Japan's minister in charge of the coronavirus response says the government will take all possible measures in areas where infections are surging.

Economic Revitalization Minister Nishimura Yasutoshi said on an NHK program on Sunday that the government is responding with a strong sense of urgency as the country's daily new cases continue to hit record levels.

He said the governors in these areas share this sense of crisis, and they have been working closely together over the weekend to step up countermeasures.

Nishimura added that the government will particularly focus on Hokkaido, the Tokyo metropolitan area and the Kansai and Chubu regions.

A government advisory panel says these areas need to impose a Stage 3 alert, the second-highest level on the four-tier system to measure the strain on hospitals. Stage 3 means medical care systems could be greatly disrupted.

Five personnel at a police station in central Tokyo have tested positive for the coronavirus. Eighteen detainees at the same facility were recently confirmed to have the virus.

The Tokyo Metropolitan Police Department said on Sunday that four officers and one staffer at the station in Shinjuku Ward have mild symptoms, but no one else is feeling unwell.

The police station has reportedly been disinfected and is operating as usual.

Police say they are trying to identify those who have been in close contact with the infected people.

A senior official of China's Communist Party speaking at a Nanjing Incident memorial event says he wishes China and Japan would work jointly to push forward bilateral ties toward friendly cooperation and peaceful development.

The Chinese government designated December 13th as a day to mourn the victims of what it refers to as the "Nanjing Massacre."

The head of the party's Organization Department, Chen Xi, spoke at the ceremony held in Jiangsu Province on Sunday.

Chen criticized the behavior of the Japanese Imperial Army, saying that 300,000 Chinese people were killed after it entered Nanjing in 1937.

The Japanese government says it's undeniable that a large number of noncombatants were killed, but that it is difficult to determine the correct number of victims.

China has been showing a stance to strengthen economic ties with Japan amid Beijing's deepening rift with the United States. Observers believe that might be why the Chinese official avoided stronger criticism.

The father of an American college student who died after being detained in North Korea is calling on the international community to keep pressure on the country.

Fred Warmbier sat for an interview with NHK in Tokyo on Saturday on the sidelines of a symposium on the issue of North Korea's abductions of foreign nationals.

His son, Otto, was detained while visiting North Korea for sightseeing. He was held for more than one year for allegedly trying to steal a propaganda poster. He returned to the US in 2017, but died shortly after that. He sustained brain damage before returning to the US.

During the interview, Fred Warmbier said he looks forward to working with the administration of US President-elect Joe Biden.

He said the Biden administration will make a point of standing up to the horrendous human rights violations in North Korea.

Warmbier said the families of Japanese people abducted by the North are standing up for their loved ones.

He said the world must watch and learn from this, and must never stop until North Korea's behavior changes.

Thousands of supporters of US President Donald Trump have gathered in Washington D.C. to protest alleged voter fraud.

Trump's former national security adviser Mike Flynn, who was pardoned in November for lying to the FBI, was among those in attendance at the rally on Saturday. He urged the supporters to keep fighting.

Trump passed over the crowd in the Marine One helicopter, drawing loud cheers.

One of the participants said she had come with her family from Pennsylvania. She said Joe Biden could not be accepted as president because the election had been rigged.

Members of the Proud Boys, a far-right group which supports Trump, were also among the demonstrators. At one point, they clashed with counter-protesters and police were forced to separate the sides.

The Electoral College will meet to formally elect Joe Biden as the 46th President of the United States on Monday. But Trump continues to refuse to concede.

The US Supreme Court on Friday rejected a lawsuit calling on it to overturn results in four states. US media say the decision has almost certainly ended any hope Trump had of reversing the outcome of the election.

UN Secretary-General Antonio Guterres has called on world leaders to declare states of "climate emergency," urging them to do more to cut greenhouse gas emissions.

The UN chief made the appeal at an online summit marking the fifth anniversary of the adoption of the Paris Agreement. The accord looks to limit the global temperature rise to an average of less than 1.5 degrees Celsius above pre-industrial levels.

Guterres said the world is still not going in the right direction five years after the agreement was adopted.

He said if the world does not change course, it may be headed for a catastrophic temperature rise of more than three degrees in this century.

The UN chief asked if anybody can still deny that the world is facing a dramatic emergency.

European Commission President Ursula von der Leyen told the summit that the 27 EU member countries have agreed on the goal of cutting emissions by at least 55 percent compared with 1990 levels by 2030.

The world's biggest emitter, China, also raised its target. President Xi Jinping said his country will lower its carbon dioxide emissions per unit of GDP by over 65 percent from the 2005 level by 2030.

The UN is calling on governments to submit more ambitious targets before an international climate change conference, called COP 26, will be held in Britain next November.

Japanese Prime Minister Suga Yoshihide says his government will try to report to the UN by next November on how it will reduce greenhouse gas emissions through 2030.

Suga made the remark in his video message for an on-line summit commemorating the fifth anniversary of the adoption of the Paris Agreement. Under the agreement, each country must determine and regularly report on its contributions to mitigate global warming.

The prime minister said Japan seeks to reduce its greenhouse gas emissions to net zero by 2050. He said such efforts will not hinder economic growth, but would instead spur it. He added his government will try to achieve a green society through revolutionary innovation.

In 2016, Japan set a target of cutting emissions by 26 percent from fiscal 2013 levels by fiscal 2030.

Suga said officials will discuss how Japan will reduce emissions through 2030 based on the government's new goal. The prime minister added he hopes to report on the result to the UN by next November, when a UN climate change conference, called COP 26, will be held in Britain.

He also said he is determined to lead efforts to achieve a zero-carbon society, which is the goal of the Paris Agreement.

A major Buddhist temple in the city of Narita near Tokyo has been spruced up for the New Year.

About 40 monks and staff members wearing masks gathered in the main hall of Naritasan Shinshoji Temple shortly after 5:00 a.m. and began dusting Buddhist statues and altar ornaments with brushes and cloths.

They used 8-meter long bamboo poles to clean carved wood panels near the ceiling. They then swept up dust on the hall's 296 tatami mats.

About 3 million people usually visit the temple during the first three days of January. But the staff is asking people to stay away on those days to mitigate the risk of spreading the coronavirus. The visitors that do make the trip will be asked to maintain adequate social distancing.

A priest said the temple is clean for the New Year and that he wants to see the pandemic come to an end soon.
