Japan's central government and Okinawa prefecture remain divided over the planned landfill work to relocate a US military base within Okinawa.

Defense Minister Takeshi Iwaya and Okinawa Governor Denny Tamaki met in Tokyo on Thursday, one day before the defense ministry is expected to begin the landfill work off the coast of Nago City in Okinawa.

Tamaki urged the ministry to suspend the landfill work that it plans to begin on Friday.

The governor said that he has tried to seek a solution through dialogue because he believes that is democracy.

He said it is regrettable that the ministry has made preparations for the landfill.

Last week, vessels loaded with sand and soil arrived at the construction site in the Henoko district.

Iwaya reiterated the ministry's position that relocating the US Futenma air base in Ginowan City to the less populated coastal area is the only solution. He also said that he wants the reclamation work to proceed as planned.

After the meeting, Tamaki told reporters that he believes the work can be reversed even after reclamation starts. He said that Okinawa Prefecture will try to find measures it can take to halt the work.

Iwaya said that the central and Okinawa governments share the view that the US Futenma air station should be returned to Japan.

He said he will do all he can to gain the understanding of the Okinawa government and its people.

A Japanese government panel says a run of growth that began in December 2012 has now become the second-longest period of expansion in the post-war era. But that verdict comes as Japan struggles with sluggish wage growth and a chronic labor shortage.

The Cabinet Office has a group of academics and other experts who offer official judgments on the state of the economy. The members met on Thursday.

The experts say the recovery has outstripped an era of explosive growth often referred to as the "Japanese economic miracle." That period lasted from November 1965 through July 1970.

If the recovery doesn't end this month, it will tie with the longest run of growth since World War 2, spanning February 2002 to February 2008.

Many analysts say recent improvements in employment and income mean the economy will likely break the record next month.

The Japanese government is drawing up a draft of policies for a new system that will enable more foreign nationals to find employment in Japan.

The revised immigration law which takes effect in April of next year will permit more foreign workers to enter the country. The government plans to provide a full picture of how the new program works before the end of this year.

The system is to cover 14 sectors, including nursing care and construction. In line with a plan unveiled at the extraordinary session of the Diet that ended on Monday, the government is to accept up to 345,000 workers within a 5-year period starting next April.

A ceiling will be set for each sector.

A new Japanese language proficiency test will be provided for applicants in each sector. But those that have been recognized to have basic language skills or higher under an existing test will be exempt from taking the new examination.

Officials are also thinking of setting up an exam for knowledge of technical terms for foreign nationals applying to work as a nursing caregiver.

The successful applicants will basically be employed directly by private companies. But applicants for the farming and fishing sectors may have a number of job sites as the nature of the work varies according to season.

The government says officials of relevant ministries and agencies will coordinate their views to come up with a final policy.

The government is also planning to hold tests that will provide successful applicants with their new visa status.

The government hopes to hold the tests in 8 Asian countries. So far, 7 nations have been determined -- Vietnam, the Philippines, Cambodia, Indonesia, China, Thailand, and Myanmar.

At the event held by an Indonesian think tank, Indonesian government officials said some municipalities had decided to limit the use of single-use plastics.

The host of the event also said pollution of the sea affects all countries and it is essential to discuss measures globally.

At the Japanese pavilion, visitors showed interest in pens, plates, and other products made with 40 percent less plastic than normal by mixing powdered limestone.

Japan has lodged a protest following South Korea's announcement that it would start 2 days of routine military drills on Thursday around the Takeshima islands in the Sea of Japan. South Korea controls the islands. Japan claims them.

South Korea's military said the country's navy, marine corps and coast guard would take part in the drills aimed at thwarting an attempt to land on the islands.

Local media said navy destroyers, P3C patrol aircraft, and F15 fighters are taking part. A South Korean navy official said the drills are routine and that whether they involve a marine landing drill depends on the weather.

A senior official of Japan's Foreign Ministry, Kenji Kanasugi, called the South Korean Embassy in Tokyo and demanded that the drills be stopped.

Kanasugi said Japan cannot accept the drills in light of its longstanding position on the islands' sovereignty.

Japan lodged a similar protest with South Korea's foreign ministry.

South Korea has been holding military drills on and off the islands twice a year. The most recent took place in June.

China has confirmed that 2 Canadians are being held in the country for questioning.

Foreign Ministry spokesperson Lu Kang made the statement at a news conference on Thursday afternoon.

He said China is detaining Michael Kovrig, a former Canadian diplomat, and Michael Spavor, a businessman, on suspicion of endangering China's national security.

The spokesperson also said their cases are being investigated by a Chinese intelligence agency.

He declined to comment on details of the allegations against them, citing the ongoing investigations.

Moves to support the Chinese telecom giant are spreading online after Huawei's chief financial officer Meng Wanzhou was detained at the request of the US.

Several Chinese businesses are using the microblogging website Weibo to urge their employees to buy Huawei products.

A company in Shaanxi Province says it obliges senior officials to use Huawei mobile phones.

It also says employees who buy such phones will get a refund of 20 percent or more.
Another firm in Shenzhen says it will use Huawei chips in its products. It says it will subsidize 15 percent of employees' Huawei phone purchases, but slap a 100-percent fine on those who buy Apple phones.

Posts about snubbing Canadian products are also appearing in social media.

A post on a bulletin board of search engine Baidu asks whether down jackets and other products of high-end brand Canada Goose should be boycotted.

One response says they should be, to show other nations the power of Chinese people.

Another post says Canadian products must go out of China.

Meng is accused of fraud related to Iran sanctions. She was released on bail on Tuesday.

Sources say Japanese electronics maker Hitachi is in the final stage of talks for acquiring the power distribution and transmission business of Swiss firm ABB.

The deal could be worth up to 7 billion dollars, which would make it Hitachi's biggest buyout ever.

ABB makes and operates facilities for transmitting and distributing electricity to businesses and households. It's the world's biggest player in the field.

The acquisition is seen as a way for Hitachi to boost its overseas operations and meeting growing demand in emerging economies.

Hitachi and ABB set up a joint venture 3 years ago. Their company is engaged in power transmission in Japan.
