In New Zealand, Chris Hipkins, known for his leadership in the country's fight against the coronavirus pandemic, is set to become the new prime minister.

Prime Minister Jacinda Ardern announced on Thursday she will step down, saying that she has "no more in the tank." She said she will leave office around early next month and will not seek reelection in a parliamentary election in October.

The ruling Labour Party was due to hold a party leadership race on Sunday, but Hipkins announced on Saturday that he was the only candidate.

Hipkins praised Ardern for steering the country through a terrorist attack and the pandemic and for her "calm, stable, and reassuring leadership," which he says he hopes to continue.

The 44-year old current education minister was first elected to parliament in 2008. From 2020 to 2022, he worked with Ardern as COVID response minister, to lead efforts to contain the pandemic.

Approval ratings for the Ardern administration have been sliding as the country deals with high inflation and increasing crime. Hipkins will be looking to restore voters' support before the October election.

US-based cryptocurrency lender Genesis Global Capital and two related firms have filed for bankruptcy protection. The companies are the latest to land in trouble after the collapse of leading crypto exchange operator FTX.

Genesis Global Capital, its parent company, and a group company filed for Chapter 11 bankruptcy protection with a US court on Thursday.

Company officials blame the failure on low liquidity of the crypto market caused by last November's collapse of FTX, and other abnormal developments in the industry in recent months.

Court documents show Genesis Global Capital has an estimated debt of between one and ten billion dollars and creditors numbering more than 100,000.

Crypto lender Blockfi also filed for bankruptcy protection in November.

Leading crypto exchange operator Coinbase halted its Japanese operations this month, citing the poor business environment.

Leaders in Ukraine have been urging their allies in the West for more support to beat back Russian troops. And the allies have "pushed hard" to meet their need. However, they have now seen a split in the coalition.

Defense officials from more than 50 countries and organizations gathered at Ramstein Air Base in Germany to showcase their support. Ukrainian President Volodymyr Zelenskyy joined them online and repeated his call for tanks.

However, German leaders are still undecided about whether to send their own Leopard 2 tanks or even to allow other nations to send the German-made tanks in their arsenal. Still, they are disputing the idea that they are the ones blocking the deal.

German Defence Minister Boris Pistorius said, "We are not really hesitating, we are just very carefully balancing all the pros and cons. We are not talking just about delivering anything to anybody."

Pistorius added that they will be ready to move quickly if and when the allies reach a consensus.

Leaders in the US are taking a similar stance. They are holding back their own tanks while emphasizing the strength of the alliance.

US Defense Secretary Lloyd Austin said he is "confident that this group will remain united, will continue to build momentum, will support Ukraine against Russian aggression for the long haul."

The chairman of the US Joint Chiefs of Staff added a more pessimistic view. General Mark Milley said it will be difficult for the Ukrainians to drive all Russian forces out of occupied territories by the end of the year.

Zelenskyy said there is "no alternative" but for the West to give his troops heavy tanks.

The US government has condemned North Korea for providing weapons to help Russia's invasion of Ukraine.

The White House released satellite photos on Friday that it says show North Korea is providing arms to the Russian private military company Wagner Group.

John Kirby, White House National Security Council Coordinator for Strategic Communications, says one photo taken on November 18 last year shows five Russian railcars traveled from Russia to North Korea. He also says the other photo shows North Korea loaded those railcars with shipping containers and the train returned to Russia the next day.

In December, the White House stated that North Korea delivered infantry rockets and missiles into Russia for use by Wagner Group.

Kirby said the train must have been carrying those weapons, but he added that the amount of material delivered to the group has not changed battlefield dynamics in Ukraine.

He also said the Treasury Department will be designating Wagner Group as a significant Transnational Criminal Organization because of atrocities and human rights abuses it has been committing in Ukraine. He said the government will impose additional sanctions against the organization following the designation.

French President Emmanuel Macron has pledged to increase his country's defense spending in light of Russia's invasion of Ukraine.

On Friday, he delivered a speech to senior military officials and personnel at an air base in southwestern France.

Macron proposed spending 413 billion euros, or nearly 450 billion dollars, between 2024 and 2030 to modernize the military. That's about 30 percent up from the current seven-year period.

Macron said France must "be ready for more brutal and numerous wars."

The proposal includes maintaining and strengthening nuclear deterrence, reinforcing cyber defense, and deploying advanced drones and fighter jets.

Macron also said France needs to boost its presence in the Indian Ocean and the Asia-Pacific, where China is becoming increasingly assertive.

The US and Philippine governments are to resume dialogue between their foreign and defense chiefs for the first time in seven years.

Senior officials of the two countries agreed to the restart when they met in the Philippine capital, Manila. The two-day meeting wrapped up on Friday.

A joint statement issued after the talks says the "two-plus-two" dialogue will take place by the end of the year.

The last such meeting was in 2016. Further talks were put on hold as bilateral relations became strained under the administration of former President Rodrigo Duterte.

The statement also says both sides confirmed they will complete procedures quickly to increase the number of bases the US military can use in the Philippines from the current five, based on a bilateral agreement.

US Assistant Secretary of State for East Asian and Pacific Affairs Daniel Kritenbrink later told reporters that the two countries' "ironclad" alliance "has contributed to the stability of the Indo-Pacific region for more than 75 years."

He said the alliance "will only grow in importance in the coming years."

Washington is apparently aiming to expand its military presence in the Philippines, as China increases its activities in the South China Sea and ramps up its military pressure on Taiwan.

Japanese astronaut Wakata Koichi has completed his first spacewalk outside the International Space Station.

Wakata, and an astronaut from the US space agency NASA, ventured out of the ISS at around 13:00 UTC on Friday. During a roughly seven-hour extravehicular activity, they worked on the installation of a platform to mount roll-out solar arrays.

Wakata is the fifth Japanese astronaut to walk in space.

He has been living on the ISS since October 2022 on a roughly six-month mission to conduct experiments for future expeditions of the Moon and Mars.
