 wins before retiring in 2021 after that year's Autumn Grand Sumo Tournament.

He then took over the Miyagino stable, becoming its new stable master last July.

At the ceremony, held 16 months after his retirement, the new Miyagino stable master had his last bout with his son Mahato, and then performed a ring-entering ceremony that drew loud applause.

He was accompanied by Sekiwake Hoshoryu, and Ozeki Takakeisho, who won the New Year Grand Sumo tournament earlier this month.

At times he shed tears when nearly 300 people, including former Yokozuna Kisenosato, former Yokozuna Harumafuji and his mother, who turned 75 years old on that day, began cutting his topknot with scissors.

Stable master Magaki, who trained him when he was young, cut off the final portion of the topknot, bringing an end to his 20-year career.

Stable master Miyagino told reporters after the ceremony that he feels refreshed, but also a bit sad for losing what became a vital part of his body.

He said he will start fighting in another ring, and that he will work to live up to Miyagino's name, and give back by raising new Yokozuna and Ozeki.

Observers say Trump is trying to get a head start by stumping early in the crucial state.

Some within the Republican Party have expressed concerns over Trump's declining influence, after a number of candidates endorsed by him lost in highly-watched races in the mid-term election last year.

Some have expressed their support for Florida Governor Ron DeSantis, whom they regard as part of the new generation of conservative politicians, as well as former Vice President Mike Pence.

NHK interviewed the Philippine official on Saturday. He said the suspects now live in a ten-person cell along with other Japanese nationals. He added that the men were often seen speaking on cell phones, while they exercised in the facility's courtyard.
The official said a colleague at the facility reported that the inmates looked upset when news reports about the robberies surfaced. The colleague also reportedly stated that the men had recently stopped going outside to engage in daily exercise.

The Philippine government says it instructed the center to confiscate cell phones and other means of communication from the suspects, after the reports surfaced. It says it plans to make a decision about whether to hand over the individuals, after it carefully assesses the criminal charges that the men face in the Philippines.

Japan's government is working on semiconductor export controls following actions by the United States that impose severe restrictions on exports to China.

Washington announced in October that it would adopt restrictions on exports to China of advanced semiconductors and manufacturing equipment that can be applied to the development of weapons of mass destruction and advanced military systems.

Representatives of Japan and the Netherlands are said to have met with their US counterparts in Washington this past week. Both countries are leaders in semiconductor manufacturing equipment.

Details of the meeting have not been revealed, but restrictions on exports to China are believed to have been discussed.
Japan controls exports of industrial products under the Foreign Exchange and Foreign Trade Act.

Approval by the country's trade minister is required to export goods that can be applied to military use.

The government will decide which specific items should be restricted with due consideration to the impact on Japanese manufacturers and likely Chinese reactions.

More than 60 percent of care service workers in Japan are not satisfied with their pay.

A recent survey conducted by the Nippon Careservice Craft Union shows that only 7.7 percent of more than 2,100 respondents replied that they are satisfied with their wages.

Twenty-seven point eight percent said that they are somewhat satisfied.

While 41.5 percent said they are a little dissatisfied, 20.9 percent replied that they are very much dissatisfied.

That makes more than 60 percent of respondents who are not satisfied with their pay.

When asked why they are dissatisfied in a multiple choice question, 44.3 percent of them said that their pay does not reflect the amount of work. And 40.9 percent said that they believe their wage is lower than the average in society.

The average basic monthly pay of the respondents last year was 261,018 yen or about 2,010 dollars. Wages increased by almost 4 percent from the previous year.

Union officials say that the industry faces a serious shortage of workers and that an immediate pay raise is called for.

They added that many care service businesses do not have unions but employers should work on improving terms and conditions of employment for their workers.

They also said that they want the government to raise the standard of care service compensation.

A winter festival featuring about 30 ice sculptures has been drawing many tourists to a hot spring resort in Japan's northern prefecture of Hokkaido.

The annual Ice Fall Festival got underway on Saturday in Sounkyo hot spring resort in the town of Kamikawa.

Visitors posed for photos in front of the colorfully-illuminated ice sculptures on the Ishikari River bed.

