Kansai Electric Power Company is expected to decide to decommission 2 aging reactors at its Ohi nuclear power plant in Fukui Prefecture.
Sources say the company plans to decide to scrap the No.1 and 2 reactors at a board meeting on Friday.
Nuclear reactors can operate for 40 years in principle under government regulations introduced after the 2011 Fukushima Daiichi nuclear accident.
Extensions of up to 20 years are allowed only when a reactor clears special inspections, which means more expenses for utilities.
The 2 reactors at the Ohi plant have output capacity of 1.17 million kilowatts.
But their containment vessels are smaller than those at the same type of plants, and special procedures are needed to cool them in case of emergency.
Kansai Electric has apparently determined that improving the facilities to meet government requirements would involve huge costs and take a long time.
The 2 reactors would be the first in Japan with output of more than one million kilowatts to be slated for scrapping.
In Japan, 6 reactors other than those at the damaged Fukushima Daiichi plant have been designated for dismantling.

A utility in Japan has told the country's nuclear regulator that misrepresented rubber products may be in use for 4 of its reactors but pose no safety risks.
Kansai Electric Power is one of the clients affected by a data falsification scandal involving subsidiaries of Mitsubishi Materials.
Last month, Mitsubishi said the 2 subsidiaries shipped some of its rubber and copper products with falsified inspection data on their strength and size.
The utility looked into the matter and reported its findings to the Nuclear Regulation Authority.
The firm says misrepresented rubber products may be in use for 2 reactors operating at its Takahama plant and 2 more at its Ohi plant. Both are scheduled to restart next year.
Mitsubishi says the products may be used to fill openings for wires in containment vessels and for components of pumps for injecting high-pressure water into the reactors in the event of accidents.
The firm says it cannot determine whether the products are among those shipped with falsified data. But it says no safety problems exist, as it has checked the products and can replace them if necessary.
The regulator says it will verify Kansai Electric's report, and is calling on other utilities to check whether such products are in use at their plants and report their findings.

UN diplomatic sources say the General Assembly is to hold an emergency session on Thursday to vote on a resolution rejecting US President Donald Trump's decision to recognize Jerusalem as the capital of Israel.
Palestine's UN ambassador Riyad Mansour requested the meeting after the United States vetoed a resolution with the same content, drafted by Egypt, at the Security Council on Monday.
At the General Assembly session, the resolution will be put to a vote, this time proposed by Turkey and Yemen.
UN diplomatic sources say the resolution will likely be approved by overwhelming support, except the US and Israel, as no country holds a veto power in the General Assembly.
General Assembly resolutions are non-binding, but they represent a consensus of the member nations. If the envisioned resolution is adopted, it will highlight the US isolation on the status of Jerusalem.

The governments of Myanmar and Bangladesh have set up a joint working group to discuss repatriation measures for Rohingya Muslims who fled violence in Myanmar to the neighboring country.
The move on Tuesday follows an agreement made by two nations last month.
The working group consists of 15 members from each country including high ranking foreign ministry officials. They will work with support from the United Nations aimed at compiling concrete measures for the return of Rohingya people from February next year.
The UN estimates about 650,000 people have fled to Bangladesh.
They were escaping the fighting that erupted in Myanmar's Rakhine state in August between Rohingya militants and government security forces.
However, it is unclear whether the discussion over the repatriation process will proceed smoothly.
The UN says the fact finding process is not moving forward yet for the refugees' claim that Myanmar's security forces persecuted the Rohingya Muslims. International human rights groups point out that the security situation in Rakhine state continues to be unstable.

A council set up by the Tokyo metropolitan government and businesses has decided to open a food market in Toyosu on October 11th next year.
Tokyo Governor Yuriko Koike announced in August last year that relocating the city's aging food market in Tsukiji to nearby Toyosu would be postponed due to concerns about toxic chemicals at the new site. The location was previously occupied by Tokyo Gas Company.
The market was originally scheduled to be moved in November last year.
The council agreed on Wednesday to complete all work, including confirmation by safety experts, by the end of July next year. It also agreed to have Koike declare the site safe.
The council chose October because it's not a busy month, and the 11th because it's a lucky day on the Japanese calendar.
The nearly 2-year delay in relocation has led to mounting losses for businesses and compensation by the metropolitan government.
It has also stalled construction of an access road for the 2020 Tokyo Olympics and Paralympics to be built on the site of the Tsukiji market.

Tokyo prosecutors investigating a suspected bid-rigging scandal on the maglev train project have reportedly confiscated a list showing the planned allocation of orders to major general contractors.
Investigators of the Tokyo District Public Prosecutors Office and the Fair Trade Commission have searched the head offices of 4 construction companies over the alleged bid-rigging. The 4 companies are Obayashi, Taisei, Kajima and Shimizu. The project involves the construction of the ultra-high speed train line by the Central Japan Railway Company, or JR Central.
The investigators suspect the 4 firms violated Japan's anti-monopoly law by repeatedly determining in advance of bidding which contractor would win orders.
The 4 companies are suspected to have discussed how to split up contracts even before the train construction project was approved by the government 3 years ago.
Sources say the seized list shows how to allocate contracts among the 4 firms.
Consortiums of the 4 companies won contracts for nearly 70 percent of the train project. They each won contracts almost equally.
The sources say orders were won almost in accordance with the list.
