Japan's defense chief and a senior US Marine Corps official have agreed to prepare themselves for the possibility that diplomatic efforts involving North Korea fail to make progress.

Itsunori Onodera and US Marine Corps Pacific commander Lieutenant General David Berger met at the Defense Ministry in Tokyo on Monday.

Onodera said it is necessary to continue applying pressure on North Korea to bring about meaningful results in the proposed summit talks between North Korean leader Kim Jong Un and US President Donald Trump.

Onodera said a US-South Korea joint military exercise must take place as planned.

Berger agreed that diplomatic pressure on the North should be maintained. However, he added, the US military must always be prepared for an immediate response.

A senior North Korean diplomat in charge of US affairs is in Finland for a meeting that also will be attended by former US government officials.

The meeting comes ahead of a US-North Korean summit that is expected to take place by the end of May.

Choe Kang Il arrived in Helsinki on Sunday to attend the meeting on security on the Korean Peninsula. Choe is deputy chief of the North Korean foreign ministry's North American affairs bureau.

A senior official at the North's mission to the United Nations is also expected to take part.

Former US Ambassador to South Korea Kathleen Stephens is among other participants, along with South Korean experts including a former diplomat. The meeting will open on Tuesday.

Earlier this month, US President Donald Trump agreed to hold talks with North Korean leader Kim Jong Un.

But Pyongyang has made no official response to the potential summit.

Our reporter says all eyes are on what North Korean officials will say on the summit and its nuclear programs.

Japan says it will continue to negotiate with Russia to develop better ties and settle a bilateral territorial issue.

Chief Cabinet Secretary Yoshihide Suga spoke to reporters on Monday after Russian President Vladimir Putin won a 4th term in Sunday's presidential election.

Suga said Japan and Russia are key partners in the Asia-Pacific region, and it is extremely important in terms of regional stability and growth that the 2 powers build stable ties and deepen cooperation.

Suga said Japan will try to work more closely with Russia to further advance bilateral ties.

He said Japan will also tenaciously continue its efforts to hold talks with Russia under its basic policy of settling the issue of sovereignty over 4 Russian-controlled islands and signing a peace treaty.

Russia controls the islands. Japan claims them. The Japanese government maintains the islands are an inherent part of Japan's territory. It says the islands were illegally occupied after World War Two.

An official of a group of former islanders, Hirotoshi Kawata, says Putin will have 6 more years as president, and that he hopes the 2 governments can resolve the territorial issue through talks as soon as possible.

China's National People's Congress has chosen Yi Gang as the new governor of the People's Bank of China. He has served as deputy to Zhou Xiaochuan, who held the post for 15 years.

Analysts say Yi will likely make financial risk prevention a key priority and step up regulations to cut debt from state-run companies and local governments.

He is also expected to promote reforms including financial liberalization and internationalization of yuan.

The National People's Congress also selected four new vice premiers. One of them is President Xi Jinping's economic adviser Liu He.

He will oversee the government's economic and financial policies at a time when the threat of a trade war with the US looms large.

Other vice premiers include Han Zheng, Hu Chunhua and Sun Chunlan. Last year, Han Zheng entered the ranks of the Communist Party's Politburo Standing Committee.

In another development, Foreign Minister Wang Yi was chosen as a State Councilor, while retaining his ministerial post.

South Korean prosecutors asked a court on Monday to issue an arrest warrant for former president Lee Myung-bak.

The prosecutors questioned Lee last week on suspicion of bribery and other allegations.

They say they requested the warrant because the allegations against him are grave and that the former president could destroy evidence.

They suspect that Lee had the country's largest conglomerate, the Samsung Group, pay the cost of a lawsuit involving an auto parts company which he is believed to own.

Lee is suspected of granting a presidential pardon to Samsung's chairman in return.

Lee is also accused of illicitly receiving funds from the National Intelligence Service through senior officials at the presidential office.

South Korean media say Lee received nearly 10 million dollars' worth of bribes.

The conservative former president denies all the allegations. He says the investigation is political payback by the current government led by president Moon Jae-in.

The court is expected to make a decision on Wednesday at the earliest.

If the warrant is issued, Lee will become the 4th former South Korean president to be arrested.

Japan's top government spokesman has pledged to carry out a thorough investigation into a document-tampering scandal to restore public trust.

Chief Cabinet Secretary Yoshihide Suga was responding to a reporter's question on Monday about the falling approval rate of Prime Minister Shinzo Abe's Cabinet.

Suga said support rates in polls go up and down. He said the government will tackle pressing issues at home and abroad, including North Korea's nuclear and missile programs.

He went on to express regret over recent revelations that Finance Ministry documents related to the controversial sale of state-owned land to school operator Moritomo Gakuen had been altered.

Suga said the government takes public criticism seriously. He said it will fully cooperate with the investigation and try to uncover the truth.

Suga added that the government will then need to take measures to prevent a recurrence.

The spokesman also referred to a call by opposition parties for the prime minister's wife to testify in connection with the scandal. Akie Abe was once set to become honorary principal of the new Moritomo school.

Suga said it is up to the Diet to decide whether to summon Abe's wife. But he added that the prime minister has repeatedly explained his wife's position.

A Japanese district court has ruled against suspending the construction of a nuclear plant in northern Japan.

The Hakodate District Court in Hokkaido on Monday turned down a petition by more than 1,100 plaintiffs, including city residents.

The construction of the Oma nuclear power plant is under way in Aomori Prefecture, just across a narrow strait from Hakodate.

The plaintiffs argued that the plant's startup could trigger a major accident, and demanded that the operator, Electric Power Development, or J-Power, suspend the construction work.

Japan's Nuclear Regulation Authority is currently determining whether the plant meets its requirements.

Hakodate District Court Presiding Judge Chikako Asaoka pointed out that there are no discrepancies in regulations set by the authority, and no concrete timetable has been drawn up on beginning the plant's operation.

She said at this point, it is difficult to say what specific dangers lie ahead in its operation.

The plaintiffs' lawyer plans to file an appeal.

The Oma power station would be the world's first commercial nuclear plant to operate solely on the plutonium-uranium mixed oxide fuel known as MOX.

J-Power hopes to start the plant's operation in fiscal 2024.