A bar and a booth serving food and drinks have been set up for the first time in three years after a hiatus due to the coronavirus pandemic. The bar is inside of an ice sculpture, where people can enjoy cups of hot sake or cocoa at tables made of ice.

A woman in her 20s who came from Mie Prefecture, central Japan, said she was excited by views that can't be seen in the region she is from.

A man in his 70s who came from a town in Hokkaido said numerous sharp icicles inside the sculptures were very impressive.

The festival will run through March 12.

Russian forces in Ukraine are trying to solidify their gains before the Ukrainians take delivery of lethal weapons from their allies. However, analysts from British defense ministry say they are not making any substantial progress on the battlefield.

Leaders in Moscow had warned of the consequences after Germany, the US and other nations promised to send their main battle tanks to help Ukrainian forces.

On Thursday, they launched missile strikes on power plants and other civilian targets across Ukraine. At least 11 people died. However, Russian officials say the attacks had a military goal.

Defence Ministry spokesperson Igor Konashenkov said, "The strikes disrupted the transportation of weapons and ammunition, including those supplied by NATO countries, to combat areas."

On Friday, analysts from British defense ministry disputed those claims. They said the Russians are spreading misinformation to give the impression that their troops are "sustaining momentum."

Ukrainian leaders want to make sure their troops are ready for the new weapons. They are sending tank crews to the UK for training that starts on Monday.

President Volodymyr Zelenskyy said on Friday that his army "needs at least 300 to 500 tanks" to beat back the Russians.

The sister of North Korean leader Kim Jong Un has lashed out at the United States for providing Ukraine with advanced battle tanks to fight Russia.

In a statement carried by the state-run Korean Central News Agency on Friday, Kim Yo Jong accuses Washington of "escalating the war situation".

She says the United States and other Western countries are handing over military hardware worth "an astronomical sum of money".

And she says no matter how desperately "the imperialist allied forces" may try, they will never weaken the spirit of the Russian army and people.

The Tokyo-based Radiopress news agency says this is the first time she has published a statement about Russia's invasion.

North Korea has clearly expressed support for Moscow since the conflict began. Russia supports Pyongyang's nuclear and missile development programs.

Chinese government statistics show a surge in domestic and overseas travel during the weeklong Lunar New Year holidays.

Figures show 308 million people traveled during the seven days through January 27. That's up 23 percent from the same period last year.

Authorities ended their ultra-strict coronavirus restrictions earlier in the month.

Visitors returned to many tourist destinations. But some worry that could lead to the spread of infections in rural areas, or the emergence of new variants.

The state-run Xinhua news agency says about 1.2 million people traveled abroad from China during the six days through Thursday. That's about double the figure last year.

But the number who visited Japan remained low. Factors include the Chinese government's restrictions on sightseeing trips to Japan, and a drastic reduction in the number of flights.

A Palestinian man opened fire at a synagogue in Jerusalem on Friday night, killing seven people.

The gunman was shot dead by Israeli police.

The synagogue is in an Israeli settlement. The settlements are considered illegal under international law.

The incident follows Israeli military operations on Thursday in the West Bank city of Jenin and elsewhere that killed 10 Palestinians, including civilians.

Palestinian militants fired rockets from the Gaza Strip in retaliation. Israel responded with air raids on militants' bases.

Thirty Palestinians have been killed in January as a result of Israeli military operations.

Tensions have been mounting between Israelis and Palestinians. The new government formed in December under Benjamin Netanyahu is thought to be Israel's most hardline administration.

Japanese police have requested that Philippine authorities hand over four or five Japanese nationals being held at an immigration facility in greater Manila.

At least one of them is thought to be an organizer of a series of robberies across Japan.

The suspects include Watanabe Yuki and Imamura Kiyoto. Tokyo police had obtained arrest warrants for them and others for their alleged involvement in a scam in 2019.

Philippine Justice Secretary Jesus Crispin Remulla told NHK that Japanese police believe Watanabe may have used the alias "Luffy."

He revealed that Watanabe has been detained at the immigration facility since 2021.

Remulla told NHK that he wants to discuss the matter with the Japanese government to find out what it wants to be done.

He confirmed that phones are now banned at the facility so detainees cannot communicate with anyone outside.

