Myanmar's military says it has refused a visit to the country by a special envoy of the Association of Southeast Asian Nations.

Myanmar's state-run TV released a statement by the military on Thursday.

It revealed that the military had denied a request from the ASEAN envoy to visit the country between Monday and Thursday this week.

ASEAN appointed Brunei's second foreign minister Erywan Yusof as special envoy in August to mediate talks between Myanmar's military and the pro-democracy camp.

The statement said the envoy asked to meet all people he wanted to, but that undertaking such a mission is currently difficult because Myanmar is focusing on domestic stability and the rule of law.

The military is believed to have spurned the envoy's visit because he insisted on meeting people such as State Counsellor Aung San Suu Kyi and President Win Myint. The two have been under detention since the February 1 coup, and are on trial.

The statement also said Myanmar will quickly welcome a visit if the envoy does not seek meetings with those individuals. It said Myanmar and the envoy need to first build up mutual trust.

The refusal is expected to prompt negative repercussions from ASEAN. The bloc will likely convene an emergency meeting of foreign ministers on Friday.

Organizers of next year's Beijing Olympics and Paralympics have shown reporters the measures to prevent coronavirus infections being taken during test events.

The organizers unveiled the measures on Thursday. They are expected to be implemented during the Games themselves.

Live online feeds were streamed from areas where athletes and other participants are kept separate from outsiders.

This "closed-loop" management system is similar to the "bubble" arrangement adopted during the Tokyo Summer Games this year.

QR codes will be used to manage information on PCR tests to be conducted daily on staff during the Beijing Games.

Ten test events are scheduled to take place at the Games' venues by the end of the year. They include an international figure skating competition already underway.

One official stressed that the organizers want to demonstrate their ability to host international competitions, and their determination to hold the Games successfully.

The organizers plan to release specific anti-virus rules for the Games later this month.

The Japanese government is to provide financial support for Taiwan Semiconductor Manufacturing Company's planned new chip factory in Japan.

The move is in line with governments the world over vying to secure a domestic chip production base to ensure economic security.

On Thursday, the world's largest contract chipmaker, TSMC, announced plans to build a new factory in Japan, subject to board approval. It hopes to start production in 2024.

Sources close to the project say TSMC and Sony Group will jointly build the factory in the southern prefecture of Kumamoto. The government subsidies would cover about half the total cost of the project.

Economic Security Minister Kobayashi Takayuki told reporters that TSMC's plan will provide what Japan was lacking in the production of cutting-edge chips.

Kobayashi said, "Semiconductors underpin the foundations of digital society, and establishing a system to ensure a stable supply of chips is extremely important."

He also said he would make efforts to revive Japan's semiconductor industry in cooperation with relevant ministries and agencies.
