Ukraine renews call for help after deadly Russian strikes

A Russian attack on the central Ukrainian city of Poltava on Tuesday left 51 people dead and more than 200 injured. It was one of the deadliest attacks of the war.

Two ballistic missiles hit an educational facility and a hospital, trapping people in the rubble.

Russia also attacked the eastern region of Kharkiv and the capital Kyiv on Monday, damaging homes and infrastructure.

Ukrainian President Volodymyr Zelenskyy said: "Air-defense systems and missiles are needed in Ukraine, not in a warehouse somewhere. Long-range strikes that can defend against Russian terror are needed now, not sometime later. Every day of delay, unfortunately, means more lives lost."

Zelenskyy again urged his allies to lift restrictions on the use of long-range weapons. He has said it would help Ukraine end the war as soon as possible.

Ukraine reportedly uses new drone missile in attack on Russian target in Crimea

Ukrainian media reported on Monday that a new homegrown long-range drone missile was used to strike a Russian military target in occupied Crimea last month.

Ukrainian President Volodymyr Zelenskyy referred to a new weapon used in the attack in late August, but did not disclose any details.

Ukrainian media said several dozen Russian military airfields are within the new drone missile's range. Ukraine has been hampered by Western nations' unwillingness to let it use their long-range weapons against Russia.

Meanwhile, Russia's defense ministry announced on Monday that its troops took control of the village of Skuchne in the eastern Ukrainian region of Donetsk.

Ukraine apparently hopes its cross-border incursion into Russia will help tamp down Russian offensives in eastern Ukraine.

But on Monday, Russia's President Vladimir Putin said Russian troops are advancing faster in eastern Ukraine than they have done for a long time.

Ukraine's State Emergency Service said on Tuesday that a woman and her child were killed in a Russian attack in Zaporizhzhia in southern Ukraine. It also said that one person was killed and six others wounded in a missile attack in Dnipro in eastern Ukraine.

Russia opens international Far East economic forum

A Moscow-sponsored international economic forum is underway in Russia's Far East amid increasingly tough economic sanctions against the country over its invasion of Ukraine.

The ninth Eastern Economic Forum opened in Vladivostok on Tuesday. The event, which aims to develop the economy of the Far East, started in 2015.

Malaysian Prime Minister Anwar Ibrahim and Chinese Vice President Han Zheng are among world leaders expected to take part in the four-day event.

China's Foreign Ministry spokesperson said the country hopes Han's visit will help Beijing work with Russia to "deepen Northeast China-Russian Far East cooperation, and jointly advance the development of the region."

Russia apparently wants to showcase its favorable ties with China and other countries amid its deepening confrontation with the West.

Russia also expects more than 40 business leaders, including those from China and India, to attend the event. Moscow apparently seeks to enhance trade and economic ties with nations that have not imposed sanctions against the country.

The forum will continue through Friday, with Russian President Vladimir Putin expected to deliver a keynote speech at a plenary session on Thursday.

LDP Secretary-General Motegi announces bid for party presidency

The Secretary-General of Japan's main ruling Liberal Democratic Party, Motegi Toshimitsu, has announced he is running for party president. It will be his first bid for party leader.

The new LDP president is expected to become Japan's next prime minister.

Motegi described how he envisions his administration at a news conference on Wednesday, saying he would set goals, unite his team and produce results.

He said he will deal firmly with situations that arise, both domestic and abroad, with a stable administration that can get things done.

Motegi said he would promote a policy of "no tax hikes," adding that economic growth would provide the increased tax revenue needed for funding.

He stressed he will take responsibility as prime minister if he cannot show results within three years.

As for the issue of politics and money, Motegi said he will show his determination to create a new LDP and carry out political reform and party reform.

He noted he will abolish "policy activity fees" that the party gives to lawmakers, and aim for legal reform so that income from political fundraising parties will be taxed.

UN report: North Korea imposes severe penalties curbing freedom of expression

The United Nations says North Korea is cracking down even harder on freedom of expression and thought in the country.

UN Secretary-General Antonio Guterres released a report on North Korea's human rights situation, covering the period between July 2023 and May 2024. It was compiled following a UN investigation.

The report says, "There was a noticeable escalation in the repression of the rights to freedom of expression, information, thought and conscience." It cites the enactment of three new laws in the crackdown.

The report especially points to the Law on Protecting the Pyongyang Cultural Language, which is aimed at preventing the influx of foreign culture.

The report says the law has introduced severe legal sanctions, including the death penalty, for people who imitate language used in other countries.

On the right to adequate food, the report says the country saw a reduction in food prices due to a decent fall harvest last year.

But it also says Pyongyang is limiting the role of small-scale markets. The report says people had to shop exclusively at state-owned stores for food, which did not have enough food to sell.

Regarding the abduction issue, the report calls on the North to provide the families of all people who have been abducted with full information on their whereabouts, and to immediately repatriate them.
