Officials of the Tokyo Metropolitan Government reported 290 cases of coronavirus infection on Saturday.

This is the third consecutive day for the capital to confirm more than 200 new cases. On Friday, Tokyo reported 293 infections, which was a record high.

Total confirmed cases in Tokyo now stand at 9,223.

The government of Osaka Prefecture, western Japan, says 86 people tested positive for the new coronavirus on Saturday.

This is the first time since April 20 that daily infections in the prefecture have topped 80. Saturday's figure is the third highest on record.

It brings the total number of cases in the prefecture to 2,331.

Saturday marks exactly one year since the deadly arson attack at a studio of Kyoto Animation in Kyoto, Japan.

The blaze on July 18 last year left 36 employees dead and 33 others injured. It was the worst mass-killing in Japan in about three decades.

A memorial service was held on Saturday where the studio once stood.

The victims' families, President Hatta Hideaki, and other officials of the anime production company attended the service.

Lilies and chrysanthemums decorated a make-shift altar set up in a tent where the memorial was to take place.

The ceremony started around 10:30 a.m., the exact time when the fire started. Participants observed a moment of silence and each offered flowers.

Hatta said that one year on, everyone continues to grieve.

He said those who died will always be on the minds of their colleagues.

He said he will keep moving forward, supported by the bonds between his employees, bereaved families, and supporters.

A memorial service is planned for the victims of the deadly arson attack at a studio of Kyoto Animation on Saturday, the first anniversary of the fire.

The studio, in the city of Kyoto, was set ablaze on July 18 last year. Of the 70 employees who were inside, 36 died and 33 were injured.

The company is asking fans to refrain from coming to the site to prevent coronavirus infections.

Kyoto Animation says it will release a 10-minute video to mark the anniversary on its YouTube channel at 10:30 a.m. on Saturday, local time.

The suspect, Aoba Shinji, was arrested 10 months after the fire after being treated at a hospital for severe burns.

Prosecutors are waiting for the conclusion of psychiatric tests on Aoba to determine whether he is mentally competent to be held criminally responsible.

Police sources say a popular Japanese actor, Miura Haruma, died on Saturday.

He was found hanging by the neck in his home in Minato Ward and was taken to a hospital, where he was pronounced dead. He was 30 years old.

Sources say Miura's manager went to check on him when he did not show up for work. The manager found Miura hanging and called the police.

They say investigators found what appears to be a will in Miura's room and they suspect he committed suicide.

Miura appeared in many TV dramas and movies, including "The Eternal Zero," for which he won an award from the Japan Academy Film Prize Association for excellence as a supporting actor. He also performed in a number of NHK drama series and hosted a travel show on NHK.

A provincial government in Brazil says about one in three people who live in slums in Sao Paulo have tested positive to the coronavirus. Brazil's largest city has the most infections in the country.

The provincial government launched an intensive testing campaign this week in the slums, known as favelas. The testing is free, because most of the residents cannot afford it. Insufficient testing has been a problem in grasping the true spread of the virus.

People can get tested in a park facility and other places. They register their names and provide saliva samples.

The government says of the 2,500 people tested by Friday, about 800, or over 30 percent, tested positive.

Most people in the slums live in crowded, close-contact conditions in small houses.

The government is asking those who tested positive to seek treatment or self-quarantine.

The virus has been rapidly spreading in Brazil, with the total number of infections topping two million, the second-highest number after the United States.

The Brazilian Olympic Committee has started sending athletes to Portugal to train to reduce the risk of infection with the coronavirus.

The first group of more than 200 athletes including those with judo, gymnastics and swimming teams left Sao Paulo on Friday.

The group members will be tested for the virus as soon as they get to Portugal, and will start training after undergoing a two-week quarantine.

The athletes are expected to practice in the European country for at least three months to prepare for next year's Olympic Games in Tokyo.

Each team will decide when to return to Brazil after closely monitoring the situation of coronavirus infections in their home country.

Brazil is seeing a rapid increase in coronavirus cases, mostly in poor areas. The number of infections has topped two million, the second-highest number after the United States. Many sports facilities in Brazil have been shut down.

Portugal was selected as a training site because of its progress with the coronavirus pandemic, which is relatively under control, as well as its close ties with Brazil.

Registration of candidates has begun in Hong Kong for an election to choose members of the territory's legislature. It will be the first election for the Legislative Council since Beijing enacted the national security law for the territory.

Candidates on Saturday began registering to run for the 70-seat council. The vote will be held on September 6.

The pro-democracy camp is aiming to win a majority for the first time, beating pro-Beijing candidates.

Ahead of the registration, the vice chairman of the largest pro-Beijing party, Horace Cheung, said he is glad that society is becoming stable shortly after the national security law took effect.

He said it is necessary to take more time to see whether the election will be held in a fair and non-violent manner.

Pro-democracy incumbent Ip Kin-yuen said that in order to change the current situation in Hong Kong, pro-democracy candidates must secure a majority. He expressed hope that those who support democracy will work toward that goal.

Applications for candidacy will run through July 31.

Activist Joshua Wong and 15 other pro-democracy candidates, who take a confrontational stance against Beijing, are expected to file their candidacy next week or later.

Attention is focused on whether Hong Kong's election management authorities will allow these candidates to run after the national security law to regulate anti-government activities took effect.

The US Navy says it has deployed two aircraft carriers to the South China Sea for the second time this month.

The US Navy's Seventh Fleet issued a statement saying the USS Nimitz and USS Ronald Reagan carried out military exercises in the South China Sea on Friday.

It said the aircraft carriers conducted tactical air defense drills with more than 12,000 military personnel and their escorting Aegis destroyers.

Rear Admiral Jim Kirk, commander of the Nimitz, said in the statement that the carrier strike groups are operating in the South China Sea, wherever international law allows, to reinforce their commitment to a free and open Indo-Pacific, a rule-based international order, and to their allies and partners in the region.

US President Donald Trump's administration is stepping up its confrontational stance against China. It said on Monday that Beijing's maritime claims across most of the South China Sea are "completely unlawful."

Earlier this month, the aircraft carries took part in exercises in the South China Sea at the same time as China was holding drills in the area.

The series of US drills are seen as a warning to China.

US media have reported that the US administration of President Donald Trump is considering a possible troop reduction in South Korea.

The two countries have been in talks since last September over how to share the cost of stationing US forces in South Korea.

US officials are quoted as saying the two nations remain at odds over Trump's demand that Seoul greatly increase its share of the costs.

The Wall Street Journal reported on Friday that the Pentagon has presented the White House with options to reduce the US military presence in South Korea. Currently 28,500 US troops are stationed in the country.

US officials are also quoted as saying the move is part of a broader re-examination of how to reposition and potentially reduce military deployments worldwide.

The paper also reports there was no mention of the specific scale of the potential reduction, and that no decision has been made on the matter.

Trump announced last month that his government intends to reduce US troops in Germany from 34,500 to 25,000, citing what it views as Berlin's failure to pay its fair share of defense costs.

Meanwhile, talks between the Trump administration and Tokyo are due to start this year on the cost of US military installations in Japan. The talks are expected to be tense, with Trump demanding that Japan pay more.
