Flights at Manila's international airport were suspended Sunday after a power outage.

The Ninoy Aquino International Airport announced a hold on incoming and outgoing flights in a post on Twitter at around 2 p.m., local time.

The announcement cited technical issues at the Air Navigation Facilities of the Civil Aviation Authority of the Philippines.

The airport operator said a power outage at the airport's air traffic management center has resulted in a loss of communication.

The authority said it is working to resume flights as soon as possible.

As of 5 p.m. Japan time, at least 16 flights had been canceled or returned because of the problem.

Affected flights include those between Manila and Japan's Narita and Haneda airports, as well as some passing over or near the Philippines en route to or from other Southeast Asian countries.

Airlines are asking passengers to check their websites for updates.

Ukrainian President Volodymyr Zelenskyy has urged the nation to unite in his address ahead of the New Year. Russian forces continued their attacks on New Year's Eve.

Zelenskyy called on people to let 2023 be the year of return -- the return of land, soldiers, prisoners of war and normal life. He added that Ukraine is ready to fight to achieve that goal.

The mayor of the Ukrainian capital Kyiv, Vitali Klitschko, said on social media that strikes on Saturday killed one person and injured 20 others, including a Japanese journalist.

The Japanese newspaper Asahi Shimbun said one of its journalists, Sekita Wataru, was injured outside the hotel where he was staying. Sekita is reported to have sustained a minor leg injury.

Local media reported that people were also injured in the southern regions of Zaporizhzhia and Mykolaiv.

Ukrainian Foreign Minister Dmytro Kuleba condemned the attacks. He wrote on Twitter, "Russia's mass missile attack is deliberately targeting residential areas." He said Russian President Vladimir "celebrates" New Year by killing people.

Putin said on Saturday that the country must fight and move forward. He made the remark while visiting the headquarters of the southern Russian region of Rostov, which borders Ukraine.

Ukraine's top security official says his country hopes to become a United States ally, implying the wish to join the North Atlantic Treaty Organization, or NATO.

Oleksiy Danilov, the secretary of Ukraine's National Security and Defense Council spoke to NHK in Kyiv.

In the interview, he said ties with the United States are strong, referring to the meeting between Ukrainian President Volodymyr Zelenskyy and US President Joe Biden in Washington in December.

Danilov said that he is confident that the United States will never abandon Ukraine, as his country has proven itself to be trustworthy.

He also said there is a big difference between being a partner and an allied nation.

Danilov said "it would be much easier for his country to fight with Russia which is a menace to the whole entire civilized world as an ally."

He went on to say that the whole civilized world should be on Ukraine's side as his country is fighting not only for itself but also for democracy and freedom.

Danilov also hinted at the continued targeting of military bases in Russia by saying " there will be no limit to destroying the enemy's military facilities if it is deemed necessary."

Russia's defense ministry said the attacks on Russian military's airbases in December have been carried out by Ukrainian drones.

Japan's Defense Ministry says North Korea fired a ballistic missile on Sunday for the second day in a row. It appears to have fallen into the sea outside Japan's exclusive economic zone.

The ministry says the missile was launched from the country's west coast. It apparently flew eastward for about 350 kilometers. It reached a maximum altitude of about 100 kilometers, and landed in the sea off the east coast of the Korean Peninsula.

Japan's Defense Minister Hamada Yasukazu said Tokyo has lodged a protest against the North through diplomatic channels in Beijing.

Japan is set to serve as a non-permanent member of the United Nations Security Council for two years, starting this year.

This is the 12th time Japan has been elected to the role, more than any other UN member. The country will also hold the monthly rotating presidency of the Council in January.

Five permanent members, including the United States and Russia, and ten non-permanent members sit on the Council. It is the only UN body that can make legally binding decisions such as imposing sanctions and authorizing the use of force.

The Japanese government plans a ministerial-level open debate on the rule of law. Foreign Minister Hayashi Yoshimasa, who will chair the debate, apparently wants to stress the importance of strengthening order based on international law.

But Japan is expected to face challenges in steering the Council, with major powers at odds over Russia's invasion of Ukraine and North Korea's missile program.

Western nations and Russia have clashed sharply since Moscow began its invasion of Ukraine in February of last year, with Russia repeatedly vetoing resolutions submitted by the West.

Critics also point out that the Security Council has been unable to fulfill its functions over North Korea's continuous missile launches. The US and European countries are calling for tougher sanctions against Pyongyang, but China and Russia are opposed to the idea.

Observers are wondering what role Japan will be able to play as the most experienced non-permanent member, to promote peace and stability in the international community.

Worshippers flocked to a shrine in central Tokyo in the early hours of New Year's Day to pray for good luck in 2023.

Crowds of people gathered at Meiji Jingu before midnight on New Year's Eve. They waited in line to hear the sound of a drum that signaled the arrival of the New Year.

They threw monetary offerings into a fenced-off area and offered prayers.

A woman in her 20s said she will start a new job this year, and is looking forward to trying various things.

A man in his 50s said he prayed for an end to military conflicts and the coronavirus pandemic, hoping the world will become peaceful.

A visitor in her 40s expressed hope that the day will soon come when children will take off their masks, so that people can see their smiles.

The shrine usually attracts more than 3 million worshippers during the first three days of January.

Croatia introduced the euro on Sunday, expanding the single-currency bloc to 20 countries. The country is scheduled to transfer from the kuna over the next two weeks.

Croatia became the first nation to adopt the euro since Lithuania in 2015. The shared currency was launched in 1999 with 11 members, including Germany and France.

Croatia also joined the Schengen zone, which allows free movement of people and goods mainly among European Union states.

The question is whether the move will help strengthen the unity of the EU.

Conflict is deepening between the EU and Russia amid Moscow's invasion of Ukraine, while Hungary, an EU member, has shown a pro-Russian stance.

But more member states may seek eurozone membership to boost their economic security. Bulgaria, another EU nation, is aiming to introduce the currency from 2024.
