A US research group says the dismantling work at a North Korean missile launch site has been halted since early August.

The 38 North group released on Thursday its analysis of satellite imagery taken on September 27th of the Sohae Satellite Launching Station at Tongchang-ri.

The group says there was significant dismantlement activity at part of the facility from July to early August, but the imagery shows there has been no additional activity since then.

The 38 North group suggests some reasons for this situation. It says North Korea may be waiting to arrange a visit by international observers to inspect the dismantlement process, as pledged in the declaration adopted at last month's inter-Korean summit.

The declaration says North Korea will permanently shut down the site in the presence of international experts.

The group also says the North may be waiting for the results of US Secretary of State Mike Pompeo's scheduled visit to Pyongyang on Sunday.

The United States has imposed sanctions on a Turkish company and a North Korean government official, saying they violated UN Security Council resolutions by trying to export weapons and luxury goods to North Korea.

The Treasury Department named SIA Falcon and its 2 Turkish directors on Thursday. It said the economic and commercial counselor at North Korea's embassy in Mongolia negotiated trade deals with the Turkish firm.

Treasury Secretary Steven Mnuchin said in a statement that the international community must not stand idly by as UN sanctions are being circumvented. He said the US is committed to the final, fully verified denuclearization of North Korea and will continue to enforce and implement sanctions until that time.

China and Russia have proposed easing UN sanctions following Pyongyang's pledge at summits with South Korea and the US that it will work on denuclearization.

But the Trump administration is keeping the pressure on as it attempts to push the North for concrete action, while arranging a second summit with the country.

The typhoon is moving north over the sea. It has caused blackouts in some areas.

Okinawa Electric Power Company says about 3000 households are currently without power in Okinawa. Officials in one town have ordered residents to evacuate to an emergency shelter.

In the Amami Islands in Kagoshima Prefecture, nearly 9,000 households have no power.

Heavy downpours are also affecting parts of the southwestern islands of Kyushu and Shikoku.

Weather officials are warning people to watch out for rain storms, strong winds, high waves, mudslides, and floods.

Airlines have announced the cancellation of more than 100 domestic flights to and from Okinawa.

Most ferry services in the region have been suspended.

In some areas of the typhoon's expected path, people are stepping up efforts to limit the damage.

In a town in northeast Japan, officials checked a river embankment. They examined whether it's strong enough to withstand the storm.

Authorities are urging people to prepare early for the typhoon.

Friday marks one week since the major earthquake and tsunami hit the Indonesian island of Sulawesi. There are some signs of recovery. But living conditions remain harsh.

The Indonesian government says the disaster left 1,424 people dead and 2,549 others seriously injured.

The death toll may rise further. Many people remain missing or are trapped in the wreckage of collapsed buildings.

The disaster leveled more than 66,000 buildings and displaced over 70,000 people.

Residents of Palu, one of the worst-affected cities, scrambled to receive gasoline from a large tanker truck that arrived there on Thursday.

Electricity has also been restored in some districts.

But food, fuel, and other materials are still in short supply, with shops closed.

Numerous residents are taking refuge in outdoor shelters out of fear that their homes may collapse in aftershocks. They are relying on relief supplies.

Others are trying to escape Palu, with many waiting to board aircraft.

Emergency supplies need to be airlifted to some areas beyond Palu as roads leading to them remain impassable.

Delegates from Japan and Russia have agreed to share costs of the 2 countries' joint economic activities on Russian-held islands claimed by Japan.

A delegation of about 50 government and business officials from Japan has been visiting two of the islands, Kunashiri and Etorofu, since Wednesday. It was Japan's 3rd field survey of its kind.

On Friday, the final day of the tour, members met officials from the Sakhalin region.

They discussed how to carry out joint projects in 5 fields chosen by the 2 countries' leaders, including tourism, aquaculture and greenhouse farming.

The delegates say they confirmed basic policies, including those on cost-sharing and a plan for Japan to provide necessary technology.

The head of Japan's delegation, Eiichi Hasegawa, expressed satisfaction with the talks. He is a special advisor to Prime Minister Shinzo Abe.

Hasegawa said business officials from the 2 sides have deepened mutual understanding, and that prospects for upcoming governmental talks look good.

The 2 countries are expected to hold working-level talks to fine-tune the details. A key challenge is narrowing the gap in their legal positions over the islands.

Japan says that the 4 Russian-held islands are an inherent part of its territory. It says they were illegally occupied after World War Two.

