South Korean media are speculating that diplomatic bargaining may be continuing in the run-up to an inter-Korean summit scheduled for some time next month.

It was agreed on Monday at ministerial-level talks between the 2 Koreas that South Korean President Moon Jae-in will visit Pyongyang next month to meet North Korean leader Kim Jong Un. The talks were held to discuss the follow-up to the bilateral summit in April, including the implementation of a joint declaration.

All eyes in the South Korean media are on the fact that the date of the upcoming summit is still to be announced.

The Tuesday edition of the Chosun Ilbo newspaper reported that North Korea proposed that the coming summit be held just before September 9th, which is the country's national foundation day. It speculates that South Korea was reluctant to accept the idea, fearing that the summit may be used by the North as propaganda.

Another newspaper, Dong-A Ilbo, referred to a remark made by Ri Son Gwon, chairman of North Korea's Committee for the Peaceful Reunification of Korea, at the talks on Monday. Ri said if the issues raised at the April summit aren't resolved, it could lead to unexpected problems.

The newspaper said that by leaving the date of the upcoming summit undecided, North Korea may be trying to push the South toward persuading the United States to ease its sanctions against the North or to declaring the end of the Korean War.

The US State Department has reiterated its stance that it is essential for the North Korea to take concrete measures towards denuclearization.

A State Department official spoke to NHK on Monday after the 2 Koreas agreed that their leaders will meet in Pyongyang next month.

The official quoted South Korean President Moon Jae-in as saying that the improvement of relations between North and South Korea cannot advance separately from resolving North Korea's nuclear program.

The official added that economic sanctions against North Korea should remain fully in place unless the North complies with denuclearization.

The United States appears to be emphasizing that the South Korean government should not agree to the North's requests too easily.

The National Defense Authorization Act, or NDAA, outlines US military policy and the funds needed to support it.

Trump said that after years of devastating cuts, the United States is rebuilding its military "like we never have before".

The NDAA focuses on threats from China. Its authors say the country is trying to overturn the global order through its military modernization and aggressive foreign investment.

The act bans US government agencies from using products of major Chinese communication equipment manufacturers, including ZTE, to prevent leaks of confidential information.

It also strengthens screenings of foreign investors who want to buy US businesses.

On North Korea, the NDAA prohibits the Department of Defense from reducing the number of US troops in South Korea below 22,000 from current 28,000. The move would prevent the US president from unilaterally cutting the size of American forces in South Korea.

South Korean President Moon Jae-in says he does not believe the issue of those referred to as comfort women can be resolved diplomatically.

Moon attended a ceremony in the city of Cheonan on Tuesday to unveil a monument to the women.

The government has designated August 14th as the day to honor comfort women, starting this year. On the same day in 1991, a former comfort woman gave public testimony about her experience, becoming the first to do so.

The president stressed that his government will work to restore the women's honor and dignity. He said the issue will be truly resolved when scars in the victims' minds have healed.

Moon also said the issue is not limited to the history between his country and Japan, but is a matter of universal human rights. He expressed hope that the issue will not lead to a diplomatic dispute between the 2 countries.

His comments show contrast with the Japanese government's stance that the issue was already resolved through an agreement adopted in 2015 by both countries.

In the agreement reached before Moon took office, the governments of the 2 countries confirmed a final and irreversible solution to the issue.

Japan's Foreign Ministry has renewed its call on South Korea to steadily implement the 2015 bilateral deal on the issue of those referred to as comfort women.

The ministry made the request to Seoul through the South Korean Embassy in Tokyo on Tuesday.

It came after the South Korean government held a ceremony to unveil a monument to the women earlier in the day. President Moon Jae-in attended the ceremony and delivered a speech.

Seoul announced in September last year that it would install the monument at a national cemetery.

At that time, Japan's Foreign Ministry conveyed its grave concern on the matter to South Korea through a diplomatic channel.

Also last year, the South Korean parliament passed into law a bill to designate August 14th as a memorial day for the women.

Japan then lodged a protest with South Korea, saying that the law runs counter to the spirit of the bilateral agreement.

The 2015 agreement confirmed that the 2 countries had finally and irreversibly resolved the issue.

A statue symbolizing those referred to as wartime comfort women has been erected in Taiwan.

The unveiling ceremony was held in the city of Tainan on Tuesday. It is the first such statue in Taiwan.

A local group had the statue, which is about 1.6 meters high, installed on the premises of the Nationalist Party in the city center. The group was established with the backing of the opposition party.

