Families of Japanese citizens abducted by North Korea have expressed the hope that the upcoming US-North Korea summit will pave the way for the return of their loved ones.

The abductees' families held a news conference in Tokyo on Monday, one day before the US-North Korea summit.

The head of a group of families, Shigeo Iizuka, whose sister was abducted, said he wants US President Donald Trump to strongly raise the abduction issue and make North Korean leader Kim Jong Un pledge to return the abductees.

Iizuka added that if this opportunity does not lead to success, he fears the abductees may never be able to return.

Sakie Yokota noted that 40 years have passed since the abduction of her daughter Megumi.

The 82-year-old mother said that when the North's leader makes the decision to return all the abductees, her years of hardship would turn into great joy.

She said she wants the North Korean leader to believe that Japan will repay the kindness if he makes such a decision.

She added that her husband, who is now being treated in a hospital, is also eagerly waiting for Megumi's return, with her photo by his bed.

Kono said Japan communicates almost daily with the US and South Korea. He also said as well as the phone talks between Abe and Trump, he will visit South Korea to meet with his local and US counterparts to decide on what future steps to take.

Japan has lodged a protest with Russia over its plan to lay undersea optical-fiber cables linking Russia's Far East with islands claimed by Japan.

Japan's Foreign Ministry says officials learned of the plan earlier this month. It also says a Chinese firm has been chosen to carry out the work of linking 3 of the 4 islands claimed by Japan with Sakhalin.

Chief Cabinet Secretary Yoshihide Suga told reporters on Monday that he is deeply dismayed by the Russian plan, as it is incompatible with the government's stance.

He said the government lodged a protest with Russia and China last Thursday to convey Japan's stance through diplomatic channels.

Russia controls the islands. Japan claims them.
The Japanese government maintains the islands are an inherent part of Japan's territory. It says the islands were illegally occupied after World War Two.

One of the 2 women wounded in a weekend stabbing on a Japanese bullet train has told police the suspect did nothing suspicious before attacking her.

The police identified the suspect as 22-year-old Ichiro Kojima, and sent him to prosecutors on Monday on suspicion of fatally stabbing a third passenger.

Investigators quote the woman as saying the suspect suddenly stood up and slashed at her. She was sitting next to him in the train near Tokyo on Saturday night.

The 27-year-old woman was attacked first, and then another woman. The suspect then stabbed and killed a male passenger who reportedly tried to stop him.

The victim, 38-year-old company employee Kotaro Umeda, was slashed multiple times with a hatchet-like object. Police arrested Kojima on the spot.

Kojima reportedly told police that he carried out the attack because he was irritated and that he had picked his targets at random.

Police continue to look into the situation leading up to the attack.

Police in Japan will increase patrols on trains and at railway stations, following a fatal stabbing.

On Saturday, a knife-wielding man slashed passengers on the JR Tokaido Shinkansen line near Tokyo. One man died and 2 women were wounded.

The National Police Agency instructed its officers nationwide on Monday to bolster measures against terror attacks and other crimes on both trains and at stations.

The order calls on officers to increase patrols and railway operators to report any suspicious objects or people.

The agency is strengthening anti-terror measures before the 2020 Tokyo Olympics and Paralympics. It plans to work closely with railway operators to ensure the safety of the public.

A Japanese high court has decided not to grant a retrial to an 82-year-old former professional boxer in a 1966 murder case.

In 1980, the Supreme Court finalized a death sentence for Iwao Hakamada for killing 4 members of a family in Shizuoka City. He pleaded innocent and filed for a retrial.

In 2014, the Shizuoka District Court granted a retrial and released him after 48 years in detention. The district court accepted DNA findings submitted by Hakamada's defense counsel that undermined the prosecutors' claim that his blood was found on items of clothing that purportedly belonged to him.

Prosecutors appealed the ruling.

On Monday, presiding judge Takaaki Oshima of the Tokyo High Court said deep doubt remains over the method and utility of the DNA tests that were accepted by the lower court. He also said the findings that the DNA type did not match the defendant's could not be trusted.

The judge also questioned the lower court's finding that the clothing items had highly likely been fabricated by the police. He said there is nothing illogical in thinking that the clothes belonged to Hakamada. He concluded that no reasonable doubt has arisen for the guilty conviction.

But the judge did not cancel the lower court's decision to release the man, citing his age and health condition.

Hakamada's defense counsel says it will appeal to the Supreme Court.

Japan's Emperor Akihito and Empress Michiko have paid their respects to the people who died in the 2011 tsunami at a memorial ceremony in Fukushima Prefecture.

The Imperial couple visited the Haragama district of Soma City on Monday, the final day of their 3-day tour of the prefecture. The Empress attended the day's events as scheduled, despite developing a fever the night before.

More than 200 residents of the area were killed in the tsunami triggered by the earthquake on March 11th, 2011. The Emperor and Empress visited the district 2 months after the disaster to mourn the victims.

Monday marks exactly 7 years and 3 months since the megaquake.

The Emperor and Empress left white chrysanthemum flowers at a monument for the victims. They met the bereaved families of volunteer firefighters who died in the tsunami while trying to lead people to safety.

The Emperor talked with a mother who lost her 30-year-old son. He said she must feel lonely, having lost a son who was in the prime of his life.

The Empress consoled another mother, saying her son had been trying to save many people.

The Imperial couple also visited a reconstructed facility at a fishing port. The Emperor asked the women working there about varieties of fish. The Empress expressed sympathy for their hardships and efforts to rebuild their community.

The Imperial couple will return to Tokyo on Monday evening.
