The defense chiefs of the United States and South Korea have discussed joint military drills, after President Donald Trump suggested that he may stop them.

US Secretary of Defense James Mattis and South Korean Defense Minister Song Young-moo spoke over the phone on Thursday about the drills, including the annual Ulchi Freedom Guardian in August.

After the US-North Korea summit on Tuesday, Trump expressed the idea of halting the drills depending on progress in negotiations with North Korea.

Song told Mattis what South Korean President Moon Jae-in said in a National Security Council meeting on Thursday.

Moon said his country needs to flexibly change its military pressure on the North and carefully consider military drills with the US, if sincere dialogue continues between Washington and Pyongyang.

Mattis and Song agreed to meet soon to discuss the issue.

South Korea's Kyunghyang Shinmun newspaper said in an article on Friday that stopping the joint drills will promote the denuclearization process. The Chosun Ilbo newspaper said the US-South Korea alliance will weaken, while the denuclearization of North Korea remains unclear.

NHK has learned that the United States has notified Japan of its plan to cancel a joint military exercise with South Korea scheduled for August.

A Japanese Defense Ministry source told NHK that US Defense Secretary James Mattis informed his Japanese counterpart Itsunori Onodera of the plan during phone talks on Thursday.

The source quoted Mattis as saying that the US and South Korea are working to suspend the annual computer-simulated defensive exercise known as Ulchi Freedom Guardian.

The source also says Onodera told Mattis that the matter is one for the US and South Korea to decide.

The defense chiefs reportedly confirmed that drills between Japan and the United States will continue.

After Tuesday's US-North Korean summit in Singapore, President Donald Trump suggested that he may stop the US-South Korean war games, depending on progress in negotiations with Pyongyang.

Japan's Defense Ministry has regarded US-South Korean military exercises as an important pillar in maintaining peace and stability in the region.

Onodera said on Friday it is important that the 2 countries negotiate directly on the abductions. He said Prime Minister Shinzo Abe will take leadership and negotiate with the North.

Onodera said it is important to resolve the abduction, nuclear and missile issues if 2 nations are to normalize relations. He said Japan will ask the North to give up its nuclear and missile development while holding talks on its abductions.

On America's joint military exercises with South Korea, Onodera said he continues to regard the drills, and trilateral drills involving Japan, as key pillars of regional peace and stability.

US President Donald Trump has suggested the drills could be suspended.

Japan's Cabinet has approved basic economic and fiscal policies that include measures to reconstruct state finances and address labor shortages.

The guidelines endorsed on Friday put off the goal for achieving a primary balance surplus by 5 years to fiscal 2025. A surplus means that the government can finance policy-related expenditure without incurring new debt.

The guidelines clearly call for the consumption tax to be raised to 10 percent in October next year as scheduled to help fiscal reconstruction.

They say the government will consider including special measures in the budgets for fiscal 2019 and 2020 to mitigate the negative impact of the tax increase on consumption.

The government will create a new status for non-Japanese workers to address deepening workforce shortages.

Foreign workers who have completed a government-backed technical internship program and others with certain skills will be able to stay in Japan for up to 5 years.

The government aims to provide free preschool education and day-care services from October 2019 to coincide with the consumption tax increase.

It will use the guidelines to draw up a draft budget for the next fiscal year.

A new law that allows anyone to rent out their property as private lodging took effect in Japan on Friday.

The new principle allows anyone to rent rooms for up to 180 days a year upon registration with local governments. Those who operate or broker such lodgings without registering can be punished.

The exact number of privately owned lodgings in Japan is not known.

But about 60,000 could be found in Japan on the world's leading private lodging intermediary website Airbnb as of March of this year.

Some municipal governments have implemented regulations to prevent disputes between guests and local residents and other problems. And many condominiums ban private lodgings.

Only about 2,700 hosts had filed applications with local governments as of Friday of last week.

On the same day, Airbnb canceled bookings at properties in Japan that had not been registered with the authorities, causing confusion among users of its service.

The Japanese government seeks to boost tourism in the run-up to the 2020 Tokyo Olympics and Paralympics and make full use of private lodgings to accommodate foreign visitors.

But it is not known how widely the system will propagate while many challenges remain.

Japan's Diet has passed a revised law aimed at curbing pollution caused by microplastics.

The law enacted on Friday calls for businesses to step up recycling to reduce plastic waste, and to refrain from using tiny plastic particles called microbeads.

Microplastics are pieces smaller than 5 millimeters long that have been broken up by ultraviolet rays or ocean waves. Microbeads are even smaller particles used for face scrubs and toothpaste.

They harm the marine ecosystem because they adsorb harmful substances and are too small to be collected.

The Japan Cosmetic Industry Association has been urging its members to stop using microbeads.

The association in March 2017 surveyed 15 major cosmetics makers and found that 10 of them had products containing microbeads.

But 8 of them said they had already stopped using the pollutants or would do so by May 2017. The other 2 said they plan to follow suit.

The association says few makers now use microbeads.

The law revision is in tandem with a global trend to address issues related to microplastics.

The European Union has proposed banning single-use plastics such as straws and disposable tableware.

The head of Japanese telecom giant SoftBank Group has decided to invest heavily in an Indian solar power generation project.

Sources say SoftBank Chairman and CEO Masayoshi Son plans to invest between 60 and 100 billion dollars in the project being promoted by the administration of Indian Prime Minister Narendra Modi.

The 2 sides are expected to reach an agreement soon after making final adjustments.

The investment is expected to come from a fund the firm set up with financial backing from a Saudi Arabian government-related fund in May last year.

The Modi administration has been promoting a plan to take advantage of India's plentiful sunshine and popularize solar power generation to fight the country's serious power shortage.

The project also includes development and production of related equipment such as solar panels.

In March this year, SoftBank agreed to work with Saudi Arabia's government on a 200-billion-dollar solar power generation project that's said to be one of the world's largest.

Japan's transport ministry has instructed a railway operator to look into an apparent failure to follow procedures after a fatal accident partially halted services on a bullet train line for several hours.

At around 2 PM on Thursday, a major dent was detected on the nose cone of a "Nozomi 176" bullet train. A body part was later found on the tracks of the Sanyo Shinkansen line in Fukuoka Prefecture. The Tokyo-bound train had begun its journey in Hakata, western Japan.

West Japan Railway Company, or JR West, says the train driver heard an abnormal noise, but failed to report the incident.

The transport ministry instructed JR West on Friday to investigate whether the driver reacted properly and why no report was filed.
The transport minister, Keiichi Ishii, says he has ordered the company to conduct a thorough investigation.

JR West revised its operating procedures following the discovery of a potentially dangerous crack in the undercarriage of a Shinkansen last December.

Drivers are now required to immediately stop trains when safety cannot be ascertained. They also have to report any incidents.
