Prime Minister Shinzo Abe has made it clear he plans to go ahead with a consumption tax hike next year. He told cabinet ministers on Monday to take steps to ease its impact.

Abe has reiterated that the consumption tax will go up from the current 8 to 10 percent as planned on October 1st, 2019.

He said in a Cabinet meeting that the rate will go up as set by law. Abe said the government will do all it can to minimize the impact on the economy.

He said measures will be taken so that consumption just before and after the hike won't be affected.

The government may lift a ban on promotional sales campaigns that offer discounts that match the increase in tax.

Abe said he intends to draw up guidelines allowing stores to set flexible prices in the period around the time of the increase.

Chief Cabinet Secretary Yoshihide Suga said, "This hike will be different from the last increase. About half of the income from the tax hike will be used to support families with children. We will also reduce taxes on some items."

Suga said he expects the hike to have a positive effect on personal consumption.

Japan's Prime Minister Shinzo Abe says he will push for swift Diet approval of an extra budget to aid post-disaster reconstruction.

Abe made the pledge at a meeting of government and ruling coalition officials on Monday morning.

The government plans to introduce a supplementary budget bill to an extraordinary Diet session to be convened on October 24th.

The budget is to fund reconstruction programs in regions hit by a series of disasters this year. They include western Japan areas damaged by heavy rains and a Hokkaido region rocked by a powerful earthquake.

Abe said in the meeting that the funding will accelerate all-out efforts to rebuild in areas where many people still face extreme difficulties.

He added that the budget will also be used to ensure the safety of concrete block walls and install air conditioners in schools to prevent heatstroke.

South Korean President Moon Jae-in has told a French newspaper that it is time for the international community to reward North Korea for the steps it has taken to denuclearize.

President Moon, who is currently on a tour of Europe, told Le Figaro that he has found North Korean leader Kim Jong Un to be sincere and polite after hours of conversation between the two. He added that Kim has made a strategic choice to give up nuclear weapons.

Moon also said a declaration to end the Korean War would be a significant step toward building peace on the Korean Peninsula.

Moon and Kim held their third summit last month in Pyongyang. The meeting helped to restart talks between the US and North Korea.

The US secretary of state travelled to Pyongyang earlier this month. Kim agreed to allow experts to inspect a nuclear test site that the North claims to have demolished.

Ministers from the North and South met on Monday in Panmunjom to implement an agreement reached at the inter-Korean summit last month.

They agreed that Red Cross officials from both sides will meet next month to discuss reestablishing a facility to host reunions of families separated by the Korean War.

The two sides also agreed to work toward holding a ground-breaking ceremony this year for cross-border roads and railways.

Companies from around the world are displaying their wares at the Middle East's largest trade fair for information and communication technologies.

More than 4,000 firms and groups are taking part in the event, which opened in Dubai, the United Arab Emirates, on Sunday.

At the Dubai government's booth, visitors can have a look at a driverless taxi. Officials plan to start test runs on the vehicle later this year.

A prototype of an unmanned, mobile police box was also unveiled at the booth. The 6-meter-long vehicle was jointly developed by the Dubai Police and a firm in Aichi Prefecture, central Japan.

The police box moves on its own to a preset destination. It is fitted with a computer terminal that allows visitors to send alerts to police and to receive administrative services. The developers plan to equip it with observation cameras.

Local authorities hope the police box will help them efficiently and flexibly beef up event security in Dubai. They plan to introduce 5 units by next summer.

A Japanese booth features 19 startup companies. The highlights include a system for controlling drones to inspect large commercial and other indoor facilities where GPS is not usable.

Masami Ando, who heads the local office of the Japan External Trade Organization, or JETRO, says the Dubai government is playing a central role in encouraging people and firms to start innovative businesses.

He added that his office will support Japanese firms in setting up businesses in Dubai.

Japanese electronics maker Sharp is launching a new ultra-high-definition 8K TV with built-in tuner. This comes ahead of 4K and 8K programming in Japan starting on December 1st.

Sharp executives say the new TV will go on sale November 17th. The three new 8K models are the first for home use that don't need external tuners.

8K technology has 4 times the pixels of 4K, and 16 times that of standard high-definition models.

Sharp will be selling 3 different screen sizes. The 60-inch will sell for about 6,700 dollars, the 70-inch for 8,900 dollars and the 80-inch for 17,800 dollars.

Executive Officer Hirokazu Nishiyama said the company is keeping prices as low as possible.

He said 8K technology makes you feel like you're really there and that he wants people to experience this completely new world of TV.

Sharp is showcasing the new products at the electronics trade fair CEATEC Japan, which opens on Tuesday.

A group of Buddhist priests in western Japan is entering the retail power business. They're looking to secure a new source of funding as the country's shrinking population has put a dent in contributions from worshipers.

The venture is led by priests at Nishi-Hongwanji Temple in Kyoto. Their firm, TERA Energy, will start selling electricity to households from April next year.

There are affiliated temples across the country, including more than 3,000 in western prefectures. TERA Energy will appeal to the vast network of worshipers to buy its electricity.

The firm will get electricity from a company that generates power using solar and biomass energy sources.

TERA Energy says it will sell its electricity at a discount of about 2 percent compared with the local utility.

TERA Energy aims to sign up 4,000 households in the first year.

Chief Cabinet Secretary Yoshihide Suga says Facebook has informed the government that its recent massive data leak could involve Japanese users.

Suga said on Monday that the government's Personal Information Protection Commission received pre-notices on September 29th and last Saturday about the possible effects on Japanese customers.

Suga said the commission is asking Facebook to provide more information and to take measures to prevent a recurrence.

The social media giant announced on Friday of last week that the personal data of about 29 million users had been leaked in a cyber-attack.

For 14 million of these, the hackers obtained key information, such as names, telephone numbers, birthdates and job histories.

As autumn deepens, Japan's iconic Mount Fuji has been cloaked in a veil of snow.

Officials of Fuji-Yoshida City, on the foot of the nation's highest peak, announced on Monday that the mountain has received its first powdering of snow "makeup" of the season.

The announcement came 11 days earlier than last year.

The city, in Yamanashi Prefecture, started the practice to promote tourism in 2006, separately from the local meteorological observatory's announcement of the first snowfall on the peak.

The observatory said on September 26th that the 3,776-meter mountain was capped with snow for the first time this season.

But city officials say not enough snow was visible for their announcement until Monday morning, when the white stuff blanketed Fuji's summit down to the seventh station.

An NHK camera located in Fuji-Yoshida also captured a scene of the snow-clad mountain around dawn.
