The operator of the Shimane nuclear power plant in western Japan has applied to the nation's nuclear watchdog for a safety screening of reactor it is building.

The No. 3 reactor at Chugoku Electric Power Company's Shimane plant was almost completed when the massive accident at the Fukushima Daiichi nuclear plant occurred in March 2011. The complex is located in the city of Matsue, the prefectural capital of Shimane.

The power company filed an application for the screening with the Nuclear Regulation Authority on Friday.

The No. 3 reactor had been granted a construction permit before the Fukushima accident. However, the facility must clear a stringent screening under new regulations introduced after the accident.

It is the second time since the accident that an operator has filed a screening application for a reactor under construction. In 2014, a similar application was made by the operator of the Oma nuclear power plant in the northern prefecture of Aomori.

A Chugoku Electric operating officer, Tatsuo Kitano, said he is pleased to have resumed the process of firing up a brand-new reactor after a long hiatus. He expressed hope that it can be put into operation as soon as possible.

Since the Fukushima accident, the Japanese government has made no plans to build a new reactor. It maintains that since the reactor at the Shimane plant had been granted a construction permit before the accident, the reactor is not technically categorized as newly built.

Japan's food exports, including farm and marine products, have hit another record high... marking the 6th consecutive year-on-year improvement.

Figures from the Agriculture, Forestry and Fisheries Ministry show Japan exported about 3.9 billion dollars of food in the first 6 months of this year. That's up just over 15 percent on the same period in 2017.

The most popular exports were drinks such as tea and sake, and premium meats, including beef and scallops.

Hong Kong was the top destination, importing about 890 million dollars' worth. China came second at around 590 million dollars while the US came in third at a little over 500 million dollars.

Japanese food is increasingly popular around the world. The government wants to boost annual exports in the sector to one trillion yen, or about 9 billion dollars, by the end of 2019.

Japanese and US officials wrapped up the first day of trade talks in Washington on Thursday. Japan's Economic Revitalization Minister Toshimitsu Motegi and US Trade Representative Robert Lighthizer held a one-on-one session as part of the so-called "free, fair and reciprocal" trade negotiations.

Motegi told reporters after their meeting that he isn't pessimistic about the talks. He said his counterpart expressed his intention to proceed with bilateral negotiations.

Motegi also said he favors the multilateral Trans-Pacific Partnership agreement as the best arrangement for both countries.

Japanese industries are concerned the United States may demand a further opening of Japan's auto and agricultural markets as a way of cutting the US trade deficit.

Motegi said he will reveal details of the talks after they wrap up on Friday.

South Korean President Moon Jae-in's approval rating has fallen to its lowest level since he took office in May last year. Many South Koreans are dissatisfied with his economic policies.

Gallup Korea released the results of its survey on Friday.

Moon's approval rating dipped below 60 percent for the first time to 58 percent. That's down 2 percentage points from last week.

His disapproval rating was 31 percent, an increase of 2 points. About 40 percent of the respondents cited frustration with Moon's economic policies, saying their living standards have not improved.

Moon's approval rating hit 84 percent after his inauguration in May 2017. He won the presidential election after the impeachment of his predecessor, Park Geun-hye.

Moon had an approval rating of 83 percent after the inter-Korean summit in April.

But his support rating has been declining in recent months. Owners of small businesses are complaining about an increase in the minimum wage.

The resumption of dialogue with North Korea is one of Moon's most popular policies. Progress in inter-Korean ties will be a key factor in boosting his approval rating.

An emergency survey by Japan's education ministry has found that nearly 70 percent of concrete block walls at publicly run schools are not up to standard.

The survey was prompted by the death of a 9-year-old girl in Osaka Prefecture. She was crushed to death when a powerful earthquake that hit the western prefecture in June knocked over a concrete block wall at her elementary school.

10,186 of the nearly 14,700 public schools which were surveyed have walls that fail to meet the legal requirements for height and configuration. They include kindergartens, elementary schools, and junior and senior highs.

92 percent of the schools in Okinawa Prefecture have substandard walls. The figure is 84 percent in Wakayama Prefecture, and 83 percent in Fukuoka Prefecture.

Schools are legally required to inspect their walls' interiors, to check, among other things, the placement of their steel reinforcing bars. But more than 5,200 schools failed to do so.

The ministry is considering providing funds to remove or inspect concrete block walls. Ministry officials say they will continue their investigation into the walls.

Japan has won the gold medal in wheelchair rugby at the World Championships in Sydney, Australia.

Japan defeated Australia 62 to 61 in the final round.

It's the first time that Japan has won a gold medal in wheelchair rugby at either the Paralympics or the World Championships.

A Japanese pair has won gold at the Sailing World Championships in Denmark. They're the first Japanese women to clinch the title.

Ai Yoshida and Miho Yoshioka competed on Thursday in the final race in the women's 470 event.

The combined scores of 8 races determine the winner, with the lowest tally on top.

The Japanese pair finished 5th in the final race, but won the title with a score of 33.
