Japanese Prime Minister Shinzo Abe says he plans to reappoint Shunichi Suzuki as minister in charge of the 2020 Tokyo Olympic and Paralympic Games.

Suzuki will replace Yoshitaka Sakurada, who resigned on Wednesday over a comment that seemingly belittled reconstruction efforts in northeastern Japan.

Abe told reporters Thursday morning he will appoint Suzuki to the post he held before Sakurada. Abe described Suzuki as a veteran who also served as Environment Minister.

Abe said Suzuki is from Iwate Prefecture, which was devastated by the massive 2011 earthquake and tsunami, and has strong hopes the Games will help boost the region's reconstruction.

Abe added that he expects Suzuki will make efforts to regain trust and make the Olympics and Paralympics a success.

Abe said all members of his Cabinet should think of themselves as ministers in charge of reconstruction, and should do their best to revive the northeastern part of the country.

Abe said he takes criticism over a series of resignations in his Cabinet seriously. He pledged efforts to regain public trust and to fulfill his public mandate.

An international group of scientists says it has successfully captured the first-ever image of a black hole -- an astronomical object with a gravitational pull so strong that nothing can escape it, not even light.

Scientists from Japan, the United States, Europe and elsewhere presented the result of its project at six venues around the world simultaneously on Wednesday.

The astronomers released the picture of a black hole at the center of a galaxy known as M87, some 55-million light years away from Earth.

A black hole cannot be seen directly since its massive gravity pulls in all light and radio waves, but the scientists detected the radio waves emitted from gas and dust surrounding it.

The scientists used an array of radio telescopes in six locations around the globe to create a virtual Earth-sized telescope. They converted the resulting data into an image to get the first-ever photograph of the dark edge of a black hole.

They say the black hole has a mass about 6.5 billion times that of the sun.

It is believed there are many black holes in the universe. But scientists have only estimated their locations or made simulated images by referring to movements of other celestial bodies affected by strong gravity.

Observers say the latest revelation is expected to contribute to solving some of the mysteries of black holes, which are believed to have been deeply involved in the origin of the universe.

Japanese prosecutors have questioned the wife of former Nissan Motor chairman Carlos Ghosn at a Tokyo court. They are believed to have asked her about an alleged flow of funds from Nissan.

Carole Ghosn was summoned to the Tokyo District Court on Thursday as a witness at the request of prosecutors.

Ghosn was accompanied by her husband's defense lawyers. She had returned to Japan the previous night from France, where she'd stayed since last weekend.

The inquiry follows a fourth arrest of her husband last week for alleged aggravated breach of trust. He's suspected of funneling Nissan funds sent to an Omani dealership to a shell company he effectively owns.
Sources say some of the funds allegedly went to a shell company headed by Carole Ghosn.

One of the lawyers said prosecutors questioned her for about three hours through an English interpreter. A judge and defense lawyers attended the closed session.

The lawyer said Ghosn answered the questions sincerely, without rejecting them. She's believed to have denied any involvement in alleged wrongdoing.

Prosecutors had asked her to meet them for voluntary questioning. After she refused, they asked the court to summon her for questioning with a judge.

The European Union and Britain have agreed to another postponement of the country's departure from the bloc to October 31.

EU leaders agreed to the extension after five hours of talks in Brussels on Wednesday, averting a no-deal Brexit for the time being.

The EU summit was convened to discuss British Prime Minister Theresa May's request to delay the exit date from Friday this week to June 30. The departure date had already been delayed from the initially set March 29.

Many leaders supported European Council President Donald Tusk's proposal of a flexible extension of up to one year. But French President Emmanuel Macron strongly insisted on a shorter extension.

Under the agreement, the withdrawal may come earlier if Britain's Parliament ratifies the Brexit deal that May agreed with the EU.

Tusk told reporters after the summit that the extension is still enough to find the best possible solution and called on Britain not to waste this time.

But the extension is certain to invite a backlash from hardline Brexit supporters in Parliament.

US Secretary of State Mike Pompeo has suggested that Washington wants China to join its key nuclear arms reduction treaty with Russia.

Pompeo talked about New START, or Strategic Arms Reduction Treaty, at a Senate hearing on Wednesday.

The treaty, which is due to expire in 2021, caps the number of deployed strategic nuclear warheads and reduces that of US and Russian ballistic missiles.

Pompeo said the two countries are at the beginning of talks to renew the deal.

He stressed that the treaty should be made into a good, solid arms control deal to fit the situation of 2021 and beyond, as President Donald Trump has made clear.

Pompeo also said it's necessary to ensure that all relevant countries join the deal, suggesting that Beijing should also become a signatory.

The US and Russia have notified each other of their decisions to withdraw from the Intermediate-Range Nuclear Forces Treaty, or INF, another key bilateral deal. The countries are blaming each other for alleged violations.

But both say China, which is quickly strengthening its nuclear arsenal, must be brought into a nuclear arms reduction framework.

Beijing has made clear that it opposes the idea.

A US think tank says North Korea appears to be preparing for a military parade soon, citing many military vehicles gathering on the outskirts of Pyongyang.

Analysts at the Center for Strategic and International Studies, or CSIS, released on its website on Wednesday satellite imagery of a military-related facility in the capital's suburb.

They said in the report that imagery taken on April 7 shows more than 200 military vehicles at the compound which has been used for parade training before.

The researchers said that similar activity was previously observed at the facility shortly before a military parade in the past.

They anticipate that Pyongyang may be preparing for a parade as early as April 15 to honor the birthday of the late Kim Il Sung, the country's founder.

The analysts also pointed out that the possible military parade could complicate diplomacy if North Korea displays weapons like long-range ballistic missiles, as it would show the country's reluctance to denuclearize.

Japan's Emperor Akihito has planted rice seeds at a nursery on the Imperial Palace grounds for the last time before his abdication.

The Emperor planted two types of rice seeds from last year's harvest in chilly weather on Thursday.

He squatted and carefully placed the seeds in 30-by-30-centimeter plots of land.

Annual rice cultivation at the palace was started by his father, Emperor Showa, in hopes of good harvests.

Emperor Akihito is set to abdicate on April 30. Crown Prince Naruhito is set to ascend the throne the next day.

In mid-May or later, the new Emperor is to continue the tradition by planting the resulting seedlings in rice fields on the palace grounds.

Rice harvested in autumn is to be used in ceremonies at the palace's three sanctuaries and on other occasions.

A kimono fashion show was held in Washington on Wednesday, in conjunction with the annual National Cherry Blossom Festival in the US capital.

25 Sakura Princesses were chosen from across the United States to model the traditional Japanese garment. This year, cherry tree branches were used in the dye-making process for the kimonos.

The princesses also wore obi kimono sashes featuring their home state's flower.

Many other women in attendance also dressed in kimonos. The audience was treated to the latest kimono fashions by Japanese designers.