Authorities in the Philippines say Imamura can be handed over to Japan as soon as the necessary paperwork has been completed.

They indicated that Watanabe cannot be delivered to Japanese authorities until legal procedures are completed in a case pending against him in the Philippines, but that he could be handed over if the procedures are suspended.

The justice secretary said he wants to examine the case in detail before he decides how to respond to the Japanese government's request.

Police believe a person using the name "Luffy" recruited people to commit a number of robberies in Japan and gave them instructions through social media.

They suspect the group that "Luffy" belongs to was involved in robberies in at least 14 prefectures.

Investigators have not confirmed if the name "Luffy" was used by a single person or multiple people.

The Japanese government's search for the remains of soldiers who died in World War Two has brought new results.

Officials say they've found a human bone fragment in a battle tank unearthed on Peleliu. The Pacific island witnessed fierce fighting between US forces and the now-defunct Imperial Japanese Army in 1944.

The death toll on the Japan side topped 10,000. The government has already collected the remains of about 7,800 troops, but the search continues for others.

The health ministry has commissioned the work to the Japan Association for Recovery and Repatriation of War Casualties. The group began excavations in September, and found the bone three months later.

Officials say it's part of a leg, and measures about 30 centimeters long. They say it's highly likely to be from a Japanese soldier, and are now considering a DNA analysis.

The group has also found bone fragments in another tank, but they are in poor condition due to fire damage. Officials say DNA testing will be difficult.

The team plans to conduct more excavations on other buried tanks.

The group says the discovery of the bone in tanks will lead to the possibility that there are still bones left behind that can help identify the war dead.

Taliban officials have said that more than one hundred people have died across the country so far this year due to Afghanistan's coldest winter in a decade.

A strong cold air mass has flowed into the region, making temperatures lower than usual. In areas around the capital Kabul, temperatures fell below minus 20 degrees Celsius this month.

Authorities said many people, including children, have died of health problems or frozen to death.

In the southern Province of Kandahar, a woman named Najiba lost her one-year-old granddaughter Ahmedia early this month. She died after falling ill.

Najiba said that her granddaughter's father is a day laborer. The family had no money to buy enough food, or gas or firewood to heat their home.

She said her granddaughter "was like a light for our family. It was so cold this year that we couldn't warm her up."

The Taliban is calling for help from the United Nations and other countries. The UN estimates 28 million people, two-thirds of Afghanistan's population, are suffering from poverty and food shortages and need emergency humanitarian aid.

The International Criminal Court has cleared the way for prosecutors to resume a probe into the so-called war on drugs in the Philippines.

Judges at The Hague-based court have authorized a prosecutor to reactivate an investigation into alleged crimes against humanity between 2011 and 2019.

The inquiry was suspended in 2021 after Manila said it was already examining the crimes, and argued the court didn't have jurisdiction.

Government records show more than 6200 drug suspects were killed, and many of them were people who lived in poverty.

Human rights advocates believe the actual death toll is much higher.

Former Philippine President Rodrigo Duterte openly threatened drug suspects with death, but he's defended the crackdown as being "lawfully directed".

Duterte withdrew the Philippines from the ICC in 2019 after it opened the investigation, and the country's current President Ferdinand Marcos Jr. has said his country does not intend to rejoin the court.

Meanwhile, the Philippine government responded to the ICC's decision in a statement on Friday, saying "our own domestic judicial processes should take precedence, and we can show that despite structural and resource limitations in our legal system, it is still a well-functioning system that yields positive results in its own time."

The Russian Embassy in North Korea says local authorities have imposed a five-day lockdown in Pyongyang, citing rising cases of a respiratory illness in the capital.

The embassy on Wednesday uploaded on its Facebook page what it called a notice from the North Korean Foreign Ministry.

Due to a rise in the number of people with influenza and those with a respiratory illness, North Korean authorities declared the five days starting Wednesday a period for special precautions against diseases.

During this time, authorities are requiring foreign diplomats to remain either within the embassy compound or their homes.

The diplomats are required to report to designated medical institutions the results of their temperature checks, which must be done four times a day.

Last May, North Korea announced that it confirmed the first case of the coronavirus in the country.

