The governors of Japan's prefectures will ask the central government to ensure it has measures in place to keep curbing the spread of the coronavirus after a state of emergency is lifted in some places.

The government on Thursday will consider lifting the emergency declaration for some of the 13 prefectures on special alert and for all the other 34 prefectures.

On Tuesday, 40 governors held a teleconference on proposals they will present to the central government.

Tokyo Governor Koike Yuriko said she is very worried that people will drop their guard after hearing the declaration will be lifted in some areas.

Osaka Governor Yoshimura Hirofumi urged preparations for possible second and third waves of the outbreak.

Hiroshima Governor Yuzaki Hidehiko said governors should be authorized to call for restrictions, such as business closures, even after the declaration is lifted.

The governors confirmed they will seek continued financial assistance from the central government. They will also ask for measures to provide educational opportunities to children in areas where schools remain closed.

Japan's minister in charge of coronavirus response has warned that efforts to prevent the spread of infections must continue even after the state of emergency ends in parts of the country.

Economic Revitalization Minister Nishimura Yasutoshi held a video conference with Tokushima Governor Iizumi Kamon, who heads the National Governors' Association, on Wednesday.

Nishimura said it now seems possible to end the state of emergency in some prefectures, as the number of new cases nationwide is on the decline.

He added that could happen on Thursday, depending on the analysis of the number of new cases per week and of the ratio of patients whose infections can be traced versus those that cannot.
He warned, however, that people letting their guard down even slightly could invite a fresh outbreak, so thorough measures need to remain in place.

Nishimura sought cooperation from prefectures in this regard. He said even after the state of emergency ends in some areas, people in those areas should avoid travel to prefectures still on special alert. They should also avoid large-scale events, eating and drinking at bars and nightclubs, and sports gyms.

Iizumi said, during an earlier video conference on Tuesday, governors expressed concerns about dropping precautions prematurely. He asked that the central government strongly discourage travel across prefectural borders. And he repeated a request for financial assistance so prefectures can strengthen their medical systems.

The Japanese government has drafted changes to restrictions that will take effect when the state of emergency is lifted in parts of the country.

A panel of experts formed by the government is set to meet on Thursday. They will discuss lifting the nationwide emergency declaration in some of the 13 prefectures on special alert and in the remaining 34 prefectures.

The draft plan calls for people to continue basic measures to prevent infections even after the emergency declaration is lifted.

It asks people to get used to a new lifestyle which includes physical distancing, mask-wearing and hand washing.

The government will ask people to refrain from non-essential travel, especially to areas still under the emergency declaration, and to avoid the so-called "three Cs" of closed, crowded and close-contact settings.

It will also keep urging people to reduce contact with others by working from home and staggering commute times.

Russia has lifted a nationwide business shutdown, despite having the world's second-highest number of coronavirus cases after the United States.

Some companies resumed operations on Tuesday after President Vladimir Putin began removing business restrictions in phases.

Putin stopped holding video conferences and met Igor Sechin, the head of state-run oil firm Rosneft, in person to discuss ways to rebuild the country's oil industry.

Local media reported a rising volume of road traffic and more subway passengers on Tuesday.

The partial business restart came as Russia continues to see more than 10,000 new cases every day.
The government said on Tuesday the total number rose to around 232,000, giving Russia the second highest number of confirmed cases in the world.

A Russian news agency reports that Putin's spokesperson Dmitry Peskov has tested positive and is now in hospital.

The government is believed to be trying to ease public frustration with the worsening economy by gradually resuming economic activities.

India's Prime Minister Narendra Modi announced a more than 260-billion-dollar package to support the nation's economy which has been hurt by a lockdown due to the coronavirus outbreak.

In his TV address to the nation on Tuesday, Modi also said the stay-at-home orders since late March would be extended with a new set of rules, suggesting a relaxation to some extent.

He said the new economic package, which is equivalent to 10 percent of India's gross domestic product, will target people out of work and businesses hit by the shutdown.

He said the government will release the new rules and the details of the package soon.

Modi appears to be trying to ease public outcry over the deteriorating economy under the prolonged lockdown.

Some worry the relaxation of rules could further boost the spread of infections, which has topped 70,000 cases.

Restrictions on outings and economic activity due to the coronavirus outbreak are set to expire on Friday in the US state of New York. The state has the highest number of coronavirus cases in the country and has been in lockdown since March 22.

Economic activity will be allowed to resume in phases for regions that meet seven criteria such as the number of hospitalizations, deaths and hospital bed capacity.

Industries will be divided into four groups for the phased reopening.

Phase one includes construction and manufacturing; phase two, retail and finance; phase three, restaurants and hotels; and phase four, education and entertainment facilities.

New York Governor Andrew Cuomo said on Tuesday that two weeks will be required between each phase as that is the period of time it takes to know if there is an infection outbreak. He suggested that the period could be shortened if there are no problems.

Construction and manufacturing businesses in three regions of upstate New York are expected to resume first.

But observers say business in central New York will probably take time to fully resume because the number of infections is high.

Americans are getting contradictory advice on restarting their economy. US President Donald Trump has been promoting the idea that states are ready to reopen. His advisers, meanwhile, warn states must proceed with caution.

Americans are caught up in a fight over liberties and life. The owners of a restaurant in Colorado defied stay-at-home orders to mark Mother's Day. Hundreds of people came. There were no masks in sight, no social distancing, and no worries.

Public health authorities ordered the cafe to shut down.
But business owners and workers across the country just want to get back to their jobs.

The White House has laid out guidelines for reopening.
States should have a downward trajectory of either documented coronavirus cases or percentage of positive tests over two weeks. Many states do not meet those criteria, but they're opening up anyway.

The nation's top infectious-disease expert has advised US President Donald Trump throughout the outbreak.

Director at the National Institute for Allergy and Infectious Diseases, Anthony Fauci, reminded a Senate Committee about the differences between politics and science.

Fauci said, "There is a real risk that you will trigger an outbreak not only leading to some suffering and death that could be avoided, but could even set you back on the road to trying to get economic recovery. It would almost turn the clock back rather than going forward."

Many New Yorkers have seen enough suffering to realize the city they know won't be back anytime soon.
The theaters of Broadway will remain closed through at least September. But in New York, as in many places, the drama will continue.

A who's who of stars went online for a virtual telethon to raise more than 100 million dollars for the state of New York, the epicenter of the coronavirus outbreak in the United States.

A charity organization hosted the star-studded event on Monday to help people who have lost jobs due to the pandemic.

Singers who have ties to the state including Mariah Carey and Billy Joel performed from their homes or recording studios. The event was broadcast on local TV and radio stations.

Jennifer Lopez urged people to take care of their neighbors and children who are without access to the resources they need to continue their education.

The organizer says the event raised 115 million dollars, way over the initial target of one million dollars.

The donations will be used to help struggling people buy food and pay the rent.
