The governor of Ehime Prefecture, western Japan, has admitted that a prefectural official created a document related to a veterinary school. The document reportedly includes a passage that could put Prime Minister Shinzo Abe on the defensive.

Officials from the prefectural government and Imabari City visited the prime minister's office and the Cabinet Office on April 2nd, in 2015. They were accompanied by officials from the school's operator, Kake Educational Institution, which is run by a close friend of Prime Minister Abe's.

Participants at the meetings discussed opening a veterinary school in a specially deregulated zone in Imabari.

The prefecture initially said no record of the meetings exists.

But at an emergency news conference on Tuesday, Governor Tokihiro Nakamura said the document in question was written by a prefectural official for a report on the meeting at the prime minister's office.

The document reportedly carries the name of Abe's then-secretary Tadao Yanase, who is now vice minister of economy, trade and industry.

Nakamura declined to comment on with whom the officials met, but said he fully trusts the report.

He added that the document may have been used by prefectural officials to explain the specially deregulated zone to the Cabinet Office, as well as to the education ministry and the agriculture ministry.

Nakamura said the document was a report memo that didn't have to be saved. He added that it has not been found within the prefectural government office at this point, but that the prefecture will continue its search.

Yanase on Tuesday evening denied meeting with the officials, repeating a comment he made earlier in the day.

Japan's Prime Minister and the head of the world's nuclear watchdog have agreed that inspections by the global body are indispensable to realize North Korea's denuclearization.

Shinzo Abe and the chief of the International Atomic Energy Agency Yukiya Amano met in Tokyo on Tuesday, against the backdrop of the upcoming summits between the 2 Koreas and between the US and North Korea.

Abe said verifying the denuclearization of the North will be very important in order not to repeat past mistakes. He said he hopes to stay in close contact with the IAEA.

Amano responded that denuclearization will not happen without international inspections.

After the meeting, Amano told reporters it is fundamental for North Korea to make proper declarations and they must be verified.

Amano added that he thinks detailed verification methods will be discussed by various countries centered around the United States.

Japan's Foreign Minister Taro Kono is scheduled to depart for Seoul on Tuesday and discuss North Korean issues with his South Korean counterpart Kang Kyung-wha.

Kono told reporters he intends to confirm that maximum pressure will be maintained on North Korea.

He said this is to ensure the North abandons its nuclear and missile programs in a complete, irreversible and verifiable manner.

Japan's Foreign Minister also said he will ask Kang to have the abduction issue brought up at the inter-Korean summit scheduled for April 27th.

Kono said North Korea has abducted people from countries other than Japan and South Korea, and some US citizens are being detained there.

He said he intends to raise the issue at every opportunity.

This will be Kono's first visit to South Korea since assuming his ministerial post.

US President Donald Trump has said that he expects to meet North Korean leader Kim Jong Un in May or early June.

Trump revealed this during a cabinet meeting at the White House on Monday.

He said he thinks the meeting will be a "very exciting thing for the world."

Trump had said he would meet with Kim by May. He didn't mention why the timeline has been extended to include early June.

He said his government has been in touch with the North.

He added that there will be great respect paid by both sides and that it's possible to reach a deal on the denuclearization of the Korean Peninsula. Trump said: "They've said so. We've said so."

US media reported that US and North Korean intelligence officials have spoken several times with a focus on nailing down a location for the summit.

North Korea's state-run media says leader Kim Jong Un has chaired a party meeting where he analyzed the outlook for dialogue with the United States.

Tuesday's edition of the ruling Workers' Party daily, Rodong Sinmun, carried a photo of Kim speaking at a meeting of the party's top Political Bureau on Monday.

The newspaper says Kim referred to the planned summit with South Korea on April 27th.

It says he analyzed and assessed the prospects for inter-Korean relations and dialogue with the United States.

The newspaper says Kim also introduced strategic and tactical issues, including policies for and responses to international affairs.

But the report does not provide Kim's remarks in detail, including his stance on issues such as the denuclearization of the Korean Peninsula.

North Korea has so far given no official response to reports of a possible summit with the United States.

But observers say Kim is likely to have given orders to top party officials regarding talks with South Korea and the United States.

US Ambassador to Japan William Hagerty says the issue of abductees will be a high priority for the leaders of the United States and Japan.

Hagerty met families of Japanese nationals abducted decades ago by North Korea, at his official residence in Tokyo on Tuesday.

He referred to an upcoming Japan-US summit and the US-North Korea summit scheduled to take place later.

Hagerty said the abductee issue is high on Japanese Prime Minister Shinzo Abe's list for his meeting with US President Donald Trump.

He also told the families that he felt it crucial to meet them so he could understand their stories and convey them to the president when they meet next week.

Shigeo Iizuka, who represents the families, said they hope Trump will strongly urge North Korean leader Kim Jong Un to return their loved ones.

After the meeting, Hagerty told reporters that he was deeply saddened by the families' misery, and that the president holds close to his heart the victims abducted by the North Korean regime.

Sakie Yokota, whose daughter Megumi was abducted at age 13, said all they want is to get back their children. She said she wants the US to convince Kim that peace will come to his country if he returns the abductees.

US President Donald Trump has vowed to respond "forcefully" to the alleged use of chemical weapons in an attack on civilians in Syria.

Trump spoke to reporters on Monday at the beginning of a meeting with national security officials and military leaders at the White House.

The president described the attack near Damascus last Saturday as "horrible" and said he will decide how to respond to the incident "tonight or very shortly thereafter."

Trump added that such atrocities cannot be allowed to happen. He said the United States is exploring military options and he will let reporters know his decision "probably after the fact."

Trump is believed to be consulting other countries on a possible response. The White House said later on Monday that Trump had spoken on the phone with French President Emmanuel Macron to discuss the attack in Syria.

The Trump administration authorized cruise missile attacks on a Syrian air base in April last year, after declaring the Syrian government responsible for a chemical attack that killed dozens of civilians.

The US and Russian envoys to the United Nations are at odds with each other over the suspected use of chemical weapons in Syria.

On Monday, the UN Security Council held an emergency meeting at the request of the US and 8 other countries that have seats on the Council.

The UN special envoy for Syria, Staffan de Mistura, took part in the meeting via a video link from Switzerland. He denounced the alleged use of chemical weapons as a grave violation of international law.

He urged the Security Council to immediately launch an independent investigation into the allegations.

The Russian ambassador to the UN, Vassily Nebenzia, criticized the Western nations. He said they are putting all the blame on Russia, and its ally Syria, without providing any evidence.

Nebenzia said that Syria and the Russian military are prepared to guide a team of investigators, from the Organization for the Prohibition of Chemical Weapons, to the site of the suspected gas attack.

The US ambassador to the UN, Nikki Haley, warned that the use of chemical weapons is "becoming normalized" in the world.

She urged the Security Council to hold the Syrian government of President Bashar al-Assad accountable. She added that "the world must see justice done."

Chinese President Xi Jinping has signaled that he wants to further open up his country's economy to the world.

In a speech at the Boao Forum for Asia, Xi focused on issues that are causing friction with the United States. The 4-day gathering began Sunday on the Chinese southern island of Hainan.

Xi said China doesn't seek a trade surplus. He added that China has a desire to increase imports and achieve greater balance of international payments.

Xi also said he plans to lower tariffs on imported vehicles and ease restrictions on foreign ownership in the auto industry. He also promised to allow overseas institutions greater access to China's financial sector.

The speech comes as trade tensions with Washington reach their highest level in years.
