The death toll from wildfires on the Hawaiian island of Maui has topped 60.

The wildfires that broke out on the island on Tuesday have spread rapidly due to strong winds from a passing hurricane. The number of confirmed deaths had reached 67 as of Friday, local time.

US television network CNN says Maui's wildfires are the country's second deadliest in the past 100 years after California's fire in 2018, which killed 85 people.

Access to the devastated town of Lahaina on the western side of Maui was restricted, but local authorities on Friday allowed residents to temporarily return to their homes.

A long line of traffic was forming on the road leading to the town.

Authorities in the state of Hawaii told NHK that warning sirens had not been activated to alert residents when the fires began.

No details have been revealed, but the failed alerts may have played a part in the resulting extensive damage and loss of life.

China's Foreign Minister Wang Yi has referred to the United States as the "biggest destabilizing factor in the world."

Wang made the remarks during a meeting with Singapore's Prime Minister Lee Hsien Loong on Friday. The visit was part of his tour of Southeast Asia.

China's foreign ministry said Wang told Lee that the US "connives at and supports Taiwan independence forces in soliciting US support for independence," and that "crosses China's red line."

It said Wang went on to say that the US "coerces other countries to engage in unilateral protectionism against China."

He reportedly added that such "retrogressive acts will only damage its own credibility and prove to the world that the US has become the biggest destabilizing factor in the world."

The comments come as the US increases its involvement in Taiwan and toughens restrictions on exports to China of some advanced semiconductors and other technologies.

Lee is said to have expressed his intention of promoting cooperation with China. He reportedly said that the world today is not peaceful and that Singapore expects major countries to play a leading role, seeking mutual benefit and win-win results.

The preparatory committee for the 2026 review conference of the Treaty on the Non-Proliferation of Nuclear Weapons has failed to adopt a summary document, due to opposition by Russia, China and Iran.

The gathering, which opened on July 31 in the Austrian capital of Vienna, ended on Friday.

On the final day, NPT committee chair Jarmo Viinanen presented a draft summary of the session.

The draft says states parties reaffirmed the importance of the NPT's role in pursuing nuclear disarmament and non-proliferation.

The draft says the parties condemned threats of the use of nuclear weapons, in an apparent reference to Russia's threats during its invasion of Ukraine. It also says they expressed concerns about the safety of Ukraine's Zaporizhzhia nuclear power plant, which is occupied by Russian forces.

The document also mentions that states parties strongly supported the efforts of the International Atomic Energy Agency to review Japan's plan to release treated and diluted water from the Fukushima Daiichi nuclear power plant into the ocean.

But the document was not adopted as Russia, China and Iran strongly opposed making it an official record.

Throughout the session, a number of representatives criticized Russia for repeatedly threatening to use nuclear weapons.

The Russian delegate countered that Western countries posed a security threat.

At the closing of the meeting, Viinanen expressed a sense of crisis. He said if an agreement is not reached at the next review conference, the credibility of the NPT could be shaken.

Japan's Economy, Trade and Industry Minister Nishimura Yasutoshi has signed a joint statement to boost cooperation with mineral-rich Zambia. Japan is aiming to secure key natural resources from African countries.

Nishimura met President Hakainde Hichilema on Friday in the capital Lusaka as part of a five-nation tour of the continent.

Countries including China are rapidly transitioning to electric vehicles, leaving Japan to play catch-up in the race to secure key resources.

Zambia produces cobalt and nickel, which are both used in EV batteries, and copper.

Nishimura said he hopes to cooperate widely with Zambia as a first step to stronger bilateral ties.

Hichilema said he hopes to conclude a framework for investment and trade with Japan, so that Zambia can add value to its resources.

The two countries agreed to build responsible and resilient supply chains for critical minerals.

The Japan Organization for Metals and Energy Security also signed a memorandum of understanding on minerals exploration, while delegates from the Japanese private sector joined a meeting on resources development.

The US Justice Department has appointed a special counsel to the case involving President Joe Biden's son, Hunter Biden.

Attorney General Merrick Garland on Friday announced the appointment of attorney David Weiss to the post. A special counsel is a prosecutor with a high degree of independence.

Hunter Biden has been under investigation for allegedly failing to pay income tax and possessing a firearm unlawfully while using drugs. Weiss had already been leading the probe.

Biden's son had previously reached an agreement with federal prosecutors to plead guilty to tax charges while avoiding prosecution for the firearm charge.

Republicans have been critical of the handling of the case, saying prosecutors were being soft on the president's family.