But three months later the country's leader, Kim Jong Un, declared that the country had successfully contained the virus and won the fight against the pandemic.

The country's state-run media is now calling on the public to stay alert and take preventive measures.

The Japan Coast Guard says at least 13 crewmembers have been rescued since a Hong Kong-registered cargo ship reportedly became flooded off the coast of Nagasaki Prefecture late on Tuesday.

Coast Guard officials received a distress call from the vessel "Jintian" past 11 p.m. on Tuesday. The vessel was traveling off the Danjo Islands in the East China Sea at the time. The officials said the crew told them the vessel tilted and became flooded with water.

The vessel has a crew of 22, with 14 Chinese and eight Myanmar nationals. A report from a ship sailing nearby said the crew had moved onto lifeboats by about 2:30 a.m. on Wednesday. The vessel reportedly sank shortly later.

The Japanese and South Korean coast guards, the Japan Self-Defense Forces and private ships have been engaged in search and rescue efforts. The 13 survivors were rescued before noon. Their conditions are not known.

The operation is continuing.

Japanese insurers are planning to hike premiums for coverage of war damage to ships in waters around Russia and Ukraine.

The move comes as Russia's drawn-out invasion of Ukraine prompts reinsurance companies to increase their rates.

Sources say three non-life insurers will raise their premiums by about 80 percent from late January.

The companies are Tokio Marine & Nichido Fire Insurance, Sompo Japan Insurance and Mitsui Sumitomo Insurance.

Last month the firms said they would stop offering war-risk insurance in waters around the conflict zone because reinsurers were withdrawing their coverage.
But they later backtracked, and said they would extend their protection until March.

Ship owners need war-risk insurance because standard insurance doesn't cover them for damage from military conflicts.

Japan uses ships to import liquefied natural gas from the Sakhalin-2 oil and gas project in Russia's Far East.
The government is concerned that the suspension of war-risk insurance could impact the stable supply of LNG.

People across much of Japan are bundling up, hunching their shoulders, doing whatever they can to stay warm. Heavy snow has caused widespread disruption, with trains and vehicles stranded.

Sixteen people reported feeling unwell and were taken to hospitals.

Railway officials later said they had underestimated the amount of expected snowfall, leading to a snow-melting system on tracks not being activated.

On an expressway that links the western prefectures of Mie and Shiga, many trucks were stuck for nearly 24 hours. The jam at one point stretched for about 10 kilometers.

A driver said, "I knew a cold spell was coming, but I never imagined there'd be such heavy snow".

The expressway operator says the section was cleared early Thursday. It plans to fully reopen the road to traffic by the evening.

The harsh weather still continues. Weather officials warn heavy snow and blizzards may lead to more disruptions of public transport. They say subzero temperatures could freeze water pipes and damage crops.

China's health authorities say 6.94 million new coronavirus cases were confirmed late last month.

The Chinese Center for Disease Control and Prevention announced on Wednesday that the number of new cases peaked on December 22, but fell to 15,000 this Monday.

But the data does not include the total number of infections or breakdown of the figures by province.

China saw the number of new cases soar across the country after it significantly eased anti-coronavirus measures in place on December 7.

A CDC expert last week expressed the view 80 percent of the country's population has already been infected.
He cited the possibility that more than 1.1 billion people in the country with a population of 1.4 billion have had the virus.

The CDC says the number of coronavirus-related deaths in hospitals peaked on January 4, when 4,273 cases were reported, and that the number of deaths confirmed on Monday was 896.

The CDC announced that 72,596 people with the virus died between December 8 and January 19.

But experts say since the figure does not include those who died at home, the actual number could be much higher.

The Japanese government plans to downgrade COVID-19 to the same class of infectious diseases as seasonal flu in late April or early May. A decision on the matter is expected to be reached by the end of the week.

Prime Minister Kishida Fumio said last week that he intends to have the disease reclassified in principle this spring to category five, the same grouping as seasonal flu. COVID-19 is currently classified as equivalent to category two -- the second-most severe tier on Japan's classification system for infectious disease. The level allows authorities to take strict measures to prevent spreading of the disease.

