The United States intends to strengthen trilateral cooperation with Japan and South Korea when the leaders of the three countries meet next month. The move is intended to address the continuing threat posed by North Korea.

The White House announced on Friday that President Joe Biden will host a three-way summit with Japanese Prime Minister Kishida Fumio and South Korean President Yoon Suk-yeol on August 18.

The leaders will meet at the Camp David presidential retreat near Washington. It is the first time that foreign leaders have been invited to Camp David since Biden took office.

White House National Security Council spokesperson John Kirby praised Kishida and Yoon for their efforts to improve their bilateral relations.

He told reporters the ties among the US, Japan and South Korea have become closer and deeper.

Kirby indicated Washington's intention to expand trilateral cooperation at the summit, as the leaders are expected to discuss ways to respond to North Korea, which is accelerating its nuclear and missile development programs, as well as global and regional security challenges.

The Biden administration attaches importance to ties with Tokyo and Seoul to counter North Korea and China.

Biden, Kishida and Yoon held summit talks on the sidelines of the Group of Seven summit in Hiroshima in May.

The mayor of Hiroshima plans to urge world leaders to reject the theory of nuclear deterrence at an upcoming event to mark the 78th anniversary of the atomic bombing of the city.

At a news conference on Friday, Mayor Matsui Kazumi presented the outline of the peace declaration he will read out at the August 6 ceremony.

In the declaration, the mayor looks back on the Hiroshima Vision on nuclear disarmament, which was issued at this year's Group of Seven summit in May.

Matsui is to note that the Hiroshima Vision espoused the view that nuclear weapons should, as long as they exist, only be utilized for defensive purposes.

He will urge world leaders to acknowledge that the theory of nuclear deterrence is no longer logical in light of a political leader's recent threats to use nuclear arms. He will ask them to face reality and reject the theory of nuclear deterrence.

The mayor says he will call on the Japanese government to sign and join the Treaty on the Prohibition of Nuclear Weapons, and to take part as an observer at the signatories' conference of the treaty to be held in November.

Matsui also plans to strongly urge the government to do more to support atomic bomb survivors.

The mayor told reporters on Friday that this year's peace declaration is drawing more attention than in years past, following the G7 summit in Hiroshima. He added he wants the declaration to be a strong appeal for peace from the atomic-bombed city.

Environment and climate ministers from the Group of 20 nations have ended talks in India without a joint statement.

The agenda in Chennai included climate change and the conservation of ocean resources.

The chair country told reporters after the meeting on Friday that they stand united in their commitment to create a sustainable future.

At the same time, the ministers were unable to reach consensus on certain issues.

The chair's summary points to disagreements about Russia's invasion of Ukraine, among other matters.

The document says Russia expressed a "distinctive view" on the situation, and also economic sanctions.

China reportedly opposed content related to geopolitics.

Other G20 ministerial talks in India have also ended without joint statements, mainly due to the divide between Moscow and the West.

An Australian military helicopter has crashed into the ocean off the coast of the northeastern state of Queensland during joint military drills. All four crew members are missing.

Australia's defense ministry says the accident occurred near Hamilton Island on Friday night. The chopper was conducting a two-helicopter training mission.

Military and other authorities are searching for the missing crew and investigating the cause of the crash.

Multinational military drills began in Australia on July 21, with personnel from 13 countries participating in the largest-ever exercise led by Australia and the United States. The chopper was taking part in a training mission as part of the activities.

The exercise has been temporarily suspended following the accident.

Australian defense minister Richard Marles said that their thoughts are with the air crew and their families, as well as the efforts of search and rescue crews.

Authorities in eastern Ukraine say Russian missiles hit apartments and a building of the country's security service on Friday.

Officials in the Ukrainian city of Dnipro say nine people, including two teenagers and a 77-year-old woman, were injured.

Images posted on social media show collapsed walls and debris scattered around the damaged buildings, as well as rescue workers at the scene.

Ukrainian President Volodymyr Zelenskyy accused Russia of carrying out another terror attack.

He said on social media, "We will do everything to bring Russia to full punishment for aggression and terror against our people."

On Wednesday, the New York Times reported that US officials say the Ukrainian military has deployed thousands of troops to the country's south.

The report says the troops have been sent to the Zaporizhzhia region, and that many of them received training and equipment from Western countries.

The US officials reportedly said the main part of Ukraine's counteroffensive is underway.

Russian President Vladimir Putin hosted a two-day summit with African leaders in St. Petersburg. On Friday, they signed a joint declaration.

The statement calls for the establishment of a more just, balanced, and stable "multipolar world order." The leaders also pledged to cooperate in areas including trade, security, nuclear energy, and climate change.

Putin was hoping to use the summit to highlight strong ties with allies in Africa. However, he was pressured to end the fighting in Ukraine. Comorian President Azali Assoumani, who currently chairs the African Union, stressed the need for a ceasefire.

African leaders noted Russia's withdrawal this month from an agreement to allow grain exports out of Ukraine. They said disruptions to such supplies, and those of energy resources, should end "immediately."

Putin promised, in the next few months, to provide six countries with free grain. Azali, however, said that may not be enough.

Hong Kong's High Court has dismissed the government's request to ban a song that became synonymous with mass protests.

"Glory to Hong Kong" was heard often at mass rallies in 2019.

The Hong Kong government applied for a total ban, including performances and any content shared online, saying some of the lyrics incite secession.

But on Friday, the court rejected the move, citing the importance of freedom of expression.

Authorities in Hong Kong have been cracking down on free speech.

The head of the Hong Kong Journalists Association, Ronson Chan, welcomed the court's decision, adding that a ban would have been a chilling use of power.

Hong Kong Chief Executive John Lee told reporters in Malaysia that he has instructed his judicial officials to examine the decision and consider a response.

The Japanese government is planning to introduce an insurance scheme to help the countries and economies taking part in the Expo 2025 Osaka, Kansai build their pavilions on time.

The world expo is scheduled to open in April 2025.

So far, 153 countries and economies said they will participate, and more than 50 of them said they will fund the building of their pavilions.

But only one participating government in the category in which they make their own design for a pavilion, has submitted a basic plan to the city of Osaka.

Preparations are facing delay due to the short preparation time, a steep rise in the cost of construction materials, and Japan's labor shortage.

The Ministry of Economy, Trade and Industry is setting up a new insurance scheme to help Japanese construction firms enter into contracts to build pavilions for foreign participants.

The scheme is similar to the trade insurance provided by Nippon Export and Investment Insurance, which covers losses by Japanese firms trading with foreign entities. The fully-government-owned credit agency will provide the new insurance scheme.

The Expo trade insurance is expected to cost about one-third of what is normally charged.

And it will cover all, or most, of any losses incurred by Japanese construction companies if foreign participants fail to pay.

The ministry hopes the insurance scheme will encourage Japanese firms to enter into contracts to build foreign pavilions by lowering business risks.

The ministry is expected to announce the plan as early as next week.
