The US State Department says it has issued new guidelines for government interactions with officials from Taiwan to "encourage" bilateral engagement.

Details of the rules have not been released. But a State Department spokesperson told NHK the framework announced Friday allows US officials to hold meetings with their Taiwanese counterparts in federal buildings.

The move shows President Joe Biden is continuing the general policies of his predecessor. The US under Trump enacted legislation to promote government contacts with Taiwan.

Taiwan's foreign ministry on Saturday welcomed the new rules, saying the US has demonstrated through action its unwavering commitment to Taiwan.

The ministry said the rules will significantly increase engagement between the two sides, and open a new chapter in their relations. It added the US explained its move to Taiwan before the announcement.

The guidelines are expected to draw a sharp reaction from Beijing, which says Taiwan is part of China.

Meanwhile, White House Press Secretary Jen Psaki told a news conference on Friday that the US has seen "a concerning increase" in Chinese military activity in the Taiwan Strait. She said the US believes the behavior could be "destabilizing."

Psaki said, "China has taken increasingly coercive action to undercut democracy in Taiwan."

The governments of Japan and India are arranging a meeting of their foreign and defense ministers in Tokyo later this month.

Japan's foreign minister Motegi Toshimitsu and defense minister Kishi Nobuo are due to attend. From India, External Affairs Minister Subrahmanyam Jaishankar and defense minister Rajnath Singh will take part.

It will be the second two-plus-two meeting between Japan and India, following a gathering in India two years ago. The countries are expected to discuss ways to cooperate more closely on defense. Japan and India signed an agreement last year to allow the Self-Defense Forces and the Indian military to provide each other with food and fuel.

Japan's Prime Minister Suga Yoshihide is also making arrangements to visit India and the Philippines during the holiday period running from the end of April through the start of May.

As China continues to assert itself across the region, the Japanese government is increasingly looking to India as a partner that shares basic values and can help work toward a free and open Indo-Pacific.

The Japanese government hopes to demonstrate the close relationship between the countries through the two-plus-two meeting and Prime Minister Suga's visit to India.

Myanmar's military insists it has exercised self-restraint in its use of force against anti-coup protesters, even suggesting the death toll could otherwise have been much higher.

A local human rights group says 618 people have been killed by security forces in the nationwide protests that began after the February 1 coup.

A military spokesperson said on Friday that there could have been 500 deaths per hour, had authorities really used automatic weapons.

The same day, local media said at least 10 people died in the central city of Bago when authorities fired at civilians.

Christine Schraner Burgener, the United Nations Secretary General's special envoy on Myanmar, arrived in neighboring Thailand on Friday.

She plans to meet with Thai Foreign Minister Don Pramudwinai, and is expected to call on the Association of Southeast Asian Nations to help stop the crackdown in Myanmar.

Myanmar's ambassador to the United Nations has pleaded for urgent and strong action to address the military crackdown in his country.

Kyaw Moe Tun addressed a UN Security Council meeting held on Friday at the request of European members.

The envoy said he believes the international community, especially the Security Council, has so far failed to take adequate and strong action. He then pleaded for a better response.

The European nations said the council should consider sanctions, including global arms and trade embargoes against military-linked companies.

Linda Thomas-Greenfield, the US ambassador to the UN, slammed Myanmar's military for killing children who don't even know what protest means.

She said the flow of funds and weapons to the military must be cut, and suggested adopting a UN statement will not be enough.

China and Russia, which have close ties with Myanmar, oppose sanctions. They say diplomatic efforts should be accelerated instead.

NHK has learned that declassified diplomatic documents show the then Soviet Union considered making a range of proposals to Japan regarding four Soviet-controlled islands that Japan claims.

The islands are now controlled by Russia. The Japanese government maintains the islands are an inherent part of Japan's territory. It says the islands were illegally occupied after World War Two.

The Soviet Union drew up the documents in the run-up to a 1973 summit in Moscow between Soviet leader Leonid Brezhnev and Japanese Prime Minister Tanaka Kakuei.

The documents say the Soviet Union could agree to implement provisions of the 1956 bilateral joint declaration and have a future treaty stipulate the handover of Habomai and Shikotan islands. Both are part of the four islands. The Soviet Union planned the handover as its first position.

The documents also show the Soviet Union studied other proposals in case Japan would not accept the handover.

They included allowing Japanese fishing boats to visit the other two disputed islands, Kunashiri and Etorofu, and giving fishing rights in some waters around them to Japanese ships in return for fees.

The documents show the Soviet side considered suggesting the proposals in addition to granting the handover.

In case an agreement would not be reached with those proposals, the Soviet Union worked on another idea -- that both sides should consider signing a treaty of good neighborliness and cooperation that would not mention issues of territorial demarcation.

Details of these proposals were not presented to the Japanese side at the summit.

Moscow State Institute of International Relations Professor Dmitry Streltsov, an expert on Russia's policy toward Japan, pointed out there may be a lack of final coordination within the Soviet Union. He says military and other Soviet officials opposed offering concessions to Japan.

Kanagawa University professor Shimotomai Nobuo, who is well-versed in Japan-Russia relations, says the documents show the Soviet Union considered making proposals to Japan in addition to the two-island handover at the time.

The Japanese government will enforce stricter coronavirus measures in Tokyo, Kyoto and Okinawa from Monday without declaring a state of emergency.

The formal decision came during a task force meeting on Friday. The measures will continue until May 5 in Kyoto and Okinawa, and May 11 in Tokyo.

They are already in place for Osaka, Hyogo and Miyagi prefectures, where they will run until May 5.

Prime Minister Suga Yoshihide said he hopes infections can now be sufficiently curbed without declaring a state of emergency.

The measures include asking dining establishments to shorten their business hours to no later than 8 p.m. Suga said officials will visit all relevant establishments to confirm they are complying. Punishments will be imposed on those who do not.

New variants of the coronavirus are currently spreading across the Kansai region. The government is urging people to refrain from nonessential travel across prefectures, even during national holidays in late April and early May.

The government will monitor the situation with the governors of Saitama, Chiba and Kanagawa prefectures, and may consider expanding the stricter measures to those areas.

Osaka reported 918 new coronavirus cases on Saturday, a record high for the western Japanese prefecture.

The daily tally has surpassed 900 for the second time, following Thursday, when 905 new infections were reported.

The number of people who have tested positive for the virus in Osaka since the pandemic began now stands at 59,332.

Seven people were confirmed dead on Saturday, bringing the overall death toll in the prefecture to 1,211.
