The governments of Tokyo and three other neighboring prefectures are to ask the central Japanese government on Saturday afternoon to declare a state of emergency in the face of surging coronavirus infections.

Sources say Tokyo will file the request along with Saitama, Chiba and Kanagawa prefectures, where infections are also rapidly spreading.

The capital reported a record 1,337 new cases of the coronavirus on Thursday, with the daily total topping 1,000 for the first time. On New Year's Day, Tokyo confirmed 783 cases, the second largest daily figure for a Friday.

Also on Friday, the number of hospitalized COVID-19 patients hit a new high.

Experts have warned that medical institutions in Tokyo are under severe strain.

Tokyo Governor Koike Yuriko and governors of the three neighboring prefectures are soon to meet with Economic Revitalization Minister Nishimura Yasutoshi, who is in charge of Japan's coronavirus response, to seek the declaration.

Sources say Tokyo officials have a sense of urgency as they consider the rate of infections to be on the verge of an explosive rise. They believe steps must be toughened immediately.

The metropolitan government has strongly urged people to refrain from nonessential outings and spend a quiet holiday at home during the year-end and New Year period. But officials fear such advice will not be quickly effective in preventing the spread of the virus.

The officials appear to hope an official state of emergency under a special anti-coronavirus law will help restrict the movement of people, thereby stemming the further spread of infections.

Japan's minister in charge of the coronavirus response says the spread of infections in Tokyo and surrounding prefectures is severe enough for the government to look at declaring a state of emergency.

Economic Revitalization Minister Nishimura Yasutoshi spoke to reporters after meeting with Tokyo Governor Koike Yuriko and three governors from surrounding prefectures on Saturday.

The four asked the central government to consider declaring a state of emergency in the face of surging coronavirus infections.

Nishimura said they agreed to work closely to respond to any kind of development. He added that the government will consider whether to make the declaration.

The minister also said he asked the governors to request restaurants in their prefectures to stop serving alcohol by 7 p.m. and close by 8 p.m., and to urge residents to refrain from making nonessential outings after 8 p.m.

The US Senate has voted to override a veto by President Donald Trump of a major defense bill, ensuring that it becomes law.

Senators approved the bill 81 to 13 in a New Year's day session on Friday, easily clearing the two-thirds-majority threshold required to defeat the presidential veto.

The House had twice backed the bill, which lays out defense spending for fiscal 2021.

The Senate vote brought together Republican and Democratic lawmakers in a rare show of bipartisan support. It was the first rejection of a presidential veto during the four-year term of President Trump, who leaves office on January 20.

Trump initially opposed the bill because it allows for the renaming of military facilities that honor confederate generals from the Civil War.

He was also unhappy that it doesn't accommodate his demand to eliminate legal protections for social media companies.

Trump lashed out at the Senate vote on Twitter, writing that "Our Republican Senate just missed the opportunity" to repeal a legal shield which gives "unlimited power to Big Tech companies. Pathetic!!!"

The Syrian opposition coalition says it will increase pressure on the government, with the cooperation of the international community, to advance discussions at a constitutional committee.

In 2019, the constitutional committee was set up to draft Syria's new constitution. However, talks have not made any progress. The government has not responded to calls from the opposition coalition for President Bashar al-Assad's resignation.

The National Coalition of Syrian Revolution and Opposition Forces sends members to the constitutional committee. Coalition Vice President Ruba Habboush spoke with NHK in Istanbul, Turkey.

Habboush criticized Assad for planning to hold a presidential election this year, without making progress in the talks, and trying to win an additional seven-year term.

She also stressed that if the international community doesn't reject the election, it will leave "a great impact on the Syrian people."

March 2021 marks the 10th anniversary of the rise of a pro-democracy movement in Syria, which has led to an ongoing civil war.

A Japanese woman who is recognized by Guinness World Records as the world's oldest living person, turned 118 on Saturday.

Tanaka Kane in Fukuoka City, western Japan, was born on January 2, 1903.

Tanaka lives in a care facility. A staff member says she clapped her hands upon being congratulated by a caregiver on her birthday.

Tanaka has had almost no chance to meet her relatives due to the coronavirus pandemic. But she is said to be in good health, eating 3 meals a day and exercising. She loves chocolate, fizzy drinks and doing arithmetic. She says she plans to stay healthy until the age of 120.
