The US administration of President Joe Biden has announced a deal worth 1.1 billion dollars to sell Taiwan missiles and other military equipment.

The administration said on Friday it had notified Congress of its intent to sell 60 anti-ship missiles, 100 air-to-air missiles and other arms.

Since a high-profile visit to Taiwan by House Speaker Nancy Pelosi last month, China has stepped up pressure on Taiwan, conducting large-scale military drills and sending fighter jets over the median line in the Taiwan Strait.

The US has criticized China for trying to change the status quo by using Pelosi's visit as a pretext.

Through the arms sale, Washington apparently aims to keep China in check by showing its commitment to Taiwan's defense.

The US Defense Department says the sale is expected to improve Taiwan's ability to respond to current and future threats. It says the arms will help strengthen Taiwan's interoperability with the US and others.

Taiwan's foreign ministry has welcomed the decision. It says this is the sixth arms sale the Biden administration has announced and the fifth this year, continuing its policy of recent years of normalizing such sales.

The ministry said the latest batch includes many missiles needed to strengthen Taiwan's self-defense and fully demonstrates the importance the US government attaches to Taiwan's defense needs.

The US Air Force says it has cleared its CV-22 Osprey tilt-rotor transport aircraft to resume flying.

The entire fleet was grounded in the middle of August due to a problem with the clutch connecting the rotor and engine that remains unresolved.

In a statement on Friday, the Air Force Special Operations Command announced the resumption of operations of the aircraft with risk control measures in place.

The statement said all CV-22 crews have been briefed on the problem and how to respond should an incident occur.

However, the statement also said the long-term goal is to identify the root cause of the issue and "finding and implementing a materiel solution."

It said until then, the focus is on "ensuring our aircrews are trained as best as possible to handle" the problem when it occurs.

The US Air Force's CV-22 Ospreys are mainly used to transport special forces. The Air Force had suspended the operation of its fleet deployed at Yokota Air Base in Tokyo.

Japan's government has compiled a plan to resume evacuation drills in light of the increased number of missile launches by North Korea.

The move is in response to the North's frequent launches of ballistic missiles so far this year. The government already announced plans to resume the drills for the first time in four years in cooperation with local authorities.

Under the plan, drills will be held from late September to late January in 10 municipalities in eight prefectures, including Hokkaido, Niigata, Kagawa and Okinawa.

They will be held on the assumption that a ballistic missile powerful enough to reach Japan has been fired.

During the drills, information will be conveyed to residents through the public wireless system and by other means.

Authorities will check procedures to have residents evacuate to sturdy buildings or to underground shelters.

Similar drills had been conducted in 29 localities since 2017, at a time when North Korea launched many ballistic missiles.

But the government suspended the drills following the US-North Korea summit meeting in June 2018, citing an improvement in the security situation.

A team of experts from the International Atomic Energy Agency is expected to begin inspecting the Zaporizhzhia nuclear power plant in southeastern Ukraine from Thursday.

The IAEA team on Wednesday arrived in the city of Zaporizhzhia, about 60 kilometers from the plant.

IAEA Director General Rafael Mariano Grossi told reporters in the city that the inspections will take a few days.

Grossi described the visit as a "technical mission" to assess the situation at the plant. He added that he needs to interview plant workers, and the IAEA aims to establish a "permanent presence" there.

Russia's representative to the IAEA, Mikhail Ulyanov, said Moscow welcomes the IAEA's plan.

The Russian-seized plant is at risk of a catastrophe as shelling around the facility continues, with part of it reportedly damaged.

The Russian defense ministry says Ukrainian troops fired shells around the plant on Tuesday. It accused Ukraine of continuing to stage provocations to obstruct the IAEA mission.

Whether the UN nuclear watchdog can smoothly conduct its inspections remains to be seen as the Russian military is said to be pressuring plant workers to keep quiet about the actions of troops stationed there.

Meanwhile, Ukrainian forces have launched a new counteroffensive in Russian-occupied areas of the Kherson region in the country's south.

Russia's defense ministry claimed on Wednesday that the offensive was unsuccessful, and that it cost the lives of more than 1,700 Ukrainian military personnel.

But the British defense ministry said in its latest intelligence update that Ukrainian forces "have pushed the front line back some distance in places, exploiting relatively thinly held Russian defences."

Former top-ranked tennis player Serena Williams has been defeated in the third round of the US Open after a heated match that lasted more than three hours.

The 40-year-old American icon has hinted that this was likely to be her final tournament.

Williams lost to 46th-ranked Australian Ajla Tomljanovic by a set count of one to two on Friday, the fifth day of the tournament.

Williams lost the first set 5-7. She took the second set 7-6 after a tie-break, but lost the third set 1-6.

The Japan Tourism Agency has revised its guidelines for overseas tourists as the county prepares to reopen to individual tourists next week.

Starting on Wednesday, the government will allow tourists from all countries to enter Japan without joining a guided tour.

Travelers will be able to plan their itinerary more freely, but travel agencies will be asked to secure means of communication with tourists during their stay.

The government will continue to deny entry to individual travelers who don't make their travel and accommodation arrangements through agencies.

Destinations for the guided tours had been determined in advance. But going forward, tourists can freely decide their schedule for sightseeing and meals during the day.

Travel agencies will be responsible for the tours, and will need to obtain phone numbers and other relevant contact information from the tourists. Agencies will also be required to ask tourists to follow basic anti-infection measures, such as wearing face masks.

The Japan Tourism Agency says no overseas tourists have been reported infected with COVID-19 since Japan reopened to holidaymakers in June. The agency says it hopes to gradually increase the number of visitors, while taking thorough anti-infection measures.

Typhoon Hinnamnor is heading north over waters south of Okinawa Prefecture.

Japan's Meteorological Agency says the powerful typhoon was slowly heading north over waters 130 kilometers south-southeast of Ishigaki Island, Okinawa, as of Saturday noon.

It has a central atmospheric pressure of 955 hectopascals. The maximum wind velocity around its center is 144 kilometers per hour, with gusts of 216 kilometers per hour. The storm is packing winds of 90 kilometers per hour or more within a radius of 130 kilometers of its core.

The typhoon is forecast to come very close to Okinawa's Sakishima Islands, including Ishigaki and Miyako islands, through Saturday night.

Weather officials have issued a storm alert, predicting that violent winds strong enough to destroy houses will sweep across the islands from Saturday evening.

Winds of up to 162 kilometers per hour are forecast for the Sakishima Islands for Saturday and Sunday, while the Okinawa main island region will be hit with winds of up to 72 kilometers per hour on Saturday.

Seas will also be very rough with waves measuring 10 meters high forecast around the Sakishima Islands and 9 meters in the Okinawa main island region.

As the typhoon is moving slowly, stormy conditions are expected to last for many hours. People are advised to be vigilant for wind gusts and high waves.

The maximum hourly rainfall forecast for the Sakishima Islands is 70 millimeters. Residents are advised to remain on the high alert against landslides, flooding in low-lying areas and overflowing rivers.

The city of Miyakojima issued an evacuation order for all of its 55,541 residents in 29,295 households on Saturday morning.

Ishigaki City also instructed all of its 49,651 residents in 25,642 households to evacuate.
