Over 480,000 people have been forced to evacuate two days after a powerful typhoon hit the central Philippines, causing widespread destruction and flooding.

The national disaster agency says at least 31 people were killed when Typhoon Rai hit the country's second largest city, Cebu, on Friday.

The military released aerial footage of Siargao Island that shows the extent of the damage.

About 3,700 homes were destroyed or flooded.

The military says the death toll and the number of damaged homes could rise as there are more than 20 municipalities the military hasn't been able to contact, including those on remote islands.

The government is planning to dispatch military aircraft to those islands to rescue people who are waiting on the roofs of buildings and homes, and to provide support for the evacuees.

NHK has learned that a man suspected of starting a deadly fire at a clinic in Osaka City, western Japan, appears to have blocked its exit to stop people from escaping.

Police say Tanimoto Morio is suspected of setting fire to the clinic on the fourth floor of an eight-story building on Friday. Twenty-four people were killed.

Police say they are investigating the 61-year-old man on suspicion of arson and murder, but have yet to seek an arrest warrant as he remains in serious condition at a hospital.

Investigators say security camera footage shows the man placing a paper bag on the floor of the clinic before kicking it over. The liquid that leaked from the bag then catches fire.

Investigators add the video also shows the man standing at the exit with his arms stretched out after the fire started.

Voters in Hong Kong are casting their ballots in a Legislative Council election. Electoral reform carried out earlier this year means pro-Beijing candidates are almost certain to win an overwhelming majority.

The election was originally scheduled for September of last year. But the Hong Kong government postponed it, citing the need to prevent the spread of the coronavirus.

Chinese President Xi Jinping's leadership decided on implementing election reform in March to ensure the "principle of patriots administering Hong Kong." The measure increases the number of Legislative Council seats from 70 to 90, all of which are being contested in this election. A total of 153 candidates are running.

Voters can directly elect 20 members, down from 35 before the reform. Thirty are chosen by industries closely connected to Beijing, such as finance and dining. The other 40 are selected by the Election Committee, which is dominated by pro-Beijing officials.

Beijing has repeatedly stressed that the reform is not intended to exclude pro-democracy candidates. But pro-democracy parties are not fielding any candidates due to stricter conditions for running. Overall, only around 10 self-described pro-democracy or centrist candidates are participating in the election.

The reduced presence of pro-democracy candidates has diminished voter interest in the election, with turnout projected to be a record low.

About 630 polling stations have been set up. Police were seen on guard around a voting site on Hong Kong Island.

Hong Kong Chief Executive Carrie Lam cast her ballot on Sunday morning and called on people to vote.

Polling stations will close at 10:30 p.m. Sunday, local time. Results are expected as early as Monday.

The United Kingdom is recording more than 10,000 cases of the Omicron variant per day. Health officials there warn of a surge in hospitalizations if nothing is done.

The UK Health Security Agency confirmed more than 90,000 total cases of the coronavirus on Saturday. This includes 10,059 cases of the Omicron variant, bringing the total detected in the country so far to about 25,000.

The agency says the variant is spreading mainly in England, where health officials say it has led to seven deaths and 85 hospitalizations.

It says the variant makes up 83.4 percent of total coronavirus infections in London, which is the capital of England and the UK.

London Mayor Sadiq Khan said the variant's "rapid" spread is "hugely concerning" and he is "incredibly worried" about staff absences in medical services.

The UK government's scientific advisory group warns of a huge increase in hospitalizations in two weeks, which would strain the healthcare system. It is calling for further measures, including stricter face mask mandates.

The government is trying to speed up its rollout of vaccine booster shots.

Russia's Foreign Ministry has announced that the country officially completed its withdrawal from the Open Skies Treaty.

The ministry said in a statement that Russia is no longer a party to the treaty from Saturday.

In June, President Vladimir Putin signed a bill to pull Russia out of the treaty that allows signatories to conduct surveillance flights over each other's territory.

The United States withdrew from the treaty in November of last year.

The treaty was signed by the US, Russia, and European countries in 1992 with the goal of enhancing transparency of their military activity and nurture confidence after the end of the Cold War.
It went into effect in 2002.

The Russian ministry said it is obvious that without the participation of the US and Russia, the effectiveness of the treaty will decrease sharply -- with an 80 percent drop in the zone of its application.

It said that full responsibility for the degradation of the treaty regime lies with the initiator of the collapse of the treaty -- the United States.

Rahm Emanuel has been approved as the US ambassador to Japan and vows to deepen ties between the countries.

Following his approval by the US Senate he wrote in his twitter account, "Our 60-year-old alliance with Japan promotes peace and prosperity. Most importantly, it strengthens our shared democratic values."

He further wrote, "What we build in partnership over the next three years will determine America's posture over the next 30 years in the Indo-Pacific region."

He pledged that he "will work tirelessly to deepen our ties as our countries confront common challenges."

Emanuel served as chief of staff to then President Barack Obama and is known to be close to incumbent President Joe Biden who was the vice president at the Obama administration.

Emanuel is expected to play a key role in enhancing the relationship with Japan which is a major US ally in facing China, which Biden called the US's "most serious competitor."

Emanuel fills the position, which has been vacant about two-and-a half years.

China's customs data shows that the total value of its trade with North Korea between January and November plunged compared to the same period of 2019 before the onset of the coronavirus pandemic.

The statistics show that the trade value between the two countries for the 11-month period of this year stood at 267 million dollars.

That marks a decline of 89 percent from the corresponding period two years ago. It also represents a roughly 50-percent fall from the same period last year.

In the northeastern Chinese city of Dandong, which borders North Korea, only one truck was seen parked in a customs office compound that can usually house dozens of vehicles.

North Korea has been limiting trade with other countries as it has been keeping its borders closed since late January of last year to prevent the spread of the coronavirus.

Its state-run media have been urging people every day to stay vigilant against the Omicron variant of the virus.

At a meeting of the ruling Workers' Party earlier this month, North Korea's leader Kim Jong Un noted that the party's Central Committee appraises this year as the one of "victory" in general.

But the country's economy is believed to have been suffering significantly from the pandemic and international sanctions that have long been in place.

Japanese singer and actress Kanda Sayaka has died following an apparent fall from her room at a high-rise hotel in the northern city of Sapporo. Police are looking into the possibility of suicide.

She was found in an outdoor space of the 14th floor of the hotel at around 1 p.m. on Saturday. She later died at a hospital.

Kanda cancelled her performance at a musical play on Saturday, citing illness.

The 35-year-old actress is a daughter of actor Kanda Masaki and singer Matsuda Seiko.

In addition to stage play, she won nationwide popularity when she did the voice of Anna in the Japanese version of the Disney animation movie "Frozen."

The agency of Japanese singer Matsuda Seiko has released a statement about the death of her daughter, the singer and actress Kanda Sayaka.

The statement on the website of Matsuda's record company says her daughter has passed away and she is unable to accept the reality.

Disney offered its condolences on its official Twitter account. Kanda was the voice of Anna in the Japanese version of the animated film, "Frozen."

The tweet says Kanda told the story of and gave life to Anna with her emotional expressiveness and beautiful, clear voice.

Disney also posted a comment by actress Matsu Takako, who was the voice of Anna's sister, Elsa, in the movie.

Matsu says she is lost for words and the time she spent dubbing the Japanese version of Frozen with Kanda is irreplaceable for her.

Japan's health ministry is calling on people with emotional difficulties to reach out to consultation services.
