Japan and South Korea's foreign ministers have discussed bilateral relations and North Korea in Tokyo.
Kang Kyung-wha, on her first visit to Japan since taking office, met her Japanese counterpart Taro Kono on Tuesday.
Kono asked Kang and South Korean President Moon Jae-in to exercise leadership in firmly implementing the 2015 bilateral agreement on those referred to as comfort women. He said the agreement must be upheld and implemented for the development of bilateral relations.
Kang explained the progress made by a government working group which is studying the process that led to the agreement.
The ministers exchanged views on last week's UN Security Council ministerial-level meeting on North Korea.
They agreed to maximize pressure on the North to force it to give up its nuclear and missile programs.
They also reaffirmed their close cooperation with the US, and the need to have China play a bigger role in dealing with the North.
The ministers agreed to arrange a 3-way summit with China in Japan at an early date.

The Japanese government has approved the deployment of 2 new land-based missile defense systems.
The installation of Aegis Ashore systems in 2 locations across Japan was approved at a Cabinet meeting on Tuesday.
The decision to bolster the nation's defence capabilities comes in response to an acceleration of North Korea's missile development program.
Pyongyang is focused on improving its missile launch capabilities by firing multiple missiles simultaneously, as well as launching them on a lofted trajectory or at a steeper angle than usual.
An example of this was seen last month when North Korea test-fired a new type of intercontinental ballistic missile with an extended range.
Japan's Aegis Ashore system will use a new type of missile interceptor jointly developed with the United States. Officials say that the 2 systems will place the entire Japanese nation under their coverage.
Two Ground Self-Defense Force's training areas -- one in Akita City in northern Japan and the other in Hagi City in western Japan -- are among sites being considered for deployment.
A single system is estimated to cost 888 million dollars. The government plans to include about 25 million dollars in this fiscal year's supplementary budget to cover the cost of technical assistance from the US.
It will also request more than 6 million dollars to pay for the system's basic design in the next fiscal year's budget.
It is expected to take around 5 years for the government to put the new systems into operation.

US President Donald Trump has unveiled his first national security strategy, pledging to put "America first."
The document, released on Monday, says: "An America that is safe, prosperous, and free at home is an America with the strength, confidence, and will to lead abroad."
In a speech in Washington, Trump said the strategy recognizes that the United States is engaged in a new era of competition.
Referring to China and Russia as rival powers, Trump said that the US will attempt to build a great partnership with those and other countries in a manner that always protects US national interest.
The new national security strategy lays out 4 pillars of the Trump administration's foreign and military policies.
These include protecting the American people, homeland and way of life; promoting American prosperity; preserving peace through strength; and advancing American influence.
The document says that the US plans to build up its military capability as well as address trade imbalances and other economic issues that threaten national security.
The strategy also criticizes the destabilizing effect of North Korea's nuclear and missile development and Iran's suspected support for terrorist organizations.

The US government says North Korea was behind a ransomware cyberattack that caused global damage in May.
President Donald Trump's homeland security adviser, Tom Bossert made the claim in a Wall Street Journal commentary on Monday. Bossert said the US "publicly attributes" the cyberattack to North Korea, adding that Britain, other governments and private companies agree.
The WannaCry virus infected more than 300,000 computers in 150 countries. Hackers demanded payments to unlock encrypted files. The attack crippled part of Britain's national health service.
Bossert said North Korea continues to threaten the world -- not just with its nuclear aspirations. He said it is increasingly using cyberattacks to fund its reckless behavior and cause disruption across the world.
Bossert wrote that the United States will rally allies and technology companies to increase Internet security.
Washington suspects North Korea has carried out a number of hacking attacks to steal cash, including one that targeted the Bangladeshi central bank last year.

A giant panda cub born at Tokyo's Ueno Zoo made her public debut on Tuesday.
Xiang Xiang appeared before viewers with her mother Shin Shin at 9:45 AM.
To ease the burden on the cub and to avoid congestion at the zoo, viewing of Xiang Xiang is limited to about 2,000 people in 400 groups a day, through the end of January.
Visitors to see Xiang Xiang are chosen by a lottery. One in 46 applications were accepted on the first day.
She will be on display until 15 minutes after noon. Each visitor is expected to have about one to two minutes to view her directly.
The zoo began streaming live images of Xiang Xiang online from 9:30 AM. The cameras are set up in several locations in the panda area.
Xiang Xiang was born on June 12th. It is the first time in 29 years that a cub born at the Ueno Zoo is being exhibited.

A Japanese government panel says a massive earthquake with a magnitude of 8.8 or more could occur off Japan's northern island of Hokkaido.
Such earthquakes have occurred in the area at roughly 350-year intervals. The last one hit 400 years ago, making the next one very likely imminent.
The panel on Tuesday released the estimated scale and probability of quakes that could occur along the Chishima Trench, based on the latest studies. The trench is east and north of Hokkaido.
The panel said the probability of such a quake in the next 30 years is 7 to 40 percent.
Panel chair Naoshi Hirata, a professor at the University of Tokyo's Earthquake Research Institute, warns that an earthquake like the March 2011 temblor off northeastern Japan could be imminent, and that people in eastern Hokkaido should brace for a huge tsunami.

The US military has resumed flights of CH-53 helicopters in the southern Japanese prefecture of Okinawa.
The fleet was grounded after a window from a helicopter fell onto an elementary school field last Wednesday. The 8-kilogram window landed just 10 meters from schoolchildren shortly after the chopper left the nearby US Marine Corps Futenma air station.
The same type of aircraft took off just after noon on Tuesday from Futenma.
The local government of Okinawa demanded the suspension of all military aircraft until their safety is confirmed. Resuming flights less than one week after the incident is likely to trigger an angry reaction.
US military officials had told the Japanese defense ministry that they planned to resume flights. They said on Monday that human error was to blame for the incident and that the aircraft are structurally and technically sound.

Major Japanese construction firm Obayashi Corporation has reportedly notified the Fair Trade Commission about its involvement in a bid-rigging scandal involving the maglev train project.
Sources say Obayashi has admitted its wrongdoing to the FTC under a system that reduces or exempts firms from penalties if they voluntarily make such declarations.
Officials from the Tokyo District Public Prosecutors Office and the FTC are searching the head offices of Obayashi and another contractor, Taisei Corporation, on Tuesday. They also searched the head offices of Kajima and Shimizu corporations on Monday.
The 4 major companies are suspected of repeatedly determining which contractor would win orders for the ultra-high speed train project ordered by Central Japan Railway Company, in advance of bidding. This is in violation of the country's anti-monopoly law.
Consortiums of the 4 companies have almost equally landed nearly 70 percent of the orders related to the project so far.
The FTC reduces penalties at a rate of 100 percent to 30 percent for the first 5 companies it acknowledges as having voluntarily declared violations.
The first company that makes a declaration before the FTC launches an investigation can evade criminal charges.
Sources say Obayashi filed the notice with the FTC after prosecutors searched its offices on December 8th. The prosecutors conducted the search on suspicion of fraudulent obstruction of business.
The investigators are analyzing materials confiscated in their searches and examining the bidding process for the massive project.