The plan so far is for the reclassification to take place in April or May after local governments and medical institutions have had enough time to prepare.

The government says it will narrow down the timing of the shift and convene a coronavirus task force meeting for a decision by the end of the week.

The government plans to continue funding medical treatment after the reclassification, citing concerns that people might be discouraged from seeing a doctor if they have to pay out of pocket.

Some government officials have proposed easing rules on mask usage at schools ahead of the classification change.

They are to be held at several locations in the prefecture, including the resort's host city Urayasu, and feature Mickey Mouse and other Disney characters. The events have yet to be scheduled.

Related events are also in the works.

It is the first time for the company to sign such a comprehensive deal with a local government.

Chiba Governor Kumagai Toshihito said he wants to make the partnership an opportunity to bring together people working to promote culture and the arts.

Oriental Land Company President Yoshida Kenji said he hopes to forge closer ties with the people of Chiba Prefecture, and contribute further to regional revitalization.

Heavy snow disrupted trains in western Japan, leaving passengers trapped inside for hours during the night.

West Japan Railway says that as of 2 a.m. on Wednesday, 15 trains along the Kyoto Line and the Biwako Line were stuck between stations.

Railway officials say they asked passengers to walk along the tracks to nearby stations. They added that passengers on at least three of the trains complained of feeling ill.

Kyoto City officials say they received a request to accommodate about 1,300 people who were stuck at Yamashina Station.

The city made available its community facility near the station and a passageway that leads to a subway station.

A passenger said he got on a train at Kyoto Station on Tuesday night and was trapped in it for about seven hours until around 2:30 a.m.

He said the first two to three hours were bearable, but the carriage that had a toilet gradually became crowded, resulting in stuffiness that caused many people to feel ill. He added that some were carried out by stretchers.

He said he got out around 2:30 a.m. and spent an hour walking along the tracks to the station. He spent the rest of the night with other people in an underground passage provided by the city.

He said he should have acted sooner, but also wondered why the railway company was not able to take better measures.

The coldest air mass of the season continues to bring snow, mainly to areas along the Sea of Japan coast from western to eastern Japan. The mercury has dropped below zero Celsius across the country.

Weather officials are advising people to refrain from non-essential outings and watch out for icy road conditions. They also warn that water pipes could freeze.

The Meteorological Agency says a strong winter pressure pattern is bringing an influx of cold air.

Okuizumo Town in Shimane Prefecture saw 18 centimeters of snow during the three hours through 4 a.m. on Wednesday.

As of 4 a.m., snowfall had reached 1.54 meters in Daisen, Tottori Prefecture, and 1.05 meters in Nozawaonsen Village, Nagano Prefecture.

Snow has also accumulated at lower elevations where there is usually little snow. Snowfall reached 13 centimeters in Kyoto City and 6 centimeters in Hiroshima City. The weather conditions have been affecting transportation in the Kansai region and elsewhere.

Winds have also intensified from northern to western Japan mainly along the Sea of Japan coast. A peak gust topped 100 kilometers per hour in Sakata City's Tobishima in Yamagata Prefecture shortly before 4 a.m.

The lows dropped to minus 12.1 degrees Celsius in Sapporo City, minus 7.3 degrees in Sendai City and minus 5.6 degrees in Niigata City.

The winter pressure pattern is expected to stay until Thursday, bringing heavy snow and blizzards mainly to areas along the Sea of Japan coast. Heavy snow is also possible in lower elevations along the Pacific.

Temperatures are forecast to plunge across the country to the lowest level in a decade.

Weather officials are urging people to be careful of heavy snow, blizzards, frozen roads and other effects on transportation, violent winds and high waves. They are also calling on people to keep an eye out for frozen water pipes and power outages due to the snow.

Authorities say traffic jams could happen in areas where heavy snow is forecast. Some expressways have already been closed.

Transport ministry officials are urging people to refrain from going out unless it is urgent. Drivers are advised to use winter tires or snow chains.

East Japan Railway Company says it will suspend operations between Fukushima and Shinjo stations on the Yamagata Shinkansen line throughout Wednesday.

The Tokaido and Sanyo Shinkansen is experiencing delays as trains are running slower in some sections.

