Japan's government says it may lift the nationwide state of emergency for the coronavirus outbreak before the planned end date of May 31. This would apply to some of the 13 prefectures now under special alert, as well as many other prefectures.

The government plans to discuss the matter at a meeting of its expert panel on Thursday.

Declines in weekly new cases in proportion to regional populations is expected to be among the criteria to be considered in making such a decision.

The government is also expected to check whether regional medical arrangements are appropriate enough to treat serious cases, and whether prefectures have proper testing systems to obtain updated data on new infections.

On Sunday, Economic Revitalization Minister Nishimura Yasutoshi said the government will consider lifting the emergency declaration in many of the 34 prefectures that are not under special vigilance.

He said the state of emergency may also be lifted in Gifu, Ibaraki and other "special alert" prefectures where the numbers of new infections have decreased.

Tokyo is expected to be excluded from the easing of restrictions. The capital confirmed 22 new infections on Sunday as new cases have continued to be reported, although they have remained fewer than 40 for the past five straight days.

The government plans to present new guidelines for restarting economic activities to prevent the virus from spreading again once the state of emergency has been lifted.

It also plans to call on Tokyo and other prefectures under special alert to firmly maintain stay-at-home requests until the emergency declaration is lifted.

In Japan, people are being advised to stay home this weekend after the government extended a nationwide state of emergency until the end of the month.

In Tokyo, 36 more people were confirmed to be infected with the coronavirus on Saturday. It was the seventh straight day the number of new cases in the capital was below 100.

Tokyo and Osaka are among 13 prefectures still designated as "special alert" regions. Residents are urged to refrain from non-essential outings.

But some prefectures have eased or lifted requests for companies to suspend operations. That's prompting some establishments to reopen.

In the northeastern city of Morioka, outdoor stalls lined the downtown area. But the market was far smaller than usual with only one-tenth the normal number of vendors.

In the western prefecture of Tokushima, people headed for the prefectural library. It was just one of the many facilities that have reopened. Quite a few children made the most of it.

Economic Revitalization Minister Nishimura Yasutoshi, who is also in charge of anti-coronavirus measures, says more people are going out following the end of the spring holiday period.

Nishimura said, "If people become complacent, the number of coronavirus cases will start rising around the end of the month. So, please everyone -- especially in the 13 prefectures still with special-alert status -- continue staying home to help contain the outbreak."

Japan now has over 15,000 confirmed infections. The death toll is over 630, including 13 from the cruise ship that was quarantined in Yokohama.

Japan's public health authorities will launch a new online system this week to improve information-sharing on people infected with the coronavirus.

The new system was developed by the health ministry to integrate data on infected people between the central and prefectural governments, and public health centers.

Doctors who identify infected patients will be able to promptly share information by entering it on a tablet or other device. They are currently required to submit hand-written outbreak reports to a public health center.

Officials at public health centers who currently call people recuperating at home will be able to check patients' condition by having them update their status on a smartphone app.

The new system will also monitor the number of tests conducted for possible infections.

Health ministry officials say they will test-launch the system in 21 municipalities this week and plan to expand operations nationwide by the end of May.

They say they hope the system will reduce the excessive burden on people working at public health centers.

Some local governments are going online to connect shoppers with their regional specialties as tourism and other industries suffer from the coronavirus pandemic.

Fukuoka Prefecture, southwestern Japan, has put foods, furniture and other products made within the area on the Rakuten online shopping mall since May 2.

Furthermore, the prefectural government used funds from its budget to offer 30 percent discount coupons -- a move that has proven popular with consumers.

It took only 8 hours for all 10,000 coupons to be used to buy products from the prefecture.

Officials say that they plan to offer a larger number of coupons beginning June 1.

Hokkaido, the northernmost prefecture, is another area which utilizes online shopping sites, such as Rakuten and Yahoo Japan.

It began a special campaign in April and is offering discount coupons again from Monday.

