Lawyers for South Korean plaintiffs who won damages in a suit against a Japanese steelmaker have applied to seize some of the company's assets in South Korea.

The lawyers said in a statement issued Wednesday that they had filed an application with a court on Monday to seize the assets of Nippon Steel & Sumitomo Metal.

South Korea's top court in October ordered the company to pay damages to four South Korean men who say the firm forced them to work during World War Two.

Their lawyers have since urged the steelmaker to accept negotiations to compensate the plaintiffs. But such talks have not taken place.

In the statement, the lawyers express strong regret over what they call the company's insincerity and inhumane attitude.

The lawyers say they seek to seize Nippon Steel & Sumitomo Metal's shares in a joint venture with South Korea's largest steelmaker Posco. That's some 2.34 million shares, or 30 percent stake, in the joint venture.

South Korean media report that the shares are worth about 11 billion won, or 9.8 million dollars.

A court judgment on the case is expected soon. Japan-South Korea relations are likely to be further strained.

Chinese President Xi Jinping has reiterated that he intends to bring about the "reunification" of China and Taiwan. He indicated Beijing will not rule out the use of force to counter external interference and the island's moves toward independence.

Xi gave a speech in Beijing on Wednesday to commemorate the "Message to Compatriots in Taiwan," which was issued by China 40 years ago, on New Year's Day in 1979.

The Message was a document that urged Taiwan to attain peaceful reunification with mainland China.

Xi said it's a historical and legal fact that Taiwan is part of China and that both sides of the strait belong to one China. He said this cannot be changed "by anyone or any force."
Xi proposed dialogue with political parties and other groups in Taiwan based on the "one China" principle.

Xi noted the "one country, two systems" framework, as seen in Hong Kong and elsewhere, is the best approach for reunification with Taiwan. He expressed his willingness to explore how the two sides should be reunified.

Xi said China reserves the option to use all necessary measures against Taiwan's moves toward independence, and against outside forces that interfere with the reunification.

The remark is an apparent attempt to counter the current administrations in Taiwan and the United States. Beijing regards Taiwanese President Tsai Ing-wen's administration as one that leans toward independence.

US President Donald Trump's administration plans to promote weapons sales to Taiwan.

Taiwan is scheduled to hold a presidential election early next year.

Taiwanese President Tsai Ing-wen has said the island faces security risks, especially China' s attempts to use the openness and freedom of Taiwan's democratic system to interfere in its politics and society.

Tsai said in her New Year speech that dealing with these moves by China has become Taiwan's greatest challenge.

Tsai was referring to the Chinese government's plan to step up exchanges with municipalities in Taiwan where top posts were elected from the opposition Nationalist Party.
Tsai's Democratic Progressive Party suffered a blow in last November's mayoral and gubernatorial elections.

China wants to strengthen ties with new local leaders from the pro-China opposition party on condition that they accept its "one China" principle.

Tsai is wary of the move, which seeks to bypass her government.

She also touched on the local elections, in which her ruling party suffered a severe defeat.

Tsai said the results do not mean that grassroots public opinion in Taiwan favors abandoning its sovereignty.
She added she does not oppose cross-strait municipal exchanges, but they should not depend on political preconditions.

Tsai called on Beijing to engage in negotiations at a central government level and respect the Taiwanese people's commitment to democracy.

US President Donald Trump has written on Twitter that he looks forward to meeting North Korean leader Kim Jong Un again.

This came after Kim expressed eagerness in his New Year address on Tuesday to hold a second round of summit talks with the US president.

Kim also pledged that Pyongyang will no longer build, test, use or export nuclear weapons.

Trump later tweeted that Kim realizes that "North Korea possesses great economic potential."

Trump wrote that "there is a brighter path available for North Korea if it chooses denuclearization."

But the president has made no mention of a warning that Kim gave in the same address.

Kim said North Korea would have no choice but to seek a "new path" if Washington maintains sanctions against the country.

Jair Bolsonaro was sworn in as Brazil's president on Tuesday. The leaders of Cuba and Venezuela were not invited to the inauguration ceremony in the capital Brazilia.

The right-wing Bolsonaro has been called a "Brazilian Trump" because of his radical comments.

In his inauguration speech, Bolsonaro said those who were hostile to the nation tried to kill him, but they failed.
He said he has become stronger, and vowed to put the highest priority on Brazil.