Former president of Taiwan Ma Ying-jeou attended the ceremony. He said Japan should offer compensation and apologies. He noted that people in Taiwan must not forget Japan's colonial rule of Taiwan and also must not forget that the country caused long-lasting suffering to the women.

An official with the Taiwanese authorities told NHK that they were not involved with the installation of the statue. And city officials in Tainan said that the statue is part of political activity by the Nationalist Party.

Some observers say the party wants to make a comeback in local elections in November. They argue the party's cooperation in installing the statue is part of efforts to criticize the governing Democratic Progressive Party's stance on Japan.

Another group supporting comfort women staged a protest in front of the Taipei office of the Japan-Taiwan Exchange Association. The Japanese organization handles matters between Japan and Taiwan.

Iran's supreme leader has turned down an offer by US President Donald Trump to hold talks.

Ayatollah Ali Khamenei revealed this in an address on Monday.

Trump reimposed economic sanctions on Iran last week. But he has said that he is ready to meet Iranian President Hassan Rouhani without preconditions.

Khamenei noted that America never remains loyal to its promises in talks.

He said Iran experienced this when Trump pulled his country out of the 2015 multinational nuclear deal.

Khamenei said that there will be neither a war nor negotiations with the United States.

In his first public reference to Trump's offer to hold talks, the supreme leader made it clear that Iran will not give in to US pressure.

The Trump administration is preparing to put additional pressure on Iran.

The United States has suspended the sale of F-35 stealth fighter jets to Turkey, stoking fears that bilateral ties could sour further.

President Donald Trump signed a defense policy bill into law on Monday.

The National Defense Authorization Act includes a provision that bars the delivery of the F-35 Joint Strike Fighters to Turkey until the US Congress is convinced that Turkey's planned deployment of a Russian-made missile defense system will not threaten the security of US-made weapons used by Turkey.

The Trump administration has criticized the Turkish government for what it says is the illegal detention of an American pastor over his alleged involvement in a 2016 coup attempt. It is calling for his immediate release.

Turkish media reported the US decision on the F-35 sale as breaking news. Anadolu news agency said Turkey has been in the F-35 development program since 1999, adding that the country's defense firms have been producing parts for some types of the jets.

Chinese authorities have blocked the sale of a popular Japanese video game, citing its incompatibility with the country's policies and legislation.

"Monster Hunter: World" is a role-playing game developed by Capcom and licensed to Chinese Internet giant Tencent.

The Shenzhen-based firm withdrew the title from its online platform on Wednesday, just 5 days after it was launched.

Tencent said authorities received numerous complaints about the game, but it did not specify which aspects were deemed problematic.

The company says it will strictly abide by the law and offer a refund to users who have already purchased the game.

Last year, the Communist Party's newspaper the People's Daily criticized Tencent, saying minors were becoming addicted and wasting their parents' money on video games.

This led the company to impose daily time limits for children.

Hospitals across Japan have treated more than 78,000 people for symptoms of heatstroke since late April.

The Fire and Disaster Management Agency said 78,345 people were treated for heatstroke symptoms between the end of April and last Sunday. That's nearly double the total in the same period last year.

The agency says it's the largest number on record for a single year. The previous high was reached in 2013, when hospitals treated more than 58,000 people for heatstroke symptoms between June and September.

In the week through Sunday, the agency says hospitals treated about 7,000 people, including 596 in Tokyo and 487 in Osaka. Nearly half the patients were aged 65 or older.

The agency says 6 of them died and 2,334 had to be hospitalized.

A severe tropical storm may make landfall on the western Japanese island of Kyushu on Tuesday night or Wednesday morning.

The Meteorological Agency says that as of 7 PM on Tuesday, Severe Tropical Storm Leepi was 250 kilometers east-southeast of the city of Miyazaki. It was heading northwest at a speed of 25 kilometers per hour.

The storm had a central atmospheric pressure of 994 hectopascals, and was packing winds of 90 kilometers per hour near its center.

Weather officials say parts of Kyushu and another main island, Shikoku, may receive more than 50 millimeters of rainfall per hour as the storm approaches.

The officials are forecasting 150 to 250 millimeters of rain for those areas in the 24 hours through Wednesday noon. They say the maximum wind velocity in Kyushu could hit 126 kilometers per hour.

The officials also say rain and wind could suddenly pick up as the storm gets closer. They are calling for caution against landslides, floods, sudden gusts and high waves.