Some US media say the appointment of the special counsel is a response to the criticism.

A spokesperson for former President Donald Trump released a statement saying that "if this special counsel is truly independent" he will quickly conclude that Hunter Biden "should face the required consequences."

A British court has rejected Japan's request to extradite a man wanted in connection with a robbery in Tokyo, citing potential human rights violations by investigators.

The court in London made the decision on Friday.

Joe Chappell and two other British men allegedly stole jewelry valued at about 100 million yen, or 690,000 dollars, from a high-end store in Tokyo's Shibuya Ward in November 2015.

They are also accused of seriously injuring a security guard.

Tokyo police have obtained arrest warrants for all three and placed them on an international wanted list through Interpol.

The men were later detained on different charges in Britain, and Japan's government requested their extradition.

The two countries have not signed an extradition treaty.

Foreign media have in recent years pointed to Japan's high conviction rate and prolonged detentions.

Chappell's defense team raised human rights concerns, saying he could be forced to confess through long hours of questioning.

In response, Japanese officials said interrogations would be recorded in principle, and confessions not taken as evidence if deemed not credible.

The court said Chappell's rights may not have been fully protected.

Similar proceedings are scheduled for the other two suspects starting next month.

A very strong typhoon is moving north over the Pacific near Japan's Ogasawara Islands. Weather officials warn that Typhoon Lan could come close to eastern and western Japan around Tuesday.

The Meteorological Agency said that as of 6 a.m. Saturday, the typhoon was slowly moving northwest over waters 150 kilometers north of Chichijima Island.

It had a central atmospheric pressure of 940 hectopascals and winds of up to 162 kilometers per hour near its center with maximum gusts of 234 kilometers per hour. Winds of more than 90 kilometers per hour were blowing within a 110-kilometer radius from the center.

Typhoon Lan is expected to continue heading northwest over the ocean south of Japan. Weather officials say heavy rain could fall in eastern and western Japan beginning Monday.

In the 24 hours through Tuesday morning, up to 300 millimeters of rain is expected in the Tokai region, 200 in Kinki, 150 in Shikoku, 100 in Kanto-Koshin and the Izu Islands.

The typhoon is still far away from Japan's main island of Honshu. But waves of 3 to 5 meters high are forecast on Saturday and 6 meters on Sunday along the Pacific coast areas from the Kanto through Kinki regions.

Weather officials are calling on people to pay particular attention to high waves and to stay away from them.

Weather officials in Japan say the Ogasawara Islands, located about 1,000 kilometers south of Tokyo, are in Typhoon Lan's storm zone. The system is expected to come closest to the islands around Friday evening.

The officials are warning of fierce winds, high waves, and landslides.

The Japan Meteorological Agency said as of 9 a.m. on Friday, Typhoon Lan was moving slowly northward, 90 kilometers east-southeast of Chichijima Island.

The typhoon had a central atmospheric pressure of 950 hectopascals and winds of up to 162 kilometers per hour near its center, with a maximum instantaneous wind speed of 216 kilometers per hour. Its storm zone packed winds of over 90 kilometers per hour within a 130-kilometer radius.

Winds strong enough to knock over houses are expected to batter the islands. Gusts of 162 kilometers per hour, accelerating up to 234 kilometers per hour, are forecast for Friday. Winds of up to 108 kilometers per hour, gusting up to 162 kilometers, are possible for Saturday.

Chichijima Island recorded a maximum instantaneous wind speed of 105 kilometers per hour shortly after 5 a.m. on Friday.

The sea around the islands is expected to be very rough through Saturday. High tides are expected on Friday while the storm approaches.

Those conditions could be accompanied by heavy rain and occasional thunder showers. Up to 200 millimeters may drench some areas in the 24 hours through Saturday morning.

Residents are advised to stay home and be on the alert for strong winds, high waves, high tides, landslides, flooding, and rising rivers.

Seas around the Izu islands, north of the Ogasawara Islands, are also expected to be rough on Saturday. Violent winds on Sunday could churn waves higher.

Winds with maximum speeds of between 90 and 104 kilometers per hour and a maximum instantaneous wind speed between 126 and 162 kilometers are forecast for Sunday.

Weather officials are asking residents pay particular attention to high waves.

Once the typhoon leaves the Izu Islands, it is forecast to move northwest over the Pacific south of Japan's main island of Honshu. It could approach the area next Tuesday while maintaining its strength.

Stormy weather could lash eastern and western Japan from Monday. High surf could affect people in the Kanto and Tokai regions facing the Pacific.
