South Korea says it plans to remove Japan from its top-tier list of countries subject to preferential export procedures.

South Korean Trade Minister Sung Yun-mo said Monday the ministry will place Japan in a new bracket that requires stricter export controls.

Under the plan, Japan will be dropped from Seoul's 29-nation list of its trusted trading partners.

Companies will have to submit more documents to ship products to Japan, and the screening process is expected to take longer.

Sung said they need to introduce an export control framework as it is difficult to work closely with a country that frequently violates the basic rules of export control or that operates an inappropriate system.

Sung said the new classification is scheduled to be in place in September after the ministry gathers opinions from the general public over the next 20 days.

Sung also said Seoul is ready for talks should Tokyo request them while the opinion gathering takes place.

On August 2, the Japanese government endorsed plans to remove South Korea from a list of nations entitled to simplified export-control procedures.

Seoul announced the same day it will drop Japan from its own list of trusted trade partners.

Officials from Japan and China are arranging for Chinese Vice President Wang Qishan to visit Japan in October to attend the enthronement ceremony of Emperor Naruhito.

Diplomatic sources say the officials are preparing for Wang to attend the October 22 event.

Wang is also expected to meet Prime Minister Shinzo Abe during his visit.

Wang is said to be well trusted by Chinese President Xi Jinping. He is a former member of the Politburo Standing Committee, which is the country's top leadership body, and played a key role in cracking down on corruption during Xi's first term.

The last time Japan held an enthronement ceremony in 1990, China sent a vice premier.

US officials and other sources say that the US government is preparing for Pence to attend the October 22 event. It serves as a formal announcement for the accession that took place in May.

Pence's most recent visit to Japan was in November last year.

Hong Kong's flagship carrier Cathay Pacific has announced the cancelation of all flights departing from the city's international airport until Tuesday morning.

Cathay released a statement on its homepage on Monday saying it is complying with orders from Hong Kong's aviation authorities.

The airline says the measure is the result of ongoing protests at the airport.

It advises customers to postpone non-essential travel and stay away from the airport.

The latest criticism against Versace suggests social media users in China have become sensitive about issues involving China's sovereignty. This comes as protests continue in Hong Kong, protesting a proposed extradition bill.

The bill would allow criminal suspects to be extradited to mainland China to stand trial.

Ricoh has switched production of most of its multifunction printer-copiers for the United States to Thailand, while Chinese factories make products for Japan and Europe.

Nintendo had been manufacturing most of its Switch game machines in China but began production in Vietnam this summer. The Vietnam plant could be used to make the US-bound products.

Sharp Corporation announced a plan to build a factory to manufacture liquid crystal displays and air cleaners in Vietnam.

Sharp officials say they will consider moving US-bound production to Vietnam depending on how the US-China trade war progresses.

Also, Mitsubishi Electric has decided to produce in Japan some of its semiconductors and industrial machines bound for the United States.

Industry analysts say more companies are likely to follow suit.

Members of the United Nations Security Council have thrown their full support behind efforts to mediate a truce in conflict-ridden Libya.

They held an emergency meeting on Sunday after a car bomb in the Libyan city of Benghazi killed three UN staff members.

The explosion took place despite the country's warring parties' acceptance of a UN-proposed ceasefire to observe the Muslim Eid holiday.

The Council members issued a statement condemning the car bombing. They expressed full support for measures proposed by the United Nations for a sustainable ceasefire.

An official from Libya's interim government noted that the car bombing followed the abduction of a member of parliament.

He said his government is willing to accept a truce, provided that it includes all fighting areas and that all military activities are halted. He said any deal should not be misused to move soldiers or mobilize power.

Fighting continues in Libya between the UN-backed interim government in the west and forces led by General Khalifa Haftar based in the east.

The Haftar-led forces are aiming to take control of the capital, Tripoli.

A US nuclear expert says last Thursday's explosion at a Russian military facility may have occurred during tests on a nuclear-powered cruise missile.

He writes that a satellite image shows a nuclear fuel carrier in waters near a missile test site in Russia, where an explosion and fire broke out.
He says the ship's presence may be related to the testing of Russia's latest nuclear-powered cruise missile.

Regarding the explosion at a military facility in the northwestern region of Arkhangelsk, Russia's Defense Ministry initially announced that a rocket engine exploded during a test.

On Saturday, Russia's state nuclear agency Rosatom said the explosion occurred during a test involving radioactive isotope power sources, killing five people.

A temporary increase in radiation levels was reported in Severodvinsk near the military facility following the explosion.

Authorities banned ships from entering part of waters near the facility for one month. But the Russian government has not made clear any details related to the accident.

President Vladimir Putin has stressed his commitment to the development of cutting-edge weapons. In March last year, he held a briefing on the country's latest nuclear-powered cruise missile.

Bulletproof backpacks are stirring up debate in the United States as children prepare to return to school after the summer holidays.

A shooting at a Walmart store in El Paso, Texas, earlier this month left 22 people dead. This was followed by another mass killing in Dayton, Ohio, where nine people died.

A Texas-based manufacturer of ballistic shield inserts for backpacks says sales have tripled since August. The items cost about 130 dollars each.

The manufacturer says the inserts are as strong as bulletproof vests used by police.

But they have raised controversy among parents and education experts.

One mother said she will gladly purchase the item to protect her son. A father said he could not imagine children going to school carrying bullet-resistant backpacks.

One expert called on schools to do more to ensure children's safety, and said such backpacks are not the solution.

Bereaved relatives of the victims of Japan's worst air disaster are making their annual visit to the crash site on a mountain north of Tokyo on the 34th anniversary of the accident.

The families and other mourners are hiking up Osutaka Ridge in Gunma Prefecture on Monday.

A Japan Airlines Boeing 747 went down on the mountain in Ueno Village on August 12, 1985. It left 520 people dead--making it the deadliest airplane accident in Japan.

The relatives laid flowers and incense sticks at the memorial markers of their loved ones, and offered prayers at a monument at the site. Children blew soap bubbles to pray for aviation safety.

A memorial service will start at the foot of the mountain later in the day. Participants will observe a moment of silence at 6:56 p.m., the exact time of the crash.

A tropical storm is threatening to disrupt travel plans for millions of people in Japan observing a traditional summer holiday.

The weather system is currently moving west-northwest across the Pacific Ocean south of Japan.

Severe tropical storm Krosa is expected to hit western Japan later this week.

Strong winds and rough seas with waves of up to six meters are forecast. Heavy rain is beginning on Monday with up to 150 millimeters of rain expected to fall in Japan's Tokai region by Tuesday morning. During the same period 100 millimeters is predicted for the Kansai region.

Krosa is forecast to bring more rain mid-week when it advances across the western part of the country.

This week is a peak travel time in Japan with many people visiting their hometowns for what is called the Bon Festival.