The city of Miyakonojo in Miyazaki, southwestern Japan, has also begun selling local foods and other products online, after losing their sales channels due to the pandemic.

City officials say about 5,000 packages of various items have been sold since late April.

Online shopping operators have received inquiries from some local governments as the virus pandemic keeps people from going shopping in person and has large stores closed.

New York State has put new rules in place for nursing homes to protect elderly residents. The move comes as more than 30 percent of the coronavirus deaths in the United States are occurring at extended care homes.

A US foundation that records healthcare statistics reported about 25,000 deaths, or about 38 percent of the overall toll in the US as of Thursday, were at nursing homes. The number of US fatalities is now roughly 80,000, the highest in the world.

Governor Andrew Cuomo said at a news conference on Sunday, that the number one priority is protecting people in nursing homes.

Cuomo issued an executive order mandating all nursing home staff be tested twice a week for coronavirus infection.

Facilities that do not have enough capacity to isolate infected people or prevent further infection, must transfer residents to other facilities.

If they do not comply with the executive order, they may have their operating license suspended or revoked.

New York State currently bans families visiting residents at care homes, except for the time when they bid final goodbye to their loved ones.

Cuomo noted it's a very strict rule, but necessary to protect the most vulnerable.

Data compiled by a US university shows the number of deaths from coronavirus infections has surpassed 280,000 worldwide.

Johns Hopkins University says the global death toll hit 281,313 as of 19:00 UTC on Sunday.

The United States had the most fatalities at 79,058; followed by Britain at 31,930, Italy at 30,560; Spain at 26,478; and France at 26,313.

The total number of confirmed cases globally came to 4,079,388.

The US topped the list with 1,321,223 cases; followed by Spain with 223,578; Britain with 220,449; Italy with 219,070; and Russia with 209,688.

Britain's Prime Minister Boris Johnson has unveiled plans to ease coronavirus lockdown in phases over the next two months.

In an online speech on Sunday, Johnson announced the plans centering on a phased reopening of shops and schools as early as next month, and the restarting of restaurants and other service industries in July.

The death toll from the virus in Britain has topped 30,000-- the second highest in the world, behind the United States.

In Sunday's speech, Johnson called on people to cooperate in maintaining the restrictions as the country has not yet fulfilled all of the conditions for lifting the lockdown.

He said that instead, the government will take the first careful steps to modify some of its measures.

Johnson said the restrictions will stay in place for workers outside the construction and manufacturing sectors who cannot work from home.

He said the government will consider easing the restrictions after closely monitoring the rate of infection.

Johnson emphasized the "R" value - a figure referring to the average number of people that one infected person will go on to infect. The government is attempting to keep the "R" value to below one.

The government on Sunday revised its advisory from "stay-at-home" to "stay alert, control the virus" in an effort to gradually restart social activities.

But only England followed the revision, while Scotland and other regions decided not to, fearing the new measure could send the wrong message.

A resurgence in Iran's coronavirus infections has forced some cities to close business activities again, about three weeks after the country reopened its economy.

Iran imposed a nationwide shutdown in March, after the country was hit the hardest in the Middle East, with more than 6,600 deaths confirmed so far.

The Iranian government allowed companies and shops to restart in mid-April, after it announced that the outbreak had passed its peak.

Iran's health ministry now says the daily number of new coronavirus cases began to increase again about ten days ago, after shrinking to about 800.
It says the figures have been leveling off at around 1,500 for the past several days.

The southwestern province of Khuzestan has announced it will temporarily shut down business activities from Monday, once again in Ahvaz and eight other cities.
A serious restart of the outbreak has been reported in the province.

Provincial officials say they will consider taking further measures if necessary, after maintaining the closure for about five days.

The Iranian government plans to accelerate an economic reopening as 4 million people, or about 5 percent of its population, could lose their jobs if the lockdown continues.

The government is now facing a major question of how it can prevent a second wave of outbreaks.
