Japan's prime minister says his country will take a leadership role in tackling global issues as chair of this year's Group of Seven summit. He also pledged wage hikes to help Japan's economy expand robustly.

Kishida Fumio delivered a New Year's address on Wednesday after visiting Ise Shrine in Mie Prefecture, central Japan.

Kishida emphasized that he has been energetically tackling urgent challenges, such as strengthening Japan's defense capabilities.

Kishida expressed his determination to continue taking on pressing issues this year. He said he would try to resolve long-standing domestic economic issues to kick off a new and positive business cycle. He said he would also seek to reverse Japan's low birthrate.

The prime minister pledged wage increases to build a basis for strong and sustainable economic growth that would produce less disparity.

Kishida revealed his intention to use this spring's labor-management negotiations to ask businesses to help bring about wage hikes that would exceed the country's inflation rate. He added that the government would aim for similar raises for civil employees.

Kishida referred to Japan's chairmanship of the G7 summit in May in the atomic-bombed city of Hiroshima.

He said Russia's actions have been fueling concerns over the possible use of nuclear weapons. He pledged to send a powerful message from the Japanese city to realize a world without nuclear weapons.

The prime minister underscored the need to cope with global issues, ranging from Russia's invasion of Ukraine and crises over food and energy to measures against infectious diseases and climate change.

Kishida disclosed his plans to visit France, Britain, the United States and other places, starting on Monday.

Kishida will meet with US President Joe Biden in Washington on January 13. The prime minister said the meeting would be a very important one, involving more than just coordination for the G7 summit.

Kishida indicated that he would use the talks with Biden to show how Japan and the US can further solidify their alliance. The Japanese government revised three key security documents last month to comprehensively reinforce its defense capabilities.

Japan's prime minister will visit France, Italy, Britain, Canada and the United States next week to seek their cooperation for the success of the Group of Seven summit set for May in Hiroshima. Japan chairs this year's G7 framework.

Kishida Fumio said at a news conference on Wednesday that he will set off on the tour of the five G7 countries on Monday to meet their leaders.

Kishida is expected to tell them that Japan will take a leadership role in tackling global challenges, including Russia's invasion of Ukraine, the food crisis, nuclear disarmament and climate change.

He is also likely to call on the leaders to boost collaboration on those issues.

Kishida is scheduled to meet US President Joe Biden in Washington on January 13, local time. The prime minister said the meeting would be a very important one, involving more than just coordination for the G7 summit.

Kishida indicated that he would use the talks with Biden to show how Japan and the US can further solidify their alliance. Kishida is also expected to outline his government's plan to increase defense expenditure.

The Japanese government revised three key security documents last month to comprehensively reinforce its defense capabilities. The revisions would allow Japan to launch counterstrikes only under specific circumstances.

NHK has learned that the Japanese government will tighten temporary border controls on travelers from mainland China amid the spread of coronavirus infections there.

Government sources say the tighter measures will be introduced on Sunday. The decision was based on the infection situation in China during the year-end and New Year holidays, and border restrictions placed by other countries.

The current measures require all travelers from mainland China to take simple antigen tests upon arrival in Japan. Those who test positive are required to stay at quarantine facilities.

Under the new plan, arrivals from mainland China will be required to undergo more accurate quantitative antigen or PCR tests. Travelers on direct flights from the mainland will also need to show a negative test result.

The government will continue to ask airlines not to increase the number of flights between Japan and mainland China.

The sources say government officials plan to respond flexibly while monitoring the situation in China.

Chinese President Xi Jinping says his country is ready to resume talks on joint oil and gas exploration with the Philippines.

Xi met with Philippine President Ferdinand Marcos Jr. in Beijing on Wednesday.

The Chinese Foreign Ministry says Xi told Marcos that China will "properly handle maritime issues through friendly consultation." The countries have sovereignty disputes in the South China Sea.

The ministry says Xi expressed his intention to strengthen bilateral ties in energy, infrastructure and other areas. It quoted Xi as saying China will work with the Philippines to resume negotiations on oil and gas exploration and cooperate "in non-disputed areas."

The Philippines' presidential office says Marcos told Xi that he wants to take ties with China to a new height. The office also says Marcos expressed his resolve to continue talks on the resumption of negotiations for the joint exploration.

After their talks, they witnessed the signing of 14 cooperation documents in a range of areas, including establishing communication channels over the issue of the South China Sea, as well as the Belt and Road Initiative, in which China aims at creating a vast economic zone.

Observers say China is pushing for cooperation with the Philippines over the South China Sea to counter the United States, which is strengthening security ties with the country. China claims most of the South China Sea and has been increasing its military presence in the area.

The head of Japan's central bank has stressed easy monetary policy will be maintained to support the country's economy in 2023 as uncertainties remain around the world due to inflation and other matters.

Bank of Japan Governor Kuroda Haruhiko spoke at a New Year's gathering of the Japanese Bankers Association in Tokyo on Wednesday.

Kuroda said global economic uncertainties will remain this year owing to inflation trends, geopolitical risks, impacts of infectious diseases and other factors.

He said economies outside Japan are predicted to lose steam, with their inflation rates expected to head lower while hovering at high levels.

Kuroda said the Japanese economy is projected to continue its stable expansion relatively firmly, primarily because of its reopening from the coronavirus pandemic and its sustained accommodative monetary environment.

He added that the BOJ will maintain its easy monetary policy to shore up the Japanese economy and to continuously and steadily achieve the bank's goal of stable inflation coupled with wage hikes.

The attendees clapped hands and prayed for prosperity during the year before bidding opened.

The lively auction started shortly after 5 a.m. Large tuna were auctioned off one after another.

The highest winning bid was for a 212-kilogram bluefin tuna from the port of Oma in the northern prefecture of Aomori, which fetched over 36 million yen, or about 273,000 dollars.

Players dressed in ancient costumes have played the traditional Japanese card game karuta at a shrine in Kyoto for the first time in three years.

Eight women clad in colorful kimono took part in the annual New Year's event at Yasaka Shrine on Tuesday. The event was canceled in 2021 and 2022 due to the coronavirus pandemic.

The shrine houses a mythological Japanese deity, Susanoo-no-mikoto, who is said to have composed the first tanka, a type of traditional Japanese poem.

The game features a collection of tanka written by 100 poets from the 7th through 13th centuries. Two players compete face-to-face with cards in between.

A reader recites the first half of a poem, and players pick out the card bearing the latter half.

A spectator from Kyoto said it was her first time watching the event. She said she was particularly impressed by the players' beautiful costumes.