Expressways have been closed in many areas from the Tohoku to the Kyushu regions. Road operators say more sections may be shut.

The transport ministry says national roads may be closed for snow removal depending on weather conditions.

Drivers are being urged to avoid non-essential journeys when heavy snow is expected and to keep an eye on weather and traffic conditions. They are also advised to use winter tires or carry snow chains.

Prime Minister Han Duck-soo on Monday night called on relevant ministries and agencies to take thorough safety measures.

In North Korea, state-run television forecast on Monday night that temperatures would drop to minus 20 degrees in the capital Pyongyang on Tuesday morning.

Weather officials in the country expect the most severe cold since 2001.

The president of the Philippines says he has used a new territorial dispute hotline with China for the first time. The two countries established the channel to avoid escalations in the South China Sea.

President Ferdinand Marcos Jr. said he used it after a Chinese Coast Guard vessel reportedly drove off a Filipino fishing boat in a disputed waterway earlier this month.

The incident took place in the Second Thomas Shoal. It is located within the Philippines' exclusive economic zone, but China also claims it. Beijing has yet to comment on the encounter.

Marcos and Chinese President Xi Jinping met in Beijing several days before the incident. That's when they agreed to create the direct line.

Marcos said the mechanism will take time to fully implement, but stressed it would help protect Filipino fishers.

He also suggested that China must change its behavior, saying the fishermen involved in the incident were unarmed and posed no threat.

The latest plan is to ensure stable procurement of batteries for its EV manufacturing in Japan.

Chinese tourists are flocking to Southeast Asia for the Lunar New Year holidays after Beijing lifted its tough COVID rules.

Indonesia is one of several countries in the region looking forward to an influx of Chinese visitors. With the start of the weeklong holidays, a chartered flight carrying Chinese tourists landed in Bali on Sunday.

More than 200 travelers from the southern city of Shenzhen were welcomed by Indonesian officials. It was the first direct flight from mainland China since airline services were suspended in February 2020 due to the pandemic.

A 17-year-old tourist said he was very happy "because we couldn't go abroad for three years, but now we can."

Nearly 1.2 million tourists from China visited Bali in 2019, which is the second-largest contingent after Australians. But a travel agency association says there were almost no Chinese visitors after the pandemic hit.

The association says that once direct flights from China to Bali restart, as many as one million tourists could visit this year.

The Indonesian government has not strengthened its border controls for Chinese tourists. It is determined to revitalize the tourism industry, even though infections are surging in China.

Thailand is another country where Chinese tourists are reappearing. They thronged the country's southern resort islands in Krabi Province at the weekend.

Thai tourist authorities forecast more than 29,000 Chinese will visit the country from January 19 to 27.

They are expecting an even bigger wave of visitors as the Chinese government has allowed group tours to 20 countries, including Thailand, from early February.

Japanese director Shinkai Makoto's animated film "Suzume" has been nominated for the top awards at the Berlin International Film Festival.

Shinkai's animation is among the nominees for the Golden and Silver Bear awards at the 73rd Berlinale, which were announced on Monday.

It tells a story of a high school girl who went through a devastating earthquake as a child overcoming challenges while traveling across Japan. The aim of her journey is to close the "doors" that can cause disasters.

Suzume is the first Japanese animated film to be shortlisted for the awards since 2002, when Miyazaki Hayao's "Spirited Away" won the Golden Bear.

Shinkai says the film is based on a catastrophic event that struck Japan 12 years ago.

He says the nomination gives him a chance to figure out firsthand how his work will be perceived and interpreted by overseas audiences.

The festival opens on February 16 and runs through February 26.

Japan's top government spokesperson says the country will urge Russia to allow Japanese fishing boats to operate as soon as possible around four Russia-controlled northern islands claimed by Japan.

Islamabad is discussing with Moscow starting imports of Russian oil and gas.

The South Asian country is suffering severe energy shortages due to a surge in oil prices following Russia's invasion of Ukraine and insufficient foreign currency.

Defense officials of Japan and India have allowed the media to cover their joint fighter drills outside Tokyo. They say they are making arrangements to hold similar exercises in India.

Japan's Air Self-Defense Force and the Indian Air Force on Monday invited reporters to observe the first such training sessions with India in Japan.

