On the Hawaiian island of Maui, authorities have confirmed at least 89 deaths in devastating wildfires that broke out on Tuesday.

The fires were fanned by strong winds caused by a hurricane, spreading quickly to Lahaina, the main urban area, and largely reducing it to ash.

Local authorities announced that more than 1,400 people had taken shelter in a high school and churches as of Friday. Water and food have been distributed to them.

They say that they will provide support at a community center this weekend for people whose family members are missing.

The Pacific Disaster Center on Saturday released an assessment of the damage in Lahaina.

It says that about 8.8 million square meters, or roughly 2,170 acres, were burned and that 86 percent of the affected buildings were residential, resulting in a need for shelters for 4,500 people.

A total of 2,207 structures were damaged or destroyed, and about 5.52 billion dollars is needed to rebuild what has been lost.

Taiwan's Vice President Lai Ching-te has departed for the United States, where he will make a stopover on his way to Paraguay. China reacted sharply to his move and hinted at a potential countermeasure.

Lai is scheduled to visit Paraguay via New York City to attend the inauguration ceremony of Paraguayan President-elect Santiago Pena on Tuesday. Paraguay has diplomatic ties with Taiwan. Lai plans to return to Taiwan next Friday with a stopover in San Francisco.

Before leaving Taiwan on Saturday, Lai expressed his intention to use his visit to Paraguay to have "self-confident" exchanges with leaders from other countries. But he did not provide any details about his stopovers in the United States.

It has become customary for both the president and vice president of Taiwan to transit through the United States en route to other countries with which Taiwan has diplomatic ties.

However, the Chinese government firmly voiced its opposition to any form of official contact between the US and Taiwan.

It said it would closely monitor the situation surrounding Lai's trip and take strong measures to protect the country's sovereignty and territorial integrity.

China conducted military drills around Taiwan after Taiwan President Tsai Ing-wen met US House Speaker Kevin McCarthy during her stay in the US in April.

There is concern that China could use Lai's remarks or behavior during his trip as pretext to escalate tensions.

Lai is expected to run in the upcoming presidential election in January as the ruling Democratic Progressive Party candidate.

Ambassadors and representatives of nearly 60 countries have discussed peace proposals by Ukraine and measures against anticipated Russian attacks on energy facilities in winter.

The Ukrainian presidential office says that G7 countries and the Global South which are emerging and developing countries are among the 58 nations that were represented at the conference on Friday in Kyiv.

Ukrainian energy minister Herman Halushchenko was also present.

The discussion centered on energy security, one of the 10 proposals of President Volodymyr Zelenskyy's Peace Formula.

It built on what was discussed during the international conference earlier this month in Jeddah, Saudi Arabia.

The participants talked about Russia being likely to continue targeting Ukraine's energy facilities in the coming winter.

They confirmed the need to strengthen air defense to protect such facilities and measures to increase power output.

They shared concerns about Russia's bypassing sanctions in getting missile components as it continues to attack infrastructure in Ukraine.

The participants confirmed that they will continue to work toward a leaders' summit.

Japan's ambassador to Afghanistan says he has been raising concerns about restrictions on women's rights in discussions with the country's Taliban leaders.

The Japanese embassy in Afghanistan temporarily relocated to Qatar after the Taliban seized power in August, 2021. It partially resumed work in the Afghan capital, Kabul, in September of last year.

Ambassador Okada Takashi, who has been talking with the people of Afghanistan as well as meeting with the Taliban leadership, recently spoke to NHK online.

Okada said two years after the Taliban returned to power, cities and towns appear to be regaining a sense normalcy but that people still struggle just to survive.

He said they are facing hardships such as shortages of food because foreign aid has been lagging and the economy is in the doldrums.

Okada talked extensively about the rights of women and girls, which have been eroded during the past two years. He said that girls are denied secondary education in many parts of the country and women are being increasingly deprived of opportunities to socialize.

He said he repeatedly told Taliban leaders that women's support is essential to stabilize the country.

He expressed hope that change could occur in the future as there seem to be members of the Taliban who support introducing a more relaxed policy on women.

The ambassador stressed Japan's intention to continue providing assistance to the people of Afghanistan and reaching out to the Taliban.

A strong typhoon is moving north in the Pacific Ocean over waters near Japan's Ogasawara Islands.
Typhoon Lan is expected to make landfall between the Tokai region in central Japan, and the Shikoku region in western Japan on Tuesday.

It will continue to move northwest over waters south of Japan on Monday, before turning northward on Tuesday.

Lan is still far from the Japanese main island of Honshu. But rough seas are already forecast for the Pacific coast between the Kanto region including Tokyo in eastern Japan and the Kansai region in western Japan.

Japan's Meteorological Agency says as of 3:00 a.m. on Sunday, the typhoon was moving west-northwest at a slow speed over waters 330 kilometers northwest of Chichijima Island.
The typhoon has a central atmospheric pressure of 965 hectopascals. It is packing winds of up to 144 kilometers per hour, with maximum instantaneous wind speeds of up to 198 kilometers per hour.

Winds of more than 90 kilometers per hour are recorded within a 95-kilometer radius from the typhoon's center.

High waves are already lashing the Pacific coast of Honshu and the Izu Islands.
The islands will experience extremely rough seas on Sunday, with nine-meter waves and very strong winds.

Strong winds will also begin to arrive over on Monday in the regions of Tokai, Kansai and Shikoku, with winds of up to 86 kilometers per hour, with gusts of 126 kilometers per hour.

Thunderstorms and localized downpours are forecast for the Pacific coast of eastern and western Japan on Monday and Tuesday.

Heavy precipitation could cause mudslides and overflowing rivers.

Weather officials are calling on people to check emergency stocks, and locate high risk areas on local maps before the storm arrives.

They are also advised to follow weather updates as the typhoon could disrupt transportation during the annual Bon holiday period.

A renowned dance festival in western Japan, Awa Odori, is once again drawing large crowds, following the lifting of restrictions for coronavirus.

The annual August spectacle in Tokushima City began on Saturday. Groups of skilled dancers performed in the city's central area where seats for spectators are installed.

The organizers put in a full number of seats this year because the government lifted all coronavirus pandemic restrictions. Last year, they were limited to three quarters of capacity.

For the first time, seats for spectators were set aside at the price of about 1,400 dollars per person. The expensive tickets for the first day were sold out. Seated spectators, many of them foreign tourists, enjoyed the dances while tasting local delicacies.

Visitors were also allowed to march as an impromptu group in part of the festival. A young visitor from Kyoto who came for the first time said being able to join in was very enjoyable.

The climax of the festival featured a grand march of 1,000 outstanding dancers from 15 prominent groups. Spectators also danced on their own beside them.

The Awa Odori event is scheduled to run through Tuesday.
