South Korean President Yoon Suk-yeol has elaborated on why he came to a decision to resolve a long-standing issue with Japan. Yoon described his wartime labor compensation plan as his campaign pledge and ultimately the government implemented it.

Yoon reiterated his efforts to improve his country's relations with Japan ahead of his visit to Japan this coming week.

Seoul announced last Monday that it will compensate its nationals who say they or their family members were forced to work for certain Japanese companies during World War Two and it will be done through a government-affiliated foundation instead of the Japanese businesses.

The South Korean government published on Sunday the remarks Yoon made the day after the announcement which took place at a Cabinet meeting.

Yoon said he implemented a promise made during the presidential campaign. He said when he took office, he instructed the Foreign Ministry to come up with a solution. He also said this is a decision that the government has arrived at after twists and turns.

The country's presidential office has uploaded a short video on YouTube. In the piece, Yoon stressed that better relations with Japan are necessary from various perspectives including security, economy and culture. The video ends with him saying he takes full responsibility for the decision.

Yoon's plan has triggered backlash from civic groups and some plaintiffs in the suit against the Japanese companies. They held protest rallies in central Seoul again on Saturday.

Yoon is apparently trying to rally the public behind his plan ahead of his talks with Japanese Prime Minister Kishida Fumio. He is due to arrive in Japan on Thursday.

North Korea has decided on what it calls important practical steps for offensive use of the country's deterrent capabilities.

The Sunday-edition of the Korean Workers' Party newspaper Rodong Sinmun reports the party's Central Military Commission has held an enlarged meeting attended by North Korean leader Kim Jong Un.

The paper says the direction and steps for military activities were discussed.

It reports Pyongyang's assessment that "the war provocations of the United States and South Korea are reaching the red line."

It also says the meeting adopted important practical steps for making more effective, powerful and offensive use of the war deterrent of the country, in coping with what it perceives as provocations. It does not explain what Pyongyang meant by "offensive use of its war deterrent" or "important practical steps."

South Korea's intelligence agency said on Tuesday that the North may conduct a large-scale military exercise that could include its nuclear arsenal from later this month to early April. It also said the exercise may include the country's first-ever launch of a solid-fuel intercontinental ballistic missile, or ICBM. ICBMs can be launched swiftly when they use solid fuel instead of conventional liquid fuel.

The US and South Korean militaries are scheduled to start a regular joint exercise on Monday.

Pyongyang's decision is raising concerns over the possibility of a further escalation of military provocations by the North.

China's National People's Congress on Sunday elected four officials who are close to President Xi Jinping to key government posts.

Ding Xuexiang, 60, the ruling Communist Party's No.6 official and a member of the party's Politburo Standing Committee, was chosen as the first-ranked vice premier.

He Lifeng, 68, head of the National Development and Reform Commission, has replaced Liu He as the next economic chief and was tapped to be another vice premier.

Both officials are long-time allies of Xi and accompany him on nearly all domestic and international visits.

Yi Gang, 65, was retained as governor of the People's Bank of China and Liu Kun, 66, as finance minister. Both men had been expected to retire as the usual retirement age is 65. Observers said growing concerns about China's sluggish real estate market and soaring local government debts likely played a role in keeping the two in their posts.

Foreign Minister Qin Gang was elected as one of the state councilors, equivalent to vice premiers, just two months after he took office in his ministerial role. His predecessor Wang Yi spent five years as foreign minister before he was elected as a state councilor. Qin served as a spokesperson for his ministry, and is believed to be close to Xi.

Xi's allies now hold key posts in the government, in addition to roles in his party and the military.

Japan's government says it intends to continue to support Turkey and help earthquake survivors in the country rebuild their lives.

The earthquakes that hit southern Turkey on February 6 have left about 54,000 people dead in Turkey and in neighboring Syria.

Japanese State Minister for Foreign Affairs Yamada Kenji visited Gaziantep on Saturday. The southern Turkish city is near the epicenter.

He inspected a tent facility where a Japanese disaster relief team is providing medical assistance.

He also met with Fatma Sahin, the mayor of the city.

After the meeting, the mayor expressed gratitude for the aid Japan is providing. She said she is willing to work with the Japanese government to draw up a roadmap, so that her city can be rebuilt.

Yamada said Japanese experts are ready to give Turkey advice. He added his country will provide seamless support.

A team of experts dispatched by the Japan International Cooperation Agency is currently providing technical assistance in the affected areas. Some team members are trying to help people make the buildings more resilient to earthquakes.

An event was held in Paris to remember the victims of the 2011 earthquake and tsunami in northeastern Japan and to showcase the region's progress in recovery since the disaster.

The event was held at a Japanese cultural center in the French capital. It opened with a video message of Governor Uchibori Masao of Fukushima Prefecture.

12 years after the earthquake, tsunami and nuclear accident, Uchibori said that an evacuation order had been lifted for a large part of the prefecture and now residents can return and live in all of the municipalities.

He also noted that exports of agricultural products from Fukushima posted record highs last year as food safety was ensured with thorough inspection and testing.

An NHK documentary which chronicled the March 11 earthquake and tsunami was shown at the event with French subtitles.

Visitors also got to taste sake brought directly from a brewery in the city of Nihonmatsu in Fukushima.

A Turkish photographer who lives in Paris said that he was impressed by the documentary film and that Japan's experience should be shared with the Turkish people as their country is also prone to earthquakes.

He added that he has respect for people in Japan who remained calm during the disaster.

In the World Baseball Classic, Japan delivered another stellar performance and trounced the Czech Republic 10-2 in the first round.

In Saturday's game in Tokyo, Japan's starting pitcher Sasaki Roki gave up a run in the first inning after his teammate made an error.

But he did not allow any additional runs from the second inning on.

With Japan trailing by one in the third inning, Yoshida Masataka turned the game around with a two-run double.

Japan has notched two consecutive double-digit wins and has extended its winning streak to three games.

Japan will meet Australia in the final match-up of the first round on Sunday. With one more win, Japan can clinch the top spot in its group and advance to the quarterfinals.

Japanese astronaut Wakata Koichi has returned to Earth from the International Space Station, along with three crewmembers.

Their space capsule splashed down off the US state of Florida around 11 a.m. on Sunday, Japan time.

Wakata had been at the ISS since last October. During his five-month stay, he experienced his first spacewalk and conducted various experiments that would be helpful for future moon and Mars explorations.

The four astronauts left the ISS on board a civilian spacecraft around 4 p.m. on Saturday, Japan time. About 18 hours later, the spacecraft fired its engines and re-entered into Earth's atmosphere.The capsule then opened parachutes for a slow descent.

Wakata appeared from the capsule's hatch smiling, following two other astronauts, around 11:55 a.m. on Sunday, Japan time.

He spent 157 days and some hours in space this time. The Japan Aerospace Exploration Agency says Wakata now holds the Japanese records for the longest stay both in space and at the ISS.
