Tokyo's benchmark stock index has hit the 30,000 mark for the first time in over three decades.

The Nikkei Average ended on Monday at 30,084, up 1.9 percent from Friday's close. It is the first time since August 1990 for the index to recover the 30,000 level.

Investors snapped up shares on hopes that proposed additional US economic stimulus and successful vaccination rollouts worldwide will help put the global economy on a recovery path.

The benchmark has gained nearly 10 percent so far this year.

But analysts say it's unclear whether the Japanese economy will recover as many investors expect.

They say the situation is very different from Japan's asset-bubble era about 30 years ago.

Some traders believe the market rally is excessive and doesn't reflect the real economy.

A Japanese government committee has expressed caution about the possibility of more strong earthquakes over the next seven days after a powerful quake rocked the country's northeast and other areas late on Saturday.

The Earthquake Research Committee met at an extraordinary meeting on Sunday, one day after a magnitude-7.3 quake off the coast of Fukushima Prefecture. Twenty centimeter-high tsunami were observed at Ishinomaki Port in Miyagi Prefecture.

The committee said more quakes with a powerful magnitude could strike, bringing with them the risk of tsunami, in areas where aftershocks of the 2011 major quake have been focused. It said the likelihood of such quakes may remain for a long time.

Hirata Naoshi, who heads the committee, said larger tsunami could have occurred if Saturday's quake had struck in a shallower point with a higher magnitude.

He urged residents in coastal regions to ensure they are adequately prepared for strong quakes and tsunami.

The weekend's quake violently jolted Fukushima and Miyagi prefectures, with some municipalities recording a seismic intensity of six-plus on the Japanese scale of zero to seven. Aftershocks have been continuing. More than 150 people are reported to have been injured.

Russian President Vladimir Putin has indicated that, in accordance with Russia's new constitution, his country will refuse to engage in negotiations on the handover of four disputed islands to Japan. Russia controls the islands. Japan claims them.

Russia's state-run TV aired on Sunday his meeting with senior officials of media outlets that took place on Wednesday.

Putin discussed peace treaty talks with Japan, in which a primary sticking point has been the territorial issue over the islands.

Putin said Russia wants to develop ties with Japan and will do so. But he added that Russia will not do anything that runs counter to its basic law.

Amendments to Russia's constitution made last July included a ban on ceding any part of its territory.

But when asked about border demarcation, Putin made no specific remarks, preferring to leave the question to be answered by Foreign Minister Sergey Lavrov.

As Russia's constitution does not prohibit border demarcation, analysts say this leaves room for Russia to continue peace treaty negotiations with Japan.

The Japanese government maintains the islands are an inherent part of Japan's territory. It says the islands were illegally occupied after World War Two.

The Japanese government has officially approved a coronavirus vaccine developed by the US pharmaceutical company Pfizer. The vaccine is the first to be given the green light for use against the coronavirus in the country.

The Japanese government has officially approved a coronavirus vaccine developed by the US pharmaceutical company Pfizer. The vaccine is the first to be given the green light for use against the coronavirus in the country.

The Health and Welfare Ministry said on Sunday that it had granted authorization after a panel of experts reached a decision on Friday based on their findings on the efficacy and safety of the vaccine.

Pfizer applied for approval of the vaccine in December.

The vaccine will be given to people aged 16 or older. Two shots will be administered three weeks apart.

Inoculations are expected to begin as early as Wednesday. Medical workers will be the first in line to receive the shots, followed by elderly people.

Under a contract with the government, Pfizer is due to supply Japan with enough doses for 72 million people by the end of the year.

Another pharmaceutical firm, Britain's AstraZeneca, applied for authorization on February 5 to use its coronavirus vaccine in Japan. The US company Moderna is also conducting clinical trials with its vaccine in Japan.

Japan's health ministry is opening a call center to provide consultations on COVID-19 vaccinations following the country's first approval of a vaccine.

Consultations are available from 9 a.m. through 9 p.m. every day, including public holidays and weekends.

Counselors will answer a range of inquiries free of charge, including questions about approved vaccines, possible side effects, and vaccination priority groups.

The call center's phone number is 0120-761-770.

The ministry says it will try to provide accurate information so that people will be able to dispel their concerns about vaccines.

The ministry on Sunday granted its official authorization to a vaccine jointly developed by US pharmaceutical firm Pfizer and German partner BioNTech.

Inoculations will likely start in Japan as early as Wednesday. The first in line for vaccinations are roughly 10,000 to 20,000 medical professionals, followed by senior citizens and others.

The South Korean government has announced it will lower social distancing levels by one notch across the country in response to a decline in the number of new cases of the coronavirus.

The government said on Saturday that starting Monday, it will lower the level to the third highest in a five-tier system for the capital, Seoul, and its surrounding areas. It's the first time in two months social distancing rules will be set at that level.

Restrictions on operating hours of large supermarkets and movie theaters in the Seoul metropolitan area will be removed.

Restaurants and cafes will be allowed to operate for one more hour until 10 p.m.

The maximum number of people allowed for meetings and other events is to be doubled to fewer than 100.

But the government decided to retain a nationwide ban on gatherings of five people or more.

South Korea's daily tally of new cases of the coronavirus peaked in December, exceeding 1,200 before it took a downward turn.

For the past two weeks, the number of new cases remained below 400 on average.

The government expects the latest move will ease the struggle of self-employed business owners and small and medium-sized firms hit by the pandemic.