The issue of what Japan calls the Northern Territories has prevented the 2 countries from signing a postwar peace treaty.

US agriculture secretary Sonny Perdue says Japan needs to lower tariffs on farm products to levels that are equal to, or better than, what Japan gave to the European Union.

Washington and Tokyo agreed last month to start talks on the trading of goods with an understanding that Japan won't offer agricultural levies lower than those in trade pacts already concluded.

The Trump administration persuaded Canada to open up its dairy product market in negotiations to rework the North American Free Trade Agreement, or NAFTA.

This year's Nobel Peace Prize has been awarded to two people for their efforts to end the use of rape as a weapon of conflict.

Denis Mukwege is a doctor from the Democratic Republic of Congo. He founded a hospital in eastern Congo in 1999, helping tens of thousands of survivors of sexual violence.

He and his staff continue to care for more than 40,000 assault victims, providing psychological care and job support.

Mukwege has called on the international community to take action to end the conflict in his country and advocates for the rights of survivors of sexual violence.

Nadia Murad is a 25-year-old Iraqi citizen of the Yazidi religious minority. She is a victim of sexual violence at the hands of Islamic State militants. She is being honored for her courage speaking up on behalf of other victims.

International Monetary Fund Managing Director Christine Lagarde says Japan should take measures to cushion the impact of a planned consumption tax hike. The tax rate is scheduled to go up to 10 percent from the current 8 percent on October 1st next year.

The IMF forecasts Japan's economy to grow 1.1 percent this year. But, Lagarde said the tax hike could have a negative effect in the short-term and in the year after it is implemented . She suggested that the government should take measures to support consumption of durable items such as automobiles and housing.

Lagarde pointed out the tax hike is necessary to increase revenue to fund social security and education. She says that if the government takes proper measures after the hike, there shouldn't be a big problem.

Japanese carmaker Nissan Motor has warned there will be serious damages if Britain is unable to secure a trade deal before leaving the European Union.

Nissan has released a statement urging Britain and the EU to work towards an orderly Brexit that will continue to encourage "mutually beneficial trade". Nissan's British factory produces about 500,000 cars a year. It's the largest automotive factory in the country.

Other Japanese automakers have also expressed concerns about a so-called no-deal Brexit, including Honda and Toyota.

They're worried that port and expressway hold-ups could slow the shipment of components and finished models.

Tokyo's Tsukiji food market, known as the "kitchen of Japan," will soon close after 83 years in business.

The wholesale market in downtown Tokyo is closing down at noon on Saturday. A new market will open in the Toyosu waterfront area next Thursday.

On Friday, wholesalers at Tsukiji were busy cutting and packing fish, as customers placed large orders to stock up for the 4-day pause in trading during the transfer.

Junichi Ito, the former head of a fish wholesalers' union, says the transfer makes him emotional as the market has been part of his life since he was a child. He says he's sad to leave Tsukiji, but he's also eager to start working at the new market.

The relocation was mired in controversy and delayed by nearly 2 years. Additional work was ordered at the Toyosu complex to deal with soil contamination and other problems. A gas plant once stood at the site.

Tsukiji will be gone for good, but its outer market will remain in use. The area is a popular tourist destination, with about 350 restaurants and stores.

The wholesale market will be demolished by February 2020. A major task is to exterminate the rats that have infested the facilities. The Tokyo metropolitan government plans to install traps and build fences to prevent rodents from fleeing the area.

The cleared site of about 230,000 square meters will be used as a parking lot for the 2020 Tokyo Olympics and Paralympics. But Tokyo officials have yet to decide what the land will be used for after the Games end.

The Executive Board of the International Olympic Committee has decided on 3 candidate cities for the 2026 Winter Olympics.

In a meeting in Argentina on Thursday, the committee decided to recommend Canada's Calgary, Sweden's Stockholm and a joint bid by Milan and Cortina D'Ampezzo in Italy. An IOC session that starts on Monday is expected to ratify the recommendations.

The board dropped Turkey's Erzurum due to the projected high cost of building infrastructure.

The 3 candidate cities are the last of an initial seven, which included Japan's Sapporo and the Swiss city of Sion.

Sapporo dropped out last month, citing the need to focus on reconstruction efforts after a recent earthquake. Strong local opposition prompted Sion to pull its bid.

Calgary will hold a referendum next month on whether to host the Games. Stockholm and the 2 Italian cities will manage to continue their bidding efforts without financial guarantees from their central governments.

The IOC will announce the host city in September of 2019.
