Hong Kong police have arrested pro-democracy activist Agnes Chow and nine others on suspicion of violating the new national security law for the territory.

The police on Monday announced the arrests of 10 people ranging in age from 23 to 72 years old.

The police accuse them of colluding with foreign forces to harm national security. They said the suspects had called on foreign countries to impose sanctions on the governments in Hong Kong and Beijing.

Hong Kong media reported that Chow, who was a member of the pro-democracy group Demosisto, was among those arrested.

A fluent speaker of Japanese, Chow made an appeal for support from Japan as well. The group she belonged to announced its disbandment on the day the security legislation took effect in late June.

Media tycoon Jimmy Lai was also arrested. He founded a newspaper critical of Beijing. The offices of his Apple Daily newspaper were raided by about 200 police officers.

The latest arrests are likely to draw further criticism from the international community.

Police say Jimmy Lai and the other suspects colluded with foreign forces to harm national security. But they did not elaborate on their alleged violation of the law.

Lai is known for his activities to raise international awareness of issues facing Hong Kong. He visited the United States in July last year for talks with Secretary of State Mike Pompeo.

Lai and 12 others now stand trial over an unauthorized event in June commemorating the 1989 Tiananmen Square incident in Beijing. They have been charged with inciting people to take part in it.

Hong Kong police have been stepping up crackdowns on people with links to foreign countries and prominent activists since the law took effect at the end of June.

Last month, they put six people who are engaged in pro-democracy activities abroad on a wanted list for allegedly violating the legislation.

China has imposed sanctions on 11 US citizens, including politicians, in retaliation for similar US measures against Chinese and Hong Kong officials.

Chinese Foreign Ministry spokesperson Zhao Lijian announced the sanctions at a news conference on Monday.

Zhao said the US action was a blatant intervention in Hong Kong affairs, and interfered with China's internal affairs.

Those targeted for the sanctions include Senators Marco Rubio and Ted Cruz, who are known for their hardline stance on China, as well as members of human rights groups.

But the spokesperson did not specify what the sanctions would entail.

Last week, Washington froze assets in the United States belonging to Hong Kong Chief Executive Carrie Lam and 10 other officials from China and the territory. The US accuses them of undermining Hong Kong's autonomy and restricting citizens' freedom of expression and assembly.

The US and China have been imposing sanctions on each other over Beijing's treatment of ethnic Uighurs. Washington and Beijing have also closed consulates in each other's countries.

US Health and Human Services Secretary Alex Azar has criticized the World Health Organization and the Chinese Communist Party for blocking efforts to restore Taiwan's observer status to the organization.

Azar became the highest-ranking US official to visit Taiwan since the US severed diplomatic ties with the island more than four decades ago.

On Monday, he met Taiwanese President Tsai Ing-wen and Health and Welfare Minister Chen Shih-chung, who is leading Taiwan's battle against the coronavirus.

Azar later told reporters that at the direction of President Donald Trump, he and Secretary of State Mike Pompeo had sought to restore Taiwan's observer status.

But Azar said the Chinese Communist Party and the WHO prevented that from happening.

Taiwan had participated in the WHO's annual assembly as an observer since 2009. But it has not been invited to the assembly since 2017, a year after Tsai Ing-wen's Democratic Progressive Party took power.

In her meeting with Azar, Tsai said it's highly regrettable that Beijing blocked the US efforts. She said political factors should not override the basic human right to health.

The US already notified the United Nations that it will withdraw from the WHO in July next year. It has accused the organization of favoring China.

Azar said his country will continue to work with Taiwan. He also said that, upon the departure of the US from the WHO, the country will explore the appropriate ways to continue to offer support on a multilateral and bilateral basis.

Lebanon's Prime Minister Hassan Diab announced the resignation of his government on Monday, amid growing criticism over a devastating explosion in Beirut.

The country has been mired in chaos since the explosion ripped through the capital last Tuesday, killing at least 158 people dead and injuring more than 6,000 others. The search continues for dozens of people still missing.

The cause of the explosion is still unclear.

It has come to light that huge amounts of ammonium nitrate, which had been confiscated by the government, was stored in a warehouse at the port for a long time. The chemical can be used to make explosives. Many are blaming the government for lax oversight.

As many as 300,000 people were said to be affected by the explosion. Public support has yet to reach them.

Even before the blast, anger against the government was already running high over an economic crisis and corruption.

Casualties have been reported in massive protests that began on Saturday.

US President Donald Trump has said he is considering hosting a G7 summit meeting after the presidential election in November.

Trump was speaking to reporters at the White House on Monday.

He had said earlier that as the chair of the G7 meeting, the United States would hold it as early as September.

US President Donald Trump was abruptly evacuated from a White House press briefing on Monday after a shooting outside the compound.

The president was escorted from the room by a security agent shortly after he began speaking.

Trump returned several minutes later and told reporters a person had been shot by the Secret Service outside the White House and taken to hospital.

He added that no-one else was injured, and that he had no more details. Trump said he had been taken to shelter in the Oval Office just in case.

Although the White House has stringent security procedures, it is rare for a presidential briefing to be interrupted.

The Tokyo Metropolitan Government says 197 people were confirmed to have been infected with the new coronavirus on Monday.

This is the first time in two weeks that the daily tally in the capital has been below 200, but the figure has remained above100 for 33 days.

The cumulative number of infections in Tokyo now stands at 16,064.

The number of patients in serious condition is 24, one more than the day before.
