Some European Union member nations are lifting cross-border travel restrictions within the bloc starting on Monday. Such travel has been banned since March, when the coronavirus pandemic hit the continent.

The European Commission earlier recommended that members ease restrictions ahead of the summer holiday period to boost tourism, which has been devastated by the pandemic.

France will allow arrivals from almost all EU countries starting on Monday.

Germany will lift its ban on travelers from its neighboring countries starting on Tuesday.

Yet, some countries are being more cautious. Greece will still require PCR testing of travelers from Italy and Spain because these countries were the epicenter of coronavirus infections in Europe.

Italy reopened its borders to other EU members on June 3, ahead of others. However, travelers have not returned, partly due to the limited number of flights.

The EU also recommends gradually reopening borders to non-member nations starting July 1. But there's concern that doing so may lead to an increase in the number of coronavirus cases.

French President Emmanuel Macron has told the nation that France has scored its first victory against the coronavirus, and vowed to work on rebuilding the economy.

In a televised address on Sunday evening, Macron said the fight against the epidemic is not over, though infections have been mostly contained in the country.

Beginning Monday, an easing of restrictions means restaurants and cafes in and around Paris can reopen indoor seating spaces.

Macron spoke of the efforts to help save industries and jobs hurt or lost to the pandemic. He said the government has made available a total of 500 billion euros, or about 562 billion dollars.

The president stressed that France needs to build a new, stronger and sustainable economy to cover government debts which are rising amid efforts to recover from the epidemic.

Macron noted that France is pursuing environmentally sound policies. He pledged to come up with a specific plan in July to rebuild the economy.

A major wholesale market in the Chinese capital Beijing has been shut down after seven cases of the coronavirus were traced to the site.

Authorities in Beijing confirmed the cases on Thursday and Friday. No infections had been found in the capital for more than 50 days through Wednesday, except for those among arrivals from abroad.

City officials said on Saturday that all seven of the people had visited or worked at the market, which supplies agricultural products and seafood.

They also said 1,940 workers at the market had been tested, and 45 of them were confirmed infected, though they showed no symptoms. Samples of food and other products taken at the market also tested positive.

Authorities plan to investigate the infection routes and disinfect the market. They have also quarantined 139 people who came into close contact with the confirmed cases.

Elementary schools and kindergartens near the market have been shut down, and authorities have dropped plans to reopen schools across the city on Monday for students in lower grades.

Life in China has been returning to normal after it was deemed that the coronavirus epidemic had basically been brought under control. The National People's Congress, the country's big political event, opened last month after a two-month delay. But authorities are again on the alert because of the new cases.

The number of people confirmed infected with the coronavirus worldwide has topped 7.8 million as of 18:00 UTC on Sunday.

The tally compiled by researchers at Johns Hopkins University in the United States shows 7,838,833 cases, with the number of deaths hitting 431,225.

The United States has 2,083,082 cases--the highest in the world. It is followed by Brazil with 850,514, Russia's 528,267, India at 320,922, and Britain's 297,342.

The US death toll is also the highest in the world at 115,578. Brazil has 42,720 deaths, followed by Britain at 41,783, Italy at 34,345, and France's 29,401.

Authorities in Tokyo say 47 people tested positive for the coronavirus Sunday. It was the first day in six weeks the number of new infections in the capital topped 40.

Thirty-two of them were traced to nightlife entertainment establishments.

Tokyo Governor Koike Yuriko met on Sunday with the head of Shinjuku ward and the minister in charge of the government's coronavirus response, Nishimura Yasutoshi.

They confirmed they'll work more closely together to prevent infections in nightlife areas.

Special emphasis will be put on making sure guidelines to prevent infections are followed. And they'll urge bars and nightclubs to get their workers tested.

Governor Koike said her government will set up a taskforce on Monday to discuss more measures.
These could include new benchmarks to monitor the outbreak.

Minister Nishimura told reporters the surge won't derail the government's plans to move to the next phase of easing restrictions. That's set to happen on Friday.

Prime Minister Abe Shinzo is warning against a second wave of the coronavirus outbreak in Japan. He urged people not to expect the virus to weaken in the coming hot summer months.

Abe spoke during a program streamed live on Sunday night. He said people should not be complacent this summer because the virus is spreading even in extremely hot countries in the Middle East.

The prime minister stressed the need to brace for the second wave by boosting the nation's healthcare system and increasing virus tests.

Abe said international travel restrictions will be gradually lifted, while anti-virus measures are implemented.

He said the government will cautiously study easing restrictions, taking into account the infection situations in individual countries.

He said coronavirus vaccine research is underway in Japan, while development efforts are also under way in the United States and Britain. He added that Japan is already in talks with vaccine developers to ensure access as soon as research is completed.

Swarms of locusts have done extensive damage to crops in Pakistan, where the government has mobilized the military to help exterminate the insects.

Since last month, desert locusts have been devouring wheat, cotton, and other farm produce, mainly in the southwestern province of Baluchistan.

Footage from the affected areas shows the mass of locusts causing poor visibility, and hindering crop harvests.

This is the first large-scale locust swarm in Pakistan since the 1990s. The government estimates damage nationwide will total about 5.1 billion dollars.

Authorities fear the devastation could have a serious impact on the country's food security.

Insecticides are being sprayed from the ground and air, but the massive amount of the insects over such a wide area makes their extermination difficult. Farmers are calling for more drastic measures to fight off the infestation.

The plague of desert locusts has already devastated wide swaths of eastern Africa, and threatens regions across southern Asia.

Vietnam's foreign ministry says two Chinese ships attacked a Vietnamese fishing boat in the South China Sea and seized its catch and equipment.

The ministry said on Sunday that the incident occurred near the Paracel Islands last Wednesday.

China claims almost all of the South China Sea, including the Paracel Islands. Other parties, such as Vietnam, also assert sovereignty over the islands.

The ministry says Vietnam asked China to investigate the matter as the boat could have sunk.

In April, Vietnam protested to China over another incident. A Vietnamese fishing boat was rammed and sunk by a Chinese maritime surveillance vessel near the Paracel Islands.

Vietnam also issued a statement later in the month, protesting China's announcement that it had established two new administrative districts in the South China Sea -- one on the Paracel Islands and the other on the Spratly Islands. China, Vietnam, and other parties lay claims to the Spratly Islands.

Observers say they are concerned that China has been ratcheting up its activities in the South China Sea while other nations are busy dealing with the coronavirus.