The exercises began at the Hyakuri Base in Ibaraki Prefecture, northeast of Tokyo, on January 16 and are scheduled to continue until January 26.

Bad weather kept the Indian aircraft grounded. But an Indian commander was able to ride along in a Japanese F-2 fighter.

Central Air Defense Force commander Sakamoto Koichi and Air Marshal Pankaj Sinha, chief of the Indian Air Force's Western Air Command, held a joint news conference.

Sakamoto said the training can help deepen ties between the two forces and contribute to regional peace and stability.

Air Marshal Sinha said their cultures and languages are different, but that they found they have many things in common.

He disclosed that the air force has asked the Japanese side to conduct joint fighter drills in India.

The Air Self-Defense Force said details are still being arranged, and added that it hopes to boost cooperation with the Indian Air Force.

Businesses across Japan are preparing to respond to a bout of severe winter weather in the coming days.

Demand for some goods has been unexpectedly high at some shops. A home improvement store in Fukuoka City in southwestern Japan says it has sold all of its merchandise for coping with heavy snow and icy weather. Among the items sold out were snow shovels and covers for water pipes to keep them from freezing up.

The store says it sold more than 30 large oil heaters over the weekend, and it is unclear when new stock will arrive. A local resident in his 70s said he came to buy a heater, but was disappointed there were none left. He said he had checked several other stores, but they were all sold out.

Oda Tomoya, an employee of an outlet of the GooDay home-center chain, said, "People seem to be on higher alert than in previous past cold spells. The shelves on the sales floor are almost empty. We didn't expect customer demand to be so high."

Meanwhile, strawberry growing company Meiwafarm Hybrid in Tottori City, western Japan, is heating its hothouses with hot-spring water, instead of air heaters.

The company says it will adjust the temperature of the water running around the plants so the air temperature won't fall below 7 degrees Celsius.

It says temperatures below that would affect the fruit.
Grower Sakamoto Shigeru says, "The taste of strawberries changes depending on temperature and sunlight. I want to make sure the taste won't change, regardless of weather conditions."

Sakamoto says the water is usually heated to about 30 degrees. But he plans to raise the temperature on Tuesday by about 2 degrees.

The Philippine Coast Guard is increasingly turning to Japan in a push to beef up its presence in the South China Sea.

On Friday, Admiral Artemio Abu said his country will ask Japan for support in acquiring at least five large patrol vessels.

He said the plan would include assistance for the construction of a new headquarters, with a wharf exclusively for the boats.

Cambodia and Japan are helping Ukraine remove landmines and unexploded shells. Many of the explosives have been left behind in regions occupied by invading Russian forces.

Eight members of Ukraine's State Emergency Service have been taking part in a training program in Cambodia. The Cambodian government and the Japan International Cooperation Agency, or JICA, organized the five-day session that ran to Friday.

On Thursday, the visitors went to Cambodia's northwest where the explosive remnants of past conflicts remain in the soil. They learned how to use mine detectors that will be provided by Japan.

Ukrainian authorities say roughly a quarter of the country, or 160,000 square kilometers, is affected by landmines and other unexploded bombs.

The Cambodian government and JICA will continue their assistance by drawing up manuals on landmine removal and sending experts to Ukraine's neighbor Poland.

A civic group in Hiroshima held a candlelight vigil on Sunday marking the second anniversary of the United Nations treaty banning nuclear weapons.

About 50 people took part in the event in front of the Atomic Bomb Dome in the city of Hiroshima. It was organized by a group that advocates for the abolishment of nuclear weapons.

The participants lit about 1,500 candles arranged to spell out "Peace for Ukraine" and "No nuke war."

The group's adviser, Moritaki Haruko, said that she sometimes experiences feelings of hopelessness.

She said she believes Hiroshima has an obligation to tell the world that any threat to use a nuclear weapon is inhumane, especially given that people are being killed and injured right now.

After the vigil, Moritaki said it's disappointing that the reality of the world remains far from what the nuclear ban treaty aims to achieve two years after it took effect.

She added that people must stand against countries that rely on nuclear deterrence. Japan has not joined the treaty.