Among the guests were US Secretary of State Mike Pompeo and Israeli Prime Minister Benjamin Netanyahu.

Bolsonaro explained why he did not invite the Venezuelan and Cuban leaders. He said they were chosen by an undemocratic process and they are dictators.

The Venezuelan leader criticized Bolsonaro's comment, saying Brazil is an imperialist country, just like the United States.

Cuba has decided to pull out the doctors it sent to Brazil.

The founding chair of the International Campaign to Abolish Nuclear Weapons predicts that a treaty banning nuclear arms will go into effect this year.

The UN adopted the Treaty on the Prohibition of Nuclear Weapons in 2017. The pact will need to be ratified by 50 members before it can take effect. Nineteen countries had already gone through that process by the end of 2018.

ICAN co-founder Tilman Ruff told NHK that 69 countries and territories have signed the pact, and are moving towards ratification.

The Nobel Peace prize-winning group has also launched a campaign to seek support from cities in nations that have not signed the treaty.

Ruff says the pact is becoming even more important and urgent because the Intermediate-Range Nuclear Forces Treaty between the United States and Russia is under threat.

US President Donald Trump announced last year that Washington will pull out of the nuclear missile treaty with Russia.

Japan's ambassador to the United Nations says Japan will work to bridge the gap between nuclear and non-nuclear states when preparatory talks are held in April for a review of the Nuclear Non-Proliferation Treaty.

The UN holds a conference to review the NPT every five years. In 2015, the members failed to reach an agreement. The next review is scheduled for 2020.

Koro Bessho told NHK that Japan is working hard to abolish nuclear weapons while taking into account the sentiments of the Hiroshima and Nagasaki atomic bomb survivors.

Bessho indicated he will take an active role in coordinating opinions among the countries taking part in the April meeting.

Bessho also touched on the issue of North Korea. He says it's important for the international community to send a clear message that it supports Pyongyang's denuclearization. He adds that talks with the United States will determine whether denuclearization actually takes place.

Japanese police have sent a 21-year-old man to prosecutors on allegations of hitting pedestrians with his car in central Tokyo early on New Year's Day.

Police say Kazuhiro Kusakabe drove his rented vehicle along a crowded street in the Harajuku shopping district just after midnight, and injured nine people.

A 19-year-old male university student remains in hospital in a critical condition. Kusakabe was arrested on suspicion of attempted murder.

Police found a tank containing 20 liters of kerosene in the car. NHK has learned that the suspect told investigators he initially tried to set the car on fire using the kerosene.

The investigators say when that failed, he instead drove the vehicle into the pedestrians.

Police say Kusakabe arrived in Tokyo from Osaka at around noon on New Year's Eve. They also learned that he had reserved the mini-car four days earlier.

These and other findings have led police to believe that the attack was premeditated.

Kusakabe initially told investigators he had carried out a terrorist attack. But he later told them his attack was in retaliation for the system of capital punishment.

A 50-year-old German male has been detained after allegedly driving his car into pedestrians in Germany on New Year's Day. Investigators suspect the attacks were targeting foreigners.

Police say the man drove his vehicle into a crowd celebrating the New Year in a square in the city of Bottrop in the country's west early on Tuesday.

Four people, including Syrian and Afghan citizens, were injured, one of them seriously.

The man fled the scene, and later tried to hit pedestrians in the neighboring city of Essen, injuring one.

Police arrested the driver on suspicion of attempted murder. Local media say the man was making discriminatory remarks against foreigners after he was detained.

86-year-old Japanese adventurer Yuichiro Miura has left for Argentina where he will attempt to scale Mount Aconcagua, the highest peak in South America.

Miura was offered words of encouragement from 15 high school students before he left from Tokyo's Haneda Airport on Wednesday. He is the principal of their school.

Miura told the students that their words gave him energy and courage. He also said he had boosted his stamina by eating a lot of delicious food on New Year's Day.

Mount Aconcagua in the Andes is roughly 6,960 meters high. Only about three out of every 10 attempts to reach its summit have succeeded so far.

Miura plans to reach the base camp at an altitude of some 4,200 meters where he will begin preparing for the climb. He aims to scale the peak around January 21st.

Miura gained worldwide attention in 1970 when he skied down Mount Everest. He reportedly hopes to ski down Mount Aconcagua after reaching its summit.

In 2013, Miura became the world's oldest person ever to scale Mount Everest at the age of 80.
