The Japanese government is moving toward declaring a state of emergency for another three prefectures in western Japan as early as this week. Tokyo and three neighboring prefectures are already subject to the measure.

Prime Minister Suga Yoshihide discussed the matter with Chief Cabinet Secretary Kato Katsunobu and the minister in charge of coronavirus response, Nishimura Yasutoshi, on Monday.

They agreed to move ahead with arrangements for issuing another declaration, while hearing from experts.

The meeting came after the governors of Osaka, Hyogo and Kyoto on Saturday requested that the central government expand its state of emergency to cover their region.

Suga said on an NHK program on Sunday that he is aware of the current critical situation and that the government is ready to respond whenever needed.

The government is also expected to consider including two central prefectures, Aichi and Gifu, under the measure. The two governors are planning to make a request as early as Tuesday.

Earlier on Monday, Suga met with healthcare workers from Kanagawa and Tochigi prefectures.

Dr. Ogura Takayuki from Saiseikai Utsunomiya Hospital in Tochigi told reporters that the number of elderly coronavirus patients is increasing in suburban areas. He said many are being hospitalized or becoming seriously ill.

The doctor noted that he has told the prime minister of this serious situation.

China has condemned the United States for lifting self-imposed restrictions on contacts between US officials and their counterparts in Taiwan.

Chinese foreign ministry spokesperson Zhao Lijian said on Monday that China will not permit any person or force to stop the process of China's reunification.

His remarks came after US Secretary of State Mike Pompeo announced the change on Saturday.

Zhao said the Taiwan question remains the most important and sensitive issue at the core of China-US relations. He urged the US to stop elevating relations and military ties with Taiwan.

China's Taiwan Affairs Office of the State Council said that China "will take strong countermeasures against any collusion" between the US and Taiwan.

China is apparently wary of a recent rapprochement between the US and Taiwan. US Ambassador to the United Nations Kelly Craft is expected to visit Taiwan on Wednesday.

Taiwan has introduced a newly designed passport in a bid to prevent its citizens from being confused with Chinese nationals.

Taiwanese authorities began accepting applications for the passport on Monday.

The previous version's cover had the words "REPUBLIC OF CHINA" and "TAIWAN," both in almost the same size.

The new one bears the name "TAIWAN" in bold, larger lettering, while the words "REPUBLIC OF CHINA" appear in significantly smaller font encircling Taiwan's emblem.

Officials said that as the coronavirus spread across the world, they received many complaints from holders of Taiwanese passports about being mistaken for Chinese nationals.

Taiwan's foreign minister Joseph Wu said the new design helps people more readily recognize it as a Taiwanese passport.

Taiwan's China Airlines adopted a new design on the fuselage of cargo aircraft it introduced last month. The new design features the words "CARGO," with an image of the island appearing inside the enlarged "C."

The Taiwanese authorities gave more than 50 million masks to over 80 countries, using cargo planes with the previous fuselage design. But Taiwanese media outlets said some recipients mistakenly believed them to be gifts from China.

South Korean President Moon Jae-in has stressed his intention in a New Year speech to improve ties with North Korea in cooperation with the United States.

In the televised address on Monday, Moon touched on issues incuding the coronavirus outbreak, the economy and diplomacy.

Referring to the inauguration of US President-elect Joe Biden on January 20, Moon said his government will strengthen the alliance with the US. He also said he will make "final efforts to achieve a major breakthrough in the stalled North Korea-US and inter-Korean dialogue."

Moon noted the two Koreas can cooperate in many aspects on issues such as the coronavirus pandemic and natural disasters.

He added his government's determination to meet the North Korean side anytime, anywhere, even in a non-face-to-face formula, remains unchanged.

His mention of neighboring Japan was brief, saying that his government will "continue to strive for forward-looking Korea-Japan relations."

Moon made no mention of a ruling given last Friday by a South Korean court that ordered the Japanese government to pay damages to those referred to as wartime comfort women.

Japan has filed a strong protest with the South Korean side over the last Friday's ruling, saying it is highly regrettable and the Japanese government can never accept it. Japan maintains that all issues of reparations were settled in 1965 when the two countries normalized relations.

South Korea's military says it has detected signs that North Korea held a military parade in central Pyongyang on late Sunday.

The Joint Chiefs of Staff said the event took place in Kim Il Sung Square and that it was related to a congress of North Korea's ruling Workers' Party.

The South Korean military says it is working with US forces to confirm more details, including whether the event was a rehearsal.

North Korea's state-run media have reported that meetings on military and economic issues were held on Monday, the seventh day of the country's ruling party congress. But there has been no mention of a military parade.

The Workers' Party newspaper Rodong Sinmun ran the report on Tuesday. It had no updates on the country's leader Kim Jong Un, who was elected the party's general secretary on Sunday.

South Korean military officials said on Monday that the North held a parade on Sunday evening, and that they were trying to confirm whether it was a rehearsal.

On Tuesday, the officials said they are thoroughly monitoring related moves.
Rodong Sinmun reported that invitations to a commemorative event have been sent to those who contributed to the party or the military.

It's unclear when the event would be held and in what form, but Yonhap news agency and other South Korean media say it could be a parade of soldiers and civilians.

The spokesperson did not disclose whether the WHO team will be quarantined, or give a detailed itinerary, but said China will work closely with the WHO and international experts.

He also said that the WHO will conduct similar investigations in other countries and regions.

By saying this, China is apparently trying to avoid giving the impression that the coronavirus originated in the country.

Monday is Coming of Age Day in Japan for new adults. But the coronavirus pandemic has forced many municipalities to postpone their ceremonies for the 20-year-olds.

So a photo studio in Hiroshima Prefecture, western Japan, is offering special photo shoots for new adults and their family members.

At the studio in the town of Fuchu, a stylist set customers' hair and dressed them in kimono ahead of their sittings, in a room fully ventilated and disinfected.

Many new adults wear traditional kimono for Coming of Age Day.

One customer, Fujii Kaede, said the ceremony she had planned to attend has been postponed to August, but that she was glad to be able to at least wear her "furisode" long-sleeved kimono on the day, and to have a photo taken with her mother.

Her mother Mitsuka said she was overcome with emotion because she felt she has accomplished her duty as a parent.

Studio staff member Maeda Juna said Coming of Age Day is special for new adults and that she hopes the photos will become part of the customers' family memories.