The group plans to post photos of the candle-lit messages on social media to show people around the world.

US Justice Department investigators searched President Joe Biden's home in Delaware on Friday and found additional classified documents.

The search was part of investigations based on previous finds of such items at Biden's home and private office.

The Justice Department has already appointed a special counsel to investigate the matter.

A lawyer for Biden says in a statement released Saturday that the Justice Department took possession of some materials for inquiry after Friday's search.

The statement said the newly discovered documents date back to when Biden was serving as a Senator and as vice president. Six items were deemed classified.

The statement also said White House staff were present during the thorough search of the entire premises, which lasted nearly 13 hours.

The White House said in a statement that the president and the first lady were not present.

The White House says it will continue to cooperate with the Justice Department and the special counsel to help ensure that the probe is conducted swiftly and efficiently.

Republicans are expected to ramp up their criticism of Biden's handling of the matter.

Leaders in Ukraine have been urging their allies in the West for more support to beat back Russian troops. And the allies have "pushed hard" to meet their need. However, they have now seen a split in the coalition.

Defense officials from more than 50 countries and organizations gathered at Ramstein Air Base in Germany to showcase their support. Ukrainian President Volodymyr Zelenskyy joined them online and repeated his call for tanks.

However, German leaders are still undecided about whether to send their own Leopard 2 tanks or even to allow other nations to send the German-made tanks in their arsenal. Still, they are disputing the idea that they are the ones blocking the deal.

German Defence Minister Boris Pistorius said, "We are not really hesitating, we are just very carefully balancing all the pros and cons. We are not talking just about delivering anything to anybody."

Pistorius added that they will be ready to move quickly if and when the allies reach a consensus.

Leaders in the US are taking a similar stance. They are holding back their own tanks while emphasizing the strength of the alliance.

US Defense Secretary Lloyd Austin said he is "confident that this group will remain united, will continue to build momentum, will support Ukraine against Russian aggression for the long haul."

The chairman of the US Joint Chiefs of Staff added a more pessimistic view. General Mark Milley said it will be difficult for the Ukrainians to drive all Russian forces out of occupied territories by the end of the year.

Zelenskyy said there is "no alternative" but for the West to give his troops heavy tanks.

A Chinese expert says China is unlikely to see a big rebound in coronavirus infections during the coming months, as 80 percent of the country's population has already been infected with the virus.

Wu Zunyou, chief epidemiologist at the Chinese Center for Disease Control and Prevention, expressed his view on the Weibo social networking platform on Saturday.

He said the virus has been rapidly spreading across the country since the Chinese government relaxed the measures that were aimed at preventing infections.

The expert did not present concrete evidence to support his contention that more than 1.1 billion people have had the virus in the country. China has a population of 1.4 billion.

Wu said large numbers of people have been traveling since the ongoing Lunar New Year holiday period began. He said that might lead to an increase in the number of cases in some areas.

But, he also said it is unlikely that there will be a big, nationwide rebound or a second wave of infections over the next two to three months.

The Chinese government stopped publishing daily coronavirus statistics, after it ended its zero-COVID policy. The last data update was provided on January 8.

The exodus began with the start of the Spring Festival holiday on Saturday, ahead of New Year's Day, which falls on Sunday this year.

This year's holiday comes after the Chinese government ended its zero-COVID policy earlier this month.

Now that strict anti-virus restrictions have been lifted across the country, nearly 2.1 billion passenger trips are expected during the 40-day period before and after the Lunar New Year holiday. That's double the number compared to last year.

On Saturday, an airport in Shanghai was crowded with people departing for other cities or countries.

A 35-year-old man said he was going to a southern resort town with his family and friends. He said that he had not been to another city in nearly two years, and that he was looking forward to seeing the ocean and bathing with his children.

A 45-year-old Japanese man, stationed in Shanghai and living with his wife and 5-year-old daughter, was also among departing passengers. He said that it's the first trip for his family since the lockdown and quarantine measures were lifted. He said he wants to relax with his family although he is a little concerned about possible infection.

The number of Chinese visitors to Japan is unlikely to increase significantly during the holiday as the Chinese government has imposed restrictions on sightseeing trips to Japan.
